SPEAKERSCeleste Davis, REHS, MPH

Celeste Davis is currently a private consultant working with the Northwest Portland Area Indi-an Health Board in Portland, Oregon, providing technical assistance and working on developing environmental health program capacity.

She formerly served as the Director for the Division of Environmental Health Services (DEHS) and the Emergency Management Coordinator for the Indi-an Health Service (IHS), Portland Area. As the DEHS Director in Portland, Celeste Davis was responsible for the total administration, management, and supervision of a comprehensive program and staff that delivered environmental public health, injury prevention, and occupational health and safety services to over 150,000 American Indians and Alaska Natives in 43 tribes in Idaho, Oregon, and Washington. She retired in February 2017 from the US Public Health Service (USPHS) Commissioned Corps at the rank of Commander.

Celeste Davis began her career as an extern for the Nashville Area IHS, based in Atmore, AL. She received her full commission with the US Public Health Service in 1996 with an assignment and duty station in Bethel, AK. During her career, she has served over 130 Tribes and Alaska Native Villages through a variety of environmental public health positions in the southeastern U.S., Alaska, New Mexico, and the Pacific Northwest, having risen through the ranks from the field to manage-ment. Her broad work experience in public health includes assessment and inspection, environmen-tal and epidemiological investigations, training, policy development, and program and project management and evaluation.

Celeste Davis is a citizen of the Chickasaw Nation of Oklahoma, and grew up in Oklahoma. She is a Registered Environmental Health Specialist who earned a Bachelor of Science degree in Environ-mental Health Science from East Central University in Ada, Oklahoma, and a Master of Public Health degree in Occupational and Environmental Health from the University of Oklahoma. She has served on several national environmental public health workgroups and committees, provided professional presentations at national meetings and conferences, and been the recipient of nu-merous awards and recognition.

John Wiesman, DrPH, MPH

John Wiesman was appointed Secretary of Health by Governor Jay Inslee and joined the Department of Health in April 2013. He is an accomplished transformational leader with more than 22 years of local public health experience and focuses on whole systems approaches to improving health.John has been passionate about public health since reading a 1983 Time Magazine article about disease detectives tracking Legionnaires’ disease, toxic shock syndrome, and HIV. He began his public health career in Connecticut in 1986 and was in its first group trained to provide HIV coun-seling and testing services.During his career John has transformed health de-partments from providing individual clinical services to implementing policy, system and environmental changes promoting prevention that make healthy choices easier and less expensive. He has trans-formed Clark County Public Health and the Depart-ment of Health into first responder organizations. He has also helped lead Washington State’s initiatives to transform the health delivery system to improve population health, known as Healthier Washington.Major efforts now underway at the Department of Health under John’s leadership include End AIDS Washington, developing the Healthiest Next Gen-eration, identifying and funding foundational pub-lic health services, implementing the Governor’s executive order reducing suicides and preventing firearm injuries and deaths, and addressing the public health impacts of climate change.Currently, John serves as an adjunct assistant pro-fessor at the University of North Carolina-Chapel Hill, Gillings School of Global Public Health, Health Policy and Management. He also serves as a clinical professor at the University of Washington, School of Public Health, Department of Health Services.He earned his doctor of public health (DrPH) in public health executive leadership in 2012 from the University of North Carolina-Chapel Hill. He received his master of public health (MPH) in chronic disease epidemiology from Yale University in 1987, and his bachelor of arts (BA) in biology from Lawrence University in Wisconsin in 1983.John was born and raised in Wisconsin. He and his husband have lived in Washington State since 1989.
