UGANDA POLICE FORCE (UPF) Background The UPF is established under article211 of the Constitution of the Republic of Uganda 1995 and section 3 of the Police Act Cap 303. The provisions of Article 211mandates the UPF to protect life and property; preserve law and order; prevent and detect crime and cooperate with the civilian authority and other security organs established under the Constitution and with the population generally. The UPF is further guided by the Police Act CAP 303 of 2006 that provides modalities and authority of the UPF in executing these constitutional functions. It spells out the functions as:- To protect the life, property and other rights of the individual; To maintain security within Uganda; To enforce the laws of Uganda; To ensure public safety and order; To prevent and detect crime in society; Subject to empowerment from the Police Authority, to perform the services of a military force; and To perform any other functions assigned to it under the Act. Currently the Force has 44,601personnel improving the Police Population ratio from 1:1,734 in 2005 to 1:829 which has led to increased Police visibility country wide as a measure to prevent and detect crime. However, the personnel strength remains inadequate against the optimal requirement of 74,002 creating a gap of 40% in human resource. To continue with the recruitment and training to attain the international requirement of 1 police officer to 500 people ratio.

BackgroundThe UPF is established under article211 of the Constitution of the Republic of Uganda 1995 and section 3 of the Police Act Cap 303.The provisions of Article 211mandates the UPF to protect life and property; preserve law and order; prevent and detect crime and cooperate with the civilian authority and other security organs established under the Constitution and with the population generally.

The available staff housing infrastructure only accommodate 24%oftheentitledpersonnel,creatingagapof76%.TheForcerequires 30,886 housing units to accommodate all entitled

officersatthecurrentstrength.Forthenextfiveyearsatotalof77,538housingunitswillberequired,implyingthatonaverage,atotalof15,507unitswillhavetobeconstructedannually.

The NRM Government has continued with the constructionof barracks to provide a conducive and habitable living environment for the personnel. Temporary structures in the barracks are being replaced with permanent ones.

Health ServicesTo date UPF operates 78 Health Centres and offer generalmedical care to outpatients. The composition of medical services is as follows: 04 at Health centre IV; 10 at Health centre III,and62atHealthcentreII.OtherHealthCentresthatrenderservicesinclude:03MaternitycentresatNsambya(10beds),Masaka(5beds) andjinja(5beds);03AntenatalcentresatArua,MbaleandNaguru;ARTcentreatKibuliandrecentlyrolledoutArua,MasakaandMbale;2SMSminortheatresatKibuliandMasaka;Ophthalmology–KibuliPTS;Dental–KibuliPTS;andLaboratory-Arua,Jinja,KabalyePTS,Masaka,Mbale,Mbarara,NaguruandNsambya.All these caused improvedhealth careservice delivery to both the police and their families in addition to the general public.Other Health Facilities under construction include: Police

partnership with the Iranian Government - a 20 bed Poly Clinic facilityatNaguru;anda20bedmulti-specialtydaycareCancerCentreinKololo,Kampala.

Electronic Policing

ICT is a new Directorate established to meet policing demands relatedtomoderninformation,communicationandtechnologicaldevelopment. The achievements include installation and implementationofICTsystemsinkeypriorityAreas(CommandandControl, Crime investigations Records andmanagement;and Fleet management); Training of personnel in ICT skills and knowledge;andacquisitionofICTtoolsandequipment.

The following achievementshavebeenregistered:StandbyTacticalandRapidresponses;IncreasedandenhancedProtectionofSoftandHardTargets;Strengthened Intelligence gathering; Imports and exportssurveillance and Monitoring; Control and Management of Firearms and explosives in Government and Private Institutions; CoordinationandNetworkingwithall stakeholders; includingthe community and Public Awareness Programs which have reducedterrorincidents,inspiteofcontinuousthreats,creatingfavourable environment for business and economic growth.

Forensic Centre, NaguruA center of excellence in forensic services has been established in the Uganda.

AllexhibitsthatrequirefurtherforensicanalysisfromtheEACmember countries are referred to this centre.

Withafullyfunctionalcybercrimeunit,theUgandaPolicenowhas the capacity to exploit cellular phones, computers andother electronic gadgets to retrieve information of evidential value in support of CID cases. Established a well-equipped scene of crime department andtrained the personnel.

By the end of 2016 a Breeding Center comprising of twenty four(24)kennelsandaDogClinicconstructedatNaggalamainMukonoDistrict.Thirty(30)dogkernelswerealsoconstructedupcountry.Eightyeight(88)BreedingDogshadbeenprocuredwhich has enabled the Unit to expand from twelve (12)upcountryUnitstofiftyseven(57).Agingdogswerereplaced.The Unit has been able to procure a number of specializedTraining equipment and raised the training standards of theUnit. Six (06) specialized Canine Carrier vehicles have beenprocured to help in delivering dogs and trainers to different Training Venues and scenes of Crime. Improved operational capabilityoftheUnitintrackingsuspects,recoveringexhibitsand more convictions secured in courts of law.

The breeding center will support replenishment of old dogs and saving on the importation.

Community Policing The principle of community policing is now a hallmark in all UPF operations.Throughtheprinciple,UPFhasestablishedsystemsandnetworkssuchaswatchschemes,mediaprogrammesandweeklycommunitybarazastoenforcepopularvigilanceinthecommunities.This enabled to engage the general public to work hand in hand with police in a proactive manner to reduce incidences of crime.UPFhasestablished liaisonofficeswithprofessionalstaff inall stations which has improved community access to law and

order services.Crime prevention seminars conducted for both police communityliaisonofficersandcommunityvolunteersascrimepreventers to operate in a professional way.

ChildRightsStrategydevelopedtocoordinateandharmonizeresponses to child rights violations.Child and Family Affairs specialists in collaborations with all stakeholders involved.CommunityPartnershipPolicyhasrestoredpublicconfidenceand enhanced success in restoration and maintenance of justiceandruleoflawinUganda.

MuyengaPolicePost-Kabalagala,KampalaModelCommunitypolicing approaches were rolled out to other parts of the country.Community policing policy has been greatly appreciated by the community. The output has been pro-people policy formulation and implementation with high success rates.
