    After recent multi-million rand upgrades of

    city housing units in Scottsdene and Scotts-

    ville, many of these flats again look like the

    worse for wear, according to Bergdal Sub-

    council chairman Grant Twigg.

    According to Twigg, the City of Cape

    Towns housing department has spent at

    least two years on these upgrades, which

    were recently completed.

    The upgrades were extensive in that the

    flats were tiled and painted, with all basic

    maintenance taken care of. It looked as if

    these people received brand new housing

    units when we were done, he said.

    Since completion however, many inci-

    dents of damage were reported to the sub-

    council, where for instance geysers were

    taken apart and out of flats and brand new

    windows were removed.

    These people complain about the condi-

    tions of the housing units and we have done

    our part, but looking at the damages our

    community does not seem to appreciate it,

    he said, adding thatmany of these units look

    very bad again, with dirty walls and broken

    doors.

    Residents complain that they get no serv-

    ice but they dont look after their homes,

    he said.

    He emphasised the fact that the subcoun-

    cilwill nowpay the flat committees a stipend

    for the volunteer services they have provid-

    ed up to now.

    These committees play a very important

    role by inspecting the citys rental stock and

    reporting such damages.

    Welcome to the future!

    Residents recycle, landfill sites are closing

    down and green gardens grow in themother

    city.

    The City of Cape Towns Utility Services

    Directorate has successfully implemented

    its Home-Composting Research Project and

    its all down to those pioneers who volun-

    teered to test its feasibility in 2013.

    Last week one of these volunteers, De

    Grendel Subcouncil chairperson JamesVos,

    spoke toTygerBurgerabouthavinga Green

    Genie in his yard.

    Its amazing! We just need members of

    the Edgemead community to join me in this

    initiative, says Vos.

    Some700home-composting containers are

    currently being delivered to households in

    four selected areas (Scottsville, Bongweni,

    Edgemead and Heathfield) as part of the

    study.

    Those who want to play their part will

    throw certain recyclables into the top and

    then a few days later their garden will reap

    the benefits when the garbage has trans-

    formed into rich compost.

    The volunteers will literally reap what

    they sow.

    Fruit and vegetable scraps, eggshells, egg

    trays, coffee grounds, tea bags, grass clip-

    pings, leaves, sawdust, wood shavings, pa-

    per andvacuumcleaner contentswill magi-

    cally turn into compost inside the bin,

    which is referred to as the Green Genie.

    This is just one of the many recycling

    projects currently being run by the city, and

    Edgemead has been selected as one of the

    participating neighbourhoods.

    Vos knows all too well under what strain

    the city iswhen it comes to crammed landfill

    sites.

    Of the 1.6 million tons of waste still di-

    rected toCapeTowns landfills eachyear, ap-

    proximately 6 % consists of garden and or-

    ganic waste from households. That is 95 000

    tons per annum, explains Vos.

    Approximately 5 % is made up of organic

    kitchen waste, which is 80 000 tons per an-

    num.This is equivalent to apossible average

    of approximately 11 kg per household per

    month of garden/organic waste, as well as

    10 kg per household per month of organic

    kitchen waste which is directed to landfills

    when it could be re-used.

    So this step by the city is awelcoming one.

    During this project participating house-

    holds will be giving the city monthly feed-

    back on the progress of their composting ef-

    forts, with data recorded in notebooks that

    were issued to them.

    Concludes Vos: I have been recycling for

    a while now and the benefits are massive.

    It is very exiting. Sometimes when people

    come to my place for a braai then they will

    laugh when they see how I recycle, but then

    soon they want to join as well. Weeks later

    their recycling effortsmake them feel better.

    Its like going to the gym.You just feel good!

    Residents who would like to take the initi-

    ative to begin their own home-composting

    system are encouraged to do so. They can

    use a suitable container, or purchase one de-

    signed for home-composting from garden

    centres, nurseries or hardware stores.

    Pedro Kruger visits Shiloh Relief

    A few Saturdays ago, the Shiloh Relief ware-

    house was a hive with activity when famous

    local artist, Pedro Kruger, invited locals to

    spend their Saturday volunteering at Shiloh

    Relief.

    No task was too small or mundane for the-

    se enthusiastic helpers who literally rolled

    up their sleeves to get the job done.

    More than half the population does not

    have the resources to provide for themselves

    or their families. Shiloh Relief exists for this

    very purpose,says Shiloh spokesperson Es-

    telle Veldman.

