Describe the violent crime rate over the past five years, need for state funds, and how the funds will

reduce violent crime by using the criteria spelled out in 74 O.S. § 20k.

Attached is the accompanying graph detailing the Tulsa County Sheriffs Office's reported violent crime

for the past five years, as determined by UCR statistics. From 2008 to 2012 (2013 statistics are not yet

available), the Sheriffs Office has responded to 5, 0, 3, 3, and 1 homicides in Tulsa County. While these

numbers are relatively low, Tulsa County is committed to replicating the circumstances as seen in 2009,

in keeping the undue loss of life at zero. Rapes have proven to be a troubling section of the report, with

16 and 14 occurrences in 2008 and 2009, ballooning disturbingly to 40 and 32 rapes in 2011 and 2012.

The number of robberies in Tulsa County has remained relatively stable, with an average of 17 over the

past five years. Felonious assaults are the most prevalent form of violent crime in the county: 275 in

2008,194 in 2009, 263 in 2010, 218 in 2011, and 175 in 2012. While 2012 did have a 20% reduction in

felony assaults, this may not prove to be a permanent cut, as was seen in the 29% dip from 2008-2009,

but a 35% jump from 2009-2010.

Tulsa County has been on a flat budget for the past four years, with no increases in funding, but obvious

increases in costs. As a result, Tulsa County deputies and staff are unable to commit more manpower or

resources to trouble spots or reducing violent crime without removing focus from day to day police

work. As a result, the office has been unable to address a particularly troubling statistic: in 2012, the

number of active gang members in Tulsa County has increased from 2,600 active members to 2,900,

with most of the growth in new members of the Aryan Nation and Red Mob gang.

It should be noted that Tuisa County was awarded funds from the previous grant solicitation of

$75,000.00. Those funds are currently being used for two purposes: the purchase of covert audio

surveillance technology, and the creation of a violent crime overtime unit that patrols high crime areas

with the assistance of the very experienced Tulsa County Drug Task Force. This request will continue or

aid that project with further overtime funding.

The total cost for this project would be $75,355.00.

Explain how these funds will be used to correct the problem.

The proposed project would benefit not only the Tulsa County Sheriffs Office's violent crime statistics,

but has the potential to have an impact on the violent crime for the entire county and all the

municipalities therein. Assuming that the average deputy's salary is approximately $35.00 per hour, and

FICA benefits are requested at the rate of 7.65%, the requested funds will provide 2,000 hours of

overtime patrolling. By flooding well known violent crime regions of Tulsa County with the presence of

deputies, the project will reduce the rate of violent crime. A similar process has been effective in Tulsa

County through the use of Oklahoma Highway Safety Office funding.

The current violent crime statistics were amassed by UCR codes as applied by the deputies in their

reports, and prepared by criminal investigators. After the approved project period, the project staff will

work to find statistically significant changes in the crime rate of Tulsa County and the surrounding

municipalities to determine if any effect was made, by using SOMS, Maplnfo, and reported UCR

statistics.
