Transposition of GTR15 (WLTP) into
UN Regulations
Background • New regulations required to transpose GTR No. 15 (WLTP) into
UN Regulations. Confirmed at 74th GRPE that ‘Step 2’ route would be followed, i.e. full transposition of GTR15 into UNR
• New GTR Informal Working Group Task Force set up
• To follow model proposed by UNECE secretariat at 73rd GRPE
• Regional levels (Level 1a, Level 1b etc.) in the original version (0 series of amendments) of new Regulation on WLTP
• Harmonised Level 2 to be introduced by the 01 series of amendments to that new Regulation
• Europe & Japan - the CPs (to date) to ‘sign-up’ to the process
• IWVTA - the Level 2 regulation will be included in UN Regulation 0 (IWVTA).
Possible way forward to avoid “options” in the case “alternatives” are not accepted by all Contracting Parties
Adoption of the original version of the WLTP Regulation and the 01 series of amendments by WP.29
Original version comes into force but not yet applicable as by the introductory provisions
N.B. Similar process was done for the entry into force of Regulations Nos. 132 (REC) and 135 (PSI), but without introductory provisions.
First series of amendments comes into force Original version is now applicable
Latest series of amendments (Level 2 – most stringent one) only subject to mutual recognition
6 months – OLA notification for the original version
6 months – OLA notification for the 01 series of amendments

New UN/ECE ‘Regulation WLTP’
Step 2 - to enable harmonisation
Regulation WLTP – Level 1a
Contains current R.83 limits
Optional acceptance by other CPs
Regulation WLTP – Level 1b
Contains “other” limits (e.g. Jpn)
Optional acceptance by other CPs
Etc.
Regulation WLTP – top level (Level 2)
Contains most stringent limits from across all regions
Subject to full mutual recognition: TA shall be accepted by all CPs
Leaves a gap in the Regulations relating to the non-Type 1 tests that are included in Regulation 83 see next slide for potential solution
Potential solution to enable Europe & non-EU contracting parties to issue approvals against the 1958 Agreement

• EU would sign-up to both new regulations
• Non-EU contracting parties only need to sign-up to Reg. WLTP
New ‘Regulation 999’
‘Empty’ regulation with x-refs to equivalent parts of R.83*
Type II test (Carbon monoxide emission test at idling speed)
Type III test (Verifying emissions of crankcase gases)
Type IV test (Evaporative emissions)
Type V test (Durability of pollution control devices)
Type VI test (Cold start at low ambient temperature)
Annex XI - OBD
* Where other tests refer to the Type I test (NEDC) it will be necessary to say (where appropriate) that this should be seen to be the WLTP Type 1 test (over a certain transition period in some cases)
• When the GTR15 adds new tests (e.g. Evaporative emissions) ‘Reg. 999’ will ‘shrink’ as ‘Reg. WLTP’ ‘grows’

UN Regulation WLTP - levels
Regional levels
“Five ‘dimensions’ to regional differences (Bill Coleman, 72nd GRPE):
• different limits;
• different cycles;
• different fuels;
• different size; and
• different technology”.
Top level Most stringent criteria from across the regions need to be agreed. • Relatively straightforward for some criteria; e.g. criteria emission limits • More complex for other GTR requirements; e.g. cycles, PN • Very complex (?) for non-GTR specific elements; e.g. Conformity of
Production (and potentially non-Type 1 tests (e.g. Durability))
Dealing with non-Type 1 tests
• Regulation 83 includes tests not currently included in GTR15 (i.e. Type II (CO); Type III (crankcase gases); Type IV (Evap); Type V (Durability); Type VI (-7oC) + its specific reference fuels; and OBD.
• The other tests need to be added to new UNR so that they are not ‘lost’
• NB: Evaporative emissions may go straight into new UNR WLTP as it is at an advance stage in Phase 2 of the GTR
• Two options for introducing these tests
• Option 1: Concept of UNR WLTP + UNR 999 introduced at 72nd GRPE
• Option 2: An alternative would be to include the other tests in UNR WLTP using the same cross-reference concept proposed for UNR 999.
• As the tests are introduced into the GTR over time the x-ref to R.83 is replaced by the test itself.
Dealing with non-Type 1 tests
• Option 1: Concept of UNR WLTP + UNR 999 introduced at 72nd GRPE
• (+) option would keep tests not currently used by regions which are not CPs to R.83 (e.g. -7oC test in Japan) out of the New UNR WLTP and therefore resolve the potential issue of how to include in the top level (Level 2).
• (+) leaves open the option to have separate future UNRs for the different tests
• (-) option creates a new UNR that will be short-lived. Extra administrative burden.
• Option 2: An alternative would be to include the other tests in UNR WLTP using the same cross-reference concept proposed for UNR 999.
• (+) a simpler concept and with less administrative burden (not having a UNR 999)
• (-) may not work at top level (Level 2)
Decision needed of which option to take.
NB: Slides that follow are based on Option 1 - but this should not be seen as a recommendation on which route to follow.

• Green text denotes a straight copy and paste – although there may be some minor amendments to match UNECE drafting principles.
• Orange text denotes sections which will need to be modified for inclusion in the new UNR.
• Purple text denotes sections that will need to be included in UN Regulation 999.
• Red text denotes sections that are not required in either UNR WLTP or UNR 999.
