History and Key Figures

Finland has actively participated in the Twinning since its start in 1998.

Since 2004 also active in the Neighborhood countries.This year will, hopefully, bring already the 150th Twinning

project for Finland (97 as a leading partner, 52 as a junior partner)

To mark the jubilee year Finnish NCP has started an extensive evaluation of the past projects.

Most Important Twinning Cooperation Countries for Finland

• 5th Enlargement: Estonia, Lithuania, Latvia

• Current Enlargement: Croatia, Turkey

• Eastern Neighbourhood countries: Armenia

• Southern Neighbourhood Countries: Egypt, Tunisia

• In the Future Finland hopes to increase Twinning cooperation especially in Iceland, Macedonia, Kosovo, Georgia and Northern Africa

Proposal Success Rates

• Total success rate 57,5 % (149/259), more than every second of the Finnish consortium proposals win

• Western Balkans and Turkey success rate 47 % (30/64)

• Success rate in ENPI reagion almost 70% ?

Best practices of Finland • Same rules for players in the field: National Recommendation for

applying the Twinning Manual with regard to Project management and implementation (Menettelytapaohje).

• Do it together - strategic partner might be a decisive reason for to be chosen.

• Praise your expertise and be creative!

• Training as usual - Train your proposal writers and train your presenters before they leave for Twinning Selection Meeting.

• In a Consortium - Demand Junior Partner Agreement at an early stage.

• Twinning contract – be careful what you promise and commit to execute

• Not evertyhing goes as planned – be prepared for and try to estimate possible challenges and risks beforehand as well as delays in the workplan.

Best practices of Finland (NCP)

• Early warning – follow the pipeline and the National Programmes and Action Plans of the beneficiaries.

• Channel information effectively and raise awareness of Twinning and TAIEX at the national level.

• Feedback – is needed to develop the activities. Feedback discussions are held after every Twinning project Finland has implemented.

• Participate in the kick-off and final seminars – the project life opens more in the concrete.

• The network is wide and advice is always available – especially the Twinning team in the Commission! Plus embassies, EC Delegations, CFCD and PAO and other NCPs.

National Recommendation

• The latest version published in 2006 in cooperation with the Budget Department and Tax Department of the Ministry of Finance, Tax Administration, Office for the Government as Employer, Department of Justice and Department of Europe of the MFA

• Includes background information: the Framework Agreement; explains the Twinning principles and offers good reasons for the institutions to participate in Twinning

• The recommendation is based on the Twinning manual

• Six main guidelines for participation

Main guidelines for participation• Twinning Manual and Twinning Contract are the guidelines for the

management and implementation of the projects– Public bodies must apply their own national regulations

• Commitment to the Twinning projects should be included in the action plans of the institutions

• Task as an expert in a project should not affect the terms and conditions of the employment– An expert should also have an order for an official journey in order to have a valid

accident insurance during the mission

• Reasonable compensation is paid both to the Institution as well as to the expert

• Taxation – Income Tax Act, Article 76 § paragraph 4 states that taxable income is not reimbursement paid by the European Commission for expert duties performed regarding EU Enlargement and Neighbourhood policy activities related to insitutional development

• A consortium of member states – an intra-consortium agreement is recommended

TAIEX

• An excellent tool to start cooperation and to build networks

• Should be used more to identify Twinning projects

• Has been increasing yearly - at least study visits to Finland

• Medium-term Taiex has not been succesful in Finland – reimbursement is too low

• Raising awareness is needed

• Sometimes the assingments are delivered with too short notice and sometimes it takes too long time for the institustions to respond and react

2014 Development Cooperation Instrument

• Central Asian countries available for Twinning from 2014

• Five countries: Turkmenistan, Kazakstan, Kyrgyzstan, Uzbekistan, Tajikistan

• Finland has already good relations to Kazakstan– Embassy in Astana since 2009– The most important Trade Partner in CA– Also the Trade Promotion organisation Finpro is in Almaty– Embassy of Kazakstan also accredited to Kyrgystan
