Late last week, scores of immigrants filled the seats of the dimly lit conference room in the Minneapolis Brian Coyle

Center as a group of lawyers addressed the crowd about their legal rights when it comes to police interactions.

Local leaders of the North American Somali Bar Association brought their second educational event since its launch in January to the immigrant-populated Cedar-Riverside neighborhood to educate the community about their constitutional rights and responsibilities when dealing with authorities.

Among the presenters was Amran Farah, a Minneapolis attorney and an NASBA member, who spoke to a crowd of more than 50 people about possible scenarios of a legal encounter with law enforcement.

If an officer pulls over a driver, Farah explained to the crowd, that driver is being seized under the Fourth Amendment. “It’s a seizure when a police officer has flashing lights on, and in that way, you feel like you’re duty bound to submit to that authority.”

She added: But “you’re not seized when an officer merely approaches you in a public place. If an officer just walks up to you and starts a conversation, you’re not seized.”

At a time when a deep distrust exists between many police departments and many communities of color nationwide, Farah accentuated that an officer cannot legally stop someone because of the person’s skin color.

She said of the officers: “They have to be able to point to any

traffic violation. They can’t just point to the fact that you’re black or you look suspect. They need specific and articulable facts

that, taken together, builds this reasonable inference that it’s OK for them to stop you.”

All that said, Farah explained, it’s easy for an officer to stop a driver for a simple traffic violation: Your break lights are out. You turn right or left without signaling. You’re not wearing your seatbelt.

The “Interacting With The Police: Learn Your Rights” forum also highlighted the complaint process with the Minneapolis Department of Civil Rights and provided instructions on how people with a criminal history can expunge their records.

a couple of days after a Minneapolis officer was caught on camera seeming to threaten to break the leg of a black teenager and after a white police officer shot and killed an unarmed black man in South Carolina.

At the event, some side conversations referenced those incidents while discussing the day’s presentations. Abdifatah Mohamed, NASBA member and student at William Mitchell College of Law, said in an interview later that the event was a response to the police violence across the nation

Mohamed added: “What we wanted to convey was that the police don’t have complete powers to behave and do whatever they want. At the end of the day, as citizens of this country, we have some protections and we have some rights — and it’s important that

we understand those rights so the police don’t abuse that.”

Pa r t i c ipan t s app lauded NASBA for creating the opportunity to answer their legal questions and educating them about their rights and responsibilities.

Burhan Mohumed, a longtime Minneapolis youth advocate, said growing up in the Cedar-Riverside neighborhood, he realized that many people in the community don’t know much about their constitutional rights.

He added: “Our parents and elders genuinely believe that a police officer can do whatever he wants. It’s powerful when you look at the constitution and when you can look at all the amendments over time sort of protecting the individual, protecting the citizen.”

educational discussions and legal presentations one common message lingered: Stay alive.

After a long discussion about whether it’s encouraged to record an interaction with the police, Mohamed concluded the discussion with one piece of advice. “General rule of thumb: be polite.”

He added: “There’s a Minnesota case that said you can record, but it’s in your best interest to be polite when you’re interacting with the police.”

From his seat in the audience, Minneapolis Police Department Officer Abdiwahab Ali joined the discussion: “If you give a police officer the distance to do his job, you can record it.” But the recording shouldn’t distract the officer from his or her job, he added.

Mohumed, the youth advocate, explained how each incident relating to a police shooting reminds the youngsters to be cautious about how they talk, walk or dress. “There are so many things that I need to adjust just to walk out of that interaction alive,” he said.

And he had a similar message for the young immigrants: “Do what you need to do to walk out of that situation in one piece.”

Munira Khalif, an 18 year-old Somali-American recognized for her achievements as an education activist, has been accepted

into all the eight Ivy League universities in the United States.

Munira, a senior at Mounds Park Academy in St. Paul, has been also been accepted into Stanford, Georgetown and the University of Minnesota.

“I was very surprised. The best part for me was being able to call family members on the phone and to hear their excitement,” Munira said according to Kare 11. “This was truly a blessing

from God. To me this news is reflective of the support and encouragement of my family, my school and my community.”

