3. BACKGROUND

The Tukwila School District (hereinafter referred to as “TSD” or the “District”) is seeking proposals from contractors qualified and experienced in providing research based curriculum (student materials and electronic resources) to support language acquisition for the diverse range of English Learners (newcomer level to near proficient and long term) in grades 6 -12. Any proposal must include accompanying professional development and associated professional resources. In order to ensure that all EL students are growing in their listening, speaking, reading, and writing it is essential to have a curriculum that builds the four domains of language acquisition through content that is aligned with the Washington State Learning Standards. TSD uses Sheltered Instruction (SI), also known as content-based ESL, in grades 6-12. This approach is widely used for teaching language and content to English language learners, particularly as schools prepare students to achieve high academic standards. In SI, academic subjects (e.g., science, social studies) are taught using English as the medium of instruction. SI is most often used in classes comprised solely of English language learners, although it may be used in classes with both native English speakers and English language learners when necessitated by scheduling considerations or by small numbers of English language learners. (In Washington State, this approach is most often associated with middle and high school ESL classes. ELLs at the elementary level, who receive push-in support from TBIP staff or limited pull-out in the context of a basic education grade-level classroom, would also fall under this model.) The goal of Tukwila School District (TSD) is to provide an effective EL curriculum that will accelerate language acquisition for our diverse population. TSD defines curriculum as standards, instructional materials, and assessments that inform instructional strengths and needs. Due to the diversity of our population, it is critical that we are able to integrate content, language, and literacy across the day. In addition, TSD is looking to provide access to rigorous curriculum that has its foundation anchored in English Language Proficiency Standards (ELPS) and Common Core. TSD partners with world-class universities, innovative businesses and nonprofit organizations and engaged community leaders to prepare our students for college, career and life.

Specifically, TSD EL Curriculum will address:

● English Language Proficiency Standards

• Intellectually challenging activities that promote access to grade-level texts with language scaffolds for deeper learning.

• Language development focused on comprehension, production, and interaction.

• ELP standards that correspond with college and career ready standards to support EL’s Academic language development and participation in content- area activities.

● WA State Learning Standards

● Supports are age appropriate, student centered, with rigorous and relevant learning

opportunities.

● A resource that supports 18-20 year olds who are focused on building language and job/skill readiness.

● Provide teacher resources/lessons that incorporate 21st century learning practices.

● Professional development and curriculum should be culturally relevant for our student

Page 8: Tukwila School District REQUEST FOR PROPOSALS (RFP) RFP NO ... · Tukwila RFP 6-12 ELD 2/14/2019 4 Section A. INTRODUCTION 1. DEFINITIONS Definitions for the purposes of this RFP

population, including a holistic approach that address aspects of Social and Emotional Learning, and include technology as appropriate and available to prepare our scholars for the 21st century.

● Professional development and curriculum should include research and evidence based best practices for language and literacy instruction appropriate for 6-12 and support teacher instruction as outlined in Charlotte Danielson's Teaching Framework.

● Professional development and curriculum should support daily instructional components of Language & Literacy; including Background Building, Oral Language, Vocabulary, Phonological Awareness, Phonics, Vocabulary, Word Study, Reading and Writing Focus Lessons to support language acquisition.

● Materials mirror diversity of student population served in TSD

● Teacher lessons should follow the universal design lesson template to ensure scaffolds and strategies to ensure active engagement to build listening and speaking in coordination with reading and writing.

● Include Blended Learning Options as defined: An integration of face to face and online components that is individualized to meet the listening, speaking, reading, and writing needs of ELs.

● Supports a Newcomer Program—The goals of newcomer programs are to help students acquire beginning English language skills along with core academic skills and knowledge, and to acculturate to the United States school system. Some programs have additional goals, such as developing students' primary language skills and preparing students for their new communities.

● Supports students in a variety of stages in language and literacy acquisition: newcomers, developing, and long term language learners.

● Professional development opportunities should be multi-tiered to include specific support for those who teach newcomer classes, developing, and long term language learners.

● Addresses Key Principles of Language Acquisition

• Principal 1: ELLs move through different stages as they acquire English proficiency and, at all stages, need comprehensible input.

• Principle 2: There is a difference between conversational and academic language; fluency in everyday conversation is not sufficient to ensure access to academic texts and tasks.

• Principle 3: ELLs need instruction that will allow them to meet state content standards.

• Principle 4: ELLs have background knowledge and home cultures that sometimes differ from the U.S. mainstream.

