Philosophy

It is the philosophy of U.S.D. 333 Education Plan that staff development is a combination of education and personal experience, which leads to professional growth of certified staff. The ultimate goal is better learning outcomes for students resulting from the continuous growth of certified personnel. We believe that learning is a life-long process and that change is constant. Therefore, the goal of the U.S.D. 333 In-Service Plan is to facilitate the professional growth of certified staff members to help them meet individual and institutional needs.

The District Professional Development Council

Definition/Purpose The Local Professional Development Council is a representative group of local certified personnel, which advise the local board of education in matters concerning the planning, development, implementation, and operation of the In-Service Education Plan. Composition The members of the Local Professional Development Council shall be representative of the certified personnel employed by the local district. The membership shall include at least as many teachers as administrators and be selected by the group they represent. Method of Selection The representatives to the Local Professional Development Council should be selected solely by the group they represent on or before May 1st. Term of Membership We encourage each member to serve no less than a one-year and not more than a three-year term and may not serve succeeding terms. The membership will be on a rotational basis so continuity is maintained. Vacancies If a member of the committee should leave the employment of the district or resign from the Local Professional Development Council, the vacancy shall be filled according to the selection procedure of the committee. Officers The officers of the Local Professional Development council shall consist of a Chairperson, a Vice Chairperson and a Secretary/Recorder. All officers will be elected for a term of one year by consensus of the members and shall begin their term at the first meeting in the fall. Vacancies in officer positions will be filled by a majority vote of the Local Professional Development Council. The duties of the officers shall include but not be limited to: Chairperson:

❑ Calls and conducts all meetings. ❑ Calls special meetings as needed. ❑ Carries out any other duties as described in this document or as assigned by the

Local Professional Development Council, Superintendent, or local Board of Education.

Vice-Chairperson: ❑ Acts in the absence of the Chairperson. ❑ Carries out any other duties as requested by the Chairperson or Local

Professional Development Council. Secretary/Recorder:

❑ Keeps the record/minutes of meetings. ❑ Maintains a file in the local district of all the Local Professional Development

Council minutes, correspondence, and all other pertinent documents.

Questions, Answers, and Definitions

Abbreviations included in this document: PDC: Professional Development Committee SIP: School Improvement Plan IDP: Individualized Development Plan or Point AE: AdvancEd Accreditation SAP: Salary Advancement Point KSBE: Kansas State Board of Ed. KSDE: Kansas State Department of Ed. 1. Are you required to participate in IDPs? Yes. Every teacher will be required to compile

a file documenting professional growth with one individual SMART goal. Individual goal needs to be aligned to district and building goals based on student data. By the end of September of the school year, every teacher must have their individual goal approved by administration. PDC points used for licensure renewal purpose cannot be approved until a IDP goal has been submitted.

2. What are my responsibilities? You are responsible for maintaining the documentation of

your professional development activities, completing the proper forms on-line, and delivering the documentation to USD 333 Human Resources or the PDC Committee upon request. Individual goals will be revisited on a yearly basis.

3. Who do I ask if I have a question about my Individual Development Plan or

transcript? Direct your IDP questions to your building PDC member listed in this manual. 4. Who awards Professional Development Points? The final points awarded will be

determined by the Professional Development Committee. 5. What do in-service points mean? For the most part, in-service points would refer to any

activity described in this document related to professional development. This includes college credit.

6. Which activities qualify for salary advancement points? See the Negotiated

Agreement, provided by your building administrator for up-to-date information. 7. Which of my in-service points may be used for licensure renewal? The last five

years of in-service points should qualify. The Kansas State Department of Education determines the acceptance of points previous to that date.

8. How do I check for the expiration of my current license or other credentials? Go to

ksde.org and find the information under License Lookup. 9. What is the process for licensure renewal using in-service points? Licensure

renewal is now complete on-line through KSDE and Greenbush. Staff eligible to renew

will follow the steps and procedures outlined at KSDE under the “KLAS - Licensure Application System.” A guide on how to do this can be accessed in the PDP toolbox. Through this site, staff will be notified what forms to complete as well as if fingerprints will need to be submitted. Throughout the license cycle, staff are responsible for updating all IDP points in the PDC toolbox as well as sending any official college transcripts to Human Resources at the USD #333 BOE office. (See the Negotiated Agreement for qualifications to obtain licensure reimbursement).

