VI. Officers Activity Reports – It was requested, in accordance with normal practice, that verbal reports be limited to approximately two minutes, highlighting the key points in written reports previously submitted to the Secretary and published.

A. President - (Mr. B. Chris Brewster) Mr. Brewster highlighted his written report: Brought on a new sponsor in the last six months – SwimOutlet.com; finalized an agreement with the American Red Cross to allow for discounts to all USLA members for 20% on ARC courses and provides information on how agencies can become authorized providers of ARC trainings; worked with Mr. Davis and the National Weather Service in working with local lifeguard agencies to provide information on daily conditions; has been working for several years to create a national roundtable of national lifesaving and drowning prevention organizations led by USLA, ARC and YMCA. Thirteen national organizations met in Washington DC about the idea of having an ongoing roundtable (Water Safety USA) that will meet at least once a year to discuss issues of commonality, discuss ways to support each other and discuss ways that together we can do a better job to reduce drownings across the United States. F. Advisor – Position vacant after resignation of Mr. Gallagher.

H. Medical Advisor - (Dr. Peter Wernicki) In addition to his written report, Dr. Wernicki noted that this is the 100th anniversary for the American Red Cross Learn to Swim program. I. Legal Advisor - (Mr. Chip More) – Mr. More was unable to attend.

VII. Regional Council Activity Reports

F. Pacific Islands – (Mr. Ralph Goto) Mr. Goto reported that he and Mr. Kalepa have both retired from their government jobs. Thanks to the Southwest Region for putting the meeting together. Union issue that has been ongoing for ten years has finally been resolved and the lifeguards in

G. South Atlantic – (Mr. Tom Gill) Charleston County hosted the January regional meeting with an educational component on media relations. Nationals and the Fall Board of Directors are both in Virginia Beach. [2014_01_23_USLABOD_SouthAtlantic.PDF]

H. Southeast – (Mr. Gerry Falconer) Mr. Falconer introduced several new members attending the Board of Directors meeting: Mark Swanson is the new Chief of Volusia County; Chris Nowviski from Pompano Beach is helping with the region Junior Lifeguard program; Eisen Witcher from Brevard County; Jeremy Watson from St. Johns County is the SE Region secretary. VIII. Executive Director – (Ms. Kay Smiley) Ms. Smiley thanked everyone who has assisted her with ongoing projects. She is working with Mr. Pryor on the agency certification online application. She has been working with Mr. Gould to make sure that agency statistics are being turned in on time and researching a possible new system to house the data. IX. Fund Raising and Sponsorship Oversight – (Mr. Ed Zebrowski) In addition to his written report, Mr. Zebrowski added that he continues to work to get the national games on television. [2014_01_14_USLABOD_SponsorshipOversightActivity.PDF]

X. Magazine Publication – (Mr. Mike Bartlett) Mr. Bartlett compiled his first seven years of ALM from 2000 – 2006 for each region. He highlighted that the last two issues were completed on time and total gross ad revenue was $5,760.00 and per issue cost was $.54 per issue including mailing. [2014_01_47_USLABOD_ALMActivity.PDF]

XI. Public Information Officer – (Mr. Tom Gill) In addition to his written report, Mr. Gill asked that when he sends requests to regions to talk to the media that the region president stays in the loop and also make sure that the person they get to do the interview responds in a timely fashion and also mentions the USLA and our website. XII. Committee Chair Activity Reports

A. Standing Committees

i. Bylaws/Policies and Procedures – (Mr. Ed Zebrowski III) Reported that the committee would be looking at the meeting rotation sites.

