The good news for the community is that the city looks to transform it into a place of hope for the community, and a symbol of its victory over crime in the area. The Western Cape High Court recently granted a final eviction order against the residents of the property in Belhar. This is a significant victory in the City of Cape Town’s fight against drugs and drug dealing, and brings to an end an extended le- gal battle that began several years ago. The occupants must now vacate the property by 30 April. “The city has taken a tough stance against the gangsterism and illegal activities being conducted at this property,” said JP Smith, mayoral committee member for safety and security. Drugs “The court’s ruling allows us to draw a line under almost a decade’s legal wrangling to expel the criminal gang activity and drugs from this city-owned property.” In dismissing the appeal against the evic- tion order the Western Cape High Court has found that the City of Cape Town followed due legal process at all stages, and that there was no reason why the eviction order could be denied. The Court stated that: V the city’s arguments that illegal activi- ties had been conducted at the property were valid; V it would be manifestly unfair for the city to keep the appellants in the property for which they did not qualify in terms of the housing allocation process; V there is no evidence that there are chil- dren, elderly people or disabled people liv- ing at the premises; and V the city complied with the provisions of the Prevention of Illegal Eviction from and Unlawful Occupation of Land Act. The Court dismissed the appeal against the eviction order, and ordered that the ap- pellant cover the costs incurred by the city in defending its position. “The city is currently exploring a number of possibilities for the plot, including the es- tablishment of a multi-purpose Safety and Security facility. It is envisioned that what- ever the city creates there, will stand as a symbol of our victory over gang violence and drugs in the area,” said Smith. Rosie Ockers, who lives near a park in Ma- troosfontein on the opposite side of the premises was overjoyed that the matter had finally been resolved. “We have been fighting that place for years, and I am glad that the council has fi- nally done something about it,” she said. “It used to be so bad because they used to go buy their drugs then come to smoke it here in the park. Our children were never safe and there used to be a lot of trouble. “I am glad that they are now going to use the property for good, because drugs is a big problem here.” Rodney Jooste, was relaxing with a few friends in the park on Sunday afternoon and admitted that he had mixed reactions to the closure. “For many of us growing up in the area it served its purpose while we were young- er,” he said. “Unfortunately when drugs be- came big, many of us stopped going there be- cause it was just too dangerous.” There may have been many name changes over the years, but tenants of The Little House on the Prairie will have to ride off into the sunset at the end of April.     the news that the sun will set on the famous

    Little House on the Prairie, a landmark

    shebeen, and in recent years drug den, on

    the corner of StellenboschArterial andMod-

    The good news for the community is that

    the city looks to transform it into a place of

    hope for the community, and a symbol of its

    victory over crime in the area.

    The Western Cape High Court recently

    granted a final eviction order against the

    residents of the property in Belhar.

    This is a significant victory in the City of

    Cape Towns fight against drugs and drug

    dealing, and brings to an end an extended le-

    gal battle that began several years ago. The

    occupants must now vacate the property by

    30 April.

    The Spectra Foundation was registered in

    2007 and has focused since then on helping

    needy people in Richwood, Kraaifontein, lo-

    cal schools, and families living in the com-

    munities in Klipheuwel and Fisantekraal.

    The greatest need is especially amongst

    people affected by HIV orphans, drugs and

    substance abuse families, as well as abused

    women and children.

    Nothing holds legal mind back

    A blind student from the University of the

    WesternCapes (UWC)Faculty ofLaw inBel-

    lville received a Deans Top Achiever Merit

    Award recently.

    Xolani Gxekwa received this award at a

    pre-graduation prizegiving ceremony at the

    university in middle March.

    Despite being completely blind, Xolani

    had an average of 79 % in LLB 3 and moves

    to his fourth year as the top achiever by four

    percent in his class.

    Xolani, who stays at the UWC residence

    here in Cape town hails from the Eastern

    Cape.

    Aimed at celebrating and honouring top

    achievers, the prizegiving ceremony preced-

    ed the capping of approximately 150LLB stu-

    dents.

    Only a few days are left for the countrys

    greenest beauties to enter the Miss Earth

    South Africa competition.

