GLOBAL DIVING AND SALVAGE COMPLETES HEAVY LIFT SALVAGE OPERATION IN SAN FRANCISCO BAY

The Wenonah, a 100' tug decommissioned from the Navy in 1974, took on water and sank at her berth at Treasure Island on Aug. 17, spilling "an oily watery mixture" into San Francisco Bay. Under contract to the US Coast Guard Sector San Francisco, Global Diving and Salvage, a well known company specializing in global marine casulaty and environmental response, arranged with American Bridge - Fluor to acquire the services of the "Left Coast Lifter", a 1800 ton shear leg working on the new Bay Bridge, to assist in the refloating of the vessel. The "Left Coast Lifter" is one of the largest floating

cranes operating in the continental United States. Earlier in the week, Global's divers dug trenches under the wreck and slung heavy chains beneath it in preparation for lifting. Global crews attached those chains to the "Left Coast Lifter's" crane Friday morning and quickly commenced lifting operations. With the vessel safely afloat, and recognizing a unique opportunity for crew training, US Coast Guard Pacific Strike Team crewmen boarded the vessel and skillfully dewatered the vessel under the watchful eye of Global's salvage crew. The vessel is being stripped of oils, batteries and other HAZMAT. On Monday the vessel will be turned over to the Treasure Island Development Authority who will be responsible for the vessel moving forward. Her ultimate fate is yet to be determined. WILBUR R. CLARK SOLD

The U.S. Marshal for the Southern District of Alabama sold the 3,900BHP twin screw tug “Wilbur R Clark” (ex- Pacific Victory, Petro Challenger, Marine Challenger, Polar Explorer, LT-789) shortly after noon on Wednesday, 19th August 2009 on the U.S. Courthouse steps in Mobile, Alabama. The auction was well attended and the tug was sold for $1,500,000 to private interests. The 151.5’ x 33.0’ x 18.8’ depth tug was originally built by Marietta Mfg. in 1944 as the single screw, steam-powered U.S. Army tug “LT-789”. In 1975-76, she was repowered and completely rebuilt into a virtually new vessel by Marine Power and Equipment of Seattle, Washington at their shipyard. The rebuild turned her into a modern twin screw tug, powered by a pair of EMD 16-645E2 diesels, Lufkin 4.39:1 gears, 115” Coolidge fixed pitch stainless steel props and triple rudders. This gave the “Marine Challenger” a light running speed of abt. 16kn, a 24,000 mile cruising range at 14kn and bollard pull of abt. 41 short tons. Towing gear consists of a single drum Almon Johnson winch with a capacity of 2,000’ of 2” wire, hydraulic tow pins and two Patterson 65 ton electric face winches. After operating several years between the Puget Sound and Alaska for Forty-Niner Transportation as the “Petro Challenger” and Victory Marine / Jore Corp. as the “Pacific Victory”, the tug sailed to the U.S. Gulf

Coast to tow Jore’s 400’ x 105’ double deck, ocean ro/ro barge “American Trader”, previously purchased through Marcon. Hannah Marine purchased the “Pacific Victory” in the Spring of 2007, renaming her “Wilbur R Clark”. Marcon acted as sole broker in the purchase. After delivery, the sixty-five year old tug spent the next eight months undergoing a total refit at a cost of approx. $2 million dollars. Buyers intend to use the tug towing large oil barges from the U.S. to West Africa. Marcon handled the marketing of the Marshal’s Sale for Creditors, who bought back the 8,000dwt self-discharge ocean cement barge “Hannah 7701” at the auction and now have her available for resale. Additional tugs and barges from the former Hannah Marine fleet will be auctioned by the U.S. Marshal in Chicago, Illinois on 16th September 2009. (Source: Marcon International)

BUREAU VERITAS TO CLASS CASPIAN ICE-BREAKING TUGS

Leading international classification society Bureau Veritas has been chosen to class two different series of sophisticated ice-breaking tugs for service in the Caspian Sea. The first series is for three plus two 66 m loa ice-breaking and ice management tugs with 50 tonne bollard pull and Ice Class IA Super Special Service – North Caspian Sea Icebreaker with ice breaking capability up to 0.6 m level ice thickness. Designed by Aker Arctic, they will be built in the STX RO Offshore Braila yard in Romania for the Caspian Offshore Construction group project in the North Caspian Kashgan oil field. “These vessels have been designed by Aker Arctic and will be classed by Bureau Veritas, linking two centres of expertise,” explains Gijsbert de Jong, manager, Bureau Veritas. “The vessels have to be very tough to work in the Caspian and Russian waters. The design has been tailor made for optimum performance in the shallow waters of the North Caspian Sea, where the vessels will break level ice up to 60 cm thick and can operate year round in ice conditions up to 1 m thick. In addition to towage and pushing barges in open water and in ice conditions, they will be capable of ice management operations in astern working mode, clearing ice rubble. The vessels will be equipped for undertaking firefighting, rescue and evacuation tasks and have deck cargo capability