The eight Ivy League schools are Harvard University, Brown University, Columbia University, Cornell University, Dartmouth College, the University of P e n n s y l v a n i a , P r i n c e t o n University and Yale University.

This is not the first time Munira has landed such prestigious position: last year, she was one of nine young nominees chosen from a pool of 300 people across the world to receive the

United Nations Special Envoy for Global Education’s Youth Courage Award.

A security wall built by the United Nations separates Halane from the rest of Mogadishu. Halane, a heavily secured compound, is home to UN workers, international diplomats and the African Union forces in Somalia, known as AMISOM.

But millions of Somalis with no protection, who go about their daily lives, live on the other

side. Workers inside Halane are prohibited from interacting with Somalis who live beyond the wall.

“It feels like no man’s land,” Mebrak Tareke, a communications special ist with the UN, said in an AJ+ video, posted below the article. She is only permitted to leave Halane in an armored vehicle.

Kenyan parliamentarians on Wednesday pledged dialogue with the international community to facilitate voluntary repatriation

of Somali refugees.Ekwe Ethuro, Speaker of

Kenyan Senate, said the East African nation will abide by

international protocols to ensure repatriation of Somali refugees does not compromise their safety.

“The government has an obligation to respect international commitments as we embark on a process of repatriating Somalia refugees. We have commenced discussions with UN Refugee Agency to explore the best modality of returning these refugees to their homeland,” Ethuro told journalists in Nairobi.

He was speaking during a forum for parliamentarians in the

great lakes region that discussed terrorism and eruption of new conflicts.

The Kenyan government has vowed to fast-track repatriation of Somali refugees as part of a long-term war against terrorism.

Deputy President William Ruto said last week Kenya had given a three-month ultimatum to repatriate all Somali refugees in the country’s Dadaab refugee camp. He added the government will initiate forceful relocation of the refugees once the three

month deadline is over.Officials from the UN Refugees

Agency early this week urged Kenya to reconsider the decision to relocate Somali refugees. They stressed that Kenya is signatory to the Geneva Convention that obligates countries to treat persons fleeing from war and persecution with dignity.

Kenyan lawmakers are opposed to repatriation of Somali refugees until their security is guaranteed. According to Speaker of the Senate, Kenya will abide by

domestic and international legal instruments to facilitate smooth relocation of an estimated 350, 000 Somali refugees.

“The decision to repatriate Somalia refugees is based on the current national security threats we are facing. We need to protect our territory from infiltration by terrorists but the law must be followed,” Ethuro said.

He said that refugee camps located in Kenya’s northern frontiers have been infiltrated by terrorists.

In its latest move to counter the terror threat engulfing its country, the Kenyan government has banned at least 86 entities and individuals it accuses of financing or supporting terror activities in the country.The list of banned individuals and ent i t ies i s led by Mohammed Kuno, the man Kenyan government accused of masterminding the deadly attack on a university in Garissa, a northeastern town that lies 200 km from Somalia border.However, the biggest casualty is the Hawala system, an informal money remittance method that involves transfer of cash without any records of parties involved in the transactions. The system is heavily relied on by Somalis in Kenya–both Somali Kenyans and refugees from war-torn Somalia.Others affected are bus companies owned by Somalis, local non-governmental organizations that champion human rights and a local cleric who has been waging

ideological war against Somalia-based al-Shabaab Militant group.The government has also frozen the accounts of the 86 entities and individuals mentioned in the list, instructing all banks and financial institutions to deny services to those on the list. Its fear is that the informality of these transactions allows for funds to be used to support terrorist activities.The move is likely to cripple the local economy of Somalis in Kenya who are engaged in every sector of the wider economy. It is estimated that between $70 million to $100 million a month is transferred between Somalis, mainly from those in the United States and Europe to family and friends back home in Kenya and Somalia.Many Somalis rely on the system, which charges a lower rate than traditional global money remittances firms like Western Union. In practice the system, while informal, is not

