    DESIRE RORKE

If you want to do something right, go learnfrom the best, goes the saying, and that is ex-actly what the City of Cape Town did whenthey recentlyvisited theNewYorkPoliceDe-partment (NYPD).

The NYPD is famed for being one of themost effective police departments in theworld, with an illustrious reputation, whichhas resulted in countless movie scripts andtelevision series over the decades thinkNYPD Blues, CSI New York, The Super Cops, just to mention a few.

Established in 1845, the NYPD is not onlythe oldest but also the largest municipal po-lice force in the United States, and the secondlargest overall law enforcement agency inthe States.

It has the primary responsibility of law en-forcement and investigation within the mu-nicipal borders of the city a mandate verysimilar to that of the lawenforcers andMetropolice of the City of Cape Town, save for theworkings of the South African Police Depart-ment.

With a population of 8,3 million people inan area of only 790 square kilometres, the BigApple is the most populous city in the UnitedStates and one of the most densely populatedin the world.

It is also the most linguistically diversecity in the world with as many as 800 lan-guages spoken.

It is for all the above reasons that the Cityof Cape Towns safety and security commit-tee, thought it prudent to go learn from thisvaliant police department, in order to shapeup safety in the Mother City.

The various heads of the safety depart-ments of the city, accompanied chairperson

of the committee Cllr Carin Brynard to NewYork for a one-week educational tour.

During these seven days we had an in-depth look at several of the projects rolledout by the NYPD, especially those which in-volve community outreach, Brynard toldTygerBurger last week, shortly after her re-turn, and added that the city would start in-vestigating various options in the comingmonths to see how similar projects could beimplemented in Cape Town.

One such project, which impressed the del-egation most, and would be according to Bry-nard essential in ourcity, is the Comstat Pro-gram.

This IT solution inte-grates all the intelli-gence statistics in thecity.

In this way all trans-gressions and trans-gressors will be record-ed on one programme, which will incorporateby-law, traffic and drugrelated offences. Thecity will thus be able toidentify and profile se-rial offenders and our statistics will be moreup to date, accurate and better managed, she said.

She adds: With a system like this in placemanpower will also be better managed. Weare currently investigating the costs in-volved in such a system and whether the citycould afford it.

Community outreach programmes imple-mented by the NYPD were also scrutinisedby the delegation.

As much as 15 000 people in New YorkCity are involved as volunteers, in variouscommunity outreach projects. They are paidstipends, and act as civilian peace-officers.Although they cant make arrests they work

with the police insofar as the softer policework is concerned. They undergo a 10-weekcourse at the police academy after whichthey are deployed. A project like this wontjust take pressure off our Metro police butwill also create employment opportunitiesfor hundreds of people, said Brynard.

In other community projects the NYPD in-volves on a grand scale, churches, schoolsand parents against social ills such as drugabuse. Peace officers are stationed at prob-lem schools as a go-between, and even schoolchildren have a roll to play, she says.

In winter they or-ganise several blan-ket and food drives, and overall theprojects breed muchpositivity in the city.

What struck me asvery excellent wasthe strength of theNYPD brand. Theirwebsite is refreshedwith the latest newsand information on adaily basis, Brynardsays.

Another NYPDproject that could drastically improve safetyin Cape Town, is the CCTV cameras installedat all public housing schemes.

And is there anything they can learn fromus?

Yes, says Brynard, and refers to the citys107 call centre.

Comparing our call centre to their 911 callcentres, I would say, that we have bettertechnology, she said. But thats where itends.

As a whole it would however be quite im-possible to compare the mighty NYPD, withits 35 000- strong force (excluding the peaceofficers) to Cape Town with its mere 1 000person force.

Bishop Lavis police were in the forefrontof the battle against crime again lastweek.

The community also played their partin successes last week when informationfrom the public led to an arrest and con-fiscation of drugs.

A 59-year-old woman from OudehoutStreet in Netreg was arrested for posses-sion of two parcels of dagga, 29 stoppedagga and 34 dagga cigarettes.

In another operation in GousblomStreet, Kalksteenfontein, informationfrom the public led to the confiscated 33Mandrax tablets. Further investigationthen led to the confiscation of 92 packetsof tik with an estimated street value ofR10 000 in Assegaai Avenue, Bonteheuw-el, and police arrested a 35-year-old wom-an and a 36-year-old man for drug traf-ficking. At the same address they alsoconfiscated an unlicensed firearm.