    The annual search for the countrys green-

    Golf Day in aid of Alta du

    Toit Aftercare Centre

    The Alta du Toit Aftercare will host

    their golf day at the Bellville Golf Club

    on Friday 19 April.

    Entrance fee is R300 per person and

    includes the competition and green fees,

    a R50 Silver Spur voucher and the

    prizegiving meal.

    This speed bump in 42nd avenue, Eureka was a huge problem, it was

    not very visible and the warning signs on the pavement had been

    stolen. Cars used the sidewalk to miss the speed bump and that

    was a big risk to pedestrians. Proportional Representative councillor

    for the area, Ronel Viljoen, reported the matter because she was

    concerned about the safety of residents in the area.

    Speed bump reappears

    After: This is the result a week after the matter was reported. It

    has been painted and cement pillars were erected to keep the cars

    off the pavement and make it safer for the community.

    ne day is one day, when he will

    have to take responsibility. The

    saddest part is losing a child, but

    it is 10 times worse for a mother.

    These are the words of Valerie Phillips,

    themother of Jody Phillips (16), who lost his

    life on that fateful day more than two years

    ago when 10 children died at the Buttskop

    railway crossing in Blackheath.

    Valerie was very emotional following the

    the decision by the SupremeCourt to reduce

    the sentence of her childs killer

    She wasnt the only one to question the re-

    duced sentence of taxi driver Jacob Hum-

    phreys (65). Humphreys was convicted of

    murder after he ignored a boom, drove over

    the railway crossing, and a train collided

    with his taxi.

    Humphreys murder convic-

    tionswere set aside last Friday,

    and changed to culpable homi-

    cide. His prison sentence was

    reduced from an effective 20 ye-

    ars to eight.

    This case is very sensitive

    for the community of Blackhe-

    ath especially and for the pa-

    rents. It openend a lot of

    wounds, said Councillor Ber-

    tus van Dalen.

    The outcome of the whole case was very

    disappointing. On the other hand, even if he

    got 100 years, or walked a free man, its not

    going to changewhat happened,Valerie ad-

    ded.

    She recalls that it is the smallest things

    which remindher of Jody thathurt themost.

    In the morning it is especially difficult

    because when I pack lunch, his

    lunchbox is not there.

    When I dish-up food in the

    evenings his plate is not there,

    said Valerie.

    Valerie has since been anx-

    ious for her son, Kadey.

    I get butterflies when I re-

    ceive a call, because I wonder

    if something happened to

    Kadey, she said.

    Compared to the convictions delivered by

    the Western Cape High Court on 11 March,

    Valerie describes the decision, by the Su-

    preme Court, as the worst outcome.

    I was emotional the whole weekend. As

    parents, I feel as though we are the joke of

    the town, said Valerie.

    He (Humphreys) is not a factor in my life

    any more. It is sad that he cannot take his

    punishment like a man, said Valerie.

    Subcouncil 21 together with the parents

    are in the process of building a monument

    in remembrance of the death of the chil-

    dren.

    Minister ofTransport andPublicWorks in

    the Western Cape, Robin Carlisle, delivered

    his feelings on the decision made.

    Carlisle respected the judgement but em-

    phasised that it was not condusive in pre-

    venting the reckless and irresponsible be-

    haviour which is still experienced on our

    roads.

    The decision to reduce the sentence and

    convictions is very disappointing as it

    shows that the highest courts have yet to ful-

    ly understand the need for consequences as

    a deterrent to dangerous behaviour we see

    on roads, as well as a tool to ending road car-

    nage, said Carlisle.

    The Nowhere people now have a place of

    their own.

    A journey fromhomelessness in 2006 has

    finally come to an end for about 100 fami-

    lies from Ravensmead as they celebrated

    their own homes in Happy Valley on Hu-

    man Rights Day last week.

    Johannes Bastiaan was part of the

    Ravensmead Anti-Autocratic Civic Organ-

    isation that stood by these families who ex-

    plained how, and when it all started in the

    first place.

    In October 2006 these families were

    dubbed The Nowhere People by the media

    after they were focibly removed from a va-

    cant school where they had been living for

    more than a year.