Junior Guards - (Ms. Reenie Boyer) Ms. Boyer reported that the committee has been challenged to come up with standards for junior guard programs and she would like to achieve this in the next two years. She also recognized her lifeguard “sisters” in attendance at this historical meeting and noted how far women have progressed in lifeguarding and the USLA. vi. Membership – (Ms. Charlotte Graham) Ms. Graham asked that her report stand as submitted. In addition, she noted that we now have a fourth Perpetual Member; she also displayed the 50th anniversary towel that will be given to all USLA members. [2014_01_33_USLABOD_MembershipActivity.PDF]

Public Education – (Ms. Denise Blair) – Ms. Blair highlighted her written report: tabletop tents with rip current and water safety information in English and Spanish were being distributed to regions; 2013 National Beach Safety Challenge recipients: Charleston County Park and Recreation Commission, Okaloosa Florida and Monmouth County. B. Working Group Committees

v. 50th Anniversary – (Mr. Andy Healey) Mr. Healey thanked the Southwest Region for the hospitality and efforts put into the meeting and reminded everyone that this is a year-long celebration that will continue at USLA National Championships and the fall USLA Board of Directors meeting in Virginia Beach.

A. Standing Committees

i. Executive Committee - (Mr. Brewster)

1. From the Executive Committee “Shall the USLA Board of Directors offer a one year extension of its contract with Mike Bartlett for editing American Lifeguard Magazine?” MPU

2. From the Executive Committee “Shall the USLA Board of Directors approve a $5000 bonus for the current year to the Executive Director?” MPU

3. From the Ways and Means Committee “Shall the USLA Board of Directors approve the expenditure of travel expense reimbursement for the Executive Director to attend the 2014 Nationals in Virginia Beach to be accounted for out of the Competition Committee line item?” MPU

4. From the Executive Committee “Shall the USLA Board of Directors approve to send a letter in support of California Senate Bill 941concerning mandatory boater education?” MPU

5. From the Executive Committee “Shall the USLA conduct a strategic planning workshop at the fall Board of Directors meeting to set goals for the next five years?” MPU. Discussion was held and the following schedule was approved: Wednesday, November 5th from 1 PM-5 PM Executive Committee members

required if possible and additional members of the Board of Directors invited; Friday, November 7th during the Educational Session, there will be a seminar on creating a strategic plan for lifesaving organizations using the USLA as an example.

6. Two items were referred to the Bylaws Committee and will be addressed in the Bylaws action report: USLA chapters having members of the chapter who are not members of the USLA and the topic of filling a vacancy in an appointed position between election meetings. ii. Bylaws/Policies and Procedures – (Mr. Ed Zebrowski III)

1. Policy and Procedure III – B, Meeting Site Rotation for future meetings based on a plan to keep an eight region rotation to best serve our regions for hosting based on geography and climate. “Shall the future meeting rotation be SA Fall 2014, GC Spring 2015, PI Fall 2015, MA Spring 2016, NW Fall 2016, NE/GL Spring 2017, SE Fall 2017, SW Spring 2018?” This rotation will repeat through Spring 2022. New England and Great Lakes will alternate since they are smaller regions. MPU

2. Policy and Procedure IV. E .A. “The USLA Executive Board shall receive a stipend reimbursement to offset travel and accommodation costs for attending semi-annual Board of Director’s meetings if not reimbursed by another entity. The amount of such stipend reimbursement shall be set from time to time by the Board of Directors through Minute Action. Those entitled to receive stipends include the elected officers of USLA, and the Legal and Medical Advisors. B. Members of the USLA Executive Committee may receive stipends reimbursement for Special Meetings of the Executive Committee, when such meetings are not held in conjunction with a routinely scheduled Board of Director’s meeting. Such meetings are to be held at the convenience of the greatest number of Executive Committee members and when they are held, if funding is available, each committee member shall be compensated equally.” MPU [2014_01_45_USLABOD_BylawsAction.PDF]

iii. Certification - (Mr. Tony Pryor)

1. The committee proposed that the Mr. Gill produce a press release about modifying guidelines for safety at open water events.

2. Will add the option when submitting your agency statistics to have your agency website linked to the USLA website.

3. Seasonal agency certification will now expire in November of the year they are due for recertification. This is in an effort to be able to contact these agencies.

