In the last year, residents living along the beachfront have cried foul about the desig- nation of the fireworks site near the old tour- ism office. This was based on the City of Cape Town safety criteria which among oth- ers stipulate that the designated site must be at least 500m from a petrol depot. Due to the filling station at Marine Circle and the close proximity of homes, residents have chal- lenged the municipality’s decision. This also prompted a motion by ward 23 committee member Mandy Da Matta calling for the site to be removed. The motion was first tabled in November but voted as “not urgent” by the committee and fireworks were allowed on New Year’s Eve. The mo- tion then stood over. Shortly before this, the City received a let- ter from De Abreu and Cohen Attorneys who acted on behalf of the Table View Ratepay- ers’ Association (TVRA) and the Waves Edge Community Forum outlining their objec- tions. In addition to highlighting the safety criteria set out by the municipality, they outlined the regulations of the Explosives Act of 2003. According to the minutes of the ward com- mittee meeting, the motion did not appear on the January ward committee agenda due to an administrative oversight. It did, how- ever appear on the March agenda.     works along the beachfront during 2016.

    This follows a recent recommendation by

    the ward 23 committee that no site along the

    beachfront from Dolphin Beach to Melk-

    bosstrand be deemed as suitable for the dis-

    charge of fireworks on Guy Fawkes Day,

    Diwali and New Years Eve.

    In the last year, residents living along the

    beachfront have cried foul about the desig-

    nation of the fireworks site near the old tour-

    ism office. This was based on the City of

    Cape Town safety criteria which among oth-

    ers stipulate that the designated sitemust be

    at least 500m from a petrol depot. Due to the

    filling station at Marine Circle and the close

    proximity of homes, residents have chal-

    lenged the municipalitys decision.

    This also prompted a motion by ward 23

    Responding to questions posed by Tyg-

    erBurger, Deacon says a report contain-

    ing themotion and recommendation from

    the ward 23 committee will be considered

    by councillors tomorrow (Thursday).

    Asked whether the subcouncil can re-

    ject the recommendation, he says: Yes,

    the subcouncil can reject the ward com-

    mittees recommendation. It is however

    difficult to say or indicate on which

    grounds, but it can surely first establish

    from the relevant line departments what

    the consequences could be if an area is not

    identifiedand/ordemarcated for that pur-

    pose.

    TVRA chairperson Leon Alhadeff says

    they are ecstatic at the recommendation

    and hope it will be accepted by the sub-

    council. We are excited to hear that the

    desires and needs of our community are

    being taken seriously.

    ts chaotic here; everyone is scared.

    These are the words of a frightened

    community leader in Dunoon amid

    violent protests which have resulted in the

    arrest of 12 people.

    The protests, which kicked off over the

    weekend, relate to ongoing concerns about

    housing but community leaders say those

    looking inhaveno idea of how themajority

    of residents are suffering.

    According to a report from Milnerton po-

    lice, criminals have joined the protest and

    have started to target spaza shops owned by

    foreign nationals. Potsdam Road has been

    closed and residents say they are prevented

    from going to work and taking their chil-

    dren to school.

    They explain the issue arose last week

    when men from Khayelitsha started to rile

    residents to protest over housing. The men

    led a march down Potsdam Road on Friday

    8April to the City of Cape Town. Traffic was

    diverted as the groupmade their way to the

    Century City train station and social media

    feeds buzzed with warnings to motorists.

    At the time concerned residents in Du-

    noon called TygerBurger saying they were

    being held hostage by trouble makers.

    This week, police spokesperson Warrant

    Officer Daphne OReilly says opportunistic

    criminals have now joined and on Monday

    commenced with looting Somali shops.

    The community leader,who spoke on con-

    dition of anonymity, says onMonday sever-

    al properties were damaged. They are at-

    tacking all the foreigners now and we dont

    know what to do. Its a desperate situation

    and these individuals are ruthless. They

    damage anything and attack anyone. If they

    see you with a bag going to work, you will

    be targeted.

    She says while housing is a major issue

    in Dunoon as the cold winter months loom,

    not everybody agrees with the violence. For

    this reason a peace march was hosted on

    Monday and community leaders will soon

    meet to discuss possible solutions.