Remittances are a crucial component of the Somali economy, making up more than half of the nation’s gross national income. An estimated 73 percent of Somali households use the cash transfers to pay for food.Already, some members of Kenya’s Somali community see malice in the move by the Kenyan government and are questioning the manner in which the ban was affected.“The move to ban Hawala will

affect every single Somali in this country because we are interconnected and we use the system to help each other. Now if few misused it, why not go after them instead of crippling our livelihood,” said Abdulaziz Sheikh, a resident of Somali-dominated Eastleigh neighborhood in Nairobi who depends on money sent by relatives from abroad.Some of the Hawalas are regulated by Central bank of Kenya. However, the government has urged citizens

to use formal banking system that are Sharia compliant. Banks and microfinance institutions operating in Kenya were also given 48 hours to file transaction reports with the Central Bank.The Hawala system is already facing challenges in the US and UK. The banks that handled the majority of remittances to Somalia terminated all accounts of money transfer companies by early February.These Banks feared that some of the services could unwittingly be facilitating money laundering

and terrorist financing. A charge that most Hawala companies deny.

Been targeted with a high-pressure sales pitch at your bank recently? You’re not alone, according to a report released earlier this month exposing a “new era of predatory lending”

in the industry.

But Wells Fargo employee Michael Lewis offered this plea to frustrated customers yesterday: “The average bank workers, they want to work with you,” he said. “We don’t want to

sell you products you don’t need.

“Don’t hate the average worker; hate the banks please.”

And that’s just what activists did during a demonstration downtown St. Paul, outside the Wells Fargo building. Minnesotans for a Fair Economy organized the rally with the Committee for Better Banks, a national organization, backed by the Communications Workers of America and other labor groups, that seeks to improve working conditions at big banks, which raked in more than $100 billion in profits last year.

“Every time I see the profit report from these banks – from my bank – I get upset,” bank worker and Better Banks supporter Diego Marquez said. “Why do I have to wear a tie to

work and a suit if I can barely make above minimum wage?”

But bank workers like Marquez and Lewis weren’t the only ones with grievances to air against the big banks.

St. Paul Federation of Teachers President Denise Rodriguez called on U.S. Bank and Wells Fargo, which do business with the St. Paul Public Schools, to commit to limiting foreclosures on families that have school-age children during the academic year.

Rodriguez and SPFT member Lily Tharoor, a social worker, described abruptly losing students from their classrooms or school buildings after their families received foreclosure or eviction notices.

“Academically, the kids don’t just stay where they are if they have all these disruptions; they actually fall back,” Tharoor said. “As a member of SPFT, I’m really very proud of the stand the union has taken on this subject. It’s very forward-thinking and really looking out for our students.”

Said Rodriguez: “This is a problem that adults created and that adults can fix.”

Meanwhile, representatives of Somali immigrant groups accused Wells Fargo and other big banks of refusing to work with community leaders on methods for sending financial support – via “remittances” – to family members in East Africa.

New federal regulations

prompted U.S. banks to halt money transfers to Somalia in February. They cited concerns remittances might fund terrorism – concerns Sadik Warfa, a local Somali leader, called shortsighted and off the mark.

“I’m a proud American, and the thing is if you stop remittances, you are helping the terrorists because they will tell (people) that America hates us,” Sadik said.

Remittances from Somalis living abroad inject more than $1.2 billion into the country’s economy annually, more than foreign aid and investments combined.

Politics, dueling agendas and passionate pleas were all part of a recent meeting at the Brian Coyle community center, where more

than 250 tenants from the Cedar Riverside Towers showed up to complain about living conditions there. Council member Abdi Warsame invited heads of city departments including the office of civil rights, health and safety, regulatory services and State Senator Kari Dziedzic (DFL), who represents the Cedar Riverside area, to be part of a listening session where residents of the iconic Cedar Riverside towers, complained about broken elevators, lack of parking, and a lack of respect and cultural competency on the part of Sherman Associates and the employees who manage the complex. No representative from Sherman Associates, the company who owns the towers were at the table listening alongside city employees. Nor was any representative from the Riverside Plaza Tenants Association. Organizers say it was about gathering the community and listening to the residents.

“This is all about empowering the residents and hearing their concerns,” said Mohamed Mohamed of West Bank Community Coalition. His organization helped organize the listening session.