10. What about summer activities? Points will be awarded in the fall for summer in-service

activities (which were pre-approved by the building administrator) in the same manner as other activities completed during the school year. The IDP calendar runs from July 1 through June 30. IDP points will be applied to the appropriate school year. If salary advancement points are requested and approved, they are awarded according to the negotiated agreement.

11. Do my points transfer from one district to another? In-service points transferred to

this district must have been approved by the previous district. Recertification points may be transferred. See your PDC representative for more information. Salary Advancement Points will start over on the first day in the new district.

12. What are the three levels of implementation? A three-point rubric is used by schools to

report progress on staff development goals. Knowledge: Teachers know something that was not known before. Application: Teacher consistently uses this knowledge and skill on the job. Impact: Student learning is improved and this is demonstrated by appropriate

assessments that are aligned with specific improvement targets. There is a three-tier incentive system for points:

Knowledge level = one point per clock hour basis Application level = 2X the knowledge level points Impact level = 3X the knowledge level points

13. Do I need documentation when applying for Application on Impact Levels? To

receive application and impact points complete process through the PDP Toolbox. Additional documentation may be required.

14. What are the three areas?

Content: Ex: about math, social studies, etc. (whatever your discipline). Professional: Ex: workshops about discipline. Service of the Profession: Ex: PDC workshop, NCA, Site Council.

15. Does College Credit need to be included in my professional plan? Yes, any college

credit earned needs to go through PDC. 1 College Credit = 20 IDP Points. An Official College Transcript must be submitted to Human Resources at the USD 333 BOE office or to the PDC Chair.

16. Does a person have to be employed by USD 333 to file a Professional Development Plan? Any person who is employed by or resides within the unified school district is eligible to file a professional development plan with the district PDC for licensure renewal purposes. Participants not employed by USD 333 will be charged an enrollment fee.

17. When can my license be renewed? Renewal can be submitted no more than six (6)

months prior to expiration. 18. Is Staff Development evaluated by the building in USD 333? Yes, Staff Development

Activity Evaluation Forms are completed by staff on the PDP Toolbox.

19. Are renewal requirements the same? The same total number of credits or credits/professional development points are required, based on level of degree held:

Bachelor’s Degree

160 professional developments points, half (80) of which are semester credit hours

Master’s Degree 120 professional development points, no specific college credit requirement. Points may be earned through any combination of college credit and other activities

20. I am currently certified and earned my graduate degree prior to July 1, 2003. Do I

still have the two “master’s plus experience” options for renewal? Yes, you are “grandfathered” by regulation 91-1-207. As long as you have not already used both of your “master’s plus experience” options for renewal, you may still utilize this “experience only” option for future renewal(s). Remember, you must have three years of accredited experience during the license you are renewing to use this option.

21. What if I move out-of-state and let my Kansas license expire? Contact KSDE for

more information. 22. What if I don’t teach out-of-state but let my license expire? Contact KSDE for more

information. 23. How can I find information on specific questions on licensure?

Call the State Department of Education at (785) 291-3678 or visit http://www.ksde.org on the internet.

24. What are the renewal requirements of a retired teacher? ½ the amount of points

(Bachelors = 80; Masters = 60) Retired teachers can not renew on Masters of retirement. 25. What should I do if ttransfer districts? Request a transcript from the PDP Toolbox.

Student teaching (Supervising teachers can receive 20 points for each student teacher. If the student teacher is shared among staff members points will be awarded accordingly.)

● Due to KSDE regulations only PDP points that pertain to the content area as outlined by your teaching license can be used for recertification.

● Webinars need to be documented by copying a link into your reflection on the PDP Toolbox. Points will be awarded for actual seat time.

● Salary Advancement Points (as documented in the current negotiated agreement). 1. Educators making a presentation or facilitating a workshop to the staff should receive

two hours of preparation time points for every hour of presentation time. One Hour of Presentation Time (One ISP Point) = Two Hours of Preparation Time (Two SAP Points). Salary advancement points can be earned at the knowledge level above and beyond the contract (duty) day.