    They then sought refuge in the civic

    centre but once again they were put out

    there and taken to police cells in Ravens-

    mead.

    Eventually they were moved to a big

    tent in Northway Street, but a petition

    from the local residents saw them having

    to move again.

    This led to the move to Happy Valley,

    and thankfully after many years they have

    their own places, he said.

    Bastiaan added that the celebration last

    week was to bless the homes and families,

    as well as to show their support for the

    community there.

    Nowhere people home

    Families that were part of the Nowhere

    People now celebrate their homes in Happy

    Valley.

    ander gaan word, is Hendrik Verwoerd-ry-

    laannaUysKrige-rylaanenModderdamweg

    na Robert Sobukweweg.

    Krige en Sobukwe word s vereer vir hul

    bydra tot ons land se geskiedenis.

    Nie almal is dit eens dit is n goeie besluit

    nie. Veral sake-ondernemings wat in di

    strate gele is, gaan kwaai deur die naams-

    verandering geraak word.

    Gastehuis

    Ada Voges, eienaar van die Tyger Classi-

    que-gastehuis in Bellville, s sy is nie heelte-

    mal ten gunste van die naamsverandering

    nie. Haar familie besit en bestuur die gaste-

    huis enhulle sal baie tyd, geld enenergie aan

    die veranderingmoet bestee ombesonderhe-

    de op ondermeerwebtuistes, naamborde, vi-

    sitekaartjies, webwerwe, skryfbehoeftes en

    promosiemateriaal te verander.

    Onkoste

    Dit het baie gevolge en onkoste. Finansie-

    el is dit n baie slegte skuif, meen sy.

    Hulle verander tog net die naam van een

    politikus na di van n ander. Die munisipa-

    liteit skiet hulself in die voet, want hulle s

    gaan groen en bespaar, maar nou moet daar

    hoeveel bome afgekap word vir die druk-

    werk om die adres van n onderneming te

    verander. Dis belaglik, s sy.

    Verkeersirkels

    Hoekom rig hulle nie eerder verkeersir-

    kels hier op om jaagduiwels te stuit nie?

    taan as Robert Sobukweweg bekend sal

    staan, het ges dis die eerste woord wat hy

    hiervan hoor. Ek sien geen positiewe im-

    nie, dis net negatief. Die kostes met die ver-

    andering van veral skryfbehoeftes en

    meer...dis baie hartseer, s hy.

    Impak

    Ondanks die bekommernisse van baie, is

    Erica Kotze, praktykbestuurder van die Pa-

    norama-dierekliniek, en Pieter Blaauw,

    voorsitter van die Bellville-gemeenskapspo-

    lisiringsforum (GPF), dit eens dat die im-

    pak van die straatnaamveranderings nie so

    groot is nie. Dis nie s sleg nie. Ek sal my

    skryfbehoeftesmoet verander,maar nmens

    kan dit stelselmatig inwerk, s Kotze.

    Ek het eers oor die naweek gehoor, maar

    sien geen impak aan ons kant nie. Niemand

    het nog enige kwessies hieroor onder my

    aandag gebring nie, s Blaauw.

    Swimathon great fun for all

    The City of Cape Towns sport, recreation and ame

    nities department partnered with the Ravensmead

    community forum to host a 12hour swimathon at

    the Ravensmead swimming pool on Friday night.

    Swimmers swam in relay from 19:00 to 07:00 on

    Saturday morning and enjoyed some fun activities

    When it comes to education its a case of like

    mother like daughter for the Constance

    family in Belhar.

    It should always be a family affair when

    somebody graduates and Perlin Constance

    was looking forward to having her mother,

    Linda, at her graduation at UWC for her Llb

    degree, but it was not to be her mom had

    to be at her own graduation at the Universi-

    ty of Stellenbosch, on the sameday to claiim

    her paperwork.

    Im still very upsetwith her, teases Per-

    lin.

    But, I am very proud of my mom for her

    achievement and I know that there will be

    another chance for her when I continue my

    studies.