Schools are becoming seriousabout tackling bullying amonglearners.

The Western Cape Education De-partment has initiated a project,The Positive Behaviour Pro-gramme, and it is gaining momen-tum at Tygersig Primary School inUitsig where learners are being ed-ucated in upholding good relation-ships.

Neville Goliath, senior educationspecialist and co-ordinator of thePositive Behaviour Programme forthe Metro North Education Districtof the WCED, pointed out that thevalue of good relationships wasonce again emphasised at theschools Anti-bullying Day on Fri-

day 4 May.The program focused on the neg-

ative consequences of bullying atschool, he said.

This initiative was co-ordinatedby Cordelia Matthee, the PositiveBehaviour Ambassador at theschool, together with a team of edu-cators.

The programme was necessaryas it deals with the social problems, that occur daily in the Uitsig com-munity and it has an impact on thefunctioning of the school, negative-ly.

The day started off by integratingthe bullying topic into the schoolsLiteracy Programme. Each learnerreceived a text to read and they hadto answer questions relating to the

text. A survey was conducted whereall learners from Grade 4 to 7 wereinvolved.

Goliath added that all participat-ing learners did not have to disclosetheir personal particulars.

This was done to allow all theparticipants to provide their honestand frank views on the subject. Thedata collected will provide guide-lines for programmes to be devel-oped that will deal with the nega-tive aspects of bullying.

An Anti-bullying Exhibition washeld in the school hall and a storywas read regarding bullying and apresentation was done by Mattheedealing with its negative aspects.

For more information about theprogramme contact, 021 938 3068.

    Tackling bullying issue

Cordelia Matthee, with some of the learners who enjoyed the antibullyingday at Uitsig Primary.

. From page 1.I am always proud to be invited

to this facility, and will always sup-port your efforts to uplift membersof the community.

Over the years you have provedyourselves by doing and not justtalking. The testimonies of some ofyour students here tonight provesit, and this new initiative is anotherstep in a positive direction forlearners in this community thatwill spread to other areas.

Started by the Home of Compas-sion ministries the Zoe Academy ofSkills project was established in2009 and was born out of sheer frus-tration after witnessing potentialand brilliant students who complet-ed matric being demotivated due tounforeseen challenges that scared

them about their future.Chairman Pastor Charles George

explained that a very high percent-age of them could not further theirstudies or find employment.

There were very few jobs availa-ble for them fresh out of school, bur-saries were hard to come by andtheywerenot in a financial positionto study further.

After brainstorming, a vacant, derelict building was identified forthe use of the skills centre here inDelft. Premier Helen Zille was veryinstrumental in securing the facili-ty.

The first enrolment of studentstook place in 2010 and a solutionwas presented that brought backhope for people in desperate need ofmaking themselves employable, to

receive jobs and start businesses.George also added that the class

of 2010 created such a buzz withinthe community that even some oftheir parents enrolled for the cours-es offered by the centre.

Young people began to dreamagain steering them away fromgangsterism, drugs and criminalactivities.

The reason why we are so excit-ed and why we are celebrating is towitness another group of learnerscoming through this initiative. Weare adding to the number of creditsof our learners by providing aSAQAaccredited computer literacycourse this year, he concluded.

The City of Cape Town will be upgrading andexpanding its Public Transport Interchang-es (PTIs) over the next five years, to accom-modate the growth in demand for access andmobility across the city.

There will be a specific focus on 25 inter-changes, with the improvements costingaround R321 m.

This improvement programme forms partof the citys mobility strategy, which sup-ports the development of a balanced trans-port system.

It focuses on all elements of our transportsystem: rail, bus, taxi, cycling, pedestrians, parking management, freight, traffic man-agements, information and data.

Our proposed upgrades will ensure thattransport is accessible and inclusive, pro-viding links between the communities andemployment, education, health, communityservices and other services.

Additionally, we want to ensure that theybecome interesting social spaces and livelyparts of the City, said Councillor Brett Her-ron, mayoral committee member for trans-port, roads and stormwater.

The City of Cape Town currently has over213 public interchanges of different sizes andfunctionality.

