KPPA CONFERENCE OVERVIEW – CELEBRATING 30 YEARS

This year’s conference, held in Louisville, Kentucky, at the Galt House, had a western theme entitled “Procurement…A New Frontier”. This year’s conference provided many educational and networking opportunities. A record number of approximately 180 procurement professionals attended. KPPA provided an evening at the Kentucky Science Center on the opening night. There were also many entertaining and knowledgeable speakers, a silent auction, and the Vendor Expo.

The Kentucky Science Center was a fun experience for everyone. Exhibits were open and engaging, a movie was provided, and ice cream made from liquid nitrogen was available. This networking session definitely provided both education and entertainment!

There were many sessions to choose from throughout the conference. The keynote speaker, David Rabiner, spoke about how to work effectively with others called “The Magic is in the Mix”. He quizzed the attendees on their personality traits, and each participant received a number based on their answers. This number correlated with of the individual’s behavioral style category. All throughout the conference, everyone discussed this presentation. Other sessions included various topics such as IT, Scope Writing, Improving Contract Review, Ethics, Customer Service, and many more. Joan Graham and Derek Davis supplied information on the upcoming Procurement Manuel.

MARCH IS PROCUREMENT MONTH “Procurement Pasta”

By LaDonna Purcell, CPPO, CPPB (Morehead State University) This year’s event will be held at Administrative Office of the Courts at 1001 Vandalay Drive on March 16th from 8:00 AM – 4:00 PM. What’s this Procurement Pasta, you ask? KPPA is going to provide pasta to be enjoyed during a networking lunch for everyone that attends the event. This is a great opportunity to network with procurement professionals across the state while enjoying some delicious food. The festivities will begin with a meet and greet session where coffee and donuts will be provided. During the morning the

official Proclamation will be presented declaring March as Procurement Month in Kentucky and KPPA Board of Directors will discuss what KPPA is all about. An update on Finance & Administration and sessions on Purchasing from Surplus Property, Elements of a Contract and PON forms round out the morning while KNAEP members will be in closed session to finish the morning. After lunch participants will hear updates from KPPA and NIGP and then the recipient of the VGP Award will be announced. Kentucky Office of Homeland Security will present Active Shooter Preparedness Training before Dr. Arron Thompson, Executive VP with CPE gives the closing speech to conclude the event. Join your colleagues from across the state as we come together to celebrate our profession and each other.

2016 NIGP FORUM SCHOLARSHIP PROGRAM FOR YOUNG AND/OR NEW

PUBLIC PROCUREMENT PROFESSIONALS

By Kathy Robinson, CPPO, CPPB (Finance OPS) The Young Public Procurement Professional and New Public Procurement Professional Forum scholarship program was developed in 2015 by the Forum and Products Exposition Committee to provide assistance to public procurement professionals 40 years of age or younger or for people new to the public procurement profession (three years or less). Last year 44 applications were received and seven people received financial assistance to attend the 2015 Forum. Forum scholarships are open to any Institute member.* To be considered, all candidates must meet these criteria: • Be a NIGP member in good standing • Be a first-time NIGP Annual Forum and Products Expo attendee • Submit an application on or before the deadline of March 15, 2016 • The applicant’s agency will not pay for Forum attendance Those applying for the young professional scholarships must be 40 years of age or less. Those applying for new professional scholarships shall be working full time and have been employed in the public procurement profession for three years or fewer. Application Requirements: • Submit a completed scholarship application form along with the following

supporting documentation: • An essay demonstrating an avid interest in a career in government procurement; • A copy of your current resume; • A recommendation letter on business letterhead from your manager or an agency

administrator who is familiar with your work, or a recommendation letter from the President of your local NIGP chapter.

Scholarship winners will receive $2,500 that can be used to cover expenses associated with attending the NIGP Annual Forum and Products Exposition including registration fees, meals, and travel expenses. Scholarship recipients will be expected to volunteer for two shifts working onsite during the Forum with the Quality Control Team (estimated commitment = 3 hours total). 2016 BOARD OF DIRECTORS SPECIAL ELECTION

The KPPA Board of Directors has voted to hold a special election during the morning session of the 2016 March Procurement Month event to fill a vacancy on the Board. The newly elected Board Member will serve until December 31, 2016. Candidates may be nominated by using the nomination form which can be downloaded by clicking on this link OR by nominating candidates from the floor during the morning session of the 2016 March Procurement Month event on March 16, 2016. Nomination forms must be sent to [email protected] and received by close of business on March 11, 2016. All Nominees, regardless of the nomination method, must be present during the morning session of the March Procurement Month event. Any KPPA member present is eligible to be nominated to the Board of Directors. All candidates accepting a nomination will be introduced to the General Membership and will give a brief self-profile. 2016 RELAY FOR LIFE The Relay for of Franklin County event will be held on Saturday, June 25, 2016 from 4 p.m. – 12 a.m. at the Frankfort Convention Center. KPPA will not have an “official” team this year, but we have selected this organization for our community outreach efforts. KPPA will be selling the previous year’s relay team shirts at our March Procurement Month event on 3/16/16. Cost of a shirt is only $5 and donations will also be accepted! FROM THE PRESIDENT’S PEN By Stacy Phillips, CPPO, CPPB (CHFS OPB)

