Transport Plan Template COVID Safe Transport of Quarantined Persons Queensland Government’s Public Health Directions require that quarantining persons are moved to and from a nominated quarantine premises by dedicated modes of transport. For example, to and from a quarantine hotel, home residence or between marine vessels. In certain circumstances, quarantined persons must travel with a transport provider endorsed by a government authority, with a Transport Plan in the form approved by the Chief Health Officer. To fulfill this requirement, transport providers must develop a Transport Plan using this template and seek endorsement to operate from the Department of Transport and Main Roads (DTMR). Transport Plan The purpose of the Transport Plan is to document the practices that will be applied by transport providers to keep themselves and the community ‘COVID safe’. Transport providers are required to use this template to develop a Transport Plan in the form approved by the Chief Health Officer. It contains the minimum standards of practice that must be met by transport providers when offering a service to quarantined persons. When developing a Transport Plan using this template, transport providers must complete all fields of the template and clearly describe how their service will operate in accordance with the requirements contained in this template. Statement of Compliance DTMR endorsed transport providers must print and sign the Statement of Compliance attached to this template. They must display the signed Statement of Compliance in a prominent, visible location in all vehicles used as part of their transport service. This will help demonstrate to passengers and relevant authorities

the transport provider is complying with a Transport Plan in the form approved by the Chief Health Officer.

Public Health DirectionsIt is the responsibility of transport providers to ensure they comply with any Public Health Directions relevant to their business. Where the Chief Health Officer has issued updates to the Public Health Directions, which differ from requirements outlined in this template, the relevant Direction prevails to the extent of any inconsistency.

General Responsibilities for Transport Providers under this Transport PlanTransport providers must ensure:

1. A suitable Contact Person is nominated to develop the Transport Plan and act as a point of contact in relation to it.

2. All persons acting on behalf of, or taking part in the transport service, comply with the Transport Plan. This includes, ensuring that all passengers and employees are provided with clear instruction and support to enable them to take appropriate action.

3. To the extent practicable, all vehicles* used as part of the service are dedicated to the sole use of transporting quarantined persons; and all scheduled services travel a direct route to the quarantined persons destination.

4. All vehicles* used as part of the service display a Statement of Compliance visible to all passengers.

5. All vehicles* used as part of the service carry a copy of the Transport Plan which can be provided to an Emergency Officer (Public Health) by the vehicle’s driver*.

6. All drivers* have completed a program of training approved by Queensland Health before providing a service to quarantined persons.

7. Records are retained of all drivers’* contact information and the shifts they have worked. These records must be provided to an Emergency Officer (Public Health) if requested.

8. The Transport Plan remains current and is consistent with any Chief Health Officer updates to the Public Health Directions and associated protocols.

9. Any instances of non-compliance with the Transport Plan are reported to the local Public Health Unit without delay.

10.Any changes to the service’s contact information, operation or trading (e.g. no longer provides services to quarantined persons or ceases to trade) are reported to DTMR without delay.

Minimum Requirements The vehicle must be operated by a driver who has completed a program of training approved by Queensland Health.

In instances where the vehicle is cleaned by someone other than the driver, the cleaners must also complete a program of training approved by Queensland Health.

B2. Vehicles are suitable for transporting quarantined passengers

Minimum Requirements The vehicle must: to the extent practicable be a dedicated transport vehicle for the

transportation of quarantined persons; and ensure that there is a minimum of 1.5 meters distance between the driver and

the passenger or a physical barrier installed (this can be achieved by leaving one row of seats behind the driver free or leaving 1.5m clear space, whichever is greater), unless this is prohibited by safety or physical reasons (e.g. a small plane or helicopter); and

have ventilation settings such as windows and air-conditioning that promote frequent air changes within the vehicle.

Goods Administration (TGA) with specific claims against COVID-19; or o 2-in-1 cleaning and disinfectant wipes listed by the TGA with specific

claims against COVID-19; oro Detergents and also disinfectants including 1:1,000 PPM sodium

hypochlorite solution or solutions listed TGA with specific claims against COVID-19; and

all chemicals products are safely stored in accordance with the manufacturer’s material safety data sheet; and

ensure the availability of cleaning equipment (e.g. buckets, mops, rubbish bags); and

ensure the availability of disposable PPE including single use latex or nitrile gloves, surgical masks, disposable plastic aprons; and

ensure all drivers have access to reusable eye protection (goggles) that are clearly labelled with the driver’s name and which are stored in a clean safe location.

C2.Process for collection of passengers

Minimum Requirements The driver must: not remove and to the extent reasonably practicable, not touch their

surgical mask or eye protection (goggles); and practice good personal hygiene including use of sanitiser upon entry and

exit of vehicle; and follow the instructions of an authorised officer at the pick-up location; and limit interactions with other drivers at the pick-up and drop-off location to

the extent that is reasonably practicable; and ensure all passengers are wearing surgical masks prior to embarking the

vehicle; and practice physical distancing by remaining 1.5 meters from others; and ensure to the extent reasonably practical, that passengers load their own

luggage into the vehicle. Where assistance is required, the driver must use hand sanitiser immediately prior to and after handling luggage; and

only re-enter the vehicle when all passengers have embarked and are seated.

C1.Driver completes check list prior to arriving at the pick-up location

Minimum Requirements The driver must: follow the instructions of the authorised person at the point of arrival for the

transportation of the quarantined person; and disembark the vehicle first while all other passengers remain seated and

only re-enter the vehicle when all passengers have disembarked; and limit interactions with other drivers at the drop-off location to the extent

that is reasonably practicable; and practice physical distancing by remaining 1.5 meters from others; and not remove and to the extent reasonably practicable, not touch their

surgical mask or eye protection (goggles); and practice good personal hygiene and use of sanitiser upon entry and exit of

vehicle; and return the vehicle to the depot or other approved location where it will be

Minimum Requirements The cleaner must: put on new PPE (such as single use latex or nylon gloves, surgical masks,

disposable plastic aprons) and cleaned reusable googles; and ensure that cleaning products are prepared fresh daily following the

manufactures instructions; and clean the vehicle using either a product that cleans and disinfects at the

same time or a two-step process firstly cleaning with a detergent and then with a disinfectant; and

clean the vehicle in a systematic manner to ensure that no parts that need cleaning are missed; and

ensure all internal and external touchpoints of the vehicle are cleaned (e.g. internal and external door handles, grab handles, seats, seatbelts, head rests, window controls, arm rests, boot lid, steering wheel, dashboard, control buttons, gear stick, cup holders, centre console, mirrors, seat and steering wheel re-positioning handles/buttons, etc).

Minimum Requirements The cleaner must: put on new PPE (such as single use latex or nitrile gloves, surgical masks,
