Bentley Miniature Railway management style

The Board of Directors of Uckfield Model Railway Club Ltd, delegate the operating management of Bentley Miniature Railway to a Director, who is appointed Operations Manager. The Operations Manager (OM) reports directly to the Board on all matters relating to the miniature railway. He is assisted by a number of members with responsibility for key areas within the railway, known as the Bentley Operating Committee (BOC). Key members of this committee have responsibility for Operations, Facilities, Safety, and Finance.

On each operating day, the OM will appoint a Duty Manager (DM), who has responsibility of the railway on that day, within the confines of the Track Safety Regulations, and current Policy. The DM will manage the provision of passenger services, and any staffing requirements.

The DM shall ensure that all staff completing their appointed roles, are adequately trained and in possession of the relevant competency. Any training, during an operating day, will be at the discretion of, and under the direction of, the DM.

Bentley Miniature Railway operates a continuous training policy, where key areas including Safety are revisited on a regular basis to all members. This regular forum offers a platform to deliver new and updated information relating to the changing face of the railway, and any relevant amendments in legislation.

Training on the Bentley Miniature Railway

All new members will receive an introductory session held by the Safety Officer and Operations Manager (or nominated deputies) to ensure consistency with the information given. This will include a basic synopsis of the railways operation allowing them to assessed as safe to be on site.

Each competency will be taught to interested parties by a nominated member with relevant background and competence (a mentor), and will be appointed by the Training Coordinator in consultation with the Safety Officer, and Operations Manager.

The Training Coordinator will ensure the new trainee is in possession of all relevant paperwork to undertake the training they seek, and ensure that it is both relevant and sensible.

Once the mentor is satisfied the tutee is ready for examination he will advise the Training Coordinator who in turn will arrange for the Safety Officer to assess the competence level from a safety perspective, and their knowledge of the Track safety regulations, before a nominated examiner with relevant background and competence, will examine the tutees skill at the competence assessed.

Examinations will take three distinct phases. A formal check where you will perform the task while shadowed by an examiner, followed by a knowledge check. The third phase will form a “probation period” where your performance will be monitored to ensure that you maintain the required standard outside of the formal training and examination.

All members, irrelevant of length of service may undergo discrete examination throughout their service to ensure that they maintain the high standard required by the railway.

Members holding Safety Critical roles will be required to be re-examined every three years to ensure the required standard is maintained.

Any member subject to an incident reported to the Duty Manger or Safety Officer may be subject to a investigation, and any relevant outcomes be recorded, including an entry made in their Competency booklet. This may include endorsements following SPAD offences, or where a potentially dangerous situation occurs.

This document sets out the required standard for each role within the railway and gives a guided path through which you can obtain the relevant competence to fulfil your individual goals.

A copy of each of the above are available for reference in the Railway Office at the Bentley Central station, together with a separate series of guidance sheets for the Signalling systems in use on the Railway.

Responsibilities of all membersThe miniature railway operates on selected days, carrying members of the public, and at other times for the enjoyment of members of Uckfield Model Railway Club and their invited guests. The operating regulations shall apply at all times that the railway is in operation.

The Health & Safety at Work etc Act 1974 places responsibility upon all persons for safety, both in the workplace and elsewhere. All persons who assist in the construction, operation and maintenance of this railway are responsible for the safety of the public and their colleagues and for all equipment in their care, as far as is reasonably practicable.

All persons operating the railway must be fully acquainted with, and obey, the relevant rules affecting them, be fully authorised as being competent to carry them out, and to carry out the instructions that may be given by other railway operating staff.

All persons operating the railway should register their presence by signing the Duty Register. The signature of personnel in this Register will serve as evidence that they have read and fully understood these regulations, and any notices, whether temporary or otherwise, posted for their guidance for the safe working of trains.

General requirements of All staffAll new members will complete a short induction to Bentley Miniature Railway completed by the Safety Officer. This will include important current Health and Safety information, and a guidance on how the Railway operates.

For the Health and Safety of all members, and visitors, all members of staff shall know the location of the First Aid box, and the current procedure to obtain assistance in the event of an emergency. They must also be aware of the correct current procedure for reporting any incident.

