Transpower requires its transmission lines to be maintained and tested to high standards of skill,
professionalism and safety, to ensure the satisfactory operation of the National Grid. To achieve the required
quality standards, and to prevent injury to team members or other adverse events, the work must be carried
out by individuals with competencies that are both appropriate and current.
This assessment forms part of a suite of documents for the Transmission Line 1 (TL1) course.

The New Zealand Certificate in Electricity Supply (Introductory) Level 2

Please note: you must complete a minimum of THREE (3) practical
observations (except for Tasks 4.1, 5.1, 5.2) for each task with Supporting
Evidence:
- THREE (3) practical observations are to be completed under supervision
while you on the job (at your workplace). You will be assessed by a
Technical Expert.

Copies of these unit standards can be found on the NZQA website

Once you have successfully completed all the assessment tasks, these unit
standards will be registered on your Record of Achievement (RoA) on the New
Zealand Qualifications Framework (NZQF).
You will also receive the New Zealand Certificate in Electricity Supply
(Introductory) (Level 2).
ASSESSMENT
CONDITIONS
All tasks must meet industry standards and comply with current industry rules
and regulations – refer to the explanatory notes on page 7 for further
information.

PREPARATION FOR
ASSESSMENTS
As a learner you will be:
able to complete the online assessment once you have completed the relevant
online learning module
prepared and complete all tasks to standard to successfully achieve the
assessment
entitled to at least one reassessment 24 hours after you completed the online
assessment previously. If you don’t pass the assessment, you will need to wait a
further 24 hours before taking it again.
The Course Trainer and Technical Expert will:
explain the Practical Observation assessment conditions and process
clarify any questions you may have before you begin
provide comments to support
complete supporting evidence as required.
ORAL RESPONSES
The Course Trainer and Technical Expert must record a summary of any
learner oral responses in the Practical Observation assessment materials.
WHAT TO DO WHEN
THIS ASSESSMENT IS
COMPLETE
The Practical Observation assessment and Supporting Evidence must be
returned to Grid Skills for sign off by a Grid Skills assessor. When you have
completed the tasks, ask your Training Approver to data scan all assessment
documents. The Approver will update your assessment status in MySkills and
file your original documents for safe keeping, pending moderation.
This assessment is to be completed and submitted within THREE (3)
months.
EXPLANATORY NOTES
1. These unit standards can be assessed in a workplace environment, or in
a training or educational environment if simulated equipment and
examples are able to be provided, or in a combination of both
environments; and according to enterprise-specific equipment,
procedures, and processes.
2. Safety of personnel and plant must be a priority throughout the
assessment. If the safety requirements are not met the assessment must
stop.
3. Performance and work practices in relation to the outcomes and evidence
requirements, must comply with all current legislation, especially the
- Electricity Act 1992 and any subsequent amendments, and any
regulations, codes of practice recognised under that statute;
- Health and Safety in Employment Act 1992 (now replaced by the
Health and Safety at Work Act 2015),
- Resource Management Act 1991, and their subsequent
amendments;
- Electricity Supply Industry codes of practice and documented
enterprise procedures. These include updated versions of Safety
Manual – Electricity Industry (SM-EI) Wellington: Electricity
Engineers’ Association.

4. Reference to terms, procedures, and specifications in the unit standards
may be taken as including industry documented procedures and
specifications relevant to the workplace in which assessment is carried
out.
5. The phrase in accordance with industry requirements is implicit in all
outcomes and evidence requirements, where applicable.
6. Industry requirements include all asset owner requirements;
manufacturers’ specifications; and enterprise requirements which cover
the documented workplace policies, procedures, specifications, business
and quality management requirements relevant to the workplace in which
assessment is carried out.
7. Assessment of practical observations against the outcomes in unit
standards requires THREE (3) practical observations from THREE (3)
different workplace activities in an electricity supply environment.

TECHNICAL EXPERT
INSTRUCTIONS
This task requires written tasks and a minimum of THREE (3) practical
observations to be carried out and must follow company policy and
procedures, in accordance with industry requirements.
The level descriptor is at Level 2. Refer to the Level descriptor table in your
Assessor Guide (AG) for further information.
When completing this Practical Observation form you must observe the
learner and provide comments (as evidence of the learner’s performance):
Describe how the learner meets the requirements of the task
Describe specific skills being demonstrated
Describe specific situations.
Attach supporting evidence (e.g. feedback, other checklists, drawing of site,
photographs, video, etc.)

Prepare to observe
Make sure your employer has approved you to sign-off observations.
Fill out the Technical Expert Assessment Validation form.
Be prepared: read the assessment and assessment conditions so you know what you are verifying.
If you don’t understand the assessment and conditions, call Grid Skills.
Observe
Do not lead the learner.
Be fair and consistent in your decisions.
For each task shown in the Observation, fill in the date, sign with your Initials, tick the box and provide Technical Expert comments to provide evidence of the learner’s performance.
Sign off the Observer verification only when the learner performs to industry standard.
Check
Check that Observation documentation is completed to company requirements and is relevant to the assessment.
Support the learner to complete the remainder of the assessment and to return it to Grid Skills as instructed – scan to MySkills.

LEARNER
INSTRUCTIONS
Read this Guide before you are to be observed to ensure you
understand what tasks you need to undertake.
You must perform a minimum of THREE (3) practical observations for each
task unless stated (Tasks 4.2, 5.1, 5.2).
You will be observed in normal work situations and must perform each task
in accordance with industry and enterprise specific regulations (TP.SS and
(SM-EI).
During the Practical Observations, the Trainer or Technical Expert will
complete the Practical Observation Tracking Record to record your results.
Please note: during each observation the order of the tasks performed
may vary.
TECHNICAL
EXPERT
INSTRUCTIONS
Only complete the Practical Observation Tracking Records when you are
confident that the learner is consistently performing to the standards
expected by Transpower and your:
– the learner can demonstrate their ability to meet the standards of their
workplace
– you have observed the learner over a period of time meeting the
required standards
– every time you observe the learner doing the task they perform to the
required standards.
If you do not believe the learner has met some requirements stated in the
Practical Observation forms, meet with them to discuss further training
required, or opportunities for you to observe them. Make sure you record
any discussions and the outcomes of any meetings held with the learner, to
provide evidence of their progress.

LEARNER
INSTRUCTIONS
Supporting evidence is required when the learner carries out
work in a training environment and on the job. Supporting
evidence is work documents that must be completed before,
during and/or after a job.
The learner must also provide the compulsory supporting
evidence (listed overleaf) for ONE (1) of the on-job practical
observations.
TECHNICAL EXPERT
INSTRUCTIONS
Write the reference number on the top right-hand corner of
each supporting document and attach to this Assessment
before you scan it into the learner’s record in MySkills.
The learner’s employer is to retain the original documentation
for 12 months (for moderation purposes).