    According to her hundreds of families de-

    pendonmonthly aid fromtheir fully operati-

    onal distribution warehouse situated in

    Brackenfell.

    By supplying clothing, monthly grocery

    hampers, homeware or medical equipment,

    we strive to uplift and restore those in need

    in a dignified manner. It was humbling to

    see the community joining hands and taking

    a stand against poverty and the oppression

    it brings,she says.

    Shiloh Relief acts as the conduit between

    the retail sector, the general public, local

    upliftment organisations and ultimately,

    the underprivileged.

    We are totally reliant on the involvement

    of the local community, whether for funds,

    donations in kinds and even their time. Gre-

    at amounts of goodsmove through our doors

    almost daily and to ensure the donation rea-

    ches the beneficiary in a dignified manner,

    more hands are always needed bring order

    to the heaps of goods that enter our

    doors,she says.

    Shock at rape of 2yearold

    An 18-year-old Kraaifontein man was

    arrested for allegedly raping a two-year-old

    girl last week. The man apparently con-

    fessed after cross-examination by the

    Family Violence, Child Protection and

    Sexual Offences Unit on Wednesday. The

    suspect lives next door to the victim and

    this was allegedly the second time.

    The City of Cape Town encourages all ap-

    plicants on the councils database to update

    their personal details at one of the Citys

    Housing Estate Offices.

    As part of our commitment towards

    building aCaringCity that creates opportu-

    nities for its residents, the city uses all re-

    sources at its disposal to provide as many

    housing opportunities as possible for those

    that have applied to us, said TandekaGqa-

    da, mayoral committee member for human

    settlements.

    It is imperative that the city hasupdated

    contact details for applicants so that they

    can be contacted should a suitable dwelling

    become available.

    All applicants are encouraged to visit

    their nearest housing officewhere city staff

    will assist them in updating their details.

    Applicants must also confirm whether

    they still qualify for a rental dwelling or a

    subsidised house in a new housing project.

    In addition to encouraging people

    across the city to visit their nearest office,

    the city is embarking on a targeted drive

    to encourage applicants to update their de-

    tails on the housing database better known

    as the waiting list.

    This drive begins in theScottsdeneArea

    and the suburbs of Kraaifontein, Bracken-

    fell and Durbanville, added Gqada.

    As part of this initiative, advertisements

    will appear in community papers in select-

    Wykskomitees word opgelei

    Die wykskomitees vir die vyf wyke van die subraad 7 (Koeberg)

    het onlangs opleiding ontvang. Dit het gehandel oor die rol van

    wykskomiteelede en wat die wetlike raamwerk is waarbinne

    hulle moet funksioneer. Dit was vanjaar die eerste keer dat di

    opleiding aan wykskomiteelede gebied is. Die kursusmateriaal is

    deur die nasionale en provinsiale regering saamgestel.

    Volgens Gerhard Fourie, voorsitter van die subraad 7 (Koeberg),

    het die wykskomiteelede die opleiding as leersaam bevind.

    The city is encouraged by the response to

    boreholes and well-point registration

    drive. The city appeals to those with bore-

    holes or well-points on their properties to

    register or re-register on its database, in

    the spirit of Water Month.

    The information obtained during the

    borehole/well-point registrationprocess is

    required for statistical data purposes only

    and no charges are levied.

    There has been a steady increase in the

    number of boreholes and well-point regis-

    trations across the city especially during

    March this year, which is also the citys

    Water Month.

    Apart from information, owners will al-

    which must be prominently displayed on

    The effective use of boreholes and well-

    points for non-drinking purposes, such as

    irrigating gardens, reduces the demand on

    drinking water from the citys water

    mains, and is therefore encouraged.

    Hewho sits on the sidelines and does noth-

    ing, never reaps the rewards, an adage tak-

    en very seriously by the boys of the under-

    15 rugby team at Monument Park High

    School.

    These brawny young rugby players re-

    cently proved that they were winners on

    and off the field, when they did their bit for

    the community.

    Lastweekend they visited the Imizamoy-

    enuEducare Centre inWallacedene to give

    the tired old building a new coat of paint.

    Armed with fresh paint sponsored by

    Steven Darcy of Kraaifontein Hardware

    Store, the tough rugby players showcased

    their artistic flair.

    As these young men take the initiative

    to raise their community they walk in the

    direction of pure altruism, a virtue encour-

    aged unto the other young men out there,

    says Kelly Baloyi, founder of Stand Out

    Youth movement, who joined hands with

    them in this initiative.

