Asbestos

Naturally occurring mineral fiber Once widely used in building materials and products

for fire resistance Intact, undisturbed asbestos-containing materials

generally do not pose a health risk

Page 32: (Unit Environmental Compliance Officer [UECO] Oversight) Training

Common Uses in NJARNG Buildings

Page 33: (Unit Environmental Compliance Officer [UECO] Oversight) Training

General Information

Present in most of NJARNG buildings For remodeling, contact the facility armorer

or regional maintenance manager Summary asbestos management plan:

http://www.nj.gov/military/installations/all_facilities.pdf.

Asbestos laws require maintenance not removal

Presenter
Presentation Notes
Asbestos is present is some form in most of our buildings. If facility commander wants to remodel the building, please contact the facility armorer or regional maintenance manager. If you don’t know who your armorer or regional manager is, contact Ms. Rosemary Trocki at (609) 530 7128. They’ll help you prepare the proper paperwork to conduct the remodeling work. OEC reviews project requests to ensure asbestos isn’t impacted and removes it when necessary. A summary asbestos management plan for all our facilities is at http://www.nj.gov/military/installations/all_facilities.pdf. This is not a comprehensive report. There’s no law that says we have to remove it just because it’s there. The laws ensure we maintain it so that it isn’t a hazard to building occupants.

Presenter
Presentation Notes
It is not just a matter of asbestos exposure. NJARNG staff performing self-help weekend projects without proper clearance from CFMO-EMB can be exposed to lead-based paint and PCBs among other toxic chemicals.

Hazardous Materials

Hazard communication or “HAZCOM” is a program to tell workers about the hazardous materials used in the workplace.

Page 38: (Unit Environmental Compliance Officer [UECO] Oversight) Training

What Is A Hazardous Chemical?

• Any chemical that can harm your body.

• Most industrial chemicals can cause some harm.

• It depends on the dose.

Presenter
Presentation Notes
Some chemicals are more toxic than others. Just a little bit of some chemicals entering your body could harm you. Others are much less toxic and it would take great amounts entering your body to do any harm.
Page 39: (Unit Environmental Compliance Officer [UECO] Oversight) Training

Program Requirements

Written Hazard Communication Program

Responsible Party Material Safety Data Sheets (MSDSs)

or Safety Data Sheets (SDSs) Labeling Chemical Inventory Training Recordkeeping

Presenter
Presentation Notes
The Hazard Communication Program requires: Development of chemical inventory list for each site. Annual updates. Responsible Party. The person(s) who can provide additional information and usually updates the program. Maintaining Material Safety Data Sheets (MSDSs) onsite for each chemical used or stored at the facility. All containers are properly labeled. Hazard communication training. Re-training for employees when new hazards are introduced. Documentation of hazard communication training. All original and secondary containers are properly labeled. Hazard communication training for new employees. Re-training for employees when new hazards are introduced in the workplace. Each site shall document hazard communication training and keep on file for three years. Training includes: An explanation of the Hazard Communication Program. An explanation of MSDSs and how to access an MSDS. A review of chemicals used on site. A review of the locations of work areas using hazardous products. Identification of hazards associated with the use of chemicals. A review of protective measures required for specific hazards. An explanation of the labeling system used.

Hazardous Materials

Inventory Control Material Safety Data Sheets (MSDSs) and

Safety Data Sheets (SDSs) Material Compatibility Maintaining Material Shelf-life

Presenter
Presentation Notes
Inventory Control Required by Federal Worker Communications Act, New Jersey Worker & Community Right-to Know Act, and all other applicable programs. Required to prevent waste generation Material Safety Data Sheets Provide compatibility information, information about associated hazards, specific handling procedures, spill response measures. Maintain a MSDS binder Use Hazardous Materials Information Resource System (HMIRS) or http://www.msdssearch.com/. Material Compatibility Use MSDSs to determine what types of chemicals can be stored together and what types must be segregated.
Page 42: (Unit Environmental Compliance Officer [UECO] Oversight) Training

STORAGE ROOMS and LOCKERS

42

Page 43: (Unit Environmental Compliance Officer [UECO] Oversight) Training

STORAGE ROOMS

Must be accessible Dispose of excess unusable paints,

chemicals, cleaning liquids, broken spray containers through supporting FMS

Label all excess chemicals/materials before disposal

43

Presenter
Presentation Notes
All storage rooms must be in order, items shelved and appropriately marked and floor free of debris. Flammable items must not be stored in closets. Flammable products must be stored in cages or supply rooms in approved lockers. Items must be stored in larger storage areas throughout the facility. We have no award program for trying to get as much as we can in a storage room. This type of storage is not acceptable and a potential fire and safety hazard.
Page 44: (Unit Environmental Compliance Officer [UECO] Oversight) Training

Out-of-Date Products = Shelf Life

Dates are key to the shelf life (Chapter 4 –Hazardous Material Management)

Local purchases do not have a published expiration date. – Call the manufacturer

Page 45: (Unit Environmental Compliance Officer [UECO] Oversight) Training

Shelf Life

Supply Clerk Responsibility –Type I or Type II Materials Type I: Alphabetical shelf-life code and an expiration

date. – Not extendible. – Disposed of within 30 days

Type II: Numeric shelf life code and either a test date or an inspection date.

– Extend through visual inspection or laboratory testing– Must be used, extended, or disposed of within 90 days

Page 46: (Unit Environmental Compliance Officer [UECO] Oversight) Training

Broken Lamps

Keep the area well ventilated

DO NOT use a vacuum! Wear latex gloves Place in sealed container Treat broken lamps,

cleanup materials as hazardous waste

Carefully clean up fragments and powder

Wipe the area with a damp disposable paper towel

Place all fragments and cleaning materials in the broken lamp container

Presenter
Presentation Notes
Immediately contain all releases of universal wastes and other residues from universal wastes. Safe cleanup of broken fluorescent bulbs differs from cleanup of conventional broken glass or incandescent bulbs. 99% of the mercury is typically contained in the phosphor, especially on lamps that are near their end of life. A typical safe cleanup usually involves careful disposal of any broken glass, as well as any loose white powder (fluorescent glass coating), in accordance with local hazardous waste laws. A wet towel should be used instead of a vacuum cleaner for cleanup of glass and powder, to reduce the vaporization of the mercury into the air. Call the regular lamp recycler to see whether or not they will take the broken lamps. All cleanup materials should go into the sealed container for proper disposal.