    Linda, a teacher at Klipfontein Primary,

    attained her BEd Hons. She has been a

    teacher for the past 30 years and feels that

    this achievement should be a motivation

    for everybody.

    Youre never to old to learn, she says.

    For me my daughter played a big part

    in motivating me to upgrade my skills and

    its been tough, but now I feel that my new

    skills will play a bigger part in my career

    as a teacher.

    It must also be a motivation for young

    and old, that you can achieve a positive po-

    tential.

    Perlin, who matriculated from Belhar

    High, admitted that she has always wanted

    to study law.

    Somehow its always been on my mind,

    and for me this is only the first step in my

    studies because there is so much more that

    I want to achieve, she said.

    Police in Delft are determined to rid the

    streets of guns.

    We are dedicated to rid society of illegal

    firearms and we will monitor irresponsible

    behaviour from legal firearm owners.

    This statement wasmade by Brig Hendrik

    Jansen, station commander of Delft on pa-

    rade after they seized several firearms in an

    operations this weekend.

    According to Jansen his staff seized three

    firearms and some ammunition.

    In the first incident a 24-year-old suspect

    was arrested and an illegal Norinco gun

    seized during a patrol and search operation

    conducted in Delft South.

    When another 21-year-old youth came to

    enquire about the suspect arrested for the

    firearm, police searched him and recovered

    one magazine with nine rounds.

    The owner of the gun had not reported it

    stolen and upon enquiry he alleged that he

    was not even aware that it was stolen.

    In another incident, armed with a search

    warrant, police executed an operation at a

    well-known highflyers residence, where

    they recovereda 9mmBarretawith onemag-

    azine and five rounds and also arrested the

    highflyers 24-year-old brother.

    The firearmhad its serial number filed off.

    In the last incident police officers seized

    a legal firearm from its owner after his wife

    alleged threatening conduct.

    The suspects face charges for the illegal

    possession of firearms and ammunition and

    will appear in court soon and both legal fire-

    arm owners will have to face a Section 102

    enquiry and give reasons why they should

    not be declared unfit to possess firearms and

    ammunition.

    The Firearms and Ammunitions Act

    makes provision, and legal owners must be

    aware that aSection 102hearingwill beheld,

    their firearms seized, should a protection or-

    der be granted by a competent court or any

    allegation surface of domestic violence or

    other such abuse on the part of the firearm

    owner.

    The enquiry has the power and could de-

    termine and declare the owner unfit.

    Brigadier Jansen requested that all fire-

    arm owners act responsibly when in posses-

    sion of their firearms and they have a re-

    sponsibility to safeguard and secure their

    firearms.

    Delft police ridding streets

    of illegal guns and ammo

    Easter treat: Community Development Worker, Gadija Francis (right) from the Department

    of Local Government hosted a safety and awareness programme for children at the

    Rosendal Primary School in Delft. With the Easter Holidays happening the event was also to

    make people aware of maintaining the safety of their children and reduce the incidents of

    child abandonment in the area when parents just leave their children alone to go partying.

    They also handed out Easter eggs and goodie bags to the children who may never have

    A special sponsorship exists in training

    youths to tackle HIV/Aids in their commu-

    nities.

    Mylan is a global pharmaceutical compa-

    ny supplying anti-retroviral (ARV)medica-

    tion to communities. When their cycling

    team was in town recently to take part in

    theCapeArgusPicknPayCycleTour, their

    focus was on far more than two wheels and

    a long road.

    The team met up with the 27 youths My-

    lan has sponsored to become peer-to-peer

    counsellors with the NGO Youth At Risk,

    based at the Delft police station.

    The company is backing up its entry to

    the communities with a youth awareness

    campaign that will see these 27 youngsters

    being trained to share life skills and experi-

    enceswith other at-risk youngpeople in the

    area.

    These participants will discuss issues

    that includeHIV and behaviours around it,

    drugs, abuse and other matters that affect

    their communities on a daily basis.

    Gary Bonney, Director of AfriSIDA and

    programme manager of one2many and

    EnoughIsEnough, says that empowering

    these youths to advocate physical andmen-

    tal wellness, as well as healthier behav-

    iours, among their peerswill include social

    activities like swimming, karate and other

    events that draw youngsters together and

    offer opportunities to build confidence

    while educating each other.