    Kelly, who made national headlines ear-

    lier this year, as the voice behind the FNB

    You Can Help advertising campaign, also

    expressed her hope in future sports stars,

    getting into the spirit of giving back and

    idolising the principle of selflessness.

    Stand Out Youth is a youth empower-

    ment project aimed at getting the youth in-

    volved in shaping the South Africa they

    are living in.

    It gives a voice and a hand to the youth,

    empowering them to overcome and uplift.

    The idea is to give the youth an opportuni-

    ty to express their views on how they want

    to live in a country they will one day run,

    Kelly says.

    If South Africas history has shown us

    anything it is that theyouth can change the

    face of a nation.

    The ideals of these young men, the

    Stand out Youth Organisation and those

    who helped them are inspirational and

    should help lead the way for more of the

    communitys youth to uplift their people.

    It is a walk in the right direction and

    should not just be commended but used to

    steer your young sportsmen and women.

    take task

    with tolls

    Despite a pending review in the high court

    and a previous agreement not to do so, the

    South African National Roads Agency

    (Sanral), gave the City of Cape Town, no-

    tice of intent to start work.

    In November 2011, in response to the

    citys urgent interdict application, Sanral

    agreed that it would take no further steps

    towards implementing the toll road project

    pending the citys review application be-

    ingheard and that itwould provide the city

    with 45 days notice of its intention to start

    working on the toll project.

    Such notification was received on 6

    March 2013, which means that Sanral

    could commence work on the project by 20

    April 2013 without first resolving the citys

    concerns.

    The city does not believe that Sanral

    has been transparent in its engagement

    with the city and hence we will ask the

    court to compel Sanral to provide all infor-

    mation necessary regarding this project as

    a matter of urgency. This will allow the re-

    view process to be concluded fairly and

    speedily, said Councillor Brett Herron,

    mayoral committee member for transport,

    roads and stormwater.

    According toHerron, Sanral has thus far

    refused to share information relating to

    the cost of the tollroads, the magnitude of

    the toll fees and impact on road users with

    the city.

    The city does not want a similar situa-

    tion to arise here that arose in Gauteng,

    that the toll roadwas built before residents

    had a full understanding of the fees and

    cost implications, he said.

    The abovementioned court application

    to review the decisions of Sanral and the

    ministers of transport and environment,

    which will make the toll roads possible,

    was made to the Western Cape High Court

    in March last year.

    This review has not yet been concluded

    and the city believes that Sanrals decision

    to go ahead with this project before the

    court has decided to the review applica-

    tion, undermines the right of the city and

    its people to have the court determine the

    lawfulness of the project before it com-

    mences.

    The City of Cape Town has made every

    reasonable effort to resolve the dispute re-

    garding the tolling of the N1 and N2 into

    Cape Town through the inter-governmen-

    tal dispute process. We believe the deci-

    sions which authorise the tolling of the N1

    and N2 are unlawful, unreasonable and

    procedurally unfair, said Herron.

    In its notice to the city on 6 March, San-

    ral indicated its intention to conclude a

    concession contractwith the preferredbid-

    der the Protea Parkways Consortium or

    if necessary the reserve bidder, at an un-

    specified time after 20 April 2013.

    Sanral has also notified the city that it

    intends commencing with construction

    work, but it refuses to tell the city what

    work it plans to do, or when it will do it.

    The city will therefore seek to have its

    interdict application heard urgently.

    Sanral has not been forthcoming with

    how much this project would cost the resi-

    dents of Cape Town and going ahead with-

    out this information is unfair on the resi-

    dents of Cape Town and our local econo-

    my, said Herron.

    In turn Sanral, on Friday stated that it

    never said it intends to start with the

    project or to conclude the concession con-

    tract on the 20 April 2013.

    Sanral, through its lawyers, did send a

    letter to the city on 6 March 2013 notifying

    it of its intention to take steps to advance

    or implement the N1/N2 Toll Highway

    Project, a statement read.

    According to Sanral, ...Sanral is (thus)

    not in a position to conclude a concession

    contract... Statements (from the city) in

    this regard are mischievous and intended

    to influence public opinion...

    loses sparkle

    in the dark

    Those of us who honoured Earth Hour

    Saturday night by switching off our

    lights, may have found that it was

    probably one of the longest hours this

    year.

    Uniting people to protect the planet

    seemed to lose its glamour after about

    half an hour.