All persons who are to work on the railway should possess a Certificate of Competence, signed by the Operations Manager or deputy, indicating the competencies which the named person has been awarded. They shall have satisfied the Operations Manager, or deputy, that they have adequate knowledge of the operating regulations and are competent to carry out their assigned duty.

All staff under the age of 16 must be accompanied on site by a nominated responsible supervisor with their agreement. This would normally be a parent or guardian, but other members may take on this responsibility with the agreement of both parent and member involved.

The induction course will ensure all new members are fully acquainted with the current Track Safety Regulations, and are aware of the importance of and their responsibilities in the keeping of official records, and being aware of any temporary or posted notices.

This is further supplemented by regular refresher courses for all members to enable everyone to be brought up to date with any changes in operations, or legislation.

Staff employed in any trackside activity, including train crews, will need to demonstrate to the Safety Officer they are safe to be in that position. On full size practice, the area surrounding the track is refereed to as the red zone, and staff would be required to hold a current Person Track Safety certificate. On BMR, members are asked to demonstrate safe working practices, and will be given the competence of Red zone working.

Radio ProcedureBentley Miniature Railway uses radios available on a public network to communicate between train crews and the main Signal box, and between the Duty Manager and certain key operational staff (i.e. Level crossing Operators etc).

All transmissions may be overheard by other visitors, and it is vital for the public appearance of BMR for all radio communications to be professional, brief, not misunderstood, and inoffensive. For this reason, radios will only be issued to members on a role related basis. Each train will carry one designated radio, for communication to the Signal box, or to summon assistance in an emergency.

Radio communication should be kept to a minimum, and always ensure that information passed is accurate and cannot be misunderstood. This is of particular importance for reporting train position, and the nearest signal ID should be used. All transmissions shall be kept short, and be made via “Control”. If asked to wait, or stand by, please ensure you do not continue to speak as there may be more urgent traffic attempting to transmit.

Station Staff – All duties

Station staff are the most visible customer facing role on the railway. It is important that you provide the right image to the travelling public, and ensure they are kept well informed in all circumstances.

This area is broken down in to four roles, Porter, Booking Clerk, Dispatcher, and Station Master, each with their own competencies to me gained. During operational days with reduced staffing levels, some duties may be shared amongst, and discharged by, other station staff roles, or the train crew.

All new members will start off at Porter qualification who will undertake tasks and roles at the direction of, and under the supervision of the Station Master.

The Booking Clerk will ensure that the station building is kept clean and tidy, and that no items are “pinned” on to any wall surface. They are responsible for ensuring intending passengers have the correct ticket for their intended journey, and sales of promotional items are correctly accounted for separately from Tickets. They will work under the supervision of the Station Master who is responsible for the “cashing up” process at the end of the day.

The dispatcher is, as the name suggests, responsible for ensuring passengers are correctly loaded on to the next available train, and the train is dispatched safely and in a timely manner. They will also be responsible for managing arriving trains, and directing alighting passengers towards the safest route off the platform.

Station staff must ensure that all platforms, ramps and crossing places in the station area are clear of obstructions. Any infrastructure faults found must be reported to the Duty Manager who should arrange for prompt rectification or the installation of safety barriers/notices.

Booking Office Clerk The station Building is normally the first point of contact for new passengers. This facility will not only supply tickets to prospective passengers, it was also be the sales point for other promotional items such as postcards and key rings. All sales other than tickets, must be recorded separately. A low amount of stock is held on site to reduce the risk of damage due to changes in climate within the building, therefore stock levels should be monitored daily, and the Duty Manager informed of any item that needs restocking.

On occasion the station may be closed and tickets sold aboard the train. The Booking Office Clerk must also be competent at using the portable ticket machine.

New stocks of tickets are held within the secure cupboard in the Railway office, which is accessible by the Duty Manager. Ticket numbers should be monitored to ensure that they can be replenished before the last ticket is sold.

DispatcherPlatform staff are responsible for the safe operation of the platform area. Passengers should not be allowed on the platform until the train is stationary and ready to be boarded. At Glyndebourne Wood, the passengers should be kept back from the platform edge while trains are moving. Other duties include support to train crews (fuel and water provision), directing train movements within the station platform area, and ensuring passengers are safely aboard, and escorted from, trains.

