Philippine Higher Education Presidents’ Summit 2015

TUP President, Dr. Adora S. Pili, together with eight hundred heads of pri-vate, public and local higher education institutions (HEIs) attended the Philippine Higher Education Presi-dents' Summit last August 20, 2015 at the SMX Aura - SMX Taguig Convention Center. In this year's Presi-dents' Summit, the higher education sector's policy agenda was ratified for presentation to the presi-dential candidates in the 2016 national elections. The sector's policy agenda was anchored on the Manila Declaration and was pre-sented through a Policy Memorandum. The themes from last year’s Manila Declaration were:

1. Creating higher quality programs and improving faculty development 2. Building academe-linkage 3. Funding post-secondary education. This year’s Summit was hosted by Philippine Business Education (PBEd) in partnership with the Association of Local Colleges and Universities (ALCU), Coordinating Council of Private Edu-cational Associations (COCOPEA), and the Philippine Association of State Universities and Col-leges (PASUC) with support from the United States Agency for International Development (USAID) Philippines.

contents and vision of AAA. This meeting was the first gathering orga-nized by SSRU vis-à-vis AAA held last July 15-17, 2015. AAA will be an on-line program that will allow all founding members of the Alliance to have e-access with their peers to effect a fruitful inter-change of ideas, share and ex-change academic subjects. This undertaking is expected to develop into educational enhancement of member educational institutions.

“The youth can become a force of positive social change, a powerhouse and a storehouse of infinite energy that can bring about safe, healthy and improved situa-tion for themselves,” accord-ing to TUP President, Dr. Adora S. Pili in her Welcome Address during the 16th Inter-national Youth Day (IYD) Cel-ebration held last August 14, 2015. The theme of the cel-ebration was “Youth’s Role in Human Trafficking and Dis-crimination.”

Dr. Pili stressed youth’s ability to solve prob-lems of human trafficking and discrimination besetting the young generation if only they would be given a chance to prove them-selves. Moreover, she made mentioned of TUP’s significant role of nurturing and moulding the youth. However, young people need more than the typical mode of learning that schools could offer. They need to be educated on Dr. Pili addressing the young people in the audience through her inspiring Welcome

Classes and other official transactions at TUP-Manila campus were momentarily in-terrupted last July 30, 2015 from 10:30 AM to 11:30 AM when students and employees were enjoined to participate in the Metro Manila Shake Drill. This activity that involved all higher education institutions in the National Capital Region was carried out by the Metro Manila Development Authority (MMDA) with the aim to provide all stakeholders with a real-

world training scenario in preparation to possible earth-quake known as “Big One” that might hit Metro Manila. Commissioned to imple-ment the drill in the campus were the Earthquake Drill committee and the National Service Reserve Corps (NSRC) Unit of the University. They were to lead and moni-tor the actual execution of the drill, and ensure the safe-ty of the participants before and after the drill.

FAMILIARIZATION VISIT. The Papua New Guinea (PNG) School Counsellors visiting team with Dr.

Papua New Guinea (PNG) School Counselors visited TUP Manila last July 2, 2015. The visit’s purpose was for the PNG school coun-sellors to understand the delivery of guidance and counselling services in the University. A simple wel-come program was prepared for the guests by Dr. Crisanta M. Parro, Head, TUP Career Guidance and Testing Center .

A total of twenty six re-search papers from the Tech-nological University of the Philippines were presented orally and thru posters in the 2nd International Higher Edu-cation Forum (IHERF) 2015 with theme, “Research in Higher Education: Confront-ing the Now, Creating the Future,” held on August 19 to 20, 2015 at the Century Park Hotel, Malate, Manila. There were twenty two oral presenters and four post-er presenters. They were part of the several research presentations from the differ-ent state universities and colleges in the country, pri-vate research organizations and industries. . Ogena, President, Philippine Normal University and Dr. Editha V. Pillo, President EARIST. . The Higher Education Research Consortium (HERC) for-merly the PASUC-NCR Research consortium was the organizer of the said forum.

The final session of the three-week Trainors’ Training Program for TUP Manila faculty members conducted by EMERSON and USAID was successfully concluded last June 10, 2015.