    You see, housing is a problem. Winter

    will comeandpeoplewill sleeponbeds filled

    withwater but this is not theway to address

    concerns.

    People looking at Dunoon must under-

    stand that there is a problem but these guys

    are troublemakers and are doing damage to

    our community. People are being fooled by

    these guys and everyone is scared to speak

    up because you will be targeted.

    We all have families to protect and we

    are scared.

    Being a criminal in a technological world

    is getting harder by the day as a new cloud-

    based and web and cellphone app is about

    to hit the street.

    A local IT company, Computer Guyz, de-

    signed a world first android app named

    PatrolMan which will link neighbourhood

    watches with its members, the public and

    the police. SMSalertswill keep everyone in-

    stantly aware of what is going on in their

    neighbourhood suspicious people and ve-

    hicles will be circulated and incidents will

    be highlighted.

    One of the developers, Craig Pedersen,

    elaborates: The full version of the app will

    be free until the end of the year. We already

    have 100 projects and 6 500 subscribers. It

    just keeps growing! The app is the brain-

    child of Pedersen. Initially he and his col-

    leagues wanted to design it for their local

    neighbourhood watch inMilnerton, but the

    cost and time involved saw them broaden-

    ing their horizons nationally. Subscribers

    are now from all over South Africa.

    According to him all neighbourhood

    watch exco members and patrollers will

    have access to the full app for free even

    beyond December. People who sit in their

    homes those who claim it is too cold to pa-

    trol the streets will pay R120 a year to use

    the Lite version. This version will include

    the news feed and the SOS function.

    Pedersen is no newcomer to neighbour-

    hood watches, having project managed the

    Milnerton CrimeWatch for the past decade.

    Its a product were really proud of and

    we have been taken aback by the huge up-

    take from watches countrywide. Theres a

    core of 10-12 peoplewhomanage and run the

    project, generally aided by 20 to 30 patrol-

    lers who actively walk or drive patrols in

    the area. Beyond this are a few hundred ac-

    tive and interested members. Our app ca-

    ters to all of these groups.

    Patrollers capture incident information

    and photos while on patrol. That informa-

    tion is in turn stored on a web server for

    monthly management reports.

    At the same time, if a high priority inci-

    dent is recorded, an SMSnotification is sent

    to the relevant street coordinator and

    projectmanager. Data usage is nominal and

    patrollers have the peace of mind of being

    able to summon help by activating the SOS

    feature which will send out three SMSmes-

    sageswith their GPS coordinates. A hotspot

    map shows patrollers where incidents are

    most commonly recorded in their area.

    The IOS version is expected to be released

    middle May.

    Residents rally to have

    their say over budget

    across Cape Town rally to have their

    say on themunicipalitys draft budget.

    The City of Cape Town has revealed

    their proposed expenditure for the

    2016/2017 financial year while mayor Pa-

    tricia de Lille has embarked on various

    public participation meetings and most

    recently discussed the municipalitys

    plans with residents living in the

    Blaauwberg Subcouncil area.

    Speaking during a public meeting in

    Table View last week, De Lille explained

    the Citys budget is allocated in accord-

    ance with the municipalitys five strate-

    gic pillars, namely Opportunity City,

    Safe City, Caring City, Inclusive City and

    Well Run City. In the past three financial

    years, the City has used the majority

    funds in the first pillar, Opportunity City.

    Here R61,5 billion has been spent on at-

    tracting large events and business, provi-

    sion and maintenance of water and elec-

    tricity equipment and infrastructure,

    looking after resources such as clean

    drinkingwater and effective public trans-

    port systems.

    According to her presentation the allo-

    cations for the next financial year across

    the five pillars include R24,9bn for theOp-

    portunity City, R3bn for the Safe City,

    R4,7bn for the Caring City, R2,6bn for the

    InclusiveCity andR5,5bn for theWellRun

    City.

    The mayor also revealed some of the

    proposed projects for the Blaauwberg

    Subcouncil area covering wards 4, 23, 29,

    32, 104 and 107.