It is my honor and privilege to humbly serve as your KPPA President for 2016 and our Association’s 31th year! I first want to thank the gifted members of the KPPA Board of Directors for their tireless dedication in leading us throughout their years of service. We also owe you, our members, a great deal of thanks for serving and supporting KPPA. Without you, we wouldn’t have a chapter of such high caliber. KPPA has three major events scheduled for members this year. The spring event “March Procurement Month” will be held on March 16, 2016

at the Administrative Office of the Courts (AOC). This is a full day event filled with a variety of educational classes as well as fun activities. KPPA will provide lunch so don’t miss this “free” training in honor of Procurement recognition for all the hard work each of you provide for your entity as well as for the organization. In May we will be hosting a Reverse Trade Show. Please contact Amanda Greer to join this committee! All proceeds go to fund Educational training for members. Also, mark your calendars…December 7, 8 and 9th is the 31st Annual Forum and Products Expo in Louisville, KY. This year’s conference is scheduled later than usual due to the Kentucky International Convention Center closure for renovation. All activities will be hosted at the Galt House this year. The conference committee is already planning this event so be sure to join this committee to help out. Contact Travis Trent for additional details. This year KPPA is partnering with the New Mexico Public Procurement Association in a “Chapter Swap”. The Board of Directors is very excited to announce that Kathy Robinson will be traveling to the NMPPA conference at the end of March. NMPPA will be sending a representative to our conference in December. This is a new innovation for KPPA as well as NIGP. At the March Procurement Month Kathy will be explaining this great opportunity. Mike Gustafson, Educational Professional Development Chair and his committee are working on 2016 NIGP classes to help our members with their professional development. These classes will be announced at the March Procurement Event. KPPA is a great Chapter in NIGP and it is due to all the great leaders and members that have served this organization. Thank you for serving and being a part of KPPA. This year will go quickly; take advantage of all the opportunities that are available. Looking forward to another awesome year!

CELEBRATING 30 YEARS! PROCUREMENT…A NEW FRONTIER

During the 30th Annual KPPA Forum held in October 2015, Kentucky Procurement Professionals began their journey toward a new frontier. To begin, first time attendees were welcomed by KPPA President, Ben McCray and introduced to the other Board Members, and were provided the opportunity to voice questions or concerns relative to the conference. Keynote speaker, Mr. David Rabiner got everyone thinking about diversity and how to better understand best practices for working with the various personalities in society and the workplace. He emphasized that we must “reach people where they live”, meaning we must appreciate and understand basic human differences in order to positively connect with others. “The Magic is in the Mix” presentation showed attendees that a collaboration of individual differences will prove to provide the most positive results in any situation. NIGP member, Joan Graham, CPPO, CPPB led the conference forward with NIGP news and upcoming events and explained how to become an NIGP member. Many other speakers guided participants through the procurement frontier with information on why IT is strategic, updates to the Kentucky Procurement Manual, information on prevailing wage, bettering customer service,

running a performance based procurement program, how to obtain the best results with less effort and cost, and many others. During the products exposition and luncheon, both vendors and buyers were able to network and learn from one another. The exposition was full of food, games, prize drawings, and more. This made for an exhausting, but very fun, exciting, and productive day. Following the exposition, there was an ice cream social that afforded a tremendous opportunity

for KPPA members to network with their peers and take advantage of the knowledge among the group. The 30th Annual KPPA Forum provided beginners with a wealth of information, new perspectives and learning practices for the experienced buyer, as well as networking and professional opportunities for all involved. As a first time attendee, I was able to coast through the new frontier of procurement learning the ropes from top ranked professionals, acquiring many new friends and colleagues, as well as information. I would recommend anyone involved in procurement to take a moment to mark your calendar for next year’s KPPA Forum. I’m sure it will be outstanding.

