This years ITB Berlin takes places in an unprecedentedenvironment for the tourism industry: it is held duringa dire global financial crisis, which has already affected

income and security, and even the consumers sentimentstowards tourist travels. This situation is very dangerous andmay cause substantial differences of tourist flow betweencountries either within Europe or on a more global scale. Itgoes without saying that these differences should be dealtwith from all parties concerned: people that deal withdemand and people that are on the side of tourist offer.

In such a context, it is of great importance touristentrepreneurs not to succumb to insecurity and negativeattitudes, but, instead, to draw and promote a positive

message: both people on the demand side and people ofthe offer side should carry on facing all the difficultieswith the utmost attention, ingenuity, adaptability andflexibility, while, at the same time, they should commit tohigh quality, variety and value of the offered services andproducts. This is the only way for the European and GreekTourism Industry to confront and overcome the crisis, tosecure a strong position and to move forward when thecrisis starts to subside, as is expected in late 2009 or early2010.

Through specific actions, and in combination with themeasures for tourism announced by the Greek government,we try to disseminate this message to all our members, i.e.to all the hotels in Greece, in order to promote a positiveperspective vis--vis the difficulties posed by the globalcrisis. Right now, we have evidence that Greek hoteliers

continue to regularly invest on the improvement of theirservices, while our country is completing important publicworks in tourist transportation and private incentives areunderway for the enhancement of the Greek touristproduct. Thus, Greek Tourism continues to enrich andupgrade its products and services, offering more and betteroptions to visitors, and guaranteeing unique travelexperiences for all.

This effort should be made known to all those who promoteGreek Tourism in the German market. However, informingour partners is not enough by itself. Our partners must beactively supported by the state (in close cooperation withGreek tourist enterprises) in order to be able to efficiently

promote their programs and services.

German tourism market the second biggest market towhich Greek Tourism appeals still poses a great challengefor Greek tourist enterprises, since numerous destinations from all over the world are trying to penetrate andconquer it. The challenge that the Greek tourism industryfaces is not only to maintain the number of German visitorsthat come to Greece and produce significant revenues, butalso to increase the Greek tourisms involvement in theGerman market, as well as the number of nights thatGerman travelers spend in our country. We believe that,despite the current crisis, such a positive development ispossible, but it needs to be based on the active participationof the Greek Government and the Greek private sector bothin the German and the Greek market.

The global financial crisis affects the economies of all thecountries of the planet and brings negativeconsequences both on their public finances and on their

real economies; the scale and duration of these impactsremains uncertain.

All financial crises, with their well-known negativeconsequences, also create new opportunities, for both theprivate and the public sector. On the one hand, enterpriseshave a chance to embark upon self-criticism and thus try toreview all their operational parameters. And on the otherhand, governmental agencies can evaluate and reexaminetheir relations with the various industries, reevaluating theirimportance, their hierarchy and their contribution to the

economy and the society as a whole. We should not forget, ofcourse, that the tourism industry is an industry that puts agreat emphasis on the appropriate conditions for the fast

reversal of the negative financial circumstances, throughintense retribution procedures.

It goes without saying that, within a context of intense crisisand with negative predictions coming from various sources,tourist enterprises (of all areas and calibers) have alreadystarted to redefine their strategies and designate new realisticobjectives: namely, they seek to improve the quality of theiroffered services and the value for money relation.

If we try to look ahead, in the future, we could say that thecrisis will certainly be reversed, but the real question is whatposition the Greek tourism economy can secure for the next,upward, cycle of the global economy. This is a crucial point; a

point that calls for careful planning and a string commitment,as well as a solid vision, in order to be ready for the beginningof the recovery.
