Dear Friends and Colleagues:
Greetings from the beautiful Tsing Hua campus! As we enter a new year, may I wish you and your family a happy and
prosperous 2007.
As one of the premier research universities in Taiwan, we are working toward the goal of becoming a world-class
university in the foreseeable future. A concerted strategic plan for the university development was proposed and
supported by the Ministry of Education with the Special Funds for upgrading Taiwan's higher education. One of the
measures we are undertaking is to improve our communication with you, dear friends and colleagues who are concerned
with the development of Tsing Hua. It is toward this goal that I have asked my staff to issue this Tsing Hua Newsletter
and I am very happy that the first issue is here to be presented to you, thanks to the efforts of the able editorial team led
by Prof. Mao-Jiun Wang. Our plan is to issue the Newsletter quarterly and hope to update you with what has happened
during the previous few months as well as what will take place in the near future. I hope
the Newsletter will not only keep you informed on what my colleagues and students are
doing but also to invite your feedbacks so that we can further enhance the growth and
development of the University! Feel free to write me or the editor of the Newsletter if you
have anything that you would like us to know and hope this new bridge will keep us in
close contact with each other.

The new President of Academia
Sinica made his first university
visit to Tsing Hua campus on
October 21st, 2006. As one of the
top research universities in Taiwan,
NTHU has been in cooperation with
Academic Sinica for many years. Joint
research projects l ink up university
faculty members with research fellows
a t Academia S in ica. Add i t iona l l y,
NTHU is the first university to set up
joint graduate degree programs with
research institutes at Academi Sinica
for both domestic and international
students.
Currently NTHU and Academia Sinica

and Pro fessor Hs iao-Wei Ch iang,
Director of the Division of Academic
Cooperation to Pohang University of
Science and Technology (POSTECH),
Korea where they attended the Annual
Meet ing o f the P res iden ts o f the
Association of East Asian Research
Universities (AEARU) and signed an
agreement of academic exchange and
cooperation with POSTECH.
AEARU is an organization formed to
promote cooperative efforts among
i ts member univers i t ies. Members
include: National Tsing Hua University,
Nat iona l Ta iwan Univers i ty, Seoul
National University, Korea Advanced
Institute of Science and Technology
as wel l as POSTECH. In addi t ion
to the universities from Taiwan and
Korea, the re a re f i ve un ive rs i t i es
f rom Ch ina, one f rom Hong Kong
and another f i ve f rom Japan. To
promote further cooperation among
member universities, detailed plans
were proposed and discussed. These
i nc lude the sha r i ng o f academic
information and strategies to upgrade
AEARU members' s tand ing in the
ranking of universities worldwide.
In addition to attending the AEARU
meet ing, Pres ident Chen and the
delegation also visited Seoul National
U n i v e r s i t y a c c o m p a n i e d b y t h e
Director of Taipei Mission in Korea,
Mr. Yeong-Cho Chen. The meet ing
was concluded with the signing of
a Memorandum of Understanding
and a Student and Staff Exchange
Agreement by President Chen and his
counterpart, President Jang-Moo Lee
of the Seoul National University.

annually sponsors the Sun Yun Suan
Memorial Lecture Series on Science
and Technology. The Lecture Series
of 2006 had the honor of including
two Nobel Laureates: Dr. Ivar Giaever,
recipient of the Nobel Prize in Physics
in 1973, and Dr. Thomas C. Schelling,
r e c i p i e n t o f t h e N o b e l P r i z e i n
Economics in 2005.
Dr. Ivar Giaever delivered two lectures
while visiting Tsing Hua. The first was
held in the Biomedical Engineering
and Environmental Science Building.
President Wen-Tsuen Chen gave the
opening remarks to officially lauch the
Lecture Series. The lecture presented
Dr. Giaever's Electric Cell-Substrate
Impedance Sensing (ECIS) System
and the experience of his research
team. The EC IS i s a sys tem tha t
uses the change of electric current
to observe the condition of culturing
cells.
The second lecture was held in the
College of Technology Management
and the Chairman of Delta Electronic,
Inc., Dr. Cheng gave the open ing
remarks. In this lecture, Dr. Giaever
discussed the research on tunneling
phenomena in superconductors for
which he won the 1973 Nobel Prize in
Physics.
I t i s hard to imagine that Dr. Ivar
G iaever had a h a rd t ime pass ing
Physics and Mathematic classes in
his early college years. However, in
his own words, he continues to break
self-limitation, and this attitude offers
much inspiration to the audience.

Dr. Schell ing has taught at Harvard
and Ya le. He was a member o f a
consultation group that formulated the
Marshall Plan for rebuilding Europe
after World War II. He worked in the
White House and the Executive Office
of the President, and also served as a
member of the RAND Corporation.

Although this has been Dr. Schelling's
first visit to Taiwan, he demonstrated
his knowledge of Taiwan history by
showing how the mi l i ta ry tens ion
between Taiwan and Mainland China
in the 1950s were resolved and used
such examples to illustrate his theory
of br inkmanship. In h is speech he
emphasized how the balance of terror
has kept peace ove r the pas t 60
years and wil l continue to do so in
the future. Additionally, Dr. Schelling
stressed that if we learn how to utilize
the opportunities conflicts provide, we
shall be able to resolve such conflicts
without going to war.
Dr. Schelling's Brinkmanship Theory
h a s b e e n a p p l i e d t o o t h e r r e a l
problems, such as the development
of war strategies, weapon limitation,
e n e rg y c r i s i s a n d e n v i ro n m e n t a l
protection, anti-terrorism and anti-
organized crime efforts, as well as
conflicts and negotiations etc.