E M E R S O N a n d U S A I D launched the Trainors’ Training Pro-gram last May 18, 2015 for fifteen selected faculty members of TUPM. The program was composed of two sessions: lecture and practicum. It was a mix of discussion and interac-tive cum practicum sessions on instru-mentation and control technologies. There were 25 facilitators from EM-ERSON who supervised the training activities. Mr. Joey A. Lozano, Director for Manila Operations said that conduct-ing fruitful activities like the trainors’ training for TUP had been one of EM-ERSON’s ways of giving the institu-tion a valuable contribution. Mr. Loza-no made mentioned that more train-ings of this sort would be conducted by EMERSON, which later would be offered to students. Through this kind of undertaking, Mr. Lozano explained,

R&E kicks off series of seminars

The Research and Extension sector conducted a Seminar on the Recent Practices. Guidelines, and Opportunities for Institutional R&E last July 31, 2015 at the IRTC Conference Hall. This seminar was the first of a series aimed to disseminate the following : existing practices and reforms in research and extension

management, new set of research policies and the incentives and benefits for approved research and extension projects. In 2014, reforms were institutionalized and new policies were ap-proved by the Board of Regents to further strengthen and increase the awareness in the con-duct of research and ex-tension. With these new developments, research-ers and faculty members, especially those who are new in the field have to be informed the process and requirements in conduct-ing approved research and extension projects. The seminar started with a simple program

Life,” was aimed to serve and raise awareness of the need for safe blood and blood prod-ucts, and to thank blood do-nors for their voluntary, life-saving gifts of blood. It was organized by the Philippine Blood Center in cooperation

with the World Health Organization, Department of Health and the National Voluntary Blood Service Pro-gram. The World Blood Donor Day program was of two parts. The first part featured different donors and recipients of blood donations. Said recipients were children who inherited the disease called Thalassemia, a blood disorder characterized by abnormal formation of hemoglobin. During the event children shared their stories on how they maintained a positive outlook in life despite their ailments and they likewise extended their gratitude to all their blood donors.

The second part was the awarding of winners for the Video Making Contest participated in by various colleges and universities in Metro Manila. Rommel Joseph I. Pacba, a student of Bachelor of Science in Architecture, College of Architecture and Fine Arts of TUP won as First Runner-Up while the Eulogio "Amang" Rodriguez Institute of Science and Technolo-gy (EARIST) won the Grand Prize. The video making contest aimed to develop an advertisement that would encourage people to be blood donors.

TUP joins DOST’s science & technology exhibit

Researchers from the College of Industrial Tech-nology, College of Industrial Education and TUP-Taguig campus, were among the scientists, researchers, en-gineers, students, NGOs, and people from all walks of life who joined the annual National Science and Tech-nology Week (NSTW) of the Department of Science and Technology (DOST) last July 24 to 28, 2015 at SMX Convention Center, Mall of Asia, Pasay City. Dubbed as “Philippines: A Science Nation Innovating for Global Competitiveness”, NSTW was a weeklong event that engaged the public in interactive and exciting exhibits, and lively

forums and discussions featuring the different sci-ence and technology projects and programs that were aimed at enhancing every Filipino’s life. President Adora S. Pili attended the opening event to inspire and give moral support to the participating researchers of the University. She was pleased to see the prototypes on exhibit at the TUP booth especially those that generated much interest from the crowd, which were the “Motorized Coconut De-husking Machine,” from the Mechanical Engineering Department, TUP Taguig and

the “USB Guitar,” invented by Prof. Ryan Relayo, College of Industrial Education.

Together with the President were Engr. Felipe Ronald M. Arga-mosa, Vice President for Research and Extension and Dr. Mila V. Espinosa, Director, University Extension Office. NSTW is an annual project of DOST, which TUP continuously supports. It is a show window for the University researchers’ inge-nuity, innovation and science and technology (S&T) developments.