    One is not equipped for a power outage

    any more, even when created by your

    own free will. After about 15 minutes, the

    romantic atmosphere created by all the

    candles in the house started to wear off.

    Then the urge for coffee kicks in, oh

    yes, but we cant put the kettle on. And

    the small gas stove used during the last

    season of load shedding, is packed away

    somewhere where one would definitely

    not find it in the dark. Especially not

    with the torch batteries that have run

    down for no reason.

    Sooo what shall we do then? Watch a

    bit of TV? Or not. That also operates on

    electricity, remember? Half an hour to go.

    What do people who can only rely on

    candle or paraffin lamp power? Play

    cards? (Where did we put those again?)

    They probably just sit down and chat.

    Do families still have simple conversa-

    tions or does it interfere with their TV or

    cellphone time. Now 20 minutes to go

    20 minutes to ponder on the real value of

    electricity, our dependence on it and

    also what it took away from us. Weve

    given too much power away, it seems,

    and that does humankind no good, never

    mind the planet.

    If people bothered to take

    analytical notice, one will find

    trolley transporters do not

    stand and beg or become a

    nuisance at your doorstep. All

    they are doing is desperately

    trying in another way like me

    and you to make a living with

    the end survival strategy to

    put food on the table.

    The latest complaint now is

    these trolleys transporters are

    an obstacle in the road and

    therefore should be banned

    from our highways and by-

    ways.

    Even better, the trolleys are

    used to transport stolen

    property and therefore another

    justification call to ban the

    trolleys from the neighbour-

    hood.

    If that is the case, then we

    have to ban all modes of

    transport as criminals may get

    away.

    The other issue is the

    ownership of that trolley.

    If a company can positively

    identify particular trolleys due

    to a proper identification

    process then by all means let

    the wheels of justice turn.

    I appeal to people to donate

    trolleys to justified, identified

    users in our never-ending

    quest for employment, where

    the donated trolley is properly

    registered, marked and num-

    bered to an identified user

    with a code of conduct.

    the dead fish between Lagoon

    Beach and Milnerton light-

    house I am 99% sure that

    this is because of the underwa-

    ter explosions to the Seli 1.

    I think that there were

    explosions on or before 15

    March, when the dead fish

    washed out.

    I know for a fact, that such

    an explosion kills most of the

    smaller fish in the vicinity of

    any explosion beneath the

    water surface, as I had first

    hand experience of this.

    hoe meer het inwoners gedoen

    wat hulle wil.

    rustige omgewing en dit was n

    plesier om hier te bly. Hoe

    meer die dorp uitgebrei het, hoe

    slegter het dit gegaan. Mnr.

    gepubliseer word en nooi die

    publiek en raadslede van

    Very longwalk

    for the animals

    Not once on our long journey did we come

    across anaggressive animal.Weve fallen in-

    to swamps, crawled through boomslang in-

    fested forests, walked through game re-

    serves andover farmlands andnever did one

    animal harm us or did we feel threatened by

    them. I wish the same could be said about

    the people we encountered along the way,

    says Terrence Olivier.

    Terrence (53) from Amanzimtoti and Jim-

    my Collins, his 70-year-old walking buddy

    from Johannesburg, arrived in Cape Town

    last Wednesday after a gruelling 2 000 km

    walk from Amanzimtoti, to raise funds for

    several animal charities across the country.

    Together they are known as the Rainbow

    Warriors and literally went a long way to

    raise awareness for this cause.

    One of the 24 charities they supported is

    the Cape Town based Uitsig Animal Rescue

    Centre in Fisantekraal, withwhom theymet

    at a fundraising event on Thursday.

    The event, a scrumptious high-tea was

    hosted by Zomerlust Guest House in Paarl

    and attended by the centres volunteers, sup-

    porters and members of the community.

    The two intrepidwarriors started their 70-

    day journey in January when Terrence

    came to realise the urgency of the plight of

    animal charities.

    Every day I hear of charities asking for

    financial help and the idea came to me to do

    this long walk. It would affordme the oppor-

    tunity to raise funds and spread the mes-

    sage, he says.

    At that stage Jimmy, a family friend came

    down from Johannesburg for a visit and de-

    cided to take up the challenge with the en-

    thusiastic Terrence.

    The two of them travelled through 70

    towns andwalked between 25 and 35 kilome-

    tres a day, every day.

    Many days I got up and thought that I

    wasnt going to make it and had to push my-

    self, mentally and physically to get up and

    walk on, says Jimmywhile he shows off his

    walking shoes that had to be re-treaded

    twice along the way.