Passengers showing signs of their intention to alight from, or join, a train in motion must be warned against doing so, by any member of staff.

ArrivalsTrains now operate from two stations with an intermediate stop at Glyndebourne Wood junction. Not all passengers will disembark from arriving trains. Where a train is set to terminate at a station stop, all passengers should be politely asked to leave the train, and if they require on-ward travel to join the queue for the next departure. Common sense must prevail here, in that, should there not be any passengers waiting, there is no need to make passengers leave the train, only for them to rejoin it immediately. There is no safety reason not to move the train between arrivals and departures with passengers aboard.

Platform staff shall ensure that all alighting passengers are safely disembarked from arrived trains, on the correct side, and that they have cleared the platform area before advising the train crew to proceed to the departure platform. A clear hand signal should be given to the Guard. For Driver only operated trains, the the hand signal shall be given to the Driver.

DeparturesDeparture platform staff shall be satisfied that it is safe, once a train has stopped, before allowing intending passengers access to the platform area. Where more than one train is in the station platform area, passengers should be directed to the first train to depart and advised how they may board safely.

Passengers will often want to leave wheelchairs, buggies, and other items on the platform while they are aboard the train. These should be parked safely away from the running line, and passengers should be advised that they are left at their own risk. Passengers may alternatively wish to carry these items aboard the train, in which case they should be safely stowed in the appropriate part of the train.

Trains are dispatched following a set procedure to prevent delays caused to other services. First, the dispatcher shall ensure that passengers are safely aboard the train, and that all tickets have been inspected before asking the driver if they are ready to depart. They must then ensure that the signal indication is clear before giving a safety announcement to the passengers. Only then may they advise the guard that the train is ready for departure, or for Driver Only Operated trains, advise the Driver that he can proceed. This is done with a clear hand signal.

In summary, trains are dispatched following a set procedure to prevent delays caused to other services. This procedure is as follows:-1. Ensure all passengers are seated, and all tickets have been checked;2. Ensure the driver and locomotive are ready to depart;3. Operate the appropriate “Train Ready to Start” button which will give the

Safety Guidance to the passengers;4. Confirm the signal has cleared, and all passengers are still correctly seated

before giving a clear arm signal to the train crew.

Dispatchers may also be called upon to sell tickets using the Portable Ticket Issuing Equipment, and therefore shall be competent in using this equipment.

Train Communication

Platform staff, and Guards will use whistles to communicate with the Driver. • Three short blasts of the whistle is an emergency “STOP” signal, and

may be used at any time;• Two blasts on the whistle signals to the Driver it is clear to proceed,

normally from a platform;• A single short signal is used to signal to pull forward within the

platform area.

Station MasterNormally this role is held by the Duty Manager, and is responsible for ensuring all Station duties are discharged correctly, and sufficient resources are in post for the current passenger demand. They will be responsible for any welfare issues of members of station staff, and at the discretion of the Duty Manager may be extended to train crews operating from that station. This will include ensuring members take sufficient breaks at appropriate times.

Train Crew

Train crews consist of Drivers and Guards, many of which will be trained to differing levels, with some being happy to take on additional responsibilities.

It is vital that Driver and Guard work together to ensure a safe, smooth passenger experience. The extension to Bentley East has resulted in trains being a long distance from the main part of the railway, sometimes being gone for 20minutes or more. Therefore it is now more important than ever to ensure that train crews are adequately trained to deal with any eventuality that could be expected during the trip. To this end, a number of grades have been introduced for both Driver and Guard role to ensure every service has an experienced and capable member aboard, whilst not turning the role into an elitist occupation where only a chosen few may run.

Such scenarios borne in mind include:a) disruptive passengers cause derailment at furthest point of railway;b) locomotive failure at Royal Oak (furthest point from relief siding);c) steam locomotive loses water and injector fails;d) steam locomotive suffers catastrophic failure of gauge glass.

Clearly this list is not exhaustive, but gives you an idea of the potential real scenarios that could, and have occurred on BMR, and must be dealt with by the train crew.