    On the list of capital projects, R200 000

    is allocated towards the installation of

    CCTV cameras, R50 000 for sports equip-

    ment in Joe Slovo Park, R180 000 for a

    skatepark in Summer Greens, R60 000 for

    traffic calming measures in Summer

    Greens and R150 000 for the upgrading of

    the beachfront from Dolphin Beach to

    Eden on the Bay.

    Other capital projects include R150 000

    for a skatepark at Dolphin Beach, R50 000

    for signage in public open spaces in Park-

    lands and the upgrading of green spaces

    in Dunoon.

    De Lilles presentation also highlights

    the operating projects budget which in-

    cludes R100 000 for the cleaning of typha

    in Sunningdale and other various other

    social programmes for seniors, abused

    women and vulnerable groups.

    Looking back on projects over the last

    financial year, she highlighted the up-

    grade of the Atlantis Cemetery, the Pella

    Park development and the Dunoon Spray-

    park.

    The City has also now extended the

    comment period on the proposed budget

    to Friday 29 April.

    Deputy mayor Ian Neilson says by al-

    lowing more time on the draft R40,7bn

    budget, they hope it will give more resi-

    dents more time to scrutinise the docu-

    ment and to contribute their insights and

    suggestions.

    Wehave had to look very closely at bal-

    ancing the Citys operational needs with

    the realities on the ground and the broad-

    er context in which we are working. We

    have looked at where we can trim the fat,

    work more efficiently, get more value for

    money, and also alleviate the pressure on

    our residents where at all possible.

    The Citys draft budget, including bud-

    get-related policies and the proposed tar-

    iffs and property rates, is available at sub-

    council offices and libraries. Interested

    parties are invited to submit comments to

    grind at Hillcrest Wine and Olive

    Farm on Saturday and Sunday. The

    inaugural event is called The Grind and

    attracts proper athletes, corporate fun-seek-

    ogus abortion doctors and illegal ad-

    vertiserswill have to sell their services

    elsewhere. Parklands Main Road and

    the greater Table View area are becoming

    out of their reach as Ken Spies of the Table

    View Community Police Forum (CPF) is

    making his presence known.

    For many years now, Spies has spear-

    headed the removal of graffiti and gang

    tags in the hope of keeping his neighbour-

    hood clean.

    Each month the CPF hosts community

    clean-ups where residents armed only

    with gloves and bags head out and clean

    various areas including greenbelts. Ahead

    of the March clean up, Hendrik du Plessis of

    the CPF made a plea on social media for resi-

    dents to assist Spies in removing illegal abor-

    tion posters.

    It is illegal for anyone to post advertise-

    ments on bus shelters, dustbins, stop signs,

    lamp posts or sides of buildings. The abortion

    poster pasters visited our area again, and

    there [were] at [least] 300posterspasted tovar-

    ious spots on Parklands Main Road from Gie

    Road to Raats Drive, he wrote.

    Residents responded and along with Spies

    they removed more than 400 illegal posters.

    idespread concerns were raised by

    residents following the second reg-

    istration weekend, prompting the

    DA to investigate.

    In a letter sent from the DA head office to

    all ward councillors last week, it was stated

    that the IEC (Independent Electoral Com-

    mission) had confirmed that they have not

    removed a single voter or information of a

    voter, from the voters roll.

    According to the IEC a voter who has been

    verified and placed on the voters roll, can-

    not be removed.

    Only a voterwhohas applied for de-regis-

    tration in terms of section 10 of the Electoral

    Act, may be removed completely from the

    voters roll, the letter stated.

    Chaos ensued after an SMS went out from

    the IEC to about 5 million voters, requesting

    voters to update their address information.

    Voters became concerned about their sta-

    tus on the voters roll and this panic in-

    creased after reports in the mainstreamme-

    dia when Glen Mashinini, Chairperson of

    the IEC, warned that more than two-thirds

    of the voters roll could be disenfranchised

    due to the absence of address information.

    TygerBurgerwas flooded with complaints

    from readers regarding the issue, of which

    some were escalated to ward councillors.

    In most of these complaints, readers say

    their information could not be found on vot-

    ers lists at various voting stations.

    hear arguments regarding the addresses of

    voters on the voters roll and the impact that

    will have on the validity of the voters roll.

