In the next Call for proposals for the Lifelong Learning Programme 2010 deadline, Croatian participation to the programme should be extended in comparison to the first phase started in 2009. Preparatory actions, in the 2009 Call, have launched outgoing mobility from Croatia to UE Country Members within the sub-programmes Comenius, Erasmus, Leonardo da Vinci and Grundtvig, and the transversal programme too. The Lifelong Learning Programme supports learning opportunities for individuals at all stages of their lives from childhood to the adult and senior age. THE ERASMUS PROGRAMME STRENGTHENS THE EUROPEAN HIGHER EDUCATION SPACE

Since 1987, Erasmus, the most well-known Community Programme for Education and Culture concerning Mobility and Cooperation in Higher Education

Established in 1987, Erasmus, the EU’s flagship education and training programme for mobility and cooperation in higher education across Europe, continues to expand. A few figures give a feel for what it has achieved so far:

1,7 million students have benefited from the programme since 1987

3.000 higher education institutions (or 90% of institutions in the participating countries) hold the Erasmus University Charter

160.,000 students participated last year with another 20,000 following an Erasmus business placement as part of their studies

166.000 teachers have been supported to teach abroad since 1997 (university staff can now be supported to train abroad as well)

26.000 teachers participated last year

270 Erasmus Intensive Language Courses took place last year in 23 countries

18.000 Erasmus students benefited from Erasmus Intensive Language Courses before embarking on their studies abroad

270 intensive programmes were organised across Europe for higher education students and teachers

50 multilateral projects have been funded each year to develop curricula, modernise higher education, and to set up virtual campuses and co-operation between universities and enterprises

10 Thematic Networks promoted co-operation and innovation in areas of particular importance to European higher education

1) Studies confirm that participating in ERASMUS can be a key asset when it comes to finding a job. A study period abroad is seen as valuable experience by today’s employers in an increasingly interlinked world, since it improves communication and cooperation skills and the understanding of other cultures.

2) ERASMUS has been, and continues to be, a driver for change in European higher education. It has helped reshape the face of higher education systems in Europe by inspiring the Bologna Process, a major initiative to simplify Europe’s diverse higher education systems, which currently covers 45 countries. The fact that 90% of European universities participate in the ERASMUS programme shows that the programme has been instrumental in encouraging universities and higher education institutions to engage in International exchange programmes.

Countless student reports tell of the impact ERASMUS has had on the personal lives and personal development of the participating students - and also how ERASMUS has enhanced their perception of being European citizens. For about 80% of students participating in ERASMUS, this is their first experience of living in a foreign country. All students reported that they gained independence and a better understanding of and deeper insight into foreign cultures.

Rome Treaties. The ERASMUS programme stands out as one of the most concrete and popular examples of the progress achieved during fifty years of European integration. Nevertheless, there are still serious challenges. There remains room for improvement in particular as regards the amount of the grant, recognition of study periods and student services.

There are many excellent institutions participating in the ERASMUS programme. So it is not easy to single out success stories. On the one hand, ERASMUS provides the infrastructure for students and teachers wishing to gain experience abroad. On the other hand, ERASMUS contributes to improving the quality of teaching at the universities involved through thematic networks and curriculum development projects. By interlinking the participating European institutions at an individual level through mobility and at organisational level through thematic networks and curriculum development, ERASMUS is helping to continuously improve higher education in Europe.

EUROPE IN THE CLASSROOM – THE COMENIUS PROGRAMME

After a pilot project on multilateral school partnerships (1992 – 1994), the Comenius action started already more than 10 years ago in 1995 as an action within the Socrates programme of the European Union.

Since those early days, more than 35,000 schools participated in school partnerships, involving nearly 3 million pupils and teachers.

Comenius also supported many projects improving the training of school education staff ; since 2000, the start of Socrates II, the Comenius programme supported 386 projects which developed new teaching techniques, teaching material, and training courses for teachers and other education staff in practically all fields of school education. In 41 Comenius networks, experts collected and exchanged knowledge and best practices in school education in Europe.

The contribution of Comenius School Partnerships

Comenius contributes to enhancing the quality and reinforcing the European dimension in school education in Europe.

In School Partnerships pupils and teachers from schools in different European countries meet to work on a common topic. They develop small publications on their project results, present them in exhibitions, on the internet or perform them on stage.

