Background & History
Why a State Green Building Code?
AB 32 - Global warming & greenhouse gas
emissions (GHGs)
Buildings are the 2nd largest contributor to
GHG emissions
Reduce GHG emissions to 1990 levels
Reduce grid-based electricity by 20% in state
owned buildings by 2015
Background & History (cont.)
 California Building Standards Commission
was mandated by the State legislature to
create new ‘green’ building regulations to
regulate construction for compliance with
provisions of AB 32
Developed by CBSC with help from HCD,
DSA, SFM, CEC
Background & History (cont.)
CalGreen Code is Part 11 of Title 24, California Code of Regulations
Developed by CBSC with help from HCD, DSA, SFM, CEC
Not based on any existing model green code such as ICC model code
 Original effective date% August 1, 2009
Not a points based plan such as LEED or other rating system for compliance
Chapter 1 Administration
 Section 101.2 Purpose
Purpose- “%to improve public, health, safety
and general welfare by enhancing the design
and construction of buildings through the use

and demolition that minimizes the building’s
impact on the environment, the occupants
and the community.”
Chapter 3 Green Building