4. The Certification Committee proposed that Galveston Island Beach Patrol be allowed to use the USLA logo on the certificate they present to their lifeguards. MPU

iv. Competition - (Mr. Ed Zebrowski)

1. Future locations for Nationals were discussed. The Competition Committee recommended a proposal from Volusia County to host USLA Nationals in 2015 and 2017, subject to approval and signing of the contract. MPU

2. The Southwest Region advised they have a number of locations under consideration for the 2016 Nationals.

3. Mr. Butki updated the committee on international competition. The US National Team will be traveling to France in September 2014 and will be doing fundraising to help offset some costs of the trip. The International Surf Rescue Challenge is

in March 2015 in Bondi.

4. The Southeast Region is working with the Canadian National team to host a symposium for junior competitors in February 2015. If anyone is interested, please contact Chris Nowviski for more information.

5. The Sheridan Byerly trophy is missing and the Greg Farry trophy is damaged. The Mid-Atlantic Region agreed to replace the Greg Farry trophy.

6. Skip Prosser gave the committee a run-down of the new scoring and registration system.

7. A discussion was held on the Under 19 Team for Rescue 2014. Mr. Brewster, as president of the USLA, will have to sign an affidavit for ILS stating that all competitors are either trained lifeguards or they have been trained to the equivalency of Surf Lifesaving Australia Bronze Medallion. Motion “The USLA shall support and select a six male and six female USLA Youth National Team for a competition and educational tour at Rescue 2014 World Lifesaving Championships Youth National Team Pool Lifesaving and Surf Lifesaving competitions September 17-21, 2014 in Montpellier France. The USLA Youth National Team will be led by Gus Avila, with coaches Chris Nowviski, Chris Eagan and Casey Graham. All team members selected must sign and agree to the USLA Athletes agreement Code of Conduct and assume all financial responsibilities required to travel to France and represent the USA at Rescue 2014. Per USLA policy, any selected team members who are younger than 18 years old must be accompanied by a parent or legal guardian. None of the official USLA management personnel accompanying the team may assume a legal guardian role for any under 18 year old team member.” Motion passed. The legal guardian must have a notarized power of attorney.

8. There were four rule proposals brought to the committee for voting at the Fall meeting. These will be available for review on the Competition portion of the USLA website. [2014_01_34_USLABOD_CompetitionAction.PDF]

v. Heroic Acts – Recognition, Awards and Presentations - (Ms. Adrienne Groh)

1. Website update was discussed regarding the submission process. The online submittal form is designed so access to submit applications will be open only to USLA members with an option to link to a regional representative if they are not a member. All fields must be filled in or the application process will not be completed.

2. The request for pictures of Heroic Acts presentations was again discussed. The pictures can be used for publicity and the annual report.

3. A documentary is in the works on Medal of Valor recipients in California showcasing some of the most heroic rescues recognized by the USLA.

4. Ms. Groh read the proposed list of submissions. All are listed in her report. MPU

vi. Junior Guards - (Ms. Reenie Boyer)

1. The Junior Guard contest this year will be a poster contest. In addition, the Junior Lifeguard of the Year applications are available on the USLA website and due by November 1st.

2. Casey Graham and Jo Wagenhals are now the two West Coast/East Coast Junior Jam editors for ALM.

3. Reminder to insert the USLA logo on your JG Program Information. This way your program will be recognized as being affiliated with the USLA.

4. The committee reviewed the first draft of USLA Junior Guard Standards. The draft is included in the action committee. Continue to email ideas to the committee chair. [2014_01_36_USLABOD_JuniorGuardAction.PDF]

vii. Membership - (Ms. Charlotte Graham)

1. Several items of Old Business remain for the committee as ongoing projects including clarifying benefits and eligibility of several member types.

2. Renewal templates for membership will be sent to each region representative for dissemination.

3. Confirmed the ship to people and addresses for 2014 membership kit towels. Towels were shipped mid-May.

4. Possible kit items for 2015 discussed were long sleeve t-shirts or dry shirts, some sort of bag, cell phone covers, etc. The committee will pick items at the Fall meeting.

5. Sale of excess membership kits in regions was discussed and the committee unanimously decided that if a region sells its excess membership kit items then it reimburses the USLA for their share of the item’s expenses - $3.00.