    One of the core ideologies of the message

    the warriors spread with their journey, is a

    simple one: cruelty against domestic ani-

    mals canbepreventedbyeducationand ster-

    ilisation.

    Uitsig Animal Rescue Centre, currently

    has 500 animals living on their farm. Of

    these 300 dogs, 100 cats, chickens andhorses,

    most have been abandoned our found stray

    and neglected in townships in and around

    Cape Town.

    We try to find homes for these animals

    but many of them will not be adopted and

    staywithusuntil theydie, aswebyprinciple

    do not euthanise animals, says Denay

    Saunders of the rescue centre while again

    emphasising the importance of sterilisation.

    In one township we did a survey which

    showed that only three out of 189 of the dogs

    living there were sterilised. Can you imag-

    ine how quickly the animal population in

    this township will grow out of control, with

    hundreds of these animals ending up in res-

    cue centres like ours? she asks.

    Mymusic is organic andpure, its from the

    heart, says Can Skylark.

    And thats why she decided on naming

    her debut album, Pure.

    Can Skylark describes her jazzy adult

    contemporary music as

    eclectic and organic. Its

    rich in timbre and texture,

    she says.

    While she hasnt officially

    launched Pure yet, her songs

    are already playing on radio

    stations like KFM 94.5 and

    her album is for sale online.

    Can says itwaswhile doing

    drama at Milnerton High School that she

    discovered her love of music. Thats how

    I got my wings for music, she says.

    Her parents steered her in amore lucrati-

    ve direction though and she studied and

    worked as a graphic designer, while pursu-

    ing her music passions part time.

    Shes been involved in big musical-tribu-

    tes shows, like Milestones to the Millenni-

    um that was on at The Roxy Review Bar re-

    cently and Rough Diamonds and Divas,

    which played at the Barnyard Theatre.

    Eventually, she was

    approached by a produ-

    cer, who wanted to re-

    cord her own original

    songs.

    Ive always had a ye-

    arning to do my own

    stuff, Can admits. Being

    approached by a big na-

    me in the industry gave

    her the confidence boost she needed to give

    it a shot.

    I cant believe the response Ive been get-

    ting, she says.

    Can started working on Pure in 2007.

    It was a labour of love, really. I needed

    This Easter, Catalina UnLtd, funded by the

    National Lottery Distribution Trust Fund

    presents a new, original gospel opera-mu-

    sical: The African Passion.

    This world premiere brings the Passion

    of Christ to life in music featuring original

    innovative gospel-inspired songs. The sto-

    ry is based on the Gospel according to St

    John and is a choralmasterwork featuring

    close to 100 voices on stage.

    The libretto is written by Themi Ventu-

    ras and themusic is composed by celebrat-

    ed and award-winning gospel choral com-

    poser, Phelelani Mnomiya, Anthony Gov-

    ender of Destiny Music and the Young

    Mbazo, grandchildren of members of the

    world-renowned a cappella group, Lady-

    smith Black Mambazo.

    Under the direction of Themi Venturas

    the show features Bonginkhosi Faca Ku-

    lu as Jesus, Natalia daRocha as hismother

    Mary, Sharon Dee as Mary Magdalene,

    Grant Jacobs as Simon Peter, Dewaldt Von

    Solms as Pontius Pilate, Caitlin Kilburn as

    Pilates wife, Blessing Xaba as Caiaphas,

    Aubrey Lodewyk as Annas and a host of

    other superb singers featuring the isica-

    thamiya group Young Mbazo.

    their most successful show to date.

    The Three Little Pigs is back by popular

    demandandwill run from2 to 4April at 10:00

    in the Main Theatre (three shows only).

    This delightful childrens classic takes

    place inMudwopValley,were the three little

    pigs leave their farm in the Karoo to build

    houses of their own. One wants to be a ball-

    room dancer, another wants to be an opera

    singer and the third wants to be a successful

    businessman. The big bad wolf pretends to

    be a travelling salesman in order to get into

    their homes but has to resort to blowing the

    houses down. When none of his disguises

    works, he tries to blow the houses up and

    ends up blowing himself up.

    This enchanting fairytale was adapted

    and directed by Elton John Duffy, who has

    been working at the Baxter since 1993.

    This production stars Liande Valentyn,

    Carmen Maarman, Karen Visser, Monique

    Rockman and Elton John Duffy. The dura-

    tion of the show is 40minutes and is suitable

    fairytale fun for the whole family.