These facilities are located along the railand road based public transport networkwhere commuters can change between dif-ferent types of transportation. In this regard,an interchange is defined as a place wheretransport services meet.

Over 54percent of our commuters dependon public transport, whether by road ortrains. As a result, most of the public trans-port interchanges are overcrowded due togrowth in demand over the past years. Theyneed to be expanded urgently, said Herron.

A number of the projects are currently indesign, tender and under construction. Up-grades are scheduled at the following inter-changes: Cape Town CBD, Mitchells Plain,

Lentegeur, Du Noon, Retreat, Wynberg, Bel-lville, Nyanga.

New interchange projects are scheduledfor: Kuyasa, Bayside, Somerset West, Imiza-mo Yethu, Masiphumelele, Nomzamo,Samora Machel, Scottsdene, Wallacedene,Makhaza, Nolungile, Macassar, Durbanvilleand Vrygrond.

Precinct developments include provisionof signage, CCTV and surveillance facilities, lighting, landscaping, integration of tradingfacilities, and health facilities.

We are working towards an integrated

transport network for the City where thevarious modes connect seamlessly in a com-muter-focused way. The provision of digni-fied and safe transport hubs is an essentialcomponent of an integrated transport sys-tem.

It should be noted that once the processfor acquiring professional service providersand additional capacity is completed, the af-fected subcouncils, ward councillors and af-fected communities will be consulted on thedesign and plan for the facilities, said Her-ron.

Five seniors from different oldage homes are sitting pretty innew wheelchairs.

They beamed proudly at thehandover of their new wheels stillin plastic at the Sea Point City Im-provement District (CID) offices.

Therewasa jovial air asDiamondDealers Club South Africa directorMark Reichman explained the do-nation.

People think they have to go toa church or organisation and sayheres R1 000. It doesnt work likethat.

Reichman was instrumental inthe donation, explaining he waschallenged to spend a morning in awheelchair to experience what thedisabled experience each day.

Try going to the toilet, taking abath or going down stairs while be-ing in a wheelchair. Its not easy,he says. I chose to donate wheel-chairs to those who needed them sothey could move around better. It islike getting new legs; it makes it far

easier to be mobile.Reichman roped in Sea Point CID

chief operations officer HeatherTager to help with his quest.

Tager says: Wewanted to find re-cipients that were really in need ofthese wheelchairs, so we ap-proached homes that are short ofequipment.

She explains they wanted tospread the donation around and notgive it to one old-age home.

Residents of Zonnebloem Homefor Older Persons, in Cape Town;Lilly Haven Old-age Home in Bonte-heuwel and Ekuphumleni, andPlace of Rest in Gugulethu receivedwheelchairs.

The Reverend KowieGroenewald, Zonnebloems manag-er, expressed delight that one of hisseniors, William Dowman (88), re-ceived a new wheelchair.

Groenewald says the donationwill make his life a whole lot easi-er.

Solomon Mr Cool Khoncwana(80) also took possession of his newwheels. It feels good to have a newwheelchair, he says. My old one

was worn out.Pat Lindgren, the director of Ac-

tion on Elder Abuse South Africapartnered with the project throughTager.

Lindgren was the middle-manresponsible for sourcing people ingreatest need of the wheelchairs.

It makes me happy that the peo-ple in need of these chairs got them.It will make a difference in theirlives.

During a celebratory lunch, Tag-er and Reichman took up the batonby setting a challenge to other busi-nesspeople.

There are many people in need.We want to challenge other busi-nesses to do what we have done. Wecan see it is possible, it can bedone, says Tager, gesturing acrossthe room at the seniors.

Reichman echoes Tagers senti-ments. We want to show people itis easy to give by, for example, buy-ing five wheelchairs or 10 ... Thatswhat its all about.

The power of social networking andthe strength of the SA Twitter com-munity have flexed its muscles andthe Twitter Blanket Drive (#TB-DZA) is under way once again.

The idea is for Tweeps to meetup (tweetup) at venues aroundthe country on the same day, at thesame time to share a warm cup ofcoffee and to donate a blanket ortwo. There are 800 000 Tweeps inSA. If 1 percent contribute, 8 000blankets can be collected.

