As we are all living life day to day at the moment, we wanted to

THANK YOU for your understanding of all of the changes to the Carroll

County 4-H Program. Please know it’s never easy to make decisions

on canceling or postponing programs. However, we must follow the

guidelines we receive from the State of Maryland, Carroll County

Government, University of Maryland, University of Maryland

Extension and Maryland 4-H procedures.

Please take time to read through each of the items in the Tribune as

some items have new information compared to previous months.

Some activities we have put required paperwork online for families to

access, while others we are just currently holding these dates.

Remember, we don’t know what new restrictions on events we may

be facing and dates are subject to change. We certainly hope that we

will be able to resume programs as soon as possible.

CC 4-H/FFA Fair Entries

The Carroll County 4-H/FFA Fair Entry system will be open May 1 -

June 10, 2020. You must complete your fair entries using the fair

online system at www.carrollcountyfair.com. All entries must be

submitted through the fair online entry system!

Please note that if you are exhibiting an animal that normally has an

associated entry fee, you will not be charged at the time of entries.

Entry fees will be collected when you check in at the fair this year.

With many unknowns still ahead of us, this seems to be the best

option in regards to entry fees.

Please know the fair is still planning a great fair week, August 1-7,

2020!

Deadline for entries is June 10th at 11:59pm!!!

2020 Re-Enrollment

The enrollment deadline was May 1st in order to be eligible for the Carroll County 4-H/FFA Fair. If you

are missing projects from your enrollment, please email Melanie Abbott ([email protected]) to get

those added.

UME Volunteers that have yet to enroll, please complete your enrollment as soon as possible! You are

not covered (insurance/UME policies) as a volunteer until your enrollment is complete. This is very

important, even if you are only connecting virtually for 4-H activities.

Are you interested in becoming a UME Volunteer for Maryland and Carroll County 4-H? First thing to

do is to fill out the New UME Volunteer paperwork through 4-H Online (v2.4honline.com) . Then,

contact Becky ([email protected]) or Kira ([email protected]) for the next steps. You will need to

complete a few more steps including an interview, online volunteer training/quiz and references.

Though we may be stuck at home, it’s a good time to complete your training requirements before the

2020 CC 4-H/FFA Fair gets here!

UME Volunteer Training

Reaching Families through Virtual Means

Here are some ways that Carroll County 4-H is reaching families…

1. Check out the environmental page on our website (https://extension.umd.edu/carroll-county/4-

h-youth/environmental-programs). You will find weekly DIY activities posted.

2. Don’t miss out on our Facebook “4-H Idea of the Day” post. A different activity is posted each

day at 9 A.M. featuring ideas from projects to enter at the fair to livestock and STEM activities.

3. We partnered with CCPS and a 4-H Volunteer and Teacher to offer our annual Embryology

program to all schools in the county. Normally a program that was held in 30 elementary

classrooms, this year was offered to everyone!

4. We have been keeping in contact with the Carroll County 4-H/FFA Fair Board in making decisions

for our animal science programs. You will be seeing virtual livestock workshops, registration

forms and we will be accepting some paperwork through email.

5. In the coming weeks, watch for some online videos featuring items you can make at home. This

may include items that you can enter at the fair, tips on how to make the perfect cake or they

may be environmental and livestock related.

4-H Spotlight

Join us as we start to spotlight 4-H members and volunteers through social media! We are looking

for anyone who is interested in participating. Just fill out the form using the link provided below and

include a picture with one of your 4-H projects. We hope to spotlight our wonderful members and

volunteers daily as we continue to follow the 4-H motto, “Making the Best Better,” even while we

Beef and Sheep/Goat Field Day

Swine and Sheep Workshops

The Swine, Sheep and Meat Goat Workshops have been canceled. Each committee is working on a

virtual workshop and quiz. Once this is available, it will be shared with everyone.

The Beef and Sheep/Goat Field Days scheduled to be held with Howard County 4-H have been canceled.

We will plan on hosting combined field days again in 2021.

Horse Judging

The Maryland 4-H Horse Judging and Hippology contest scheduled for May 30, 2020 has been postponed!

Horse Judging will pick up when programming can resume and information will be sent out to families.