for supply functions. Bureau Veritas experts have evaluated the ship’s hull structure under ice-breaking loads, taking into account the specific conditions of the North Caspian Sea, by performing a direct assessment of the ice pressures under different operating scenarios.” The second series is currently out to tender and is for shallow draft ice-breaking AHTS vessels to be built for Silverburn Shipping. Designed by Netherlands-based Offshore Ship Designers these vessels will be easy to maintain and repair and can work in 70 cm of ice. They have a significant load carrying capability on a shallow draft and provide a minimum 45 tonne BP. Model tests at Aker Arctic showed the hull form can perform in ice to Finnish/Swedish Ice Class 1A Super standards. Main dimensions are LOA 49.6 m, beam 16.5 m, seagoing draft 3.5 m, shallow draft 2.5 m. “Bureau Veritas has invested heavily in developing expertise in working in difficult ice environments,” explains de Jong. “And we have a lot of experience with very sophisticated offshore craft. In these projects we can bring all that expertise to bear on robust, simple but highly capable vessels, helping the designers, yards and owners to achieve the vessels they need for a tough job.” (Source: Merlinco)

TIDEWATER TO PURCHASE AQUANOS ENABLER

Tidewater has reached an agreement with Aquanos for the purchase of multi-purpose ROV and light construction vessel Aquanos Enabler, currently under construction at the STX Europe shipyard in Brevik, Norway. The 311-foot (95-m) diesel electric vessel is expected to be delivered in January 2010. Aquanos Enabler will be equipped with a 100-ton active heave compensating crane, accommodations for 69 persons, firefighting equipment, DP2, a moonpool and a helideck. The vessel has the cargo capabilities to operate as a large platform supply vessel. Tidewater Chairman, president and CEO Dean Taylor said, "The acquisition of the Enabler accelerates our on-going fleet renewal program at an attractive cost relative to new construction pricing. Additionally, this vessel allows us to continue to offer a variety of enhanced capabilities and safe services, at a competitive price, for our clients' ever growing requirements around the world."

FUGRO DISCOVERY UPGRADED

As part of Fugro’s ongoing policy to modernise its fleet of seabed survey vessels, the ex-Norwegian coast guard vessel, Tromsø, which was acquired early in 2007, has recently been upgraded. Built in 1997, the vessel was renamed Fugro Discovery and entered commercial service later that year. It rapidly gained a reputation as being a stable survey platform, delivering excellent data with well integrated marine and survey crews ensuring extremely efficient operations. Immediately after the vessel was acquired it was converted into a geophysical survey vessel. Already designed to meet

10TH VOLUME, NO. 36 DATED 06 SEPTEMBER 2009

8/14

high standards of safety and of the environment it was fitted with Fugro’s high precision DGPS satellite positioning systems, Starfix HP and Starfix Spot; HiPAP 500 USBL; EM710 Multibeam Echo Sounder; Edgetech 4200 Side Scan Sonar (3000m tow cable) and hull mounted sub-bottom pinger/profiler. It was also equipped with Fugro’s FOCUS-2 remotely operated towed vehicles and used to carry out external acoustic pipeline inspection surveys in the North Sea. Since commissioning, over 15,000km of subsea pipeline have been inspected. The vessel will be inspecting over 4,000km of pipeline in 2009. Being fitted with automated station keeping capability it also deploys a work-ball ROV, such as a Seaeye Tiger, to carry out visual inspections of elements of the pipeline system being surveyed, selected after onboard analysis of the geophysical data. Early in 2009, Fugro Discovery went back to the dockyard for the next phase of its refit, emerging as a vessel capable of undertaking a much wider range of survey tasks. In addition to being able to carry out acoustic and visual pipeline inspection tasks, it is now capable of undertaking: Full site surveys including “digital” and “analogue” surveys. Route and field development surveys, including the acquisition of vibrocores and cone penetrometer tests. Environmental sampling, including .25 sq. m. box coring and still camera & video camera imaging. The latest refit has affected every part of the vessel from stem to stern, and it is not only the vessel’s survey equipment that has been subjected to a massive upgrade. The accommodation has been upgraded and the vessel’s decks have been re-organised to enhance safety and increase efficiency while at the same time improving the environment for those working on the vessel. In addition to the systems previously available, the principal features of Fugro Discovery, as recently equipped, are as follows: New propeller blades for quiet running during seismic data acquisition. 20 tonne CPT and Vibrocorer winch c/w 1500m of kevlar rope. New 'A' frame to suit geotechnical operations. Remodelled accommodation for 36 in single or double en suite cabins. New HTI digital seismic system c/w: NTRS2 recording system; SeeMUX gel filled digital streamer (6.25m group spacing); Digicourse 5010 streamer levellers; 140 in3 6-gun sleeve airgun array New Hamworthy high pressure air compressors. New 10 in3 mini air gun with wave shape kit. New drop corer c/w 1500m of kevlar rope. New streamer and gun array umbilical winches. New equipment deployment booms and gantries. Dedicated launch and recovery system area for ROV and ROV control cabin. Said Fugro: "Everyone associated with the refit is pleased with the end result. What was a very efficient and comfortable vessel to work on is now a much more versatile platform from which the full range of geophysical survey tasks can be carried out.""Because of its design it is capable of working in all conditions from above the Arctic Circle to equatorial regions. It is capable of making rapid transits so can rapidly deploy to distant locations and is capable of extended operations on site due to its capacity to carry large quantities of food, water and fuel." FUGRO SYNERGY DELIVERED

