Law 112/2013 (urgent provisions for the protection, restoration, and valorizationof Italian cultural heritage) under article 4, states• OA is mandatory for research publications derived from researches financed by at least 50% with public funds;;

• if the publication venue publishes at least 2 issues/year. • It may be provided either on the publisher's site or on an institutional or disciplinary repository, by depositing the publication's accepted version within 18 months (STM area) or within 24 months (SSH area) from publication.

The Italian Law

The law is in some sense ambiguous…… it is implemented on a case-­by-­case basis in project calls

Each research unit has to ensure the open access to allpeer-­reviewed scientific publications on the resultsobtained within the project, as provided for by the law legge 7 ottobre 2013, n. 112.

UniUD Policy

• The Political Committee is the Research Committee (a delegate from each department, the pro-­rector for research, the chief of the research office) plus the rector’s delegate for OA, a delegate of PhD students.It has to elaborate proposals for promotion, valorization, funding of OA. The proposals have to approved by Academic Senate.

• The Technical Committee is composed by persons with expertises on support to research activities, library science, information technologies, laws. It has to monitor the repository, support the authors, organize the promotion and valorization activities approved by the political parties.

In April 2015, the University of Udine adopted the IRISsystem to manage the repository of the research products

What is IRIS?IRIS is a solution developed by Cineca Consortiumto fulfill the needs of academic and research institutions. The IRIS IT platform makes it easy to collect and manage data on research activities and outputs within an organization. Researchers, administrators and evaluators are given all the tools needed to monitor research results, enhance visibility and allocate available resources.

• The author authorizes the University of Udine to retain and transmit to third parties the work deposited on the Institutional Repository. Such rights are granted on a royalty-­free and non-­exclusive basis

• The University has the right to modify the digital format of the work for technological needs

• Different conditions for closed and open deposit are considered

• The author can terminate the contract at any time

– The validation step mainly guarantee the correctness of the metadata

• On IRIS side:– Sherpa-­Romeo automatically checks the editor policy, when possible– A front page for the pdf-­file is automatically generated– Automatic import from Data bases and standard files

• OA journals managed by our researches are advertised on our web-­site

• Among these “Le Simplegadi” A class journal for the Italian evaluation system since 2015

• FORUM University Press is quickly increasing its OA collections

National Groups on OA

In my opinion…• OA is not evaluation. Unfortunately in Italy authors identify OA repository with national evaluations (VQR, ASN)

• OA cannot be imposed. In some research areas the dialogue with editors is still a major issue

• OA should be strongly supported through full-­time administrative staff