    A duo from Dunoon appeared in

    court last week after they were

    nabbed with an unlicensed fire-

    arm.

    According to a report from Mil-

    nerton police the two men aged 25

    and 28 were arrested in the Siyah-

    lala informal settlement.

    received a tip-off from residents

    and proceeded to search the mens

    home where they found an unli-

    censed firearm and two rounds of

    ammunition hidden behind a

    speaker. The firearm, known as a

    Baby Brown pistol, was handed in

    for evidence.

    This is a good example of what

    police can achieve with the assist-

    ance of the community. Manage-

    ment applauds officers for their

    dedication to root out criminal ele-

    ments in our communities.

    In an unrelated case, Milnerton

    police also arrested two people

    found in possession of suspected

    stolen goods in Rugby.

    property in Nahum Street follow-

    ing a tip-off and found three flat

    screen televisions, various cell-

    phones and bags. When ques-

    tioned, the two people could not

    trand are clamping down

    on poachers along the

    coastline.

    In a recent operation on

    Thursday 7 April two men, who

    are believed to part of a highly

    organised network of poachers,

    were caught with 452 abalone.

    Police spokesperson Consta-

    bleDebbieAlard says thedrama

    unfolded when the men were

    spotted bymembers of theMelk-

    bos Neighbourhood Watch.

    The poachers are highly or-

    ganised and operate in the area

    just before Atlantic Beach all

    the way to Koeberg. The neigh-

    bourhood watch has specialist

    spotters who keep a lookout for

    these guys because when they

    see police in the area they wont

    go into the water.

    Alard says the network is

    made up of spotters, divers and

    drivers. The spotters reportedly

    scout the area for police and if

    no officers are seen they alert

    the divers. The divers come in

    and go into the water to collect

    the abalone and here is where it

    gets tricky.

    Members of the neighbour-

    hood watch report all sightings

    of poachers and police gear up

    to take action. The problem is

    you cant arrest someone for be-

    ing in the water. Of course they

    operate late at night and in the

    early hours, making it hard to

    detect them. Once the divers

    have collected the abalone, they

    usually leave it between the

    rocks and leave it for collection

    by the drivers who then trans-

    port it out of Melkbosstrand.

    Alard says the divers swim

    like Olympians and cover

    large areas, and thick vegeta-

    tion makes for an easy hidea-

    way to store the abalone when

    police are spotted.

    lookout for poachers.

    According to a police report,

    Fortuner in Melkbosstrand.

    tigation was headed by acting

    headof detectives SergeantNeil

    Theron who followed all leads

    and arrested the two men in a

    complex in Long Street, Mait-

    land.

    The vehicle was not recov-

    ered, however the belongings of

    the complainant that were in-

    side thevehicle at the timeof the

    crime were found in the posses-

    sion of the suspects.

    The men are expected to ap-

    pear in the Atlantis Magis-

    trates Court this week.

    Table View Football Club (TVFC) is one

    step closer to their goal of building a new

    deck.

    This is thanks to a donation by TATA

    Paarden Eiland, who donated a club car

    andR30 000 towards the clubs fundraising

    efforts.

    Speaking at the handover, Ronnie

    Phipps of TATA says his son has been in

    the club for the last 20 years and eachweek

    he sees how families come together to sup-

    port their children.

    They are a family club giving so much

    back, and we wanted to do something to

    help them on their way.

    ClubmanagerChris Lewis says they are

    grateful for the donation and need to raise

    R100 000 for their new deck. The deck will

    be placed upstairs of the club house with

    a braai area and bar, giving parents a bet-

    ter view of the fields.

    The club also assists young boys from

    Dunoon by providing the funds to have

    them travel to the club and providing

    Housing protest sparks

    concern (TB, 13 April) refers.

    I live in Dunoon in a backyard,

    renting a hokkie. What is

    happening is a sorry state of

    affairs.

    As much as I would love to

    own a house one day, I do not

    agree with the housing

    protest that is currently taking

    place.