2016 NIGP FORUM GROUP REGISTRATION By Pamela Canary, CPPB, CPPO (City of Owensboro)

The NIGP Full Conference Member early registration fee is $905.00. KPPA is offering members the opportunity to save 15% off the 2016 NIGP Forum full conference Early Bird member registration fee by registering as a group. KPPA/NIGP members who want to take advantage of this offer must complete the NIGP form and submit to KPPA no later than April 15th, 2016. KPPA will submit the registrations to NIGP as a group. To submit a member with the Group Registration, a completed form with the Gaylord Hotel Confirmation number listed, along with payment of the $769.25, either by check, payable to KPPA, or credit card and must be received by the KPPA Treasurer on or before April 15th, 2016. TO LEARN OR NOT TO LEARN, THAT IS THE $700 QUESTION……..

Many of you have been asking about what NIGP classes KPPA will be offering in 2016. The Education, Professional Development, and Certification Committee have been working very hard on this issue and are very happy to provide the following information. The list below of the 6 NIGP Core classes has been requested from NIGP. Over the next several weeks, an Instructor will be assigned to each class and that class will then appear on the NIGP Seminar website. This website’s format changed back around October 2015 so it may appear differently if you haven’t checked it out lately. Each class costs $700 for KPPA and NIGP members ($900 for non-NIGP members). If you are interested in signing up for one of these classes, here is some GREAT news for you. The Education, Professional Development, and Certification Committee, together with the KPPA Board of Directors has developed a reimbursement plan for 2016. For the 6 NIGP Core courses listed below, the Committee is allotting $400 to each of the first 10 members for EACH class who register prior to 30 days from the class’s start date. This is $24,000 that will be going back to you, the KPPA membership, for YOUR education and professional development. THIS IS FANTASTIC. One caveat though, you must be a current KPPA member (as of January 2016) to receive this reimbursement money. At this point, all 6 of the below classes are scheduled to be held in Frankfort. If you are considering taking a class PLEASE SIGN UP AS SOON AS YOU CAN (once they are on the website). The class will not confirm if it has less than the minimum (8 students) registered 30 days prior to the class start date. DON’T WAIT TO SIGN UP. NIGP usually posts classes to their website if they are within 5 months so the later 3 classes won’t post to their website until later this Spring.

At this time, the Education, Professional Development, and Certification Committee is considering adding a CPPB Prep Class (2 days) and a CPPO Prep class (2 days) sometime prior to the October 2016 Certification exam window. The cost of each of these Prep classes is $500 for NIGP members. If you are interested in taking either the CPPB or the CPPO Prep class, or are interested in taking the certification exam, between May 2016 and May 2017, please email [email protected] and let him know that you are interested. If there is enough interest expressed then either 1 or both of the Prep classes may be scheduled (most likely for Aug / Sep 2016). TIPS OF THE TRADE

Commonwealth agencies are seeking to maximize their operational efficiencies, so it is likely they will identify cloud solutions for some of their applications. A cloud solution is one in which the application (the program), the data (information), and the equipment is hosted by a vendor or provider. The solution may be identified by the vendor as a cloud solution or a hosted solution. Conversely, the application, data, and equipment that remain in Commonwealth data centers are considered an on-premise solution. Currently, the Commonwealth of Kentucky requires any Executive Branch agency that procures cloud services for enterprise systems to obtain an exception to Enterprise Architecture Standard 2050 (Cloud Computing). An enterprise system is one that provides critical function to an organization and meets at least two of the following characteristics: 1. Provide primary operational services to an organization and/or its customer base; 2. Provides primary operational services across more than one group within an organization; 3. Provides primary operational services on which other applications and/or business operations are dependent. Because of the interdependence and integration of data and systems within the Commonwealth it is very likely that many, if not most, hosted solutions will raise to the meet the definition of an enterprise system. Additionally, all cloud/hosted solutions require additional diligence to ensure that the Commonwealth’s data and the data of its citizens are not compromised. The legislature has charged the CIO with the responsibility to safeguard all Commonwealth data. That responsibility cannot be delegated. As such, these solutions should be identified to COT at the earliest opportunity to ensure that data safeguards conform to Commonwealth security policies. As soon as a solution is identified as a possible hosted solution, it is recommended that the procuring agency engage with Enterprise Architecture and the CISO office to ensure that solutions will conform to Commonwealth policy. The Enterprise Architecture team is currently working on creating a stage-gate process document that will be shared in future newsletters. COT teams can also assist in providing language to RFPs or alternatives to technical approaches that will streamline the procurement process. This is the initial step in obtaining an EAS exception. When specific cloud solutions are proposed, it is recommended that the appropriate COT teams are engaged to review the technical approach to ensure it conforms to standards. When the vendor is finally chosen, a Kentucky Information Technology Standard exception should be requested for the specific vendor product to be implemented. Flag words that may indicate you are looking at a cloud solution:

PERSONALITY OF THE QUARTER By Jackie Watkins, CPPO, CPPB (DMA)

