On June 14, 2005, NEDA Memorandum Circular No. 1, Series of 2005 was issued creating the National Task Force (NTF) to implement EO 42O.

Members of the NTF are the secretaries of DILG, DOF, DFA, DOJ, DOLE, DOST, DOTC, the Presidents of GSIS, SSS, PhilHealth, HDMF-Pag-IBIG, and PhilPost Corp. The chairmen of CSC and COMELEC are invited to participate in the meetings of the NTF.

The NTF consists of the NEDA Secretary as chairman and the chairman of the CICT as co-chairman.

On July 12, 2005, the Implementing Rules and Regulations (IRR) of EO 42O was issued.

On Aug. 23, 2006, PGMA launched in Malacañang the Unified Multipurpose ID (UM-ID) System, calling it the “People’s ID”

Some exemptions from the “Common Look” Card:

a. LTO licenses and PRC professional ID cards

b. ID cards/documents issued in conformity with international statutes, treaties, orstandards (DFA Passport; DOLE OFWs and Seafarer’s ID; and PhilPost Postal ID)

STATUS OF IMPLEMENTATIONSTATUS OF IMPLEMENTATION

The UM-ID proof design is now undergoing testing preparatory to the production of 5,000 UM-ID cards for the pilot agencies.

A total of 671 individuals from the three pilot agencies (NEDA, NSO and PHIC) are now enrolled in the CRN Registry and assigned their CRN nos.

The Automated Fingerprint Identification System (AFIS) is being fine-tuned by the CVEA for use in the biometrics-fingerprint verification of the UM-ID enrolees in the pilot agencies.