If you are planning to exhibit any type of leased animal (dairy, beef, goats, sheep, etc.), you must have

your 4-H Lease paperwork emailed to Becky ([email protected]) by June 1, 2020. If you have questions,

feel free to email. Lease paperwork can be found at the end of the Tribune.

Breeding Animal Lease Program

At this time, weigh-ins that were scheduled in May, will not occur. This means there will be no starting weight for your animals. With not weighing in your animals, we will not be requiring rate of gain for any 4-H fair this year. Note that your market animals will still need to meet the fair weight requirements, so please check the livestock sale information for those.

Most likely we will be tagging at the 2020 Carroll County 4-H/FFA Fair. We are still working out all of the details on this and will share as we are closer to the fair. Please note that if you plan to exhibit at the Maryland State Fair, we will get those animals tagged.

With the Carroll County Extension Office closed until at least May 22nd, we will not be able to collect the

carbon copy Maryland 4-H Livestock Registration Forms. We are asking that you fill out the electronic

version at this link: https://form.jotform.com/Bridgewa/CC4HLivestockRegistrationForm

YOU MUST FILL OUT ONE FORM PER ANIMAL.

INCLUDE THE FULL RFID or SCRAPIE TAG NUMBER. FORMS ARE DUE MAY 31ST!!!

When and if we can tag, we will collect the $2 fee at that point.

The Meat Goat Workshop is now available to view, make sure to complete the quiz (link provided in PowerPoint)

by July 24, 2020 for credit. Remember all juniors and novice exhibitors must complete the workshop for credit

Poultry Orientation

Due to our poultry orientation dates getting canceled, we have decided to put together a webinar and quiz to help all of our exhibitors complete poultry orientation. If you follow the link below, you will find a webinar presentation of the poultry orientation and the information for the quiz. In order to receive full completion of the orientation, you must also complete the QUIZ! We are asking that one be completed per household. A parent or older 4-Her may complete the orientation, but it is their responsibility to share the information with all exhibitors in the household. In the quiz, there will be a place to enter the names of all poultry exhibitors in the household so that everyone will receive credit.

All Horse/Pony ID cards and Performance Leases are due to Becky ([email protected]) through email by June 1, 2020. There are new horsemanship standards that were just released. Please know your current standard will be grandfathered into the new levels. Dog Training

Horse Safety

If you are planning to show a horse for the first time at the 2020 Carroll County 4-H/FFA Fair, you will

need to complete the online Horse Safety Orientation. There is a PowerPoint to read through, video and

a quiz you will need to complete for credit. All information can be found at: https://extension.umd.edu/

Animal Quality Assurance Program

If you are a new member or have moved to a new age group (Junior to Intermediate, Intermediate to

Senior), you are required to take the online Quality Assurance Program this year. The online program is

required for ALL 4-H members showing beef, dairy, swine, sheep, goats, horses/ponies, poultry, rabbits

and alpacas/llamas. When the website is opened by Maryland 4-H, you will need to register and

complete this program if you are planning to show at any 4-H show. If you have questions, please

contact Becky at [email protected]. Quality Assurance must be completed by Friday, July 24th to be

eligible to show at the Carroll County 4-H/FFA Fair. The program can be found at: https://

Children’s Day at the Fair

The Maryland 4-H Program had to make the hard decision to cancel all 4-H summer camp programs. We

will be working on reimbursements for anyone who has registered for camp. If you wrote a check/cash,

we will work on reimbursing you once we are back in the office.

Junior Stock Show

The 2020 Junior Stock Show has been canceled due to the closure of all Maryland 4-H in-person

programing.

Poultry and Rabbit & Cavy Registration Form

At the end of the April Tribune, you will find a Poultry, Rabbit and Cavy Registration Form. This form is

required for those exhibitors wanting to exhibit at all county and MD State Fairs. Please fill out the

form and email to Becky ([email protected]) by June 15th. If you have questions, contact Becky

Ridgeway ([email protected]) or one of the department superintendents.

The fair will once again be hosting Children’s Day on Tuesday, August 4, from 8:30 A.M. to 2:00 P.M.

and we need your help! In previous years, more than 1,100 children have attended this event at the

Carroll County Fair, and this success has been due to the participation of our 4-H clubs, members, and

volunteers!