When you first walk into Patty Brown’s office you can’t help but notice the amount of University of Kentucky items that adorn her walls and shelves. Your attention will then turn to a smiling face decked out in UK rings, bracelets, earrings, necklaces, and tennis shoes to go with her special UK jogging suit. On some special game days Patty even has UK temporary tattoos on her face. Patty Brown is one of the most spirited UK Wildcat fans I have ever known, but more importantly she is the most dedicated, hardworking and caring procurement professional I have ever had the pleasure to work with during my twenty-six years in state government. Patty has worked in the public procurement field for almost thirty years in the Department of Military Affairs. She began her career in the Emergency Operations Center and for the last sixteen years she has served as the procurement and contracts expert in the Facilities Division. While Patty may be 67 years old, her energy level and passion for the job are second to none. Her morale is contagious and helps make the workplace a place where people really want to be. Despite the fact that Patty worked a second job that averaged about thirty five hours a week for twenty five years, Patty still comes to

work eager to make a difference. She truly is one of a kind! While Patty has been with the Department of Military Affairs for almost three decades, one of her most memorable moments was getting to tour the Wendell H. Ford Regional Training Center in Greenville, Kentucky. She thoroughly enjoyed the experience because she was able to see firsthand how the contracts and orders she had processed had improved the facility. As the improvements at the Wendell H. Ford Regional Training Facility demonstrate, Patty’s hard work at the Department of Military Affairs has not gone unnoticed. Mr. Chad Miller, Administrative Branch Manager in the Facilities Construction Branch, explained how important Patty is to the Department of Military Affairs, “Patty processes the majority of our construction contracts and she treats each contract with the same level of importance whether it is for $1,000 or $ 40,000. She is very thorough, patient, and always eager to go above and beyond the call of duty to get contracts implemented and executed in a timely and professional manner. She is always very poised and takes the job of procurement very seriously. Patty would be a star employee in any work environment!” Patty attended her first KPPA Conference in 1996 and while she has not been able to attend every conference, she has thoroughly enjoyed each and every conference she has attended. When asked what she liked the most about the KPPA Conferences, Patty said that it is undoubtedly the wealth of information presented during the sessions. Patty also looks forward to socializing with and learning from procurement officials from other agencies. She specifically remembers meeting the late Greg Hughes at one of the KPPA Conferences after

she had communicated with him about numerous procurement issues over the phone. Patty said that Greg had always been extremely helpful to the Department of Military Affairs especially during the federal fiscal year close out period and it was great to meet him in person at a KPPA Conference. When asked about what advice she would give to new procurement officials, Patty stated “to learn everything and anything about procurement regulations and procedures and to keep up to date since they frequently change. A strong work ethic is also very important and you need to be able to adjust to changes.” One of the younger procurement professionals in Patty’s branch, Ms. Crystal Sorrell, said that while Patty has taught her the importance of the procurement regulations and procedures, she has taken her under her wing and cared for her while training her. Patty’s mothering nature is just another quality that makes her such a great person to work with. When asked about the legacy that she would want to leave, Patty said that she would want people to remember her as being willing to perform her duties to the best of her ability and being easy to work with. I personally believe she has already exceeded this expectation as is illustrated in the following quote from Kentucky National Guard Chief Warrant Officer 4 Larry Goode, “There are many instances which I could cite where Patty has greatly contributed to the success of our mission. None would be so profound as her tireless efforts at the end of each federal fiscal year closeout period. It has always been and continues to be a very hectic time when the military plans all year and then obtains funds in the last month of each federal fiscal year. Patty has always given her best to ensure the contracts are completed on time in order to make sure the federal funds are obligated on time. There are also many times when there are troops on missions and they need materials immediately to accomplish the task. These items cannot be delayed since the troops are only on site for short periods. Patty always works very hard to make sure the soldiers’ missions are successful. Most of the soldiers out in the field don’t know what it takes to make these things happen, even less know who Patty Brown is, or what a vital role she plays in the process. Patty is a great example of people working hard behind the scenes to ensure the mission gets done.” All procurement professionals should take note of Patty Brown’s dedication, work ethic, caring and positive attitude! Thank you Patty for all you do!

KPPA will once again be hosting a silent auction at the Annual Forum & Products Expo. Our annual conference this year will be December 7th – 9th so it will be a great opportunity to purchase some last minute holiday gifts while supporting KPPA. The Kentucky Public Procurement Association (KPPA) was established in May of 1985 as the statewide chapter affiliate of the National Institute of Governmental Purchasing and chartered in October of 1990.

Membership Eligibility: Kentucky Public Procurement Association (KPPA) membership is open to all public officials (elected and non-elected), agents, officers and employees of the Commonwealth of Kentucky and it's political subdivision, school districts, and city and county governments.