2. If a teacher is requesting over 20 points for one single activity he/she must obtain prior approval from an administrator or PDC.

3. If a teacher is already receiving supplemental pay for a professional development activity no IDPs or SAPs can be earned.

INSTRUCTIONS FOR THE PDP TOOLBOX:

1. click on Internet and type in:

go to - PDP Toolbox Login Here Web Site

type in 333 in first box; first name.last name (i.e.

krystal.breese) for user name and then panthers for

password if you have not changed it.

2. click on the button that says your account. You will now see your IDP

transcript.

INSTRUCTIONS FOR REQUESTING INITIAL POINTS (KNOWLEDGE LEVEL)

AFTER A CONFERENCE or INSERVICE:

1. sign into the website as indicated previously. Click on your account.

2. click on new points request or the title of the conference/inservice you

attended

NOTE: Steps 3-8 should already be done if you submitted a “New

Learning Event” before you went to the conference.

3. New knowledge level activity – fill out the activity title/description

boxes. Write a short description of the conference

4. type in the number of points you are requesting. Number of points is

equal to the number of hours you were at the conference/event.

5. fill out the date and time information.

6. select one of the goals that are provided and type in the title of the

conference you attended

7. choose the category – content, professional education, or service to the

profession

8. college hours – if requesting college hours fill out course information

(1 hour college credit = 20 points)

9. type in what kind of evidence you have – brochure, notes, transcripts,

etc.

10. type in a response to the question, “What do I know now that I didn’t

know before?”

11. optional to type in a comment in the last box

12. click on submit in order to receive points

INSTRUCTIONS FOR REQUESTING APPLICATION OR IMPACT POINTS (knowledge

level has already been received)

1. located under the section of “points request”,

click on the title of the workshop you are requesting

points for

2. complete the boxes as requested

Application points are reviewed by PDC Committee.

Additional artifacts/support may be required.

3. FOR IMPACT POINTS – do a “screen shot” after

completing step #2 and staple one of the following to

the copy to submit to building principal:

INSTRUCTIONS FOR UPDATING/CHECKING YOUR PREFERENCE

Log onto PDP Toolbox. Click on Your Preference. Make sure your name is typed

in as it appears on your license. Update/verify your contact

information.

1. Under Account Access verify your username and email. Here is

where you can change your password.

2. Under Teaching License make sure you type in the date your

license expires and the term of your license. Most professional

licenses are a 5 year term.

INSTRUCTIONS FOR SETTING YOUR PERSONAL GOAL

1. Log onto PDP Toolbox

2. Click on Goals. Either update your current goal or select new to

add a goal.

3. To add a new goal or update goal:

a. Select goal (by parent goal). 2.

b. Select a category from the provided list.

c. Type in your personal goal and fill out the statement/outcome box.

d. Select Action plan….not Submit For Approval.

4. Complete each box in the action plan to the best of your ability and add a

target date (i.e. Spring 2020) for each level. In each box, explain what

kind of activities you plan to do or would like to do to grow professionally.

This plan could carry over to the next school year. Once completed, click

Submit for Approval.

2. Click on Your Account to access your IDP transcript.

3. Select Request Transcript for Licensure Renewal.

4. Fill out the necessary boxes and click submit. NOTE: make sure all

requested points have been approved before requesting transcript.

A. All district inservices points will be entered for you by your building PDC chair.

B. Staff must sign the attendance roster sent by the building PDC chair when attending district inservices for verification and approval of points.

C. The PDC chair will then issue a points request in the PDP toolbox. However, staff must complete a reflection on the PDP toolbox and submit it for approval to be awarded points.

How often do I have to submit my points?

A. The PDC committee has implemented a timeline for points approval. The PDC will accept points from the current school year/semester until January classes begin and the end of May each school year. In other words, points you are requesting during the Summer/Fall/Winter semester must be submitted before January classes begin and points for the Winter/Spring Semester are due by checkout in May. If you are requesting points from previous years, they aren't guaranteed for approval. When submitting points with college credit, you need to submit an official transcript to Human Resources for approval.

Reflection Sheet on Professional Reading Staff members may earn professional development points by reading professional books or journals and completing this reflection sheet. (5 points / book 1 point / journal article)