The 44th Outstanding Young
Persons Awards have been
announced. Out of the ten
recipients nationwide, three are from
National Tsing Hua University. These
th ree d is t ingu ished youth a re Dr.
Hsiao-how Lin, Associate Professor
at the Department of Physics, Dr. T.
A. Hsu, Associate Professor from the
Department of Chemical Engineering,
and Mr. Hsiao-Ping L i, a graduate
student pursuing his doctoral degree
in Computer Science and Information
Technology. What is most inspiring
and gratifying is not only that Tsing
Hua faculty and student have won
three out of the ten Awards this year,
but the fact that Mr. Li excels in his
study program despite of his visual
impairment.
The Ten Outstanding Persons Award
has been presented by the Taiwan
Junior Chamber of Commerce annually
since 1962. Each year the Chamber
receives nomination from the public
and organizes a review committee
t o s e l e c t t e n re c i p i e n t s f o r t h i s
prest igious award. Each recipient
is presented with a certificate and a
Gold Hand Statue symbolizing their
creativity and ingenuity. The stories
of their outstanding achievements
are widely circulated in media not
only to give the recipients their due
recogn i t i on bu t a l so to se r ve as
models for other young people in the
nation.

U n i v e r s i t y I n n o v a t i o n
I n c u b a t i o n C e n t e r w a s
established in 1998. It is a joint project
between the Office of Research and
Development at Tsing Hua University
and the Small and Medium Enterprise
Admin is t ra t ion o f the Min is t ry o f
Economic Affairs. Together they work
to implement a national plan aiming at
assisting the development of small and
medium sized enterprises in Taiwan.
This group of experienced consultants,
not available anywhere outside of the
University, help new enterprises reduce
risk and increase their probability of
success without incurring a great cost.
By making the human resources and
research expertise of the University
available to the public, this plan has
successfully assisted the start up of
many small and medium enterprises.
Over the past years, the Incubation
Cente r has rece ived f i ve A-Leve l
annual evaluations from the Small and
Medium Enterprise Administrat ion.
Four of these A-Level Awards were
won in consecut ive years and, in
recognition of such stellar records,
t he Cen te r was hono red w i t h an
Outstanding Achievement Award in
2006.
The Center is located on Tsing Hua
campus and in the neighborhood of
the Hsinchu Science-Based Industrial
Park. Such prime location provides
easy access to the resources and
facilities of these two powerhouses
of research and development. The
Cente r o f fe rs t ra in ing courses in
the areas of management, f inance,
marketing, international business, law
and regulation as well as information
management. Professional industrial
consultation and business analysis
are also offered whenever needed.
Recently, a new project focusing on
the pract ical t ra in ing of managers
is being offered in an effort to help
c o m p a n i e s r e s o l v e p r o b l e m s i n
recruitment as well as providing our
students with opportunities to apply
what they have learned in the business
classes to real life situations. The 67
smal l and medium enterpr ises the
NTHU Incubation Center has assisted
include: Gemteck (l isted company),
Aopteck (l i s ted company), A ip tek
Technologies, Key Wear Group, Net
Keeper Eulen, Twinhan Technology
and Advanced Analog Technology Inc.
The Center is continuously upgrading
i ts serv ices and expects to serve
more and more start-up enterprises as
Taiwan's industries move forward.

e a c h y e a r . M o r e a n d m o r e
international scholars travel to our
campus, either as short term visitors
or as new faculty members joining
the Un ive rs i t y. I n add i t ion, many
alumni are coming back to visit. All
these have prompted the University
to build a new guest house.
Located on the west campus, the
new Tsing Hua Guest House, opened
for business in last September, is
d e s i g n e d t o a c c o m m o d a t e l o n g
t e r m re s i d e n t s a s w e l l a s s h o r t
t e rm v i s i to rs. New in te r na t iona l
f acu l t y members can s tay i n t he
apartments before they get settled
in a more permanent arrangement.
Short term visitors, returning alumni,
a n d c o n f e re n c e p a r t i c i p a n t s a re
w e l c o m e d t o s t a y a t t h e g u e s t
house where comfortable rooms and
breakfast are made avai lab le at a
very reasonable price and in a cozy
environment.

On Friday, December 22nd,
2006, President Wen-Tsuen
C h e n h o s t e d t h e g r a n d
open ing o f the new In te r na t iona l
Student Activity Center (ISAC) in the
FengYun Building on the Tsing Hua
campus.
O p e n i n g o f t h e I S A C i s p a r t o f
NTHU's continuing efforts to enhance
Tsing Hua's internationalization. Its
purpose is to fac i l i ta te educat ion
a c ro s s d i f f e re n t c u l t u re s, f o s t e r
mutua l respect and
understanding among
m e m b e r s o f t h e
g l o b a l c o m m u n i t y.
The Act iv i ty Center,
l o c a t e d o n t h e 3rd F l o o r o f t h e
FengYun Bui ld ing provides a cozy
env i ronmen t f o r s tuden ts, l oca l
and i n te r na t i ona l a l i ke, t o mee t,
study, relax, schedule activities, and
entertainment.
Fr iday's opening featured three
dance performances, two organized
by the Foreign Student Association
and one performed by members of
the NTHU World Folk Dance Club.
The stage performance was followed
by a cocktai l hour, which provided
opportunity for reporters and guests
to mingle with some of Tsing Hua's
international students and familiarize
t h e m s e l v e s w i t h t h e f a c i l i t i e s .