Fugro Synergy is a new lightweight drillship which was delivered from Bergen Yards Halsnoy, Norway in August. She received her Safety Case from HSE in May so is able to start drilling in the UKCS almost immediately. As Seabrokers reported recently in its latest monthly report, Synergy has already been contracted by operators, both large and small for various drilling campaigns and will spend the rest of 2009 drilling in the North Sea before heading off to the Far East for a longer drilling campaign for a US/Australian operator. Fugro

Well Services realised that there was a large potential demand for smaller, cost effective drilling units which could target shallower wells along with top hole section of deeper wells – and the Synergy concept was born. These units could be employed in all pre-drilling operations and thus take the simple tasks off any project critical path and away from the expensive MODUs. Typical scopes of work include top hole drilling, installing conductor and surface casing (sometimes intermediate casings), installation of subsea templates, pilot hole drilling, Leak Off Tests (LOT) and Formation Integrity Testing (FITs) to optimise well design, construction work, pulling and connecting flowlines, running Xmas trees and well abandonment services. The owners summarise that the work can perhaps best be described as de-risking of the well site prior to the utilisation of any MODU. (Source: OSO)

LAUNCHING OF FIRST ULSTEIN PX105 IN CHINA

Bourbon Offshore Norway currently has four ULSTEIN PX105 platform supply vessels under construction in China. The first, Bourbon Front, was launched 28 August. “These ships are so efficient that it’s almost impossible to make them any better,” claims Bourbon Offshore Norway newbuilding and project manager Bjørn Bergsnes. The four vessels that are now under construction at Zhejiang Shipbuilding Co. Ltd in Ningbo, China, are of the ULSTEIN PX105 design from Ulstein Design. 70 percent more efficient : ”The ships will be the most advanced supply vessels ever designed and built due to the state-of-the-art cargo solution onboard,” says Ulstein Design project manager Inge Sleipnes. ”The

ships are designed in compliance with Bourbon Offshore Norway’s demanding specifications, and could hardly be more efficient. Conventional supply vessels have dedicated tanks, meaning they can hold only a few types of cargo. This requires plenty of space and is an enormous waste of resources. We use MACS tanks, which can hold both dry and liquid bulk. While conventional supply ships typically carry six or seven types of cargo, our ships can carry 21 different products at once. The ships can carry a much wider range of products, which means greater flexibility,” adds Bergsnes. Safety ”The ships have eight MACS tanks onboard, four of which are low flashpoint tanks – meaning that they can carry flammable goods. The vessels also have 12 conventional tanks. All of the tanks have separate pumps which allow them to be unloaded independently of each other through their respective piping system. This makes unloading safer and more efficient,” says Bergsnes. “In firefighting, the ships are equipped with FiFi class I, with fire monitors placed rearmost on the stern. With this placement, we improve safety for the ship and crew and provide a better overview for fire-fighting operations,” says Sleipnes. Environment ”We should also mention the exhaust system on our ships. We use Mecmar’s system whereby the exhaust is released through the hull sides just above the waterline. This also frees up space in the ship’s accommodations where conventional exhaust pipes would otherwise be fitted. This way the ship runs more quietly and provides a 360-degree view from any point on the bridge. Without exhaust pipes in their accommodations, with super-quiet side thrusters, ULSTEIN X-BOW® and carefully planned interiors, these vessels will provide maximal comfort for the crew. Catalysers keep NOx emissions low, and other exhaust gases that would normally be released into the air are

now partially mixed in with the seawater,” says Bergsnes. “Service and maintenance conditions dockside are also improved because of less noise in the engine room, as the harbour generator is situated in a separate compartment in the engine room,” adds Sleipnes. Great confidence ”Zhejiang Shipbuilding Co. Ltd builds many ships for the Bourbon Group and has no difficulty building ships with the ULSTEIN X-BOW® – which are the first of their type in Asia. The yard has built four ULSTEIN P105s previously, the latest delivered at the end of last year. These ships function well, and we have great confidence in this building project,” says Bergsnes. The Bourbon Group has 25 employees at the yard and Bourbon Offshore Norway has two site supervisors drawing on those resources during the construction period. DNV’s organisation in Ningbo is also of great help during the construction period. Additionally, Ulstein Group has a number of employees at the site.