We are asking that clubs sign up for a make-it and take-it craft table as in the past or to volunteer. The

tables or stations can be in 3 hour or all day (6 hours) time slots. If your club chooses to sign up for a

craft, we ask that you prepare these crafts for either 350 participants (3 hour time slot) or 700

participants (all day). When preparing these games and crafts, we ask that you keep agriculture,

farming, and 4-H in mind. Remember that these activities should engage our youth and encourage

them to stay for the day! If you or your club would like to help with Children’s Day, but cannot attend

that day, we are also looking for donations! You could provide a monetary donation, a donation for

goodie bags, or items such as face paints, crayons, etc.

We hope that your club will be able to participate in some way, as it will be a wonderful opportunity

to promote and educate young children and their families about the great 4-H program and

Fashion Revue

With some extra time at home, you could start to work on those Fashion Revue outfits. Whether it’s a

constructed piece or ready to wear, start thinking of what you want to model this year! We are planning

to hold Fashion Revue during the fair. Hold that Monday night and we will be combining our Fashion

Revue and Mini Fashion Revue together! Judging will take place before the fair. Watch out for the June

Tribune for registration information!

We will be unable to hold an in-person Public Speaking contest this year, but we are going to hold the

contest virtually. All you have to do is make a video using your computer, tablet or phone and email it to

Becky ([email protected]) by June 15th. We will then have judges review all of the submissions and

provide feedback to you. Any of our 4-H members can participate! The rules are attached. The only

category we cannot offer this year is the extemporaneous. All Clovers are eligible to submit their videos

too! When we have all of the speeches judged, we will share the winning videos!! So brush up on your

public speaking skills and start making your videos!

Paper Retrievers

Don’t forget that we have Paper Retriever containers at the Extension Office for everyone to recycle their

paper products. Any paper items (excluding food products) such as paper, cardboard, phone books,

books and magazines can be dropped off. Don’t forget…this serves as a year round fundraiser for the

Carroll County 4-H Program. Pass the word to help us with our fundraising efforts.

Farm Land Preservation Day

Carroll County will be celebrating 75,000 acres of farm land preservation on Saturday, October 17, 2020

at the Farm Museum, along with the Fall Harvest Day celebration. We are looking for any 4-H clubs

interested in setting up a display or booth. We welcome demonstrations and activities for families to

enjoy, but if you choose to sell any items (ex: baked goods), a $75 venue space would be charged. If you

are interested, contact Debbie Hoff at 410-984-1644.

4-H Alumni Baked Goods Competition

It is time to dust off those baking skills and participate in the Inaugural Alumni Baked Goods

Competition at this year’s fair! Alumni will have an opportunity to enter the following ten categories:

Baking for Special Needs, Bread, Brownies/Bar Cookies, Cake-Iced, Cake-Non-Iced, Cookies, Fudge/

Candy, Pie, Rolls/Biscuits, Theme of the Year: Maryland

Entries will be accepted on Wednesday, August 5th from 3:30-5:30 P.M. in the red building. All

participants will be able to enter up to two items and must pre-register at https://tinyurl.com/

alumnibakedgoods2020 . The rules and regulations for this contest are attached to the end of the

Tribune. All entered items will be sold at the Indoor Bake Sale on Wednesday, August 5th starting at

6:30 P.M.

Everyone is welcome to participate in Fair Board meetings held at the Extension Office. The next meeting date will be announced when programming can resume.

Too Many Ribbons or Trophies? Don’t throw them away! Bring them to the Extension Office or to a Fair

Board meeting. The Fair will recycle them for next year! So don’t throw them out, let’s recycle!

2020 Fair Theme—Grow It, Sew It, Show It

Indoor Building Department Updates—This month I will conclude my series of classes with changes in 4

departments. The fair theme for the 2020 CC 4-H/FFA Fair is “Grow It, Sew It, Show It.” There is a fair

theme class in Shoebox Floats and Booths/Banners. Silk and Dried Florals have dropped this class. This

year, only the NEW size booth will be accepted (36”Wx30”Dx16”H).

