• The subject 20-acre site is developed with the Simon Family Jewish Community Center (JCC) includes a fitness

center, pool, locker rooms, café, child care facility, administrative offices, educational facility, assembly areas, outdoor tennis courts, and playing fields.

• According to City records, the facility was constructed in 2004. It was classified as a “Private Club/ Athletic Club,” which was permitted under the Zoning Ordinance as a matter of right. Since that time, the Ordinance has been amended, and this use is now classified as an “Assembly Use,” which requires a Conditional Use Permit in the O-2 Office District.

• As part of this Conditional Use Permit, the applicant wishes to install two, 31-foot by 40-foot storage sheds on top of one of the existing outdoor tennis courts. Three outdoor tennis courts will remain and two of the outdoor tennis courts have recently been converted to parking spaces.

• The storage buildings will be prefabricated metal buildings, 12-foot in height, with beige wall panels and brown trim.

The subject site is located within the Pembroke Strategic Growth Area, specifically the Southern Corporate District. The Pembroke Strategic Growth Area 4 Implementation Plan identifies the existing community center to remain. The Southern Corporate District includes iconic corporate offices and commercial properties along I-264, the existing Corporate Woods and southern portion of Independence Boulevard corridors. In order to promote the high visibility, the plan envisions a showcase of medium-rise office buildings transitioning to smaller scale, reduced-height office/retail buildings and residential dwellings as one moves south towards Bonney Road.

The site is located within the Chesapeake Bay watershed. There do not appear to be any significant natural resources or cultural features associated with the site. The proposed storage units are located over existing impervious tennis courts.

Master Transportation Plan (MTP) and Capital Improvement Program (CIP) Grayson Road in the vicinity of this application is considered a two-lane undivided collector street. Grayson Road has a 60-foot right-of-way. Grayson Road is not addressed in the MTP. There are no CIP projects scheduled in the vicinity of this site.

Water The site currently connects to City water via a three-inch domestic water meter (City ID# 61841034) and fire meter (City ID# 95037195). There is an existing eight-inch City water main along Corporate Woods Drive, an existing 12-inch City water main along Grayson Road, and an eight-inch City water main along Little Drive. Sewer The site currently connects to City sewer. There is an existing eight-inch City sanitary sewer gravity main along Corporate Woods Drive, an eight-inch City sanitary sewer gravity main along Grayson Road, and an existing eight-inch City sanitary force main along Grayson Road.

The Simon Family Jewish Community Center has been serving the local community at this location for the past 12 years. The community center is compatible with the surrounding office and residential uses and has provided recreational and cultural experiences to many of the Hampton Roads residents. The applicant proposes to add two storage buildings at the rear of the site. The buildings will be installed over top of two existing tennis courts, which are out of sight from the right-of-way. There is a strand of mature trees between the proposed storage buildings and the adjacent office building that will, in Staff’s opinion, provide sufficient screening between the uses. Given the location and size of the storage buildings, Staff does not anticipate any adverse impacts on the adjacent properties. As such, Staff recommends approval of this application as conditioned below.

1. When installed, the proposed storage buildings shall be in substantial conformance with the size and location

shown on the submitted site layout entitled, “UJFT Community Campus- Proposed Storage Buildings.”

2. If any of the mature trees located between the proposed storage buildings and tennis courts and the adjacent property to the north are removed, it shall be replaced with a tree of the same or similar species. Approval shall be given by the Development Services Center Landscape Architect prior to installation of any replacement tree.

3. All necessary permits from the Planning Department, Permits and Inspections Division, must be obtained prior to installation and occupancy of the storage buildings.

Further conditions may be required during the administration of applicable City Ordinances and Standards. Any site plan submitted with this application may require revision during detailed site plan review to meet all applicable City Codes and Standards. All applicable permits required by the City Code, including those administered by the Department of Planning / Development Services Center and Department of Planning / Permits and Inspections Division, and the issuance of a Certificate of Occupancy, are required before any uses allowed by this Use Permit are valid. The applicant is encouraged to contact and work with the Crime Prevention Office within the Police Department for crime prevention techniques and Crime Prevention Through Environmental Design (CPTED) concepts and strategies as they pertain to this site.