The University Research and Development Services (URDS), Research and Exten-sion sector (R&E) held the Re-search Lecture Series : Interna-tional Paper Presenter 2014 last August 17, 2015 at the Conference Hall, Integrated Research and Training Center (IRTC). It aimed to primarily create an avenue for wide dis-semination and sharing of re-search results and lead to op-portunities for the representa-

tion of TUP as a University. Another important objective was to encourage and nur-ture faculty members and staff to become research-oriented individuals. said that not only the faculty members should do research and extension activities, but officials and staff as well. Dr. Pili added that faculty mem-bers must not confine them-selves to classroom activities, but they have to undertake research and extension activ-ities, which would lead to the establishment of linkages/partnerships for the Universi-ty. Mr. Rizaldy Chua, EPC Key Accounts Manager, EMER-SON also expressed his satis-faction for the completion of the trainors’ training program, in which he stressed that the ef-fort provided by the 25 EMER-SON facilitators was a big con-tribution to the success of the undertaking. Dr. Adora S. Pili, TUP President also expressed her

appreciation to EMERSON and USAID and was gratified to note how the 15 TUP train-ers were trained by EMER-SON. According to Dr. Pili, the involved faculty members now will be better-off in teach-ing what they learned and I am sure they will utilize them all.” She thanked USAID for being equally supportive to the cause of TUP. President Pili in PAEPI-Global 2nd International Convention

TUP President, Dr. Adora S. Pili was one of the speakers during the opening of the 2nd PAEPI (Philippine Association of Extension Program Implement-ers, Inc.) International Conven-tion on Community Engage-ments, July 20 to 22, 2015 at the Abbot Lopez Hall, San Beda College, Manila. Dr. Pili ad-dressed this year’s theme, “Sustainable Development through Extension Programs in Livelihood, Health, Literacy and R e n e w a b l e E n e r g y -Environment” along with other recognized speakers from the academe and the international renewable energy business cir-cle. Dr. Pili provided the Mes-sage of Support for the conven-tion. In her speech, she empha-sized that extension service is one of the most important func-tions of the HEIs vis-à-vis in-

struction, research and produc-tion. It is through extension, she said, that institutions could ac-tively assist in improving the socio-economic condition of the country. In this context, she lauded the organizers of the activity, San Beda College of Manila, Tennessee Renewable Energy Economic and Develop-ment Council (TREEDC) and the PAEPI-Global for the conscien-tious effort of bringing together local and foreign speakers and paper presenters who would embark upon the issues on re-newable energy, livelihood, health and literacy for sustaina-ble development. TUP has strong linkages with PAEPI-Global and TREEDC. While PAEPI-Global is engaged in the professional, academic and scholarly activities and pro-jects for the enhancement of competencies of its members for

the community (including marginalized sector, the indig-enous peoples and ethnic tribes as beneficiaries), TREEDC is a non-profit network of cities, universities, and private businesses with the mission of providing leadership in promoting renewable energy and economic development for member organizations.

projects. The said pro-jects may either be fund-ed by the University or by partner agencies. Dr. Pili said that these linkages have been supportive to the plight of the University, one instance would be the provision of financial as-sistance for research en-deavours. Development Authority), TREEDC (Tennessee Renewable Energy and Economic Development Council, STRIDE-USAID (Science, Technology, Research and Innovation for Development- United States Agency for Interna-tional Development) and TAPI, DOST (Technology Application and Promo-tion Institute-Department

of Science and Technology. The Lecture Proper followed immediately. There were six speakers who had specific topics to lecture, they were : Ms. Nona P. Gumia, Division Chief, Technology Applica-tion and Promotion Institute (TAPI, DOST) who tackled the topic on DOST Funding Opportunities and Collabo-rations for Research Pro-jects. Second lecturer was Prof. Tania Datta, Visiting Professoor, Tennessee Technology University, Cookeville, Tennessee, USA. Her topic was on The Importance of Research Centers in Enhancing Re-search Opportunities within a University. Third lecture came from Prof. Renato Butch R. Bituonan who tackled Current Practices and Reforms in Institutional R&D. The next succeeding

three lecturers were: Mary Ann G. Robledo, Patent Ex-pert, TUP and on Intellectual Property Services and Intel-lectual Property Protection at TUP; VPRE Felipe Ronald M. Argamosa on Emerging Opportunities from Exploiting TUP Re-search Policies Towards Faculty and University Ad-vancement; and finally, Dr. Mila V. Espinosa, Director, University Extension Office, on Directions for Institutional Extension Service Manage-ment at TUP. Participants came from the TUP Manila campus, TUP Taguig, TUP, Cavite, and TUP Visayas. Presentation of research papers in SSRU conference