Foods Department—Last year, additional jams and jellies classes were added with 6 classes of jams and 4

classes of jellies. This year, there will be another jam class added—Raspberry Jam. A new cookie class was

added last year, Ginger Snaps. Make sure to read the class descriptions in the fair catalog because some

wording has been added/changed. The Cookie of the Year is Cinnamon Roll Cookies and the Cake of the

Year is Carry Away Cake. Recipes for both of these will be listed in the fair catalog at

www.carrollcountyfair.com. If you are planning to enter a Cookie Basket, it must include 5 different kids

of cookies, including 6 cookies of each kind. Place 1 sample of each cookie in a plastic bag for judging.

Remember, a recipe is needed for each kind of cookie. Recipes must accompany each food exhibit on a

3”x5” index card and be attached to the outside of the entry. This is the perfect time to start practicing the

Cookie/Cake of the Year recipe. A 4-H Alumni Baked Goods Contest will also be held this year. Please see

the information above. Any questions about classes in the Foods Department should be referred to the

superintendent of that section. Contact information is listed in the fair catalog. We need to think positive

that the County Fair will happen. Even though clubs cannot gather for a meeting, I would encourage you

to start planning your club entries. You could hold a Zoom meeting or a teleconference meeting to gather

ideas. Hopefully, some of the restrictions will be lifted before fair and 4-Hers can meet to work on the

Rules and Regulations: DUE TO HEALTH REGULATIONS – ALL CAKES AND PIES MUST BE COVERED UNTIL ITEM REACHES

THE JUDGING TABLE. ALL UNCOVERED ITEMS WILL BE DISQUALIFIED – NO EXCEPTIONS!

1. Maximum of two entries per alumnus.

2. Recipes must accompany exhibit and be on a 3” x 5” index card (not 4” x 6” card or a piece of paper). This applies also to the Baking for Special Needs food entries.

a. Recipes need to include measurements, ingredients and directions for making the baked food item.

b. NO ENTRIES will be accepted without recipes.

c. Recipes will be checked very carefully to see if the alumnus has complied with ingredient rules.

d. Recipes for all food items become the property of the Fair.

3. Cake discs will be available beginning June 1st at the Extension Office.

4. Cakes must be covered to transport them to the Fair for judging.

5. No unbaked cookies, no uncooked fudge will be accepted.

6. BREADS, COOKIES, ROLLS, BROWNIES AND TEA RINGS MUST be on LARGE paper plates in self-closing plastic bag. Alumnae’s name must be secured on exhibit and identified as to what the item is.

7. All items must be securely covered before exhibited or item will not be judged.

8. All food items must be entered at room temperature for best taste and texture.

9. To comply with food safety standards, no uncooked potentially hazardous foods such as milk, half-and- half, cream, evaporated milk, cream cheese, whole eggs, egg whites, powdered egg

whites, meringue powder, egg yolks, or egg substitutes shall be used in cake frosting. Icings or frostings must be a non- refrigerated recipe.

10. Alumnae not following the guidelines established for cake frosting will NOT have the

exhibit judged.

11. NO prepared mixes of any kind are allowed (cookies, breads, muffins, biscuits,

cakes, frostings, pie crust or filling).

12. NO cake with more than two layers will be accepted. Cakes should be baked in the

shape or size recommended for that class. NO Bundt pans are to be used.

13. All baked items will become the property of the Fair. Food exhibits may be removed at

the discretion of the Foods Superintendent if not properly cooked.

14. Pies: When baking in a foil pie pan, bake on a cookie sheet and/or on bottom rack of

oven. Aluminum foil does not conduct the heat into the center of the pies.

15. 4-H does not permit/promote the use of alcohol - NO alcohol in baked goods. 16. All entered items will be sold during the Indoor Bake Sale starting at 6:30pm. If alumni

and/or their family would like to buy back the entered item, they may do so at 6:00pm.

