    UKRAINES Foreign Minister LeonidKozhara, pictured, has stated on Febru-ary 3 in Munich, Germany, that the Euro-pean path of Ukraine does not contradictthe development of effective cooperationwith the Russia. He stressed the impor-tance of the established course towardsEuropean integration of Ukraine and the

    priority support for good relations withRussia.

    Improved terms of trade with Russia,improvements in economic growth inthe European Union will make it possibleto achieve the GDP growth in Ukraine of3% in 2014, analysts believe. Accordingto forecasts of the Organization for Eco-

    nomic Cooperation and Development,the Eurozone in 2014 will come out ofthe recession and achieve a small GDPgrowth of 1%. Economy is expected tobe the most active in the second half of2014. It is noteworthy that the Russianeconomy is also in the growth zone atabout 1-1.5%. Tus, it remains optimalfor Ukraine to maintain and developcooperation with the EU and Russia.And, according to analysts, particularly

    Ukraines European path doesntcontradict cooperation with Russia

    Ukraine has taken into considera-tion the approval of the Resolution onthe Situation in Ukraine by the EuropeanParliament on February 6, 2014.

    Te document contains a series of sig-nals that coincide with the approaches ofthe Government of Ukraine towards thesettling of the political crisis in our coun-try. Seeking for a mutually acceptable po-litical and legal compromise in terms ofovercoming the crisis through a peaceful

    dialogue, prevention of violent actionsand guarantees of respect of the rightsand freedoms have always been and re-main the basis of actions of Ukrainianauthorities.

    At the same time, it is a cause for disap-pointment that certain bias is displayedin the assessment by the European Par-liament of the actions of the Ukrainianauthorities, and in the fact that thoseassessments tend to ignore major partof the constructive efforts of the leadersof Ukraine, aimed at building trust andmaintaining peaceful and inclusive dia-logue with the opposition and the civilsociety.

    Ukraine confirms that the course ofEuropean integration and continuationof social, political and economic reformsremains an invariable priority of ourcountry.

    Today the government is

    preparing its proposals for

    the Road Map for the implemen-

    tation of the Association Agree-

    ment. We expect that the Ukrain-

    ian delegation will discuss the

    Road Map with representatives

    of the European Commission inBrussels soon.

    HE WORLD BANK analysts placedUkraine on the 112th spot in the DoingBusiness 2014 rating. In 2013, the grad-ing embraced comprehensive compara-tive analysis of 189 worlds economies.Overall, Ukraine has made reforms in

    eight areas and improved its rating in sixout of ten areas of business regulation.

    In 2013 Ukraine has demonstratedsignificant progress in dealing with con-struction permits jumping from 183rdto 41st position. Te specialists of DoingBusiness explain such improvement bythe countrys introducing a risk-basedapproval system and simplifying theprocess for registering real estate owner-ship rights.

    Additionally, Ukraine made trans-

    ferring property easier by streamliningprocedures and revamping the property

    registration system. Te recent reformsmade Ukraine climb 52 notches reach-ing the 97th position in registeringproperty.

    Reportedly, Ukraine is set to continuemaking improvements in all areas of

    business including the ones indicatedin Doing Business report. We plan toenhance the usage of remote and digi-tal means for registering businesses.Particularly, we will enable getting thenecessary business documentation

    via Internet, introduce the messagingframework for monitoring the docu-ments and install the respective facilitiesin 120 Ukrainian cities, noted DmytroVorona, chairman of the State Registra-tion Service of Ukraine.

    He expects Ukraine to jump another60 positions in 2014.

    Te European Bank for Reconstructionand Development launched a new pro-gram in Ukraine, which is aimed at sup-porting the development of sustainableenergy sources and energy efficiencyin the country. Te programs fundingamounts to $100 million.

    Te sustainable energy financing pro-gram is a continuation of the UkrainianEnergy Efficiency Program implement-

    ed in 2007 - 2013.Loans will be issued to Ukrainiancompanies to enhance energy efficiency,reduce energy needs and, respectively,preserve the environment.

    An operating agreement on shale gasproduction between Ukraine and theU.S. oil and gas company Chevronmay be signed in March 2014.

    Terefore, Chevron will be ableto actually start development ofthe Oleska field in Lviv and Ivano-Frankivsk regions.

    In November 2013, Ukraine al-ready signed a production-sharing

    agreement with Chevron.According to the document, thecompany intends to invest about $10billion in production of hydrocar-bons in western regions of Ukraine.

    An investment program of the RoyalDutch Shell for 2014 was approved lastweek.

    Te company signed a $10 bln shalegas deal with the Ukrainian governmenton January 24, 2013 in Davos. In Sep-tember 2013, Shell and Yuzovsky Na-dra signed the operating production-sharing agreement on shale gas, whichresulted in investor company right for

    legal and actual start of work on explo-ration and production of hydrocarbonsin Yuzivska field in Ukraines east.

    HE OAL installedcapacity of renewableenergy facilities grew

    by 81.7% in 2013, theState Agency for EnergyEfficiency and EnergySaving of Ukraine reports.Investing in renewableenergy continued to gainmomentum in the last fewyears in Ukraine.

    Renewable energysources such as wind andsolar farms, biomass,small hydropower plants

    produced 1.5 billion KWhin 2013.

    Tis system obliges manufac-turers, importers and sellers

    of electronic equipment tocollect and reuse or recycleelectronic waste.

    According to the UNEnvironment Programmeestimates, the world annu-ally produces about 50 mil-lion tons of electronic waste,which accumulates 3 timesfaster than any other waste.Recycling of electronic wastecontributes to the rational

    use of resources. For exam-ple, every year Germany re-cycles waste for half a trillionEuros, and the share of wasterecycling reaches 65%.

    In Ukraine, the figure isonly 5%, but with WEEE in

    place, government expertspredict an increase in theproportion of recycling up to30-35% by 2020.

    Creation of a well-func-tioning system for collectionand recycling of electronicwaste in Ukraine is an im-perative.

    Currently the country isusing 53.6 million mobileunits, it annually imports

    around 300,000 laptop com-puters, 277 million batteries,which are potentially hazard-ous waste, unless properlydisposed or recycled.