They improve their language skills, use modern ICT in their cooperation and enrich their knowledge about the variety of European culture. Often several classes are involved in the projects; on average 70 pupils in each of the partner schools participate in project activities.

Comenius School Partnerships also offer a good opportunity to meet new friends abroad.

Teachers often use the chance offered by school partnerships to work on problems in their schools and to compare the different approaches in the partner schools.

School Partnerships form also one basis to work on issues like reducing the number of dropouts in schools, better integrating all educational needs of pupils in daily school life and improving school management.

The contribution of Comenius Multilateral Projects

During the last decade, Comenius Multilateral Projects worked on issues related to language learning and intercultural education, media, information and communication technologies in school education, environmental and science education as well as quality control and evaluation techniques.

The projects concerned a variety of topics. They involved many different actors in the field of school education: teacher training institutes, universities and research centres, schools, local communities, associations, and sometimes also companies.

Many projects developed web sites or disseminated their results in another way.

They also developed initial or in-service teacher training courses, which enabled student teachers and experienced teachers from different countries to improve their teaching skills in specific areas.

In combination with the individual mobility grants for initial and in-service teacher training, this part of the Comenius programme contributed also to cooperation and exchange in school education in Europe.

Comenius in the Lifelong Learning Programme (2007-2013)

With the change to the new Lifelong Learning Programme, the Comenius programme becomes part of the overall effort to contribute through lifelong learning to the development of the EU as an advanced knowledge society with sustainable economic development, more and better jobs and greater social cohesion.

Comenius aims to provide support for all those active in school education, starting from pre-school to upper secondary level. Its actions are focussed on creating knowledge and understanding among young people and education staff of the diversity of European cultures and languages and its value.

They also help young people to acquire the basic skills and competences needed for their personal development, for future employment and for active European citizenship.

E-Twinning

The new Comenius programme now also includes eTwinning, the main action of the European Commission’s former eLearning programme.

eTwinning takes advantage of the possibilities offered by the Internet and digital media to promote European school co-operation, collaborative learning and project based pedagogy.

The most original feature of eTwinning is that it does not finance individual projects, but offers rather support through pedagogical assistants, teacher training, tools and recognition for facilitating school collaboration.

A fully multilingual website allow schools to register for eTwinning, find suitable partners and cooperate with them in a secure virtual environment using adapted tools.

Schools are entirely free to decide on the type of cooperation they want:

from short-term projects lasting a few weeks, to long term collaboration on joint curricula, for example. The subjects covered are also up to the participating schools. This flexibility and freedom of action, combined with a minimum of administrative hurdles, are the key elements of eTwinning.

LEONARDO DA VINCI PROGRAMME: NEW SKILLS FOR BETTER JOBS

The Leonardo Da Vinci (LdV) programme was launched in 1995 based on an initiative from the social partners and the economic sectors in Europe.

The Leonardo Da Vinci programme focuses on the teaching and learning needs of those involved in vocational education and training.

It aims to booster the competitiveness of the European labour market by helping European citizens to acquire new skills, knowledge and qualifications.

It also supports innovations and improvements in Vocational Education and Training systems, as well as efforts to make them more attractive to potential users.

The programme is open to the entire spectrum of subjects covered by vocational education and training. It supports the transfer of knowledge, innovation and expertise between various Vocational Education and Training actors through transnational, sectoral and interdisciplinary learning.

With greater emphasis on national management the new generation of this programme allows better focus on national strategies. Leonardo Da Vinci funds a wide-range of actions, including mobility projects, development and transfer of innovation projects and networks. It addresses trainees in initial vocational training, persons available on the labour market and professionals in vocational education and training, as well as any organisation active in this field.

At least 60% of the programme’s total funding should go towards mobility activities.

Achievements in 2000-2006 and outlook for 2007-2013

Mobility activities reinforced

Through its support for mobility, the Leonardo da Vinci Programme will continue to offer trainees (persons in initial vocational training or already available for employment) a unique chance to gain training and work experience in a foreign country. It allows them to acquire new competencies and professional skills and in addition develops their capacities to adapt to a new environment.

Leonardo da Vinci is contributing to fostering labour market mobility in Europe and to help build a true and competitive European labour market.

From 2000 to 2006, 245.000 citizens, mainly young people, will have benefited from such an opportunity.

The support of Leonardo da Vinci to the exchange of experiences between Professionals in VET (such as teachers, trainers, and human resource managers, guidance specialists etc.) increases the transparency of the different vocational training systems in Europe and fosters their modernization through learning from each other.