University of Maryland Extension (UME) Maryland 4-H Breeding Animal Lease Program Guidelines

OBJECTIVES: 1) To develop character, knowledge, sense of responsibility and life skills in 4-H youth. 2) To expand the opportunities for youth to participate in a 4-H animal project who may not have access to

facilities and/or breeding stock. 3) To maintain or increase the number of youth carrying breeding stock as a 4-H project. 4) To maintain or increase the number of breeding stock carried as a 4-H project. RULES: 1) The Maryland 4-H Breeding Animal Lease Program is applicable to registered breeding stock of the 4-H

project areas listed below: a. Beef b. Dairy c. Sheep d. Swine e. Goats (Dairy and Meat)

2) The program is available to any 4-H member, hereafter also referred to as 4-H’ers, in good standing in a

County/City 4-H program. 3) 4-H Members may not have both owned and leased animals within the same project area during the same

4-H year (which runs January 1 through December 31). However, due to the uniqueness of Dairy projects, a member in the project who owns a Dairy Steer may also lease a Dairy Heifer during the same 4-H year.

4) The 4-H Member will be required to keep the appropriate 4-H project record(s) on each animal. The project

record(s) must be submitted to his or her local County/City 4-H Extension Office as required by the County/City 4-H Extension Office.

5) In order to exhibit a leased animal(s), it must be a bona fide 4-H project and registered with the appropriate

breed association. The leased animal(s) may be exhibited in the appropriate classes at 4-H shows in Maryland. In addition, 4-H’ers with leased animals will be required to follow the same requirements for exhibition as 4-H’ers with owned animals. Cows and does in the program may be exhibited as project animals in appropriate classes only if they were leased by the 4-H member before first freshening or before 2 years of age, whichever comes first.

6) A 4-H member may have up to six (6) total breeding animals in the Breeding Animal Lease Program per

4-H year. However, 4-H shows or fairs may limit the number of animals 4-H members may exhibit or may have other applicable rules pertaining to classes for breeding animals.

7) The owner of the leased animal(s), hereafter referred to as the sponsor, and the 4-H Member should jointly

determine the specific responsibilities to be carried out by each party. The responsibilities should be attached to the Lease Program Form and should include such items as, but not limited to: a. the 4-H Member’s duties and responsibilities while caring for and working with the animal, b. the 4-H Member’s access to the animal, c. housing and transportation of the animal, d. a working schedule for carrying out the specified duties, e. any assistance the sponsor will provide to the 4-H Member, f. any insurance requirements, information or provisions

g. responsibility for expenses incurred with the lease animal such as, but not limited to, feed, veterinary care, transportation, entry fees, etc.

The above are only suggestions. For the protection of all involved, the parties may want to consider entering into a written Lease Agreement setting forth their respective rights and responsibilities. UME can not advise parties as to what should be included in such an agreement, and parties may want to consult with an attorney in this regard.

8) The 4-H Member will keep any 4-H premiums or awards received while exhibiting the leased animal(s)

during the duration of the agreement – NO EXCEPTIONS.

9) During the 4-H year, the 4-H Member will be the only person eligible to exhibit the leased animal(s) in Maryland 4-H shows. The sponsor may enter and exhibit the leased animal(s) in non-4-H shows.

10) The sponsor and the 4-H Member must adhere to the Maryland 4-H Breeding Animal Lease Program

Guidelines, the 4-H Behavioral Expectations (4-H 418), the Maryland 4-H Code of Animal Science Ethics, and any other County/City and/or State 4-H or UME requirements, as applicable.

11) The leased animal(s) must be housed and maintained at either the farm facilities of the sponsor, 4-H

Member, or mutually agreed upon location as approved by the County/City 4-H faculty/staff.

12) Ownership of the leased animal(s) remains with the sponsor. The title of ownership as stated on the registration certificate of the leased animal will remain in the possession of the sponsor.

13) The Breeding Animal Lease Program Form must be signed and filed in the County/City 4-H office by

June 1st of the 4-H year and will be in effect through the end of the 4-H year (December 31). The sponsor is expected to and will make the animal available to the 4-H Member during the period of the 4-H year.