Residents sometimes became emotional about issues they have been experiencing with Sherman Associates. Men and women spoke passionately in Somali, while translators relayed the information to city officials who were there to listen, document complaints and see what, if anything can be done to fix some f the problems residents described. It quickly became emotional as one woman told the crowd about

her son, who has been trespassed from the complex and is living on the streets, despite her wanting him to come and live with her. Another woman brought pictures of mold that has been growing in her bathroom. The biggest complaint residents had were about elevators. One woman said the elevator in her building had been out for two months. Others say they regularly have to walk up the stairs to the 15th, 16th floor. That did not sit well with State Senator Kari Dziedzic, who said that the owners received about seven million dollars in state money in 2010/2011.

“If it’s true that elevator has been inoperable for two months, that is not acceptable. I will be following up with MN State Housing Finance Agency,” she said. Dziedzic also said that Sherman Associates received 29 million dollars in state and federal historic tax credits.“We’re going to make sure it’s well spent.”

ToTally TransparenTValerie Doleman, chief

marketing and communications for Sherman Associates maintains they are totally transparent with the money they received. In an email from her office, she said that the cost of the construction/renovation was $65 Million not $132 Million as has been reported. She encouraged tenants and others to check their website, where documentation of all money spent is published an available for the public to view.Doleman maintains that residents concerns are handled in a timely manner. Out of 17 elevators, she recalls on being down but doesn’t know for how long. Overloading is an issue on the elevators, but they are working on that. Sherman maintains that property is inspected several times a year and that they are committed to having someone run the elevator at busy times during the day and that someone be on-call to answer concerns.Doleman says that someone from

Sherman was at the meeting but was not invited to sit on the panel with city officials to hear resident concerns. That runs contrary to what Council Member Warsame said, who said they reached out to Sherman Associates.

Responding to issues about cultural competency, Doleman said that they have a translator that works on site in the resident services office and strive to employ members of the community.

“We are an Equal Opportunity Employer and we have 65 employees at Riverside Plaza. There are 10 different languages spoken by our staff. Again, we have an interpreter and translation services 24 hours a day, 7 days a week, 365 days a year. We use the same translation service that the Minneapolis Police Department uses,” Doleman said in an email.City Departments Unaware of Issues

City officials in attendance say that this is the first time they’ve heard these complaints.Many promised to step up their game and provide better translation services when residents do call into complain. Scott Wellin from the city’s 311 department explained the sometimes confusing of registering a complaint. There are currently 265 types of complaints that get routed to city departments and Somali language is also not readily available as an option when calling.

Velma Korbel of the city’s civil rights department was cautious when asked whether residents complaints about lack of respect on the part of the management would be considered a civil rights violation.

“I can’t say straight out if there are civil rights issues. It could be motivated by a lot of things. Apathy, lack of resources. There are too many things to put our finger on,” said Korbel.

to dealing with tenant complaints and other issues that have popped up in the apartment complex, where almost all of the tenants are Somali and East African.As previously reported in the Daily Planet, residents have been protesting against Sherman Associates since early January of 2015. It startedwhen Mohamed Noor of The Confederation of Somali Community in Minnesota, authored a letter to George Sherman outlining complaints he was hearing from mostly Somali mothers, including broken elevators, vehicles getting towed, despite payment of parking fees, and a feeling that management doesn’t care about its residents. In March, Noor helped organize more than fifty women, who took to the streets of the West Bank demanding their concerns be heard.

Almost immediately, a meeting

organized by The Riverside Plaza Tenants Association, or RPTA with Warsame slated to speak. Warsame is the former head of RPTA and held the meeting in the Cedar Riverside building. He told the overflow crowd he will make sure their concerns are heard.

While both are claiming to have residents best interest at heart, it’s unclear what progress has been made to resolve these issues at Cedar Riverside Towers.

For the first time in decades, young basketball players in the Somali capital, Mogadishu, are enjoying better security and playing tournaments at night - attracting more fans.

For years, warlords and terrorists groups denied young

Somalis the ability to even play sports.

At the Wiish Stadium in Mogadishu, enthusiastic fans filled the capital’s basketball court to witness a night sporting event - the first in two decades.

all the supporters to assure attendees, basketball players and officials the game will be secure.