From 2000 to 2006 around 42.000 professionals will have enjoyed such a transnational mobility.

The application procedure has been simplified to accommodate the participation of the enterprise sector and especially the smaller companies. Upon completion of their Leonardo da Vinci-training placement all individuals will be awarded a Europass Mobility on request.

This is an important ingredient and a module in the building of a system for European credit transfer for Vocational Education and Training (ECVET).

New focus on Innovation transfer

The Leonardo da Vinci Programme actively supports transnational cooperation among all relevant stakeholders in vocational education and training.

One of its key missions is to contribute to transforming our training systems by co-funding transnational projects.

In the past, Leonardo da Vinci focused on Innovation projects which aim to improve the quality of training systems through the development of innovative policies, contents, methods and procedures within Vocational Education and Training.

The funding priorities that were set in the light of the Copenhagen process have led to many tangible benefits.

The priorities have been chosen to create a true European labour market by introducing a European qualifications framework (EQF) and a European transfer system for VET (ECVET). At their best the Leonardo da Vinci innovation projects have developed tools and models that have directly benefited the policy work of the member states.

With an average of 250 projects per year, the Leonardo da Vinci programme has during its 10 years of existence developed and built up a stock of innovative practices and procedures for Vocational Education and Training in Europe.

The aim of the new Transfer of Innovation Projects is to capitalise on good practices from the previous programme period or from other experiences that will be taken up, adapted and transferred to new geographical regions or new economic sectors.

The national selection and management of these projects will help to secure the strengthening of national Vocational Education and Training (VET) systems in Europe.

A reduced number of Development of Innovation Projects will continue to concentrate on developing innovative new solutions for common European challenges and priorities.

Leonardo da Vinci has from the start enjoyed a close relationship to the business sector through its cooperation with the social partners. With its actions it contributes to the political strategies in vocational education and training as laid down in the Declarations of Copenhagen, Maastricht and Helsinki – it links policy to practice.

This is an important contribution to the over-arching strategy of the European Union, set out in its Lisbon Agenda, to become the most competitive economy in the world. IT’S NEVER TOO LATE TO LEARN - THE GRUNDTVIG PROGRAMME

The Grundtvig action was launched in 2000 in the framework of the Socrates II programme, giving adult education the same structural status within the programme as higher or school education.

Grundtvig was designed to encourage the European dimension of lifelong learning, to contribute – through enhanced transnational co-operation – to innovation and improved availability, accessibility and quality of other educational pathways, and to promote the learning of languages.

Grundtvig encompasses all level and sectors of adult education and all forms of learning: formal, non-formal and informal. It also has all needs of adult learners within its scope but gives special attention to those with more significant needs.

Grundtvig actions support especially people lacking basic education and qualifications, people living in rural or disadvantaged areas, or who are disadvantaged for socio-economic reasons.

They also focus on people with special educational needs and / or belonging to groups which are "hard to reach" and which do not generally tend to take part in educational initiatives.

Between 2000 and 2006 Grundtvig supported 424 Multilateral Projects aiming to produce innovative results and products in the field of adult education. In addition more than 1600 Learning Partnerships were supported. These are small-scale cooperation projects involving adult education institutions, their teachers and learners.

Learning Partnerships bring adult education institutions together

The emphasis of these small scale cooperation projects is to enable and support adult education institutions in exchanging best practices and know-how in specific thematic areas.

Learning Partnerships are often the first experience of European cooperation for many participating partners.

They are also a valuable instrument for European mobility and an opportunity for personal and professional development. Learners also profit from this kind of European cooperation; they communicate with adult learners in other countries on the internet, exchange arts and crafts or meet them at project meetings.

Grundtvig changes the lives of many disadvantaged learners by giving them self-confidence, improving their motivation to learn, their communication skills and their under standing of other cultures.

The contribution of Grundtvig Multilateral Projects

Multilateral projects aim to develop high quality didactical material and innovative didactical approaches, and develop solutions in areas like valuing learning, guidance and counselling in adult learning, or information tools.

They disseminate their results in their respective field and aim to advance the development of a European dimension in adult education. In this way Grundtvig projects influence the development of adult education in many countries and in Europe.

They deal with topics like basic skills and key competences, learning in later life, prison education, language learning, internet use and ICT, or cultural education.