14) Participation in the Maryland 4-H Breeding Animal Lease Program may be terminated by either party or by

4-H/UME prior to the end of the project year for reasons such as, but not limited to:

a. failure of the 4-H Member or sponsor to carry out responsibilities as agreed by the parties, b. changes in the farming operation for the sponsor, c. changes in the circumstances of the 4-H Member , d. mutual agreement of both parties, e. on thirty (30) days written notice, or f. failure to abide by and follow the Maryland 4-H Breeding Animal Lease Program Guidelines and all

other 4-H and/or UME policies, procedures, rules, regulations, and other requirements or expectations, as applicable. Such failure may also result in the sponsor and/or 4-H Member being declared ineligible to participate in Maryland 4-H Animal Lease Program(s) by UME/4-H and/or other disciplinary action or sanctions as appropriate.

The date and reason for termination prior to the end of the 4-H year must be given in writing and be placed on file in the County/City 4-H office.

15) The 4-H Member, Parent/Guardian and Sponsor must sign the Maryland 4-H Animal Lease Program

University of Maryland Extension (UME) 4-H Code of Animal Science Ethics 4-H members enrolled in animal science projects (e.g., beef, camelids, dairy, dog, goat, horse, poultry, rabbit, sheep, small pet, and swine) shall, at all times, conduct themselves with honesty and good sportsmanship,

including while with their projects and at all 4-H animal science activities and events. Their conduct should always reflect the highest standards of honor and dignity to promote the advancement of 4-H and its animal science program. 4-H members, as well as parents, UME volunteers and others working with them, are under an affirmative responsibility to do more than avoid improper conduct or questionable acts; and their conduct and values must serve as a positive influence on others.

This Code of Ethics applies to all 4-H members who are enrolled in animal science projects, and to others (4-Hers, parents, volunteers, owners, etc.) who participate in the animal science program; and it covers daily animal care, as well as participation in competition and other 4-H animal activities and events.