• Principle 5: Assessments measure language proficiency, as well as actual content knowledge.

• Principle 6: The same basic approach to learning to read and write applies to ELLs and non-ELLs, but ELLs need additional instructional supports.

9

• Principle 7: Many literacy skills transfer across languages.

• Principle 8: The density and complexity of social science textbooks and other texts can be particularly challenging for ELLs.

• Principle 9: Some ELLs bring background knowledge that differs from what is assumed in textbooks.

4. CLARIFICATION, CONCERN, and QUESTION PROCEDURE

The clarification process is available to Consultants interested in this RFP. Vendors who seek information, clarification, or interpretation from the Tukwila School District employees are advised that such material is used at the vendor’s own risk and the District shall not be bound by any such representation. It will be the Consultant’s obligation to inform the District’s representative of any and all conflicts within the RFP. The clarification process allows Consultants to focus on the solicitation requirements and evaluation process and raise issues with these processes early enough in the process to allow an agency to correct a problem before proposals are submitted and time expended on evaluations.

A Consultant may ask for clarification based on any of the following:

● The solicitation unnecessarily restricts competition; ● The solicitation evaluation or scoring process is unfair or flawed; or ● The solicitation requirements are inadequate or insufficient to prepare a response.

Consultants may submit questions up to five (5) business days prior to the proposal due date noted in the Estimated Schedule of Procurement Activities. However, Consultants are encouraged to submit questions as soon as possible so TSD can rectify the issue(s) early in the process. Questions must be submitted to the District Representative. In order to be considered a valid concern, the question must meet the following requirements:

● Must be in writing. ● Should clearly articulate the basis for the concern. ● Should include a proposed remedy.

Concerns not received by the deadline noted in the Estimated Schedule of Procurement Activities will not be reviewed by TSD.

The TSD District representative or an employee delegated by the RFP Coordinator will review valid concerns and respond to the submitted in writing. The response, and any changes to the RFP will be posted to TSD’s website prior to the proposal due date.

5. SUBMISSION OF PROPOSALS

Consultants are required to submit three (3) copies of their proposal. One (1) copy must have original signatures and 2 copies can have photocopied signatures. Additionally, the vendor must provide one (1) copy of the proposal electronically, either by email or on an usb drive. The proposal, whether mailed or hand delivered, must be received by TSD no later than 4:00 PM in Tukwila, WA on March 4, 2019. attention of the RFP Coordinator, who is TSD’s sole point of contact for this procurement.

Consultants mailing proposals should allow normal mail delivery time to ensure timely receipt of their proposals by the RFP Coordinator. Consultants who hand delivering proposals should allow time for traffic congestion. Consults assume the risk for the method of delivery chosen. TSD assumes no responsibility for delays caused by any delivery service.

Late proposals will not be accepted and will be automatically disqualified from further consideration. The proposals must respond to the procurement requirements. Do not respond by referring to material presented elsewhere. The proposal must be complete and must stand on its own merits.

Failure to respond to any portion of the procurement document may result in rejection of the proposal as non-responsive. All proposals and any accompanying documentation become the property of TSD and will not be returned.

6. PROPRIETARY INFORMATION/PUBLIC DISCLOSURE

Proposals submitted in response to this competitive procurement shall become the property of TSD and the proposals shall be deemed public records as defined by RCW 42.56.

Pursuant to RCW 39.26.030, records related to state procurements are public records subject to disclosure to the extent provided in chapter 42.56 RCW. All proposals and evaluations shall remain confidential until TSD announces the Apparent Successful Contractor.

Any information in the proposal that the Consultant desires to claim as proprietary and exempt from disclosure under the provisions of RCW 42.56 must be clearly designated. The page and the particular exception from disclosure upon which the Consultant is making the claim must be identified. Each page claimed to be exempt from disclosure must be clearly identified by the word “Confidential” printed on the lower right hand corner of the page.

TSD will consider a Consultant’s request for exemption from disclosure; however, TSD will make a decision predicated upon RCW 42.56. Marking the entire proposal exempt from disclosure will not be honored. The Consultant must be reasonable in designating information as confidential. If any information is marked as proprietary in the proposal, such information will not be made available until the affected proposer has been given an opportunity to seek a court injunction against the requested disclosure.

A charge will be made for copying and shipping, as outlined in RCW 42.56. No fee shall be charged for inspection of contract files, but twenty-four (24) hours’ notice to the RFP Coordinator is required. All requests for information should be directed to the RFP Coordinator.