The story continues – Grundtvig in the Lifelong Learning Programme

With the change to the new Lifelong Learning Programme, the Grundtvig programme becomes part of the overall effort to contribute through lifelong learning to the development of the EU as an advanced knowledge society with sustainable economic development, more and better jobs and greater social cohesion.

Grundtvig aims to provide support for all those active in adult education. Its actions are focussed on responding to the educational challenge of an ageing population in Europe and in providing adults with pathways to improving their knowledge and competences.

LAPIS - Intensive Program in Landscape Studies - UNIVERSITÀ DEGLI STUDI DI FERRARA

"The proposed IP, which will span over 3 years, aims at:

1) Exploring methodological and operational aspects of landscape planning and, in specific, of rural cultural landscapes in different European cultures;

2) Developing, in observance of the European Landscape Convention, a common approach to rural cultural landscapes planning on the basis of different experiences integration based on the relationship between people and place.

This experience may help to set up a didactical approach to the study of landscapes in a long term sustainability vision.

The three European Countries, Italy (coordinator), Spain and Portugal are involved in the IP as partners.

Thirty students and six professors are expected as participants to the scheduled courses concerning topical subjects, which are not usually treated in the traditional University courses and for which the partners have shown particular interest in the last decade.

Courses will have the same structure in the three planned years but case studies and participants (students) will change every year. They will consist of lectures, workshops, panel discussions, visits to case studies sites.

It will work out reports, Website and proposals for better cooperation in teaching Landscape planning.

This project’s goal is to contribute to the strategic aim of the Bologna Process of creating and promoting EHEA worldwide by improving the match between Higher Education and enterprises’ needs.

The project’s assumption is that it is necessary to improve and further develop the current integration experiences, which are usually tightly connect to local communities, but often lack a wider, system-level strategy and vision. We believe that in order to strengthen the potential synergies it is necessary to promote actions that provide useful suggestions/tools to stakeholders and policy makers in order to clarify and identify the distinctive elements of the integration process. Specifically, the project’s goal are the following:

to develop the HE employability potential by finding the most efficient ways to take advantage of the synergies with the enterprises;

to identify the best practices and experiences related to the integration of HE and enterprises, by emphasizing their sustainability from a system-level point of view;

to define Guidelines for an integrated programme linking HE Institutions and Enterprises; the Guidelines will be tested and reviewed with a wide range of stakeholders and policy makers, and also put in context in relation to the current educational initiatives and the new national and European programmes.

Main expected outputs are:

Guidelines (referring to approaches, heuristics, tools, processes, etc. for integrated experiences).

Exploitation plan.

The consortium carry out the project supported by the Associated Partners: Chambres of Commerce, enterprises, public entities, HE Institutions.

Moreover the consortium activates SMEs associations at European level, in particular, for the realization of the Exploitation Plan and of the Dissemination Plan.

The impact previewed is relative to the innovation of active labour market policies and of Higher education didactics, thanks to the diffusion of the intervention model defined into the guidelines.

Between 2001 and 2008, seven years of continuous transnational activity within the Leonardo da Vinci programme, SCUOLA CENTRALE FORMAZIONE promoted the mobility 911 individuals towards EU Countries different from Italy. Among these people:

543 very young people (aged 15-18) in initial vocational training (IVT),

131 young people holding a diploma or degree and available for employment (PLM – People in the Labour Market)

237 professionals in Vocational Training (including Vocational Training Bodies’ presidents, managers, coordinators, project designers, tutors, trainers (VETPRO – Vocational Educational Training for Professionals).

It’s a framework mobility project addressed to young people in initial vocational training and it consists of 93 placements (51 of 2 weeks of duration, 30 of 3 weeks of duration and 12 of 5 weeks of duration) in Ireland, United Kingdom, Germany, Spain, Portugal and Malta.

The placement experience (following a period of linguistic, cultural and pedagogical preparation) is based on an individual project – set up jointly between the sending organisation and the host organisation / enterprise – that is coherent with the training path carried out by the beneficiary.

At the end of the experience abroad, beneficiaries receive the “Europass-Mobility” booklet.

It carried out 49 placements in enterprises (duration between 2 and 26 weeks) in Poland, Ireland, United Kingdom, Germany, Spain, Portugal and Malta. At the end of the experience abroad, beneficiaries receive the “Europass-Mobility” booklet.