4-H members and others who violate this Code of Ethics demean the integrity of 4-H and its animal science program. 4-H members who violate the code of animal science ethics are subject to sanctions including, but not limited to, forfeiture of premiums, awards, and/or auction proceeds and may be prohibited from participation in 4-H or 4-H/UME events or activities; other violators may also be subject to sanction, as appropriate. Infractions may be reviewed by 4-H and/or UME (on the local or state level, as appropriate to the infraction and to the event and/or activity in question), and/or may be subject to a fair oversight committee or other entity that oversees an activity or event. In addition, some acts may also be subject to review based upon the Maryland 4-H Youth Code of Conduct and/or other UME policies. The following is a list of standards and requirements for all 4-H animal science projects, at all times, whether at home, at animal exhibitions or events, or any other 4-H event or activity. 1. The care of all 4-H project animals is the responsibility of the 4-H member. 4-H members must properly care for and groom their animals for the duration of their project. 2. All project animals must be housed at the 4-H member’s residence unless a different location is submitted to and approved in writing by the local 4-H staff. Any change in location must be approved in writing by the local 4-H staff; however, it is not necessary to report direct transport to and from shows or other events. 3. Upon request of 4-H, UME, or other program, fair, event or animal officials, 4-H members must present proof of ownership, length of ownership, identity and/or age of all 4-H project animals owned or leased. Misrepresentation of ownership, age, or identity of animal, or any facts relating thereto is prohibited. If a 4-H project animal is sold in a livestock sale, it is no longer eligible to be shown in a 4-H event in Maryland in that year. 4. 4-H members must provide appropriate animal health certificates upon request of 4-H, UME, or other program, fair, event or animal officials. 5. 4-H project animals must be presented to competition, activities and/or events, where they will enter the food chain, free of volatile drug residues. Animals which are presented to competition, events and/or activities that do not culminate with the animal entering the food chain, shall not be administered drugs other than in accordance with applicable federal, state, and local laws, regulations and rules. 4-H project animals shall not be exhibited if drugs administered in accordance with federal, state, and local regulations and rules may affect the animal’s performance or appearance at the event. At any time after an animal arrives on a fair or other 4-H activity or event premises, a licensed veterinarian must administer or, in consultation with fair, event, UME, or 4-H officials, direct the administration of any treatments involving the use of drugs and/or medications. Drenching at any time after an animal arrives on a fair or other 4-H activity or event premises is prohibited, except when performed or directed by a licensed veterinarian in consultation with fair, event, UME, or 4-H officials for the sole purpose of protecting the health of the animal. 6. The act of enrolling in a 4-H animal science project, and/or entering a project animal in a 4-H competition, show, activity, or other event, gives consent for 4-H or UME or event authorities to obtain any specimens of urine, saliva, blood, hair, tissue, or other substance from the animal to be used for testing purposes including, but not limited to, drugs or identification. It is presumed that the sample of urine, saliva, blood or other substance tested by the approved laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved, and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the 4-H owner to prove otherwise at any review in regard to the matter conducted by a fair or other event or the 4-H program. If the laboratory report on the chemical analysis of saliva, urine, blood, hair, tissue or other sample, taken from a 4-H animal science project, indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. 7. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counter irritant, or similar substance) which could affect the animal's performance or alter its natural contour, conformation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 8. Using ice, ice packs, cold packs, or cold compresses, internally or externally, other than those prescribed to relieve heat stress or a medical condition as diagnosed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 9. The use of showing and/or handling practices or devices, such as striking animals to cause swelling, using electrical devices, or other similar practices, are not acceptable and are prohibited. 10. All judges, fair and event officials and/or UME/4-H staff and volunteers shall be treated with courtesy, cooperation, and respect, and no person shall direct abusive or threatening conduct toward them or toward exhibitors or others participating in the activity. In addition, direct criticism or interference with a judge, fair, show or event official, exhibitor, breed representative, or UME/4-H staff or volunteer before, during, or after an event or other activity is prohibited. 11. No one shall violate this Code of Animal Science Ethics or conspire with another person or persons to intentionally violate this Code of Ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this Code of Ethics. 12. The application of this Code of Ethics provides for absolute responsibility for an animal's condition to the 4-H member whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this Code of Ethics. 13. By enrolling in an animal science project and/or entering an animal in a fair or other 4-H event or activity, the 4-H member, and his/her parent or guardian, consent to have disciplinary action taken by appropriate authorities (including UME, 4-H, fair, event and/or other activity officials) for violation of this Code of Animal Science Ethics and/or any other applicable rules of UME, 4-H, a fair, activity or other event, without recourse against UME, 4-H and/or other authorities. In addition, the 4-H member, and his/her parent or guardian, further understand and agree that any action which contravenes these rules, and is also in violation of federal, state, or local laws, statutes, regulations, or rules, may be released to appropriate law enforcement authorities with jurisdiction over such infractions. RULES AND REGULATIONS – 1. The contest consists of the following categories:

Prepared Speech, Extemporaneous Speech, Radio Spot Announcement, 4-H Pledge, Interpretations – Humorous, Poetry & Dramatic.

2. Contestants will participate in appropriate age category: Clovers = ages 5 – 7 years; Juniors = ages 8 – 10 years; Intermediates = ages 11 – 13 years; Seniors = ages 14 – 18 years. Ages are determined as of January 1st of the year in which the contest is held.

3. First-Year Juniors are 4-H members ages 8 – 10 years of age as of January 1 of the current year who have not participated or competed in either a county Demonstration Day or Public Speaking Contest.

4. First-Year Juniors may participate in Division C (Junior) OR Division B (First-Year Junior); BUT NOT BOTH.

5. Time limits: Judges may deduct points for speeches not meeting or exceeding time limits. Prepared Speeches – Clovers = 2 to 4 minutes; Juniors = 3 to 5 minutes; Intermediates and Seniors = 4 to 6 minutes Extemporaneous Speeches –Juniors and Intermediates = 2 to 3 minutes; Seniors – 3 to 5 minutes Radio Spot Announcements - 30 seconds for all age groups Dramatic Interpretation, Poetry Interpretation, Humorous Interpretation – Clovers, Juniors, and Intermediates = 2 to 3 minutes; Seniors = 3 to 5 minutes

6. Visual aids, including posters, are not permitted. Appropriate gestures are encouraged. Dramatic Interpretation contestants may opt to sit for their presentation.