Dakiapo presented their research papers in the two-day Inter-national Conference on Management, Science, Innovation and Technology (ICMSIT) held at Suan Sunandha Rajahbat Uni-versity (SSRU), Bangkok, Thailand last June 12-13, 2015. Their papers passed the ICMSIT peer review as well as the blind review of TUP paper reviewers. Before the presenta-tion, the participants were grouped into two according to main topics, namely,

CIE gears for AACCUP Level IV accreditation

Six programs of the College of Industrial Education (Level IV Phase 1 accreditation by the CIE) are set to undergo accredi-tation by the Association of Ac-credited Chartered Colleges and Universities of the Philippines (AACCUP) on October 5 to 9, 2015. The six programs include the Industrial Teacher Education Program (ITEP) which sub-sumes the Bachelor of Science in Industrial Education and Bachelor of Technical Teacher Education programs of the Col-lege; Master of Arts in Industrial Education (MAIE) with various areas of specialization; Master of Arts in Teaching major in Technology and Home Econom-ics (MAT-THE); Doctor of Phi-losophy in Technology Manage-ment (Ph.D.-TM); Doctor of Technology (DT); and Doctor of

Education (Ed. D.). These programs were granted Level III re-accredited status in 2010. In preparation for the ac-creditation, CIE had submitted to AACCUP the Program Per-formance Profile (PPP) of the six programs mentioned last August 20, 2015. It is now in the process of finalizing the following supporting docu-ments and/or evidences : Vi-sion, Mission, Goals and Ob-jectives; Faculty; Curriculum and Instruction; Support to Students; Research; Extension and Community Involvement; Library; Physical Plant and Facilities; Laboratories; and Administration. heads the accreditation preparation. At present, regular meetings and gathering of necessary documents and evi-dences are non-stop activities of the College .

The Office of the Ex-panded Tertiary Education Equivalency and Accredita-tion Program (ETEEAP) conducted an Orientation Seminar for the second batch of TUP faculty mem-bers last June 23, 2015 at the CAFA audio visual room, CAFA building. The orientation semi-nar aimed to inform the participants about the ETEEAP program particu-larly its philosophy, legal basis and administration procedures based on the directive of the Commission on Higher Education (CHED). The activity was

also intended to promote the program and provide an overview of its implementa-tion in the University. The lectures hoped to establish full awareness among fac-ulty members who are po-tentials of serving the ETTEAP office as asses-sors, tutors, advisers, pan-elists, and the like. Dr. Ma. Dolores T. Tabanera, ETEEAP Direc-tor and Dr. Nena A. Garino, served as resource persons during the half-day event, which was attended by 38 faculty members from the six colleges in the Manila campus.

The orientation seminar was first in the series of seminars/trainings activities that the ETEEAP Office planned for the year 2015-2016.

MMSU visits TUP for ETEEAP benchmarking

The Mariano Marcos State University conduct-ed a benchmarking activi-ty at the Manila campus vis-à-vis TUP’s Expanded Tertiary Education Equiv-alency and Accreditation Program (ETEEAP) last June 19, 2015. Graciously received by Dr. Melito A. Baccay, Vice President for Aca-demic Affairs (VPAA), the visiting team composed of ETEEAP faculty members aimed to enhance their

knowledge on how TUP handle its ETEEAP pro-gram in terms of admin-istration and manage-ment, recruitment and retention, teaching-learning strategies and forms of assessments. A brief welcome pro-gram was prepared by Dr. Ma. Dolores T. Tabanera, Director , TUP-ETEEAP, which was composed of Welcome Remarks from Dr. Baccay, an Open

Forum moderated by Prof. Fely N. Dacer and Closing Remarks from Dr. Gina L. Basa, Director, Institutional/International Linkages and External Affairs Office.
