YetVietnam is still characterized by a strong state and veryweak civil society. What is striking is the almostcomplete absence of NGOs active in monitoring of lawsand policies implementation, reporting violation andclaim compensation for affected people. This weaknessimposes real costs, notably in the environment sector.Without independent oversight and advocacy,environment is polluted, natural resources and biodiversity are degrading. The aim of this project is toexpand the number and quality of local environmental NGOs by capitalizing on IUCN s close relationshipwith government, which allows it to promote greatercivil society participation in environmental monitoringand reporting.