Prepared Speech 7. Prepared Speech contestants may speak on any

topic. It may be wise to discuss topics that could be considered as controversial with your 4-H or Extension Educator before the contest. The speech may be written for a specific audience such as a 4-H club, PTA, or a community-service organization. Note cards containing a key word outline are permitted. Only Juniors and Clovers may use a complete script.

8. Memorization is not encouraged; however,

speaking from an outline is encouraged.

Extemporaneous Speech 9. Extemporaneous Speech contestants will draw

three topics on the day of the contest. They will choose one topic to speak on. Juniors and Intermediates may have up to 30 minutes and Seniors may have up to 15 minutes to prepare their talk. Contestants may use one side of up to four or both sides of up to two 4” x 6” note cards to write their key word outline. No speech should be fully written on the cards.

Radio Spots 10. Radio Spots should be exactly 30 seconds in

length and may include a musical or sound effect introduction and/or background, but MAY NOT INCLUDE a spoken introduction or “tag” by anyone other than the contestant. If music or a sound effect is used, the contestant must provide and operate the sound-making device.

The contestant MUST provide a complete written

script (including notations about music/sound effects) to the timekeeper to aid in timing accuracy. Musical/sound-effect introductions and endings are considered a part of the radio spot and must not cause the 30-second time limit to be exceeded. The spot should relate to 4-H, be original and be created by the contestant. With the speaker’s permission, spots may be considered for promotional purposes.

11. Speakers may speak or interpret in a language of

their choice. If using a language other than English, the participant must inform the Extension Office before the event so that judges may be acquired.

Interpretations 12. Dramatic – the memorized oral interpretation by

an individual or a serious selection of narrative or dramatic literature. The speaker shall memorize this oral interpretation. It shall be a serious selection of narrative or dramatic literature. Monologues are acceptable. Mime (use of your body to create an interpretation) is also acceptable. Cuttings may incorporate characters, but monologues are acceptable. Contestants should bring two (2) copies of the script they will be using including reference. Language other than English must be translated.

15. Speakers in the Interpretation Classes (Dramatic, Poetry and Humorous) can speak or interpret in language of their choice. If using a language other than English, the participant must inform the Extension Office before the event so that judges may be acquired.

4-H Pledge 16. 4-H Pledge class is a non-competitive recitation

of the 4-H Pledge. Participants will be evaluated as described on the score sheet. Judges may ask questions regarding the meaning of the Pledge and its significance to the participant.

Additional General Rules 17. Judges may ask questions of contestants in the

Pledge, Prepared Speech, and Extemporaneous Speech, Dramatic Interpretation, Poetry Interpretation, Humorous Interpretation categories related to the presentation’s topic. Due to time constraints, questioning should be limited to two or three minutes per speaker. Questions will not be asked in the Radio-Spot category.

18. At the State Contests, a contestant may only compete in one category. If a contestant wins more than one category at the County Contest, they must choose which category in which to compete at the State Contest. Only one Champion from the 3 Interpretive Presentations will go on to compete at the State Contest. Clover and Pledge classes will compete in Carroll County only.

19. The names of two ranked champions and two ranked alternates in each age group of each category will be selected to form a pool for possible representation at the State Contest. The highest ranked individual will represent Carroll County at the State Contest.

20. State Champions may not enter the same category and age group a second time. Previous year’s local champion speeches may not be repeated.

21. Coaching during speech by family, friends, or others is not permitted.

22. All participants will be evaluated on the Danish System. Recognition and awards will occur at the conclusion of the contest. Premiums will be

included with the premiums from the Carroll County 4-H/FFA Fair. The following premiums are offered for Junior, Intermediate and Senior participants: Champion Award - $4; Blue Award - $3.50; Red Award - $3; White Award - $2.50; Clover and 1st Year Junior participants will receive $1.

23. The Contest will start at 9:00 a.m. There will be no assigned times for speeches. Report to the registration desk in Burns Hall no later than 10:30 a.m. to sign up for your room. You will need to pre-register. Registration forms will be available on the Carroll County Fair website. There will be a link to direct you to the form. You will need to create a different login from the one you used for the fair. Registrations must be received by 11:59 p.m., February 29, 2020. Remember to allow preparation time for your extemporaneous speech (15 minutes for seniors, 30 minutes for juniors and intermediates).