Overleaf lists the different levels of train crew, where it can be seen that Junior Guards can work with more experienced Drivers to enable them to learn in the role, while similarly new Drivers can work with experienced Guards who will be able to offer support in the event of an emergency.

The Driver competence is separated between motive power types, including Electric, Steam, and Internal Combustion.

Bentley Miniature Railway operates three distinct different types of Motive Power, being Electric, Steam, and Internal Combustion, and drivers will need to have the relevant competence before driving on the railway. Hybrid vehicles such as Petrol-Electric will require staff to be passed in both disciplines.

Driver All drivers will start initially as Cleaner Grade, and will be quickly mentored to achieve Passed cleaner stage enabling them to practice driving the relative locomotive type in the yard and steaming areas. This will progress to allow them to bring empty coaching stock in to the platform remaining within the “station confines”.

Having gained experience, you will then work towards “Fireman” grade (or Deputy Driver for Electric trains), which when achieved will award you a “Red permit” authorising the holder to drive freight and empty coaching stock trains on the main line.

The next grade to work towards is “Passed Fireman” (or Electric Driver) enabling you to drive with passengers with the backup of having a qualified driver on board the train working as train Guard, in the event of an emergency. This will award you an “Amber Permit”, authorising Passenger service.

The ultimate goal for drivers is to achieve “Top Link Driver”, which authorises the holder to drive any rostered train (subject to the owners authority) with passengers, with any qualified Guard.

Certain trains are modified to allow Driver Only operation, where mirrors are added to allow the driver to carry out the Guards function. This puts additional responsibility on the Driver, and gives rise to the final classification of Driver, and is only applicable to Electric, and I/C locomotives.

What you need to know!All train crews must have, as a minimum, a basic understanding of signalling procedure and control, as well as incident management and procedure. They must fully understand their safety critical responsibilities, and be able to demonstrate this under normal, and emergency circumstances.

Bentley Miniature Railway currently uses a mix of two, three, and four aspect colour light signalling, and semaphore signals, on double track, and over a length of single, bi-directional, line. The importance of respecting a red signal has never been more important. The signalling is designed to prevent errors, including the placement of turnouts against trains attempting to join the single line when another service is already signalled. Guards becoming aware of a signal passed at danger (SPAD) must cause the train to stop immediately using a audible warning (3 blasts on the whistle) and physically by use of the train brake valve.

All drivers MUST seek the authority of the signalman before accessing the turntable; Locomotives may be signalled from Horsted Yard.

Steam locomotive preparation1) Always confirm that the locomotive has a valid boiler test certificate (both

Hydraulic and steam tests). This should be shown to the Duty Manager before raising steam;

2) Fill the boiler with water to approximately ½ way up the water gauge glass, and check for any leaks or open valves;

3) Ensure the reverser is in mid-position, the drain cocks are open, and the handbrake is on. Fit the grate and ashpan;

4) Select a suitable electric fan/blower, or air blower and install in the chimney;

5) Charge the locomotive firebox with paraffin soaked charcoal or wood;6) Light fire. Once charcoal is burning well enough, add coal.7) Fill the cylinder lubricator with steam oil, and lubricate all oiling points;8) Keep observation on the boiler as pressure increases. If any significant

faults show, the fire should be dropped immediately;9) Once sufficient pressure is reached, remove the external blower, and use

the steam blower to continue;10) Bring the boiler gently to full running pressure so that the safety valves lift,

and confirm that the pressure does not exceed 10% over the normal working pressure.

11) Confirm at least two methods of pumping water into the boiler work satisfactory.

12) Finally ensure that all the wood and charcoal has fully burnt through, and make up the fire with coal. Failure to complete this step can result in loss of pressure on the proving run.

Battery Electric preparation 1) Before connecting the batteries, visually inspect the batteries for damage,

or anything untoward;2) Ensure all cables are free from damage;3) Connect the batteries correctly for the locomotive;4) Check the battery condition meter, if both green lights do not illuminate do

not proceed any further, and check with the Duty Manager;

Proving Run1) When you are happy that the locomotive is ready for service, contact

Bentley Control and request authority for a proving run;2) Normally you will be directed to the stock shed to collect passenger cars.