Along with Johannesburg, Dur-ban, Port Elizabeth and other SouthAfrican cities, Capetonians will bepart of the biggest tweet-up on 26May from 18:00 to 22:00 at the Fireand Ice Hotel (021 488 2555), CapeTown.

The project started when Melanieposted a tweet on Twitter suggest-

ing that it would be great if the SATwitter community (SA Tweeps)could donate blankets to those inneed this winter. That tweet raisedhundreds of blankets and overR25 000 in cash donations that weredistributed countrywide.

#TBDZA is a South African na-tional charity drive managed andsupported by the local Twitter com-munity, but is not an NGO or offi-cial charity organisation. No cashdonations should be made to anyperson representing #TBDZA. Thisis viewed as fraudulent.. Tweet Melanie Minnaar

One of the leading schools for theblind celebrated 85 years of serv-ice last week, but they need helpto keep up their good work.

The Athlone School for the Blindin Bellville South, celebrated theiranniversary with a ThanksgivingService on Monday 7 May, and onThursday 10 May, the learners atthe school were treated to partypacks and refreshments that weredonated by the Gift of the Givers Or-ganisation.

The school was also visited byMelanie Holland, CSI co-ordinatorfrom Engen and two senior execu-tives from their mother company inMalaysia, who visited the school tosee some of the projects that theyhave been sponsoring.

Started in 1927 by benefactorsfrom the Anglican Church underthe leadership of the late RevArthur Blaxall, who were con-cerned about the lack of educationfacilities for blind Coloured chil-dren on the Cape Flats.

The school is named after theEarl of Athlone who was also Gov-ernor General of the Cape Colony atthat time.

When the school opened its doorsseven blind children were admittedon the first day. The numbers havegrown over the years to include

    learners from diverse communi-ties.

Currently the school has an en-rollment of 420 learners from pre-primary to Grade 12, some of whomlive on site in residential care.

Although the primary disabilityfor admission is visual impairment, the school intake now includeslearners with physical and intellec-tual disabilities.

The diversity of disabilities re-quires additional educational sup-port and infrastructural modifica-tion which places a great strain onthe limited financial resources ofthe school.

Many of the learners are drawnfrom families of a low socio-eco-nomic status. They are thereforeunable to make any financial con-tribution at all.

Rev Brian Beck, chairman of theAthlone School for the Blind Asso-ciation, feels that even with its richhistory of service to the blind, thereare still a lot of help needed to keepthe school running, and to keep upwith the latest technologies availa-ble for learners.

Up till 2001 the school was finan-cially supported by the AthloneSchool for the Blind Association, which is a registered Non Profit Or-ganisation with Section 18A tax ex-empt status. Thereafter a rentalagreement was entered into with lo-cal government and the current

lease has been renewed for the next10 years by the Department of Pub-lic Works, he says.

Although this has brought somerelief, it does not fully cover all thefinancial challenges of a compre-hensive special school. A proposal

and plan for the upgrading of the fa-cilities was submitted to the Direc-tor of Education for Special Schoolsin 2009 and a response has not beenreceived to date.

In February of this year the De-partment of Public Works com-menced with the revamping of theschool kitchen and the school is ea-gerly awaiting the completionthereof.

He pointed out that the school re-ceives a State subsidy which regret-tably is not sufficient to cover allthe financial needs of the school.

The blind and visually impairedlearners require special education-al resources and assistive devicessuch as Braille typewriters whichare not provided by the educationdepartment. The maintenance ofelectronic equipment and upgrad-ing of software is also a necessaryexpenditure as the school needs toensure that learners are exposed tothe latest technology.

The financial upkeep of the hos-tels and the cost of transport for dayscholars is a growing concern. There is also an urgent need for spe-cifically adapted vehicles for ourphysically disabled learners.

Despite the growing financialchallenges the school is makinggreat strides in its academic and ex-tra-curricular programmes. Thededicated multidisciplinary staff iscommitted to providing quality ed-ucation and training so that thelearners may develop into well ad-justed individuals with a sense ofself worth who are able to take up

their rightful place in society. Many learners at the school have

made their mark in their communi-ties starting in the 1960s when agroupcalledTheBigBeatswereoneof the most popular groups in theCape.

Two of the members were ex-Ath-lone School students, Ivor Wagnerand Joey Cleophas.

Wagner went on to become an at-torney and lived in the UK for about30 years. He returned to settle inCape Town about four years ago.