6. The committee continued discussion of dues breakdown and if there should be a predetermined amount of dues sent back to each chapter. There was further dialog about chapters throughout the USLA who charge chapter dues but do not collect the USLA dues as well, and subsequently do not have 100% of their chapter members as registered USLA members. viii. Public Education - (Ms. Denise Blair)

1. Linda Reuter presented on Project Wipeout. If anyone wants materials please contact the committee chair. Project Wipeout is also working with the John Wayne Skin Cancer Foundation on a new DVD.

2. Submissions for the 2014 National Beach Safety Challenge should be completed on the USLA website by July 15, 2014. All agencies are encouraged to submit applications. Ms. Smiley would like to know how many agencies host beach safety programs.

3. All Public Ed videos have been uploaded to an ftp site. The link is available on the website. Anyone can download and use these videos.

4. David Robinson shared the revised application for the program grant request. The objective of this program is to give people the opportunity to receive funding for public education projects. The revised application will be sent to the legal advisor to review. At the Fall meeting the committee will finalize the grant program and set the financial standards for this. The goal is to implement this grant in 2015. Ms. Smiley also shared some places for agencies to obtain grants for public safety materials.

5. Lesson plans are complete and will be emailed out to committee members to review and approve. Once this is done, the lesson plans will be uploaded to the USLA website.

6. The committee would like to see a training on sand safety tips and rescues. 7. A subcommittee will work on the Public Education section of the USLA website. 8. Ms. Blair has wristbands and bookmarks available. Please contact her if you

would like any of these. 9. Mike Silvestri shared that one of his guards would like to develop a web-based

ix. Ways and Means - (Mr. Rob Williams)

1. The committee reviewed 2013 and 2014 balance sheets and Mr. Williams stressed that 2013 was the best income over expenses year that we have had since he has been the treasurer.

2. The Executive Committee asked that the Ways and Means Committee look at

3. Possibility of a time capsule for the 75th anniversary.

A. USOC Update – Mr. Whitaker, Mr. Avila and Mr. Butki continued discussion regarding an application for recognition as the national governing body for lifeguarding sport through the United States Olympic Committee.

B. From the Bylaws Committee Bylaw change proposed at the Fall 2013 meeting for Article XI Sections 3 and 4 – Section 3 “The following shall be considered standing committees: Membership, Public Education, Certification and Ways and Means. Standing Committees shall include one voting member from each region, unless the region chooses not to be represented, and a non-voting chairperson or persons. Standing Committees shall be listed in the Policies and Procedures. No Standing Committee shall be chaired by the USLA President, Vice President or Secretary.” Section 4 change title from Special Committees to Working Group Committees and “The following shall be considered special committees: Competition, Heroic Acts, Junior Lifeguard, Magazine Publication and Website. Working Group Committees may be listed in the Policies and Procedures. Additional committees and professional advisory boards may be created by the President or Executive Committee with the approval of the Board of Directors. No Working Group Committee shall be chaired by the USLA President, Vice President or Secretary.” MPU

From the Bylaws Committee proposed Bylaw change for the Fall 2014 meeting for Article VIII, Section 4, E, (4) Officers of the United States Lifesaving Association – Terms “A vacancy in the office of an officer or appointee shall be filled by the Executive Committee until the next meeting of the Board of Directors at which time an election will be held for the balance of the term. (5) A vacancy in an appointed position of the Executive Board shall again be appointed and confirmed at the next Board of Directors meeting.”

B. From the Bylaws Committee proposed Bylaw change for the Fall 2014 meeting for Article VI, Section 3, Chapter in Good Standing, “A Chapter will remain in good standing if the Chapter abides and acts according to all Bylaws, policies and procedures of the Regional Board of Directors of jurisdiction and the USLA. The Chapter shall either: A. “Pay the annual USLA membership dues for its USLA members, or, B. Ensure the direct payment of dues by its USLA members to the USLA in an amount established and the manner prescribed by the Regional

Board of Directors of jurisdiction”. Mr. Brewster reminded the Board that this is a non-debatable issue at this meeting, but is a notice from the Bylaws Committee. The topic should be taken back to each region for discussion and will be brought under old business for debate and voting at the Fall meeting.