Couple up correctly, and ensure that the coupling pin has a secondary securing pin (either an “R” clip or a nut if a bolt is used);

3) Connect the vacuum pipe, and confirm the Guards train pipe gauge reads the same as the locomotive;

4) Complete a brake test and ensure the train is held stationary when the vacuum is destroyed;

5) When on the proving run, confirm the methods of getting water in to the

boiler still work correctly, and in the case of battery electric locomotives, that the battery meters remain in the Green area;

6) Once the train is proven, advise Bentley Control that the train is ready for service.

In service1) Ensure the train remains ready to leave as soon as it is loaded;2) In the event of a failure at any time, Bentley Control should be advised

immediately. 3) In the event that a steam locomotive cannot get water in to the boiler, and

the water level gets close to the bottom of the water gauge, the fire must be dropped immediately to protect the boiler from damage. In this event, the driver must remain with the locomotive, and the Guard will be responsible for the passengers.

4) At the end of service, the Duty Manager will advise when the train will be withdrawn from service. The signalman must be obeyed as to how to dispose of the rolling stock, and the locomotive be taken to the steaming bay.

Locomotive Disposal 1) For steam locomotives, ensure there is sufficient water in the boiler for

safety;2) Copper Boilers: The fire should be removed, and the pressure allowed

to drop to 30-40psi. Only then should the boiler be “blown down” to remove the remainder of the water;Steel Boilers: Ensure correct water treatment has been used, and fill the boiler as full as possible. Allow the fire to go out slowly.

3) The boiler should be allowed to cool gradually;4) The locomotive drain cocks should be left open;5) Once cool the firebox, and tubes may be swept clean.6) For battery electric locomotives, the batteries should be disconnected and

if being placed on charge, the associated charging diagram should be followed, depending on if being charged at 24v or 12v.

Special restrictions for Internal Combustion1) Petrol powered locomotives must only be refuelled away from the public

areas, and away from steam locomotives for obvious reasons. These areas have been identified, and shall include the HY3 headshunt, and the HY2 headshunt. Refuelling will not be conducted in platform areas, or on the main running line to prevent any disruption to passenger services in the event of an incident.

2) In any case, if refuelling during the course of operations, a second person should accompany the fueller and have ready a foam or powder fire extinguisher.

Level Crossing Operator

On the Bentley Miniature Railway there are currently two public crossings, one which is used on a daily basis, the other at events only. Both are covered by the local Signalling systems, and monitored remotely. Dependant on demand, the Duty Manager in consultation with the Safety Officer may decide to appoint a crossing keeper to monitor the crossing locally. All staff involved in this activity shall wear a High Visibility jacket at all times, and will ensure they have access to immediate communications with the controller, and appropriate signaller.

Level crossing operators provide a vital safety role on the railway, especially during busy events such as the Bentley Woodfair, when up to eight trains, and hundreds of public must cross each others path safely.

All operators shall be familiar with the current operating procedures for the crossing.

In relation to the Railway field crossing, the normal sequence of operation is as follows:-

1) A train approaching the crossing triggers the system (provided the track section beyond the crossing is clear. If it is not the system will not react until it is).

2) The bell will sound and the lights will flash to alert the public to the approaching train.

3) When safe to do so, the operator(s) will close the gates to allow the train to pass.

4) The operator must ensure the gates are locked by use of the latch.5) Once the gates are secure, a visual check is completed of the

flange ways, and if safe, the “crossing clear” button should be depressed.

6) The bells will silence, but the lights will continue to flash.7) If a second train activates the system the lights will continue to

flash, but the bells will not re-start.8) Once the train has past, check the lights have stopped flashing

(i.e. there is no second train) and re-open the gates to the public.

Crossing operators should be in possession of a BMR radio, and wear an earpiece to allow the signalman to pass messages to them quickly and efficiently. This is a safety requirement as the signalman will be aware of the location of all trains. This radio should remain at the crossing and be

passed between operators as may be set to a different channel to other activities. The crossing system activation is set at a predetermined location, it is not necessary to operate the gates before the system requests it, as this may cause unnecessary delays to foot traffic.

