Background & History

� Why a State Green Building Code?

� AB 32 - Global warming & greenhouse gas

emissions (GHGs)

� Buildings are the 2nd largest contributor to

GHG emissions

� Reduce GHG emissions to 1990 levels

� Reduce grid-based electricity by 20% in state

owned buildings by 2015

was mandated by the State legislature to

create new ‘green’ building regulations to

regulate construction for compliance with

provisions of AB 32

� Developed by CBSC with help from HCD,

� CalGreen Code is Part 11 of Title 24, California Code of Regulations

� Not based on any existing model green code such as ICC model code

� 4.106 Site Development

� 4.106.1 General

� Preservation and use of available natural

resources

� Minimize negative effects of the construction

and future building on the site and adjacent

areas

� Through evaluation and careful planning

Energy Efficiency

� 4.201 General� HCD does not regulate mandatory energy efficiency

standards in residential buildings

� Refers you to the California Energy Code for mandatory requirements

� Refer to note%

“%the California Energy Commission believes specifically, a green building should achieve at least a 15% reduction in energy usage when compared to the State’s mandatory energy efficiency standards.” %HCD does not require compliance with levels beyond those required by the Energy Commission.

4.303 Indoor water use� 4.303.1 20% savings in overall indoor use

� Two methods for achieving this

� Provide a schedule of plumbing fixtures showing a

20% reduction per Table 4.303.2

Provide calculations showing a 20% reduction in

the “water use” baseline as established in Table

4.303.1

5 items listed in 4.408.2

� Reduce air contaminants that are odorous,

irritating and/or harmful to the comfort and

well being of a building’s installers, occupants,

and neighbors

� 4.503 Fireplaces- direct vent sealed

� Wood / pellet stoves- EPA, AQMD, local ord.

� Moisture content of framing lumber 19% max. prior to enclosing- provide proof to enforcing agency

� Insulation protected from moisture, damaged material should be replaced

� Buildings over 50,000 sf must have separate water meters for:� Every tenant projected to consume more than 100 gal/day

� All laundry, cleaners, restaurant or food service, medical or dental office, laboratory, beauty salon, barber shop projected to consume 100 gal/day

� Any building within a project or space within a building projected to use more than 1,000 gal/day must have a separate meter

outdoor potable water where landscape areas are between 1,000 sf & 5,000 sf (Water Code s535 applies for over 5,000 sf)
