    Dear Mr. Manning:

    CH2M HILL has prepared this letter on behalf of Republic Silver State Disposal Service (RSSDS). RSSDS has been asked to evaduate the installation of morutoring wells near the toe of the Sunrise Mountain LandfiU. Based on recent sampling results, SSDS does not beheve that it is appropriate to install monitoring wells at this time. This letter summarizes background information on the LandfiU including applicable closure requirements, new water quality monitoring results, and a proposed groundwater monitoring program. This memorandum includes a summary of the results of recent groundwater and surface water sampling events.

  • samples coUected from the landfill. These data do not indicate a release from the Landfill. The following subsections describe recent data coUected from these media.

    Groundwater Samples Groundwater samples have been collected from three wells located downgradient and/or cross gradient of the Sunrise Mountain Landfill. No organic compounds were detected in the samples collected from the wells.

    Wells LG223 and LG224, located approximately 2 miles south of the Landfill were sampled on September 18 and 22,1998, respectively, by Converse Consultants West. The samples were analyzed for volatile organic compoimds (V(XIs), select inorganics, and total dissolved soUds (TDS). These sampling results are included as Attachment 1 and include cover letters, field sampling forms, site maps, chain-of-custody (C-O-C) forms, and laboratory analytical results.

    A water sample was collected on October 1,1998 from a water tank used to store water from a well operated by Nevada Ready Mix. The well is located approximately 2 miles west of the landfiU. No organic compounds were detected in the sample. The results are presented in Attachment 2, which includes a site map, C-O-C form, and the analytical results.

    Spring and Surface Water Samples A sample was collected from an existing spring along the Sunrise Mountain Landfill Fault. The data from this sample is provided in Attachment 1 including cover letters, a field sampling form, site map, C-O-C form, and laboratory analytical results. No organic compounds were detected in the sample. The Southem Nevada Water Authority has hypothesized that leachate from the Landfill could potentiaUy travel along the fault and surface at springs along the fault. This spring was sampled to test that hypothesis. Because no organics were detected in the sample from the spring, there is no evidence that a release has migrated to the spring.

    A greater than 100-year storm event occurred on September 11,1998 during which over 2 inches of rain fell on the Sunrise Mountain Landfill in 1 hour. Three surface water samples were collected on October 2, 1998 from spring pools located approximately 2 miles south of the Landfill and 4,000 feet east of Wells LG223 and LG224. The results of this sampling event are summarized in Attachment 3 including a cover letter, a location map, a C-O-C form, and analytical results. No organic compounds were detected in these samples.

    Leachate Sample As summarized in Attachment 4, a "leachate sample" was collected from the Landfill on September 22,1998. This water sample represented surface water that flowed into the municipal solid waste and then back into the channel due to localized erosion of a surface water drainage channel. No organic compounds were detected in this sample. However, to date, no other signs of leachate have been observed and the flow that was originally sampled has stopped. Attachment 4 includes a C-O-C form and analytical data from NEL Laboratory.

  • Proposed Groundwater Monitoring Plan RSSDS has conducted groundwater and surface water sampling since closure on a voluntary and cooperative basis. In July 1998, RSSDS offered to coUect groundwater samples from three existing wells located west of the Landfill to evaluate whether any evidence existed that would indicate a release to groundwater from the Landfill had occurred. In addition, RSSDS completed sampling of a spring suspected of potentially being impacted by the Landfill and sampling of surface water and leachate associated with the September 11,1998 rainstorm. None of the associated test results indicate that a release from the Landfill has occurred.

    CH2M HILL, based on the findings discussed above, recommends that RSSDS continue monitoring of the downgradient wells (LG224, LG225, and Nevada Ready Mix) and the spring at the Sunrise Mountain LandfiU Fault for VOCs on a quarterly or semi-annual basis through the remainder of the closure plan term. CH2M HILL further recommends that RSSDS continue to cooperate with the regulatory agencies in evaluating the closed Simrise Mountain Landfill.