Hilton Langenhoven, a Paralym-pic champion in the 2004 Games inGreece and in China in 2008, whocompeted invarious events rangingfrom long jump and sprints, to win-ning gold in the Pentathlon, attend-ed the school.

John Julius, ex-student and cur-rently housemaster in the Boyshostel was the first ColouredSpringbok for goal ball in the 1980s.

Bonita Blankenberg, AmandaMathee and Sidney Pretorius areall ex-students who studied journal-ism. Bonita is with Bush Radio,Amanda is in communicationswithEskom and Sidney is working incommunications for a big corpo-rate.

Currently there are four ex-stu-dents who qualified as teachers atUWC and are teaching at the school.

The school also has an excellentmarimba band which is often invit-ed to perform for various govern-ment and corporate events.

For further information contactthe school on 021 951 2235.

A proud history, a need for more

A local soccer club is provingthat theres more to the sportthan just kicking a ball around.

On Saturday members of MitluntSpurs FC took to the streets of Bon-teheuwel and hosted a soup kitchento feed some of the hungry in theirneighbourhood.

Ricardo Adams, director of theclub, explained that this was allpart of the clubs vision to teachtheir members that they have a re-sponsibility to play a positive partin their communities.

The history of the club begins in1989 when the club was formed toinvolve the youth in sport ratherthan choosing gangsterism andcrime.

Furthermore the aim was also tounite the community against vio-lence in all forms, says Adams.

We were just known as MitluntSpurs, and the name came about be-cause almost all of our members arefrom the two main blocks of flats inthe area, Mitton and Lunt courts.

Throughout our history ourclub has remained strong in the aimof being a pillar of strength for ourplayers and the community.

In 1999 there was a slight changeto the name as they became MitluntSpurs FC, with Adams taking re-sponsibility of being one of the di-rectors of the club along with Enri-co Isaacs and Nicolette Isaacs.

Adams insisted that the namechange did not diminish their focuson the clubs role in social responsi-bility.

Our vision for the next fiveyears is to get more children in-volved in football. To teach themthe values of respect, discipline, unity, commitment and team work.We also want to play our part inreaching out to the underprivileged

and help them with their social andeconomic problems, he said.

While the club has these high ide-als Adams admits that most of thefunding comes from donations andsponsorships.

We are planning to get more lo-cal businesses to join us in our ven-ture to help us uplift our communi-ty and build a brighter future foreveryone, he said.

A new project is Feed the Need(FTN) to help families with foodhampers who are facing financialhardship.

The club is committed tomakinga real and positive difference with-

in the community in which we oper-ate.

Our core beliefs are that weshould be a part of the communityin the widest sense and that our suc-cess should not be measured in thenumber of trophies we win, but alsoby the impact we have on our com-munity.

The aim is not only to be knownas merely a football club but also abeacon of hope for all.

For more information about theclub, Adams can be contacted on 071887 4329, or Nicolette Isaacs on 082051 3006, email [email protected].

Music made magic for motherson Sunday when the Belhar Mu-sic Collective (BMC) hosted aDay of the Divas concert at Set-tlers High in Bellville.

The concert was a fundraiser forthe projects annual journey to theGrahamstown Youth Jazz Festivaland was well-supported by musiclovers from the community whowere very impressed by the youngtalents featured.

Of special note were the perform-ances of BMC alumni Ilse de Bru-yn, Lee-Anne Fortuin, and LanaCrowster, who also perform togeth-er as the vocal group, Intrigue. Allthree of them are studying musicnow, and have grown into accom-plished performers in their ownrights.

Lana was even one of the backingsingers with George Benson when

he appeared atthe CapeTown Interna-tional JazzFestival.

KeithTabisher, whoheads BMC,said that hefelt veryproud of theseperformerswho come outof the project.

They arereally a goodexample of thetalent that iscoming fromour communi-ties, and thatis why it is soimportant that we continue attend-ing this festival in Grahamstown.

When these kids meet otheryoungsters from across the country

who share their love for the musicit just gives them confidence towant to perform at the highest lev-el, he said.

The City of Cape Towns water and sanita-tion department is embarking on a volun-tary borehole and wellpoint registrationand re-registration initiative as part of itsmonitoring and research programmes.