The level crossing is controlled by Glyndebourne Wood Junction Signal box, and any queries or faults should be reported without delay to the signalman at this location.

This location is one of the most visible public interface, and operators should be mindful to ensure their conduct is appropriate. They should be ready to answer questions relating to the railway and the event.

Permanent Way & Trackside working

The permanent way is clearly a vital part of the railway, and must be maintained to a high standard. Before any service train operates, the track must be inspected for any disruption or fault that has potential to cause a derailment or other risk to passenger or staff safety. In the past it has been standard practice to walk the track, however the railway is now a mile in length and this is not always appropriate. Indeed past experience has shown that this is not necessarily beneficial on a daily basis.

However, what is required is a daily inspection to certain degree to ensure the railway is visibly safe. This will include the clearance of any debris within the trackbed caused by rodents or other animals digging in to the track ballast, or beside the track bed. It will also include any foreign object placed either deliberately or naturally within operational area. Flange-ways must be checked, and any check rails must be physically inspected to ensure the flange-ways are unobstructed. This operation can be completed by rail, at slow speed, and may form a locomotive proving run.

In summary:1) All rails appear visually to be in gauge (i.e. there are no bulges at

track joints);2) All flange ways at level crossings and turnouts are clear and

unobstructed;3) All turnouts are free to move at the control of the signalman, and

are fully “home” in the direction they are set;4) There is no obstruction of the track bed due to animal activity

digging holes in the ballast;5) All level crossing gates are correctly secure.

The track will be subjected to a full track inspection on foot at least once every week (for daily running) or once a fortnight at any other time. This may be divided in to different sections at different times, but all inspections shall be documented as prescribed by the Permanent way manager.

This, more in-depth check shall be conducted on the running lines to ensure the suitability of the sleepers, and to ensure that there are no missing track fixing screws, or fish-plate bolts.

Track MaintenanceTrack maintenance should not ordinarily be conducted while passenger trains are in operation, however there are a number of circumstances where this is not practical, or feasible. These may include, but not limited to, S&T installations/repairs, track alignment adjustment, and work associated to the track ballast.

The deployment of a lookout should be considered as part of a dynamic risk assessment for each work site and work to be carried out. Consideration shall be given to the visibility of approaching trains before the maintenance site, and the severity of the restriction.

The start of the restriction shall be marked with a yellow flag, or warning board. The placement of additional warning markers should be considered dependant on the approach visibility. The termination shall be marked with a “T” board, and not a green flag. In the event that trains must stop, a Red flag must be displayed, and a member remain with the flag to ensure any approaching trains comply.

Any works will have a person in charge, and it is this person who is responsible for ensuring the safe passage of trains, and who will also be responsible for updating the Duty manager at the completion of any works.

Some works will need a total possession. In these circumstances the Duty Manager and Signalman must be made aware, and the person in charge advised of the limits of the possession. No vehicles should enter or leave the possession limits without the authority of the person in charge, and the Signalman.

On occasions when total line possession is to be taken by a works party, the point controls must be locked out by the signalman. Any unauthorised reversal of this will be dealt with appropriately by the Safety Officer and or Operations Manager.

Track side works are not limited to Permanent Way, indeed there are works to lineside fixtures and equipment, and maintenance to vegetation to be completed, and often while services continue. They will need to ensure any works do not obstruct the running line, and where this is may occur, action taken as described above to stop all trains and authorise each through once the track is visually inspected.

Signalman/Signal Technician

The Signalling staff roll is more than just a controlling the movement of trains about the railway, they are responsible for the safety of every train movement and every travelling passenger. This is a safety critical role.

The signalman is responsible for all train movements in the area under his control, except manhandled movements within the steaming bay area, and within the confines of a “track possession”, in the case of the latter, all movements into and out of a track possession will be under the direction of the signalman. All instructions shall be clear and concise.

Part of the signalman's duties is to ensure the correct information is recorded in the operating register, with details of trains entering and leaving the operating lines together with the appropriate time.