Most of these young Somalis - born after the collapse of the government two decades ago - have never attended a night sports event. This is something

the Somali Basketball Federation said is changing now that the country’s security is improving after gains by African Union and Somali forces against al-Shabab militants.

“Many challenges facing the country but security is improving compared to the previous years. Things are changing and that’s why we organized the events to take place at night,” said Hawa Sheikh Ahmed, Deputy Chair of the Somali Basketball Association.

Abdinassir Nur Gedi is a photojournalist , but plays basketball for a local Mogadishu team. He said sport is the best way to unite people and playing games at night will allow more people to come to the games after work.

“I am very happy we play at night. It promotes and encourages security. Young people - me included - come here

every evening to watch teams compete instead of wasting time on other irrelevant things,” said Nur Gedi. “When I come here to watch the games I feel relaxed and happy that I didn’t waste my time on other things.”

Basketball is the most popular sport among university and high school students in the capital. While each of the 16 districts in Mogadishu has a basketball court, most of them are in a dilapidated state.

Somali Basketball Federation off ic ial Mustaf Abdiaziz Mohamed says they are working to change this and night games will attract more support and allow young Somalis to be more competitive in international tournaments.

“Its historic for us because 25 years ago was the last time we witnessed games being played at night. Twenty-five years ago basketball was played at night

just like it’s always played in the other parts of the world. So our players will not have a hard time playing at night when they leave for tournaments abroad,” Mohamed said.

In another sign of changing attitudes, the women’s basketball team is also gaining support - despite threats.

This basketball court was named Adan Yabarow Wiish Stadium in honor of the late Somali Olympic committee chief, Adan Haji Yabarow - aka Wiish - who died in a terrorist attack.

It’s just one more sign that Somalia is turning from violent anarchy, establishing normalcy and - as the government hopes - creating a safer, prosperous future for its young people.

Somali Police football club, Heegan FC, have celebrated for winning the 2nd solemn trophy in a few days time when they beat Savana FC by 4-1 in the one-day trophy held for the commemoration of the 55th anniversary of Somalia’s National Army on Sunday.

This was the second such victory for the club who a week ago won another ceremonial

trophy held for the 32nd anniversary of Somalia’s national Television (SN TV) which has been a partner with Somali FA and gave much time to cover local football activities.

Somali Football Federation president, Abdiqani Said Arab, who delivered a short speech at the end of the match, said it was a pleasurable moment for his federation to welcome the

minister for youth and sport to the sole functioning facility in the country, praising the minister’s commitment to work with the federation in terms of football promotion in the country.

“I congratulate you for winning the national Army day trophy” the minister said as he presented the trophy to Heegan FC captain, Jibril Hassan Mohamed. The minister also praised both teams for making high profile exhibition during the game.

1960, the Somali National Army, reached a cooperative deal with Somali FA in 2014, when the country’s Army Chief of Staff, Brigadier General Daher Aden Elmi, announced a full package of sponsorship for the annual General Da’ud Cup, the second most populous sporting event in the country named after the founder of Somali military, General Da’ud Abdulle Hersi.

For the second time in two years, Djiboutian football administrators are benefiting from FIFA MA administration course to help the country acquire adequate experience in football administration.

A total of 31 football

administrators from division 3 clubs and the country’s five regions including three women are taking part in the 6-day course which will run 11-16 April.

FIFA instructor, Jacque Malie (Mauritius) who is conducting the

course said he was appreciating Djibouti’s activeness in the organization of successive football-related courses.

“I am very delighted to come to Djibouti once again and do another course for the country” Mr. Malie said adding that Djiboutian FA administrators were very ‘professional’.

“There are tangible progresses of administration and other developments in the country which didn’t exist when I last came here” the instructor continued.

Djiboutian Football Federation president, Souleiman Hassan Waberi, who addressed at the opening ceremony, said it was an honor for him to welcome the FIFA instructor to Djibouti for the 3rd time.

The president said he was very thankful to FIFA for its continued assistances to help

Djibouti develop its football in all aspects.