    Very longwalk

    for the animals

    Not once on our long journey did we come

    across anaggressive animal.Weve fallen in-

    to swamps, crawled through boomslang in-

    fested forests, walked through game re-

    serves andover farmlands andnever did one

    animal harm us or did we feel threatened by

    them. I wish the same could be said about

    the people we encountered along the way,

    says Terrence Olivier.

    Terrence (53) from Amanzimtoti and Jim-

    my Collins, his 70-year-old intrepid walking

    buddy from Johannesburg, arrived in Cape

    Town last Wednesday after a gruelling

    2 000 km walk from Amanzimtoti, to raise

    funds for several animal charities across the

    country.

    Together they are known as the Rainbow

    Warriors and literally went a long way to

    raise awareness for this cause.

    One of the 24 charities they supported is

    the Cape Town based Uitsig Animal Rescue

    Centre in Fisantekraal, withwhom theymet

    at a fundraising event on Thursday.

    The event, a scrumptious high-tea was

    hosted by Zomerlust Guest House in Paarl

    and attended by the centres volunteers, sup-

    porters and members of the community.

    The two intrepidwarriors started their 70-

    day journey in January when Terrence

    came to realise the urgency of the plight of

    animal charities.

    Every day I hear of charities asking for

    financial help and the idea came to me to do

    this long walk. It would affordme the oppor-

    tunity to raise funds and spread the mes-

    sage, he says.

    At that that stage Jimmy, a family friend

    came down from Johannesburg for a visit

    and decided to take up the challenge with

    Terrence.

    The two of them travelled through 70

    towns andwalked between 25 and 35 kilome-

    tres a day, every day.

    Many days I got up and thought that I

    wasnt going to make it and had to push my-

    self, mentally and physically to get up and

    walk on, says Jimmywhile he shows off his

    walking shoes that had to be re-treaded

    twice along the way.

    One of the core ideologies of the message

    the warriors spread with their journey, is a

    simple one: cruelty against domestic ani-

    mals canbepreventedbyeducationand ster-

    ilisation.

    Uitsig Animal Rescue Centre, currently

    has 500 animals living on their farm. Of

    these 300 dogs, 100 cats, chickens andhorses,

    most have been abandoned or found stray

    and neglected in townships in and around

    Cape Town.

    We try to find homes for these animals

    but many of them will not be adopted and

    staywithusuntil theydie, aswebyprinciple

    do not euthanise animals, says Denay

    Saunders of the rescue centre while again

    emphasising the importance ofanimal steri-

    lisation.

    In one township we did a survey which

    showed that only three out of 189 of the dogs

    living there was sterilised.

    Can you imagine how quickly the animal

    population in this township will grow out of

    control, with hundreds of these animals end-

    ing up in rescue centres like ours? she asks.

    Mymusic is organic andpure, its from the

    heart, says Can Skylark.

    And thats why she decided on naming

    her debut album, Pure.

    Can Skylark describes her jazzy adult

    contemporary music as

    eclectic and organic. Its

    rich in timbre and texture,

    she says.

    While she hasnt officially

    launched Pure yet, her songs

    are already playing on radio

    stations like KFM 94.5 and

    her album is for sale online.

    Can says itwaswhile doing

    drama at Milnerton High School that she

    discovered her love of music. Thats how

    I got my wings for music, she says.

    Her parents steered her in amore lucrati-

    ve direction though and she studied and

    worked as a graphic designer, while pursu-

    ing her music passions part time.

    Shes been involved in big musical-tribu-

    tes shows, like Milestones to the Millenni-

    um that was on at The Roxy Review Bar re-

    cently and Rough Diamonds and Divas,

    which played at the Barnyard Theatre.

    Eventually, she was

    approached by a produ-

    cer, who wanted to re-

    cord her own original

    songs.

    Ive always had a ye-

    arning to do my own

    stuff, Can admits. Being

    approached by a big na-

    me in the industry gave

    her the confidence boost she needed to give

    it a shot.

