Policy Overview: • UNCW updated its Alcohol Policy, Policy 05.303, to recognize the

authority of H.B. 389 (N.C.G.S. 18B-1006(a)).

• The conditions for the sale of unfortified wine and/or malt beverages at certain sporting events is subject to:

– All applicable conditions in the current policy.– Sales occur only in athletic facilities for which the university has

been issued permits by the North Carolina Alcoholic Beverage Control Commission.

– The University may establish specific times for alcohol sales during the event.

– The University may establish limits for purchase and consumption on premise.

– All sales must be in accordance with North Carolina law.

Procedures Overview: • Aramark has received a North Carolina Alcoholic Beverage Control

Commission Temporary Permit (to be made permanent by January 2020) and a City of Wilmington Privilege License for Trask Coliseum. This procedure will be repeated for additional venues.

• Beer and wine will be sold at new stations in Trask Coliseum – separate from existing food and beverage concessions. Locations were determined in coordination with the city fire marshal.

• In conformance with similar venues’ best practices, UNCW plans to initially sell beer in cans and/or plastic bottles only – not on draft.

• There will be one line downstairs, selling beer, wine, and snacks such as chips and popcorn.

• For men’s games, there will also be up to eight lines upstairs, in the Golden Hawk Room, selling beer, wine, snacks and some hot foods.

• A wristband is required to purchase alcohol. Downstairs and upstairs, there will be a station where fans can receive a wristband. Trained workers will check ID before issuing a wristband.

Procedures Overview (continued): • Everyone serving beer or wine in Trask Coliseum (hereafter, “the

arena”) will be a certified and properly trained server.

• Beer or wine will not be sold to anyone who appears to be intoxicated.

• Per state law, each sale may include only one beverage (beer or wine) per transaction.

• Officials will be added to monitor fan safety and behavior inside the arena.

• Beer and wine sales will begin when gates open 90 minutes prior to tipoff and stop at the first media timeout in the second half for men’s basketball games, and at the beginning of the third quarter for women’s basketball games.

• Policies and procedures may be adjusted as conditions evolve.

Action Item• BOT Resolution from July 19, 2019:

“BE IT RESOLVED, the Board of Trustees directs the staff to report to the Board on the specifics of the locations, permits, policies, and practices developed for implementation in general conformity herewith, and to obtain Board approval of the permitted sale of alcoholic beverages prior to the first permitted event.”

• Action Item: Having provided the applicable information pertaining to the location, permitting, policies, and practices pursuant to the sale of alcoholic beverages at athletic events in Trask Coliseum, UNCW hereby requests the Board of Trustees to approve the sale of alcoholic beverages at athletic events in Trask Coliseum beginning on October 26, 2019.