C. The Mid-Atlantic Region requested that the Executive Board issue an RFP to re-write the American Lifeguard Manual and Instruction Guide. The RFP shall include requirements for a timeline including milestones, budget and performance documentation. The proposal is to include a 50/50 split of profits once expenses are met. This will be refered to the Certification Committee.

D. Dr. Wernicki requested that the USLA issue a letter of congratulations to the American Red Cross on the occasion of their 100th anniversary. Motion by Ms. Blair. MPU

E. Mr. Gill mentioned that on April 10, 2014, Duke Brown of the South Atlantic Region was honored by the SC State House of Representatives for his sixteen years of teaching over 800 Junior Guards through a program he developed through the elementary school system.

The United States Lifesaving Association Past and Future

An Address by B. Chris Brewster

Delivered to the USLA Board of Directors

Huntington Beach, CA – April 24, 2014

Welcome to our historic 50th Anniversary meeting.

When a handful of men gathered near here 50 years ago they could scarcely have imagined what we have

become today.

For those of you, for all of you who have contributed to how far this organization has come, my thanks and

the thanks of thousands of lifeguards across the USA are richly due you.

It is good to remember that while this is a moment to celebrate, it is also but a moment in time. We as

America’s organization of professional lifesavers would not exist were it not for those who came before us

and it will not endure without the equal dedication of those who follow us.

We’ve done good. There is more to do.

This is perhaps a good time to reflect upon the fact that a key obligation of us as the current stewards of this

storied organization is to enlist the interest, participation, and support of future leaders who can continue

what our predecessors and ourselves have accomplished and indeed, I would hope, to reach new and every

greater heights.

Lifeguarding has changed in many ways since 1964; certainly with respect to techniques and

professionalism, but also the make-up of the family of lifesaving. I would venture a guess that our founders

where all white Christian men. Now the family of lifesaving is made up of both women and men of every

race and ethnicity, every religious belief, every spectrum of political and societal view.

We are lifesavers first and we must always be. Every member of this body and of our membership at large

deserves our respect for who they are and what they believe; and to draw in those future leaders we will need

to be every mindful that the norms of the past and the present are every changing.

With a focus on lifesaving and friendship, on camaraderie, this extraordinary organization for which so

many, not the least of whom us, have labored so carefully, will long endure.

Let’s use this moment to reflect and discuss among ourselves what we can do to ensure that all of our

members and those critical future leaders feel always welcome and valued in being a part of this, the

embodiment of the hopes and dreams of the present and future of lifesaving.

Our founders built the USLA. Their followers expanded it. We have made it what it is today: An

internationally respected lifesaving and drowning prevention organization known from the halls of Congress

to the beaches of our nation for good deeds and professionalism.

It is because of you.

It is because of us.

It is because of all of us.

Introduction

I am pleased to provide an update on my work over the past six months. Much of my work is routine, but daily, involving answering and handling or routing inquiries; providing support to committee chairs, regions, and chapters; and representing the USLA publicly. I support the Executive Director in addressing administrative functions of the USLA. I have attempted here to address some highlights of specific items that may be of interest.

I would like to thank so many of you who have done so much work between the Board meetings. Clearly, the business of the USLA does not stop at the closing of each Board meeting. Without your diligence, the work of the USLA could not go on.

Activities and Accomplishments (Since prior Board of Directors meeting)

1. Special Projects

1.1. National Water Safety Collaboration: Worked with the American Red Cross and YMCA to convene a meeting in Washington of 13 longstanding national nonprofit and governmental organizations involved in drowning prevention and water safety. Included were: American Academy of Pediatrics, Boy Scouts of America, Centers for Disease Control and Prevention, Consumer Product Safety Commission, National Park Service, National Safe Boating Council, National Swimming Pool Foundation, Safe Kids Worldwide, U.S. Coast Guard, and USA Swimming Foundation. I presided over the meeting and our Executive Director represented the USLA. This was a historic and momentous step forward for water safety nationally. It involves a budding national coalition to improve on our individual and collective delivery of water safety and drowning prevention. The group will convene again in Portland in October 2014.

