To: Travis County Healthcare District Board of Mangers From: Patricia A. Young Brown Date: January 8, 2010 Re: Agenda Item 4: Receive and discuss a presentation regarding the key concepts

of health maintenance organizations and managed care. Background: The District engaged Dennis Edmonds & Associates, LLC (Edmonds) to assist the District in assessing the feasibility of forming a health maintenance organization (HMO). Under the agreement, Edmonds would first conduct a preliminary assessment, which would provide a broad overview of what would be required for the District to set up an HMO. The next part of Edmonds’ engagement is to conduct a feasibility study, which is more detailed than the preliminary assessment and focuses on defining the organizational structure, confirming the revenue source, creating financial assumptions, and determining the financial breakeven. At the end of the feasibility study, the District should have enough information to decide whether or not to proceed with the development of an HMO. Should the District decide to form an HMO, Edmonds will produce a development and implementation workplan and consult with the District during development and implementation. As the first step in this discussion, Edmonds and District staff are developing a presentation that will walk the Board through some key managed care concepts, as well as a discussion of why the District would want to set up an HMO, and the threats and opportunities that may accompany such an undertaking. That presentation is still under development and will not accompany the mail-out. If possible, the presentation will be provided before the meeting. If not, it will be distributed at the Board meeting.

Agenda Item 5 Discuss the re-purposing of the Integrated Care Collaboration (ICC) and Centex Systems Support Services (CSSS) and take appropriate action on: a. a request from the ICC for a letter supporting a

grant application under the Beacon Community Cooperative Agreement Program;

b. a request from CSSS for a letter supporting a grant application under the Health Information Technology Implementation for Health Center Controlled Networks Funding Opportunity; and

c. a request to increase the amount of the contract between the ICC and the District by up to $29,000 from service expansion funds.

The purposes of this agenda item are to: follow up on the re-purposing of the Integrated Care Collaboration, which was a

condition of entering into the last amendment of the contract with the ICC; discuss the re-purposing of Centex Systems Support Services, which is occurring

contemporaneously with the re-purposing of the ICC; provide an overview of these different organizations and other entities that are working

on health information technology (HIT) and health information exchanges (HIEs) to achieve “meaningful use” of the data to improve patient care and control costs,

discuss how these entities relate to and support each other and the District;

demonstrate funding opportunities that are available to these various entities; and

request Board action on providing letters of support for some of these funding

opportunities and increasing the financial support for the ICC. We intend to have a short presentation to review with you at the Board meeting.