DiagnosticsThe signalman will be required to diagnose basic signalling faults. The signalling at BMR works on a treadle operated Track section principle, utilising two treadles at each change of section. The first of which (Treadle 1), wired as a normally closed switch, holds a latched relay energised, and when operated will cause the relay to de-energise resulting in the section occupation indicators to illuminate and the signal to display a red aspect. The second treadle, in the direction of travel (Treadle 2), is wired as a normally open switch, which is fed through the relay operated by the aforementioned first treadle, and energises the track section relay for the previous section, causing the track occupation indicators for that section to extinguish. The most common fault within the signalling system if for either treadle to either fail to operate, or become stuck in the operated position.

In the event of a treadle 1 either becoming open circuit, or being held operated, the associated section will remain occupied, and you will notice the indications flash, as a train exits the section and operates the treadle 2 of the next section in advance. This same result will be seen on the operation of the control panel “force clear” button for the associated section. Normally the treadle should be inspected for any foreign objects, or the cable connector (usually Bullet type) under the treadle replaced. If this does not resolve the fault, it should be reported to an S&T technician or engineer.

In the event of a treadle 2 becoming open circuit, then the section in the rear of the treadle will not clear on the passage of a train, but the section may be cleared by the operation of the control panel “force clear” button. In this case the usual fault is either the treadle having moved away from the rail head, or the bullet connectors in need of replacement. If this does not resolve the fault, it should be reported to a S&T technician or engineer.

In the event of a treadle 2 becoming jammed in the operated position, this will show itself as a section clearing immediately the section in advance is reset to occupied. In this case the treadle needs to be inspected for foreign objects, or adjusted clear of the rail head. Again if this does not resolve the fault, it should be reported to an S&T technician or engineer.

Other common faults are in relation to turnout operation, and issues with feedback from the turnout to the control panel. In these instances, a “nudge” button is provided on the power relay located in the adjacent trackside box to the point in question, and should be used to force the turnout to the desired setting. Where the issue is no route proving fed back to the panel, this will prevent any signals from being cleared over the turnout, and will require hand signalling until the fault can be rectified. In the case of a facing turnout, the power relay should be removed, and the turnout clamped in the correct position.

All other faults are normally best reported to the S&T Technician or Engineer if on duty, or to the S&T manager via the Duty Manager.

S&T TechnicianA signal technician shall be a fully qualified signalman, and have advanced knowledge of the workings of the electrical system, and interlocking used at each individual site. He should be competent at reading simple circuit diagrams and able to decipher unusual operations of signals in to a fault finding situation. It is vital for technicians to be able to complete basic fault finding tasks, and correctly report findings to the relevant Engineer to allow for fast, effective rectification of most faults.

Duty ManagerIt is important that the Duty Manager is fully qualified in all roles on the railway. During the Summer months, often there are only limited numbers of members on site, and thus it is essential that someone is able to manage the operation correctly, and fulfil all obligations.

Unless he delegates in advance to another named member, the Duty Manager shall be on site before the railway opens to the public, and before the railway is prepared. Likewise unless he delegates to another named person, the Duty Manager shall be the last person off site, and be responsible for ensuring all security measures are in place, and everything is switched off correctly.

The Duty Manager is responsible for the railway operation on that day, and it will be their decision as to what locomotives/trains operate during the day, subject to availability. They are responsible for ensuring every Steam locomotive in operation has a valid Boiler Certificate. And all staff are adequately trained for the role they are performing.

The Duty Manager will ensure that all members have signed in, and timed out, and that all locomotives in passenger service are listed in the operating log.

The Duty Manager is empowered to ask any member to leave the site if he believes their behaviour, or any other aspect, to compromise the safety or reputation of the Railway. In this event, the Operations Manager shall be advised immediately, who in turn will advise the Board of Directors.

Unless delegated to the Station Manager, the Duty Manager will be responsible for the welfare of all the members operating the railway on that day, and ensure that adequate breaks are taken in a timely order.

In the event of an incident on the site, the Duty Manager will take control once notified by Bentley Control. He will ensure the best qualified person attends to the incident, and ensure adequate staff remain on public posts to reassure waiting or travelling passengers. The Duty Manager will be responsible for completing an incident report, or accident report and sending the completed forms to the Safety Officer and/or the Operations Manager.

The Duty Manager will ensure he is fully acquainted with the Railway Risk Assessment, and Railway Incident procedures.
