It is my pleasure to welcome the UAE executives who have joined the 12th offi cial U.S. Embassy Abu Dhabi delegation to the Off shore Technology Conference held in Houston, Texas.

The Off shore Technology Conference (OTC) is the world’s foremost event for the development of off shore resources in the fi elds of drilling, exploration, production, and environmental protection. Each year, OTC attracts more than 80,000 attendees from over 100 countries and 2,500 exhibiting companies, making OTC a “can’t miss” business and networking opportunity.

I am delighted that we will have such a strong presence from UAE at this year’s OTC, with over 150 executives joining the offi cial delegation in Houston. I am equally pleased that so many leading American companies are represented at this year’s event, showcasing the innovation and strength of the U.S. petroleum industry. As one of the major global oil and gas events, OTC presents an excellent opportunity to meet the industry’s leaders and view their latest technologies. This is an exciting time for the oil and gas sector in the United Arab Emirates. Ongoing projects to increase production levels and modernize existing infrastructure, such as the ongoing work at the Upper Zakkum fi eld and the Shah Gas project, represent major areas of cooperation for U.S. and Emirati fi rms.

The United States and the United Arab Emirates have developed strong ties in the petroleum industry. I am confi dent this OTC delegation will foster continued close cooperation in this sector. I wish you a successful and profi table visit to OTC 2015.

Barbara A. LeafUnited States Ambassador to the United Arab Emirates

The United Arab Emirates (UAE) is a federation of seven emirates located on the Arabian Peninsula. The seven emirates are Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Fujairah, and Ras Al Khaimah. The total area of the UAE is about 32,278 sq mi with an estimated population of 8.5 million. Before the exploitation of petroleum deposits in the 1960’s, the UAE had a subsistence economy, which consisted of fi shing, harvesting dates, livestock, small-scale trading, and pearling. Today, the UAE has the second largest economy in the Gulf Cooperation Council (GCC) after Saudi Arabia. The UAE economy has grown to 1.45 trillion AED in 2013. The non-oil trade has grown to 1.2 trillion AED. In 2011, UAE was ranked as the 14th best nation in the world for doing business based on its economy and regulatory environment. The UAE has nearly 97.8 billion barrels of proven oil reserves, or about 8 % of total proven world oil reserves, and 212 trillion cubic feet (tcf ), of proven natural gas reserves, approximately 4.6% of total world proven natural gas reserves. The UAE is thus the fi fth largest gas reserve country in the world after Russia, Iran, Qatar, and Saudi Arabia. The majority of the oil and gas reserves are located in the emirate of Abu Dhabi, which holds around 94 percent of the UAE’s total oil and gas established reserves. UAE oil production capacity is currently about 2.8 million barrels per day (mb/d) and the Abu Dhabi National Oil Company (ADNOC) plans to expand its capacity to 3.5 mb/d by 2018. Natural gas production in UAE is also forecasted to rise to support increased crude oil production and power production.

The U.A.E. has been America’s top export destination for U.S. goods and services in the entire Middle East North Africa region since 2009 - with the two countries sharing upwards of $24.6 billion in trade in 2013.Central Bank data demonstrates UAE’s continued reliance on crude oil exports and despite high profi le eff orts to diversify the economy, the oil and gas sector provides around a third of the UAE GNP. Abu Dhabi National Oil Company (ADNOC) is the state owned company, incorporated on 27th November 1971, to operate in all areas of oil and gas industry. ADNOC supervises policy in Abu Dhabi, under the guidance of the Supreme Petroleum Council. Production is handled through joint ventures with consortia of international companies. In less than three decades, ADNOC has steadily broadened its activities through the diff erent joint ventures in exploration and production, support services to oil and gas industry, oil refi ning and gas processing, chemicals and petrochemicals, maritime transportation and refi ned products and distribution. ADNOC and its group of 19 subsidiaries originally planned to spend US$ 60 billion in upstream between 2013 to 2018, to increase production capacity.