LLP-LdV-PLM-07-IT-204 – UNIVERSITÀ DI FERRARA – FERRARA – “MOBILITY EXPERIENCES FOR GRADUATED ABROAD” (MEGA) – GRANT AMOUNT: 584.900 €

Since 1997 the University if Ferrara takes part in the programme “Leonardo da Vinci” as sending organisation in projects leaded by other institutions.

In 2001 the University continued its participation by submitting its own proposal named “ESTE” and addressed to 20 beneficiaries (final year students from any of the University’s Faculties).

Following of the success of the initiative, the University submitted the proposals “CASTLE”(30 mobility grants) and “CASTLE 2002” (40 mobility grants). These proposals were addressed to final years students also. They were carried out with the partnership of the University of Parma, acting as a sending institution.

In 2004 and 2005, the University submitted two projects open to graduates from the Architecture Faculsty only. These proposals were named “ARTE” (10 mobility grants) and “ARTE II” (15 mobility grants).

Beneficiaries receive a scholarship, covering travel costs and linguistic preparation expenses. At the end of the placement in enterprise, they receive from the University the Euorpass mobility” booklet (i.e. a certification of the placement) and, from ARDSU, the certification of competences.

MULTILATERAL PROJECTS FOR THE TRANSFER OF INNOVATION (TOI)

Different Countries in the European Union are facing increasing phenomena of social exclusion or marginalisation for different categories of people with special needs or difficulties. At the same time, growing economies have to consider local development issues in a sustainable perspective from an environmental and social point of view. Waste collection, treatment, recovery and exploitation are up to date themes, especially for urban areas producing more and more amounts of wastes, among which WEEE (Waste Electrical and Electronic Equipment). In Belgium, social economy has successfully tested a positive synergy between WEEE management and training opportunities for disadvantaged people. Belgian partners developed a multi-service (formal) network cooperating with local authorities and companies to run environmental services (dealing with WEEE) which are also training and job creators (“formation par le travail”) for marginalised people or groups at risk. Similar experiences are being run in other Countries, such as France, and, in the very last years also in Italy. The project aims to develop a European thematic network to support the transfer of the Belgian experience described above, first of all in Italy, where some steps have already been made in this direction and a numerous group of partners have agreed to launch a regional network in this field. Other dissemination activities will be done to create favourable conditions for introducing the Belgian innovation also in Malta and Poland. Project partners are: a Belgian inter-regional association and two of its members; an Italian regional network composed by vocational training centres, social cooperatives and their consortia; an international consulting agency from Malta, a private Foundation from Poland, a French “entreprise d’insertion” working in the WEEE sector, a European association (named CEC) grouping the Maltese, Polish, Belgian, one of the Italian partners, and 12 more members from 9 EU Countries in total. Project activities will:

update vocational training staffs and social economy workers through training and study visits;

promote the sustainability of the experience through networking activities, network governance and marketing tools (a formal permanent network or Consortium is expected to be established in Emilia Romagna representing and coordinating the WEEE-Social Economy network);

offer pilot training and job opportunities to disadvantaged people in the field of WEEE management and recycling in Italy;

promote commercial agreements, memorandum of understatement and network agreements;

develop permanent communication system and tools;

publish reports concerning the project results.

This thematic network is the result of several pilot projects that experimented transnational exchanges of senior European Volunteers.

This proved to be a powerful educational tool not only for the senior volunteers who take part in projects based in a different European country, but also for the organisations of the civil society and the local communities hosting them.

The network is based on 4 European projects and several bilateral actions between local and regional governments. This network will provide a platform for all its participating partners to exchange information, expertise and good practices.

It will deal with the practical organisation of senior volunteers exchanges, including measures such as pre-departure trainings based on intercultural and intergenerational learning as well as the development of personal skills, a strategy that will accompany the senior volunteers after the periods abroad to include them in social work at local level. It also wants to constitute a permanent “place” of debate on the measures for ageing and active citizenship, that aims at addressing policy-makers at European, National and local level.

The direction of our work will be mainstreaming international voluntary service with specific reference to the contributions that seniors can give, into social, cultural and environmental policies.

Among the main outputs of the project we mention a research on the impact, in educational terms, of international voluntary service on the lives of the senior volunteers and on that of the hosting organisations, a website that will display a database with all the opportunities of international voluntary service for senior volunteers and a forum open to discussion on relevant topics related to the theme, such as mainstreaming actions and actual exchange of information, expertise and good practices. 4 open International meetings will give the chance to all the partners but also to the greater public and the media to learn and contribute to the network and its activities.