The departments registration initiativewill involve both borehole and wellpoint us-ers. Wellpoints are shallow water extrac-tion shafts with a depth not exceeding 10mthat are mostly used for small to medium-sized residential gardens.

Boreholes are much deeper extractionswhich are more suitable for the irrigationof larger grassed areas and gardens.

The information supplied by residentsduring registration or re-registration, willbe captured in a database for internal useand a unique registration number will be al-located to every registered borehole/well-point, against the erf number/address.

In return, residents will receive a freeweatherproof registration sign indicatingthat the water source on the property origi-nates from a borehole/wellpoint.

The legacies of lives that made a differ-ence in communities are coming to life inthe hands of young filmmakers.

Kurt Orderson recently hosted a screen-ing of his documentary, Breathe Again, dedi-cated to the life of his uncle, Derick Ordeson,well-known for his achievements in swim-ming and surf lifesaving in the 70s and 80s.

Growing up during the height of apartheidin Mitchells Plain, Kurt is passionate aboutmaking films that oppose the image of theoppressor.

The 1970s was a period characterised byintense political upheaval and repressionand Mitchells Plain started and becamehome to 1,5 million people where there werehardly any social or recreational facilitiesfor young people, he says.

Being a young black child in South Africaequalled subjugation and degradation.Growing up, I was deprived from many priv-ileges such as recreational arts centres. Thislegacy of educational and economic disre-pair meant that growing up in the apartheidyears shaped my political voice and led meto making films that oppose the image of theoppressor.

Kurt pointed out that Breathe Again, wasnot just his personal ode to his uncle, but themany unsung heroes in the community, whothrough sport played their part in fighting

the struggle. In the film you will discover many people

who played vital roles in their communitiesthrough sport, he continued.

The formation of a swimming club likeAurora in Bonteheuwel, was not just a clubwhere Derick excelled with swimming timesthat could have got him into the Olympicsat that time, but it was also one of many or-ganisations that served a political purposeas well. This film does not just have a parttoplay in tellingourhistory, but it has avitalrole in making a difference to the future.

As an artivist I believe there comes a timewhen an oppressed, forgotten, marginalisedpeople have no other choice, but to stand up,reclaim their humanity, by retelling theirstories.

Memory is our best weapon against thehopelessness we are now facing in our trou-bled communities, for if we know what con-tributed and shaped our current state of ex-istence, we can then evaluate and initiatemeaningful cultural interventions that canhelp rid us of this prevalent post-colonial/apartheid curse. Kurt also pointed out thatthe film was not another victimised apart-heid story. In fact it is a story of courage, discipline, hope and a collective overcomingof a very hostile oppressor.

Kurt can be contacted on [email protected] or associate producer Crys-tal Orderson at [email protected].

Your help is needed for a project to keepyoungsters out of jail.

The Project, Books not Prison Bars, is aprogramme to keep young adults on thestraight and narrow by showing them whatlife is like behind bars with tours to variouscorrectional facilities.

It also gives them a look at how the crimi-nal justice system works.

Teens are finding out what happens to ayoung person in prison when they get introuble with the law.

The aim of the tour is to educate childrenabout prison.

We want to make it clear to the childrenout there, there are consequences for crimi-nal behaviour, says co-ordinator DhakirChristians.

The tour is given to troubled teens to dis-courage them from getting in trouble butmost importantly eradicate the stigma ourchildren have of gangsters as their (positive)role models.

Young people in the Western Cape who

are engaging in anti-social behaviour aregetting a helping hand to get back on trackand this project has proved a positive influ-ence on our youth to break away from crime.

We conduct prison visits as part of ourcrime diversion scheme with young peoplein the Western Cape.

The majority of young people attendingthe project have been identified as being atrisk of offending.

Many of those who visit the Crime Diver-sion Scheme are already committing offenc-es and are known to police, youth offendingteams, schools and courts.

The next prison visit will be taking placeon Thursday 31 May, and Christians is ap-pealing for any assistance from the public tohelp with this visit.

If anybody can help us with transport andlunch for 30 persons we would be most grate-ful, he says.

We will also need some help in Augustwhen a group that attended a tour to Polls-moor go back for a follow-up programme.

For more information Christians can becontacted on 0871 8733 309 Ext 3233, or [email protected].