    I hear stories about a man

    from Khayelitsha who belongs

    to a certain political party and

    is the leader. That, to me,

    changes everything. Its a

    political housing protest,

    whatever you may call it. I am

    not a politician, in fact I

    dont like politics but I feel

    sorry for the poor people being

    used by politicians for their

    own agendas. The people must

    wake up the RDP is dead and

    buried; theres nothing for free.

    My 20c advice for the

    housing department is

    allocate the land, build low

    cost houses, introduce a rent

    to own scheme whereby the

    tenant would pay a fixed

    amount for a number of years

    then the house is his or hers.

    I am sure most of the people

    would dive head-first for an

    opportunity like that.

    the manager, Werner, and his

    private skole hulle ook verset

    teen die aksies van die Wes-

    An elderly Rugby resident shows the knife she believes a conman would have used as he stole valuables from her home last week.

    These are the chilling words

    of an elderlywoman fromRugby

    as she recounts the details of how a man

    conned his way into her home.

    Betty Botha says her ordeal played out

    over the last week and it all started when

    she received an odd phone call from aman

    named Benjamin.

    Themanknew intimate details about the

    elderly woman and asked her about pot-

    tery she sold.

    Bothas husband recently passed away

    and she says the man told her he was from

    the divisional council and needed to

    check her electricity meter.

    He randomly showed up at her home on

    Monday 11 April shortly after noon,

    driving a white bakkie, and asked to in-

    spect the meter. Botha says he told her he

    needed to check it to ensure that as a pen-

    sioner, she received a rebate offered by the

    City of Cape Town.

    He asked for a ladder and I gave it to

    him. He stood on it and looked at the box.

    He then told me to get on the ladder and

    look at something while he checked the

    plugs. Each time he toldme to count to ten.

    I thought something was wrong, but didnt

    say anything.

    The man quickly left and Botha locked

    the gate behind him. But she soon noticed

    something was wrong in her Farnworth

    Road home and went into her bedroom. To

    her horror she realised all her late hus-

    bands clothes had been stolen.

    Bill died so recently and I have not put

    his things away. Its still fresh to me and

    I just needed some time.Nowall his clothes

    are gone, she says, fighting back tears.

    Upset she went to her bed and found her

    jewellery box and a cardboard box had

    been tampered with. Here she discovered

    more than 10 rings and bangles her hus-

    band gave her as gifts over the years had

    been stolen.

    He knew I liked watches and I had just

    recently had all the batteries replaced. The

    man took it and now they are gone. Each

    one had a special meaning and he just took

    them. I am sure he will go and sell it.

    While trying to comprehend what had

    just happened, Botha went through her

    husbands belongings to see if anything

    elsewasmissing andnoticed a diving knife

    used by her husband had been removed

    from its holster.

    It was always there and my husband

    didnt use it for a long time. Just the other

    day I saw it had gathered dust and after

    Benjamin left and I realised he was just

    here to steal, I thought about it. The knife

    had been taken out and I think if I had dis-

    turbed him, he would have used that knife.

    It has not been used or moved in years and

    I believehe took it out.He couldhavekilled

    me.

    Visibly shaken and upset about her hus-

    bands belongings, Botha shares the pain

    of losing her husband and the items which

    marked memories of their marriage.

    The elderly woman displays her courage

    as she straightens up and says: But I

    thought I must share this with TygerBur-

    ger. Please alert other elderly people about

    this. I believe this man saw someone he

    could take advantage of. I hope people will

    take note of thiswarning and bemore care-

    ful.

    Milnerton Police confirmed the case and

    said no similar incidents have been report-

    ed. Police spokesperson Warrant Officer

    Daphne OReilly advised residents to

    check the identification of any person

    claiming to be an official before allowing

    them into their home. If it is an official

    person theymust have a form of identifica-

    tion. Also phone the council or company to

    make sure that there are people doing the

    rounds to check on electricity meters. En-

    sure that you have a good quality safety

    gate installed at the entrance door.

    erly residents in Blackheath to be aware of

    fake council and Eskom workers. They is-

    suedawarning inTygerBurgersKuilsRiv-

    er edition after two seniors living in the

    same street were targeted by fake inspec-

    tors.

