• Many major natural disaster have occurred in the ASEAN region.

• We need to analyze and learn from real-life situations, national briefings, and the challenges in receiving assistance

• Briefing – national strategic, civil agencies, military perspective, NGOs

• AHAC (ASEAN) vs ERC (UN)• SASOP, Oslo Guideline, APC-MADRO


• We need to test local SOP• Providing Assistance easier than Receiving

Assistance, both to fix mechanism• How can a country receive relief in a

coordinated manner?• Civil-military coordination lesson learned• Impacts on security looting on different

groups• How to organise USAR team, share

information, support from other international organisation

• What is the trigger point/mechanism in the country? What is the procedure to ask forassistance? How to receive? How to organise assistance including until early recovery?

• Address 10 challenges listed in the concept paper

• To test ERAT, UNDAC, other advance team (Advance Logistic Team)

• Complimentary roles of AHAC and ERC

• Channel of assistance


Proposed Expert Session Briefing

1. Japan in receiving humanitarian assistance (Great East Japan Earthquake 2011)

2. Philippines in receiving humanitarian assistance (Super Typhoon Haiyan 2013)

3. AHA Centre – ASEAN Mechanism

4. UN OCHA – UN Mechanism

5. ICRC – International Disaster Response Law (IDRL)

6. Mercy Malaysia – Haiyan response and recovery

• Need to focus more on future contingencies and take past events into consideration to feed into the TTX

• AHA Centre will look into possibilities for a joint-operational centre with ASEAN JOCA to include providing disaster relief assistance to the ARF Memberso The outcome will be presented during the FPC

• Include specific briefing:o On the mechanisms used during major disaster for

the Great East Japan Earthquake in 2011 o On the coordination of receiving aid during the

Typhoon Haiyan in the Philippineso On NGO’s mechanisms in providing aid

• Discussion to include two days for the TTX will be taken into consideration to maximize outcome of the exercise