    RE: Sunrise Landfill Groundwater Radius Sampling Results

    Please find enclosed with this letter a copy of the analytical results from Converse Consultants' (Converse) sampling of groundwater wells LG224, LG223 within a 2 mile radius of the closed Sunrise Landfill, and a spring approximately 2.5 miles from the closed Sunrise Landfill. The analytical results do not indicate the presence of any organic compounds. As expected, the analytical results indicate the presence of some inorganic metals at very low concentrations, assumed to be naturally occurring.

    The only abnormality associated with the sampling of these wells was Converse's use of PVC pipe glue. I observed Converse using PVC pipe glue during my oversight of this project. The MSDS for the pipe glue indicated that methyl ethyl ketone was a component ofthe glue. The analytical results for one groundwater well, LG224, indicated the presence of 2-Butanone (methyl ethyl ketone) at 0.210 ppm. Please note the discussion ofthe glue in the sampling report.

    Dear Mr. Gardner:

    The purpose of this letter report is to summarize welt sampling activities for the subject wells and one spring location. Our work was completed in accordance with currently accepted environmental standards, and in ac-cordance with our contract dated July 28, 1998.

    On September 18 and 22, 1998, Converse Consultants (Converse) purged and sampled groundwater wells LG223 and LG224. One spring was also sampled on September 18, 1998. Due to low recovery and recharge rates, the wells were purged by dewatering. Dewatering was completed by placing the pump within the bottom 5 feet of the well and evacuating the water column. As a measure of conservatism, we allowed the wells to recharge approximately 20 to 50 percent and then purged the wells again.

    After sufficient recharge, we collected samples using clean disposable bailers in accordance with EPA protocol. The samples were sent under proper chain-of-custody to NEL in Las Vegas, Nevada and were analyzed for pH, conductivity and turbidity, 15 inorganics by EPA Method 6010, and 47 organics by EPA Method 8260. The purge water was stored in a truck provided by Waters Vacuum Truck Service, Inc, pending analytical data.

    Based on our conversation with you on September 29, 1998, we under-stand that the sample from LG224 contained low levels of MEK (2-Butanone). Because no other compounds were detected, we believe

    pipe. MEK is a constituent of the glue we used. The glue was necessary to extend the existing screw-coupling pipe an additional 100 feet to place the pump at the bottom of the well. Our initial intent was to purge three well volumes from the 200-foot level, but the slow well recovery pre-cluded that methodology.

    Per your request NEL Laboratories has reviewed the volatile results for your ET Log #2598. The chromatograms for the three water samples submitted under that project were examined for peaks that were not identified as one ofthe volatile compounds on NEL's list. We specifically examined the above mentioned samples for the presence of trans-l,4-Dichloro-2-butene, and Acrylonitrile. A mass spectral library search ofthe unidentified peaks indicated that no trans-l,4-Dichloro-2-butene nor Acrylonitrile were present in the samples.

    Per your request NEL Laboratories has reviewed the volatile results for your ET Log #2598. The chromatograms for the five water samples submitted under that project were examined for peaks that were not identified as one ofthe volatile compounds on NEL's list. We specifically examined the above mentioned samples for the presence of trans-l,4-Dichloro-2-butene, and Acrylonitrile. A mass spectral library search ofthe unidentified peaks indicated that no trans-l,4-Dichloro-2-butene nor Acrylonitrile were present in the samples.

    Per your request NEL Laboratories has reviewed the volatile results for yotir ET Log #2598. The chromatograms for the three water samples submitted under that project were examined for peaks that were not identified as one ofthe volatile compounds on NEL's list. We specifically examined the above mentioned samples for the presence of trims-l,4-DichloTX)-2-butenc, and Acrylonitrile A mass spectral library search ofthe unidentified peaks indicated that no trans-1,4-Dichloro-2-butene nor Acrylonitrile were present in the samples.