“It was just two weeks ago we held a refereeing development course here at the technical centre and today we are opening

a separate course for football administrators—this shows that the federation is fully committed

FRIED COFFEE, ANyONE? (Bun Soomaali)

Fried coffee? I know what you are thinking! It sounds weird, right? But let me tell you the taste is incredible and Somalis have some interesting stories that we associate with the bean.

My be loved ma te rna l grandparents introduced me to fried coffee beans at the tender age of five. This special dish was offered during meditation sessions called dhikr, an Islamic form of devotional chanting in praise of God. Somehow to this day, the smell of coffee brings to mind the sonorous, repetitive and

ancient sounds of sacred chant, and I get instantly transported to a state of mental clarity.

The dhikr group would sit on a mat and the coffee would be served floating in oil in a kurbin, a special wooden bowl. The kurbin would be passed around and we would start with a deep and appreciative sniff of the wonderful aroma, and then ladle a spoonful of the coffee onto the palm, chew the beans, and then rub the scented oil over our faces. This was part of the ritual and was said to prepare the

person to face the world.Sometimes sugar is added to

the bun to sweeten it. Bun is also often eaten with popcorn or a simple dish of boiled azuki beans known as cambuulo.

Coffee beans are called bun in the Somali language, and buna in Oromo and bunna in Amharic, the two other main languages of Ethiopia, the home of coffee.

Somalis also associate bun with rites and spirit possession practices that hint at the ancient beliefs of Somalis. Ceremonies are held by a ritual expert,

calanqad. Dancing, drumming, bun and the burning of incense are used to enhance the senses of participants. The spirit descends on the host under various names, sometimes speaking in different languages. Men and women participate in a ceremony called mingis, but women have their own ceremony called saar. If the spirit is vexatious, an exorcism is conducted by the calanqad. Not all spirits are cast out. Some become friends of the possessed person and are sometimes inherited by the children.

Fried coffee beans also play a central role in ceremonies women hold to pray for the safe delivery of a pregnant friend. The oil used to fry the coffee beans is applied liberally on the head and hair of the pregnant woman as the women pray and sing for their friend.

The Oromo people of Ethiopia, a Cushitic tribe like the Somali, also have a fried coffee ceremony. The outer skin is snipped off the coffee beans and words of blessings are uttered in a ritual known as buna-chiru, which

signifies sacrifice to honour a guest or for a ceremony.

Don’t forget to moisturise your face with some of the coffee flavoured oil!

Wash and dry the coffee beans with a clean cloth heat up the oil and once hot quickly fry the coffee beans for about 20 minutes or until brown and fragrant. add a few tablespoons of ghee and serve the fried coffee beans in a kurbin.

Even if your child has not been diagnosed with autism, he or she may be eligible for early intervention treatment services. In addition, treatment for particular symptoms, such as speech therapy for language delays, often does not need to wait for a formal autism diagnosis. For more

of Pediatrics, was recently recognized at the Emerging Researchers National (ERN) Conference in STEM for her research on the development of a stable cytomegalovirus (CMV). A sophomore majoring in Genetics, Cell Biology and Development, Ahmed was chosen to present her research in the undergraduate biological sciences category. She was awarded second place for her poster presentation, which took place on February 20, 2015.

The ERN Conference in

STEM is a joint effort of the American Association for the Advancement of Science and the National Science Foundation. The conference serves as an opportunity for undergraduate and graduate students participating in NSF programs to gain experience in communicating about scientific research. The goal is to help these students better understand how to prepare for science careers in a global workforce. Along with the presentation of student research,

the conference features various workshops and activities to help students develop the skills necessary to be successful in a career in research. This year’s conference took place from February 19-21 in Washington, D.C.

Ahmed’s entry in the conference focused on the work she has done with Schleiss in the Center for Infectious Diseases and Microbiology Translational Research. Ahmed developed the green virus necessary to create a

stable, green fluorescent protein-tagged guinea pig CMV. CMV is a common virus that can lead to numerous health issues, including seizures and pneumonia, which is particularly dangerous for people with weak immune systems. She and her team will be using the GFP-tagged CMV for future experiments to study hearing loss due to congenital CMV infection.