    Another clean run: Runners gathered at Big Bay to participate in the second beach run hosted by Clean C as part

    of the Cape Town Classic Beach Run Series. So far the organisation has managed to raise enough to cover the cost

    of two bursaries for women from Joe Slovo Park. With three runs left in the series, they invite all Capetonians to

    take part and help them reach their target of five bursaries for five women. The next run will be a Full Moon Night

    Beach Run at Dolphin Beach Hotel on Friday 22 April. The run will start at 18:30 and all participants will receive a

    The Cape Town Science Centre in-

    vites all Capetonians and visitors to

    Cape Town to contemplate its new

    Miniature Marvels exhibition con-

    sisting of 48 small objects that make

    a huge difference in our everyday

    lives.

    The exhibition is about simple ob-

    jects that people take for granted but

    they each have a unique story to tell.

    Professor Mike Bruton, the curator

    of this exhibition, tells stories of the

    Post-it note that started off as a flop

    with a glue that wasnt strong

    enough and yet it is now used world-

    wide; Velcro arose because an ob-

    servant scientist noticed that cockle-

    bur seeds stuck to the fur of his sock;

    The Band-Aid was invented to heal

    the cuts of an accident-prone wife

    while the light bulb took decades of

    focused research on two continents

    to be perfected.

    The exhibition is the first of a se-

    ries of temporary exhibitions that

    will be on display in the Cape Town

    Science Centre for limited periods in

    2016.

    While some children prefer the free-

    dom of playing and running around

    barefoot, this simple and carefree ac-

    tion doesnt represent freedom for oth-

    ers even more so in the wet winter

    months in Cape Town, when the social

    and economic divides in our society

    are even more apparent in images of

    those who have and those who dont.

    In the community of Ocean View in

    False Bay, it is not uncommon to see

    kids walking to school with broken,

    gaping shoes or even no shoes at all.

    On Freedom Day, Wednesday

    27 April, the Sons of Thunder MC will

    drive change in this regard in Ocean

    Viewwith support from the larger bik-

    ing community, their collective net-

    work of local businesses, family and

    friends. In collaboration with NPO

    Royal Kids, the Sons of Thunder MC

    will host the fourth annual Soles 4

    Souls school shoe drive.

    The aim of this function is to hand

    over a minimum of 500 pairs of spon-

    sored school shoes to learners who at-

    tend Marine Primary School and

    Ocean View Secondary School before

    winter sets in.

    Bikers around Cape Town will ride

    in solidarity to create awareness of

    children in needwho, despite their cir-

    cumstances, still make the journey to

    school in broken shoes or without. Its

    a different walk to freedom for these

    kids, but one that the biking communi-

    ty wholeheartedly supports.

    The bike run will also raise aware-

    ness of biking safety and affirms the

    role of the biking fraternitys goodwill

    in serving the needs of local communi-

    ties. They are now calling on business-

    es, community social groups and indi-

    viduals to be part of this change and

    assist them in reaching their goal of

    donating at least 500 pairs of school

    shoes to a community in need.

    Readers can also sponsor one or

    more pairs at R120 per pair.

    The handover will be done at Just

    Wine Restaurant, Sanlam Business

    Park, Milnerton on Freedom Day at

    noon and all are welcome.

    he Air Force Base in Ysterplaat buzzed

    with excitement on Thursday as proud

    officers and their families gathered for

    a special medal parade.

    Officers of the South African National De-

    fence Force were issued with special Man-

    dela bronze medals.

    According to the citation thesemedals are

    awarded to officerswhopersonally provided

    medical care and attention to former presi-

    dent Nelson Mandela during his illness, or

    performed duties during the memorial ser-

    vice.

    This includes participating in any official

    ceremonial escorts, guards of honour,motor

    cycle escorts, andmanning the gun carriage

    andmedical aid posts or various other forms

    of support.

    The medals were awarded by Brigadier

    General Linda Selepe, director of command

    and control systems at the base.

    In his address, Selepe explained military

    medals are proudly displayed by soldiers all

    the world over as symbols of honour, brav-

    ery, loyalty and dedication to their country.

    It is also important to relate such

    achievements and subsequent recognition

    for excellent service within the context of

    the last 22 years of our constitutional democ-

    racy.