    I cant believe the response Ive been get-

    ting, she says.

    Can started working on Pure in 2007.

    It was a labour of love, really. I needed

    the album to speak for me.

    Alongwith an impressive list of SouthAf-

    rican radio stations playing her work,

    Cansmusic has also been playlisted on Eu-

    ropean stations.

    Its been doing quite well actually, she

    says.

    She is also involved in community work

    and believes its important to give back to

    the people who support her. She helps with

    charity shows and mentoring young ar-

    tists.

    I believe in planting seeds, she says.

    bum independently and it can be downloa-

    The city is encouraged by the response to

    boreholes and well-point registration

    drive.

    The city appeals to those with boreholes

    or well-points on their properties to regis-

    ter or re-register on its database, in the

    spirit of Water Month.

    The information obtained during the

    borehole/well-point registration process

    is required for statistical datapurposes on-

    ly and no charges are levied.

    There has been a steady increase in the

    number of boreholes and well-point regis-

    trations across the city especially during

    March this year, which is also the citys

    Water Month.

    Apart from information, owners will al-

    so receive a new borehole/well-point sign

    which must be prominently displayed on

    the boundary of the premises, upon regis-

    tration.

    The effective use of boreholes and well-

    points for non-drinking purposes, such as

    irrigating gardens, reduces the demand on

    drinking water from the citys water

    mains, and is therefore encouraged.

    We would like to appeal to those who

    have these water resource applications on

    their premises to please register them

    with the citys water and sanitation de-

    partment at no charge.

    A skateboarding task team was

    formed by the City of Cape Town to

    cater for the need of skateboarders

    around the city.

    According to Brett Herron, mayco

    member for transport, roads and

    stormwater, the task team wants to

    open the channels of communica-

    tion between affected parties to

    solve mutual issues.

    In doing so we want to develop a

    comprehensive strategy to ensure

    the integration of skateboarding as

    a mode of transport and a form of

    recreation.

    He says this strategy will consist

    of the identification of skating facili-

    ties and the infrastructure require-

    ments of skating within the city, the

    formulation of a mutually agreeable

    policy for the regulation of skate-

    boarding, and the implementationof

    practical steps that accommodate

    the needs of both skaters and the

    general public.

    It is with great optimism that I

    greet the formationof this task team.

    I believe that this forum gives us

    every chance of finding common

    ground between the city, skate-

    boarders and the non-skateboarding

    public, Herron said.

    Marco Morgan, speaking on be-

    half of theNational Skate Collective,

    has welcomed the positive approach

    taken by the city in this regard.

    Young jazzers and professionals have the

    chance of a lifetime when the Cape Town

    International Jazz Festival gets into the

    swing of things next week.

    Several international and South African

    stars performing at this years event will

    join forces with the festival organisers es-

    pAfrika to present a series of master class-

    es on Friday April 5 and Saturday April 6.

    classes pro-

    vide music

    industry pro-

    fessionals

    and estab-

    lished musi-

    cians with a

    unique op-

    portunity to

    enhance

    their profes-

    sional skills

    edge under

    the guidance

    of top jazz art-

    ists and mu-

    sic sector pro-

    fessionals.

    These master classes will be facilitated

    by well-known teacher and musician

    Camillo Lombard together with some real

    greats such as Grammy winner drummer

    Jack DeJohnette, vocalist Gregory Porter,

    known for his distinctive vocals, and Swiss

    Zen-funk quintet Ronin.

    These are top musos who are keen to

    share their knowledge and passion with

    others, says Lombard, adding that last

    year some 300 individuals took part in the

    Jazz Master Classes.

    Lombard says the classes are structured

    aroundmusic technique and styles, instru-

    mentation and technology, and network-

    ing as an important skill for musicians.

    The Berklee College team will also run

    auditions.

    Meanwhile, the Urban Master Classes

    will be hosted by Camillo Lombard togeth-

    er with preeminent artists including the

    USAs Robert Glasper, and hip hop star

    Brother Ali, together with South African

    Ben Sharpa and ChefSpecial of Holland.