1.2. NOAA:

1.2.1. Worked with the National Weather Service, in conjunction with Mr. Davis, to create a system to encourage local lifeguard agencies to sign up to report weather conditions and particularly rip current activity to their local weather forecast office. Devised an online sign-up and reporting system available to most lifeguard agencies at: www.usla.org/ripreport

1.2.2. Working with the National Weather Service, in conjunction with Mr. Davis, to review and consider updates to the Break the Grip of the Rip campaign.

1.3. Australian Awards: At the request of Mr. Burnside, worked with the president of Surf Life Saving Australia to acquire some Bronze Medallions that will be issued at our 50th Anniversary event.

1.4. E-Blast Newsletters: Worked with Ms. Ickes to create these newsletters, which are sent to our entire membership.

2. General Business

2.1. Executive Director: Handled oversight and liaison with the EC.

2.2. American Lifeguard Magazine: Handled oversight and liaison with our contract editor. Worked with the editor to help reduce the cost of publishing the magazine.

2.3. Certification: Made modifications to key documents in accordance with requests from Mr. Pryor.

2.4. USLA Nationals 2014: Worked with Mr. Zebrowski and Mr. Gill to support and facilitate his group’s organizing of the event.

3. Income and Sponsorship

3.1. Legal Review: Acted as the interface with our attorneys and the Legal Advisor to review several contracts that required legal review prior to signing. Met telephonically with them to receive legal direction on trademark issues.

3.2. SwimOutlet.com: Worked with the Executive Director, in consultation with Mr. Zebrowski, to develop a contract, approved by the Executive Committee and our legal experts, which will generate $5,000 in cash income to the USLA over a one year period, as well as member discounts and other benefits. This is a new sponsor.

3.3. EyeKing: Handled final negotiations and signed a contract with EyeKing to extend their sponsorship in accordance with deal points agreed to by the Board of Directors.

3.4. C4 Waterman: Handled a modification to our contract to address the purchase of C4 Waterman by Wenonah Canoe, Inc. Essentially this leaves our original contract in place, but Wenonah takes over responsibility.

4. International Relations

4.1. International Life Saving Federation: Continued to serve as a vice-president and President of the Americas Region, and to interrelate internationally in support of the ILS.

4.2. International Sport Rules: Provided input for an upcoming meeting.

5. External Relations and Communications

5.1. American Red Cross: Finalized a discount program first initiated through the work of Dr. Wernicki that offers 20% savings on ARC courses for our members and which facilitates savings for lifeguard agencies wishing train and certify lifeguards under the ARC system. This is available in the Shop section of the USLA website.

5.2. National Park Service Cape Hatteras: Contacted the NPS Deputy Chief, Office of Risk Management at the request of Mr. Gill to raise concerns about termination of their lifeguard program at Cape Hatteras.

5.3. National Park Service Lifeguarding: Collaborated with the NPS Deputy Chief, Office of Risk Management regarding NPS lifeguard programs in an effort to encourage greater consistency and compliance with national guidelines.

5.4. News Media: Responded to a variety of requests from the news media.

Introduction

Exciting to be here during his historic meeting celebrating our 50th anniversary! Many thanks to the Southwest Region for hosting.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. USLA/NOAA (NWS) Rip Partnership- Participated in several conference calls, along with President Brewster, related to the NOAA/USLA partnership on the project to create a framework that would enhance and standardize communication between local National Weather Service offices and Lifeguard Agencies. The goal is that lifeguard agencies would provide NWS offices with standardized feedback related to rip currents and other hazards to enhance reporting, public information, and predictive models related to rip currents. We mainly focused on what specific information could reasonably be provided by lifeguard agencies without detracting from their duties. A minimum was set although the NWS offices and lifeguard agencies could add more variables that would be reported if they both desired. The NWS is currently working out details of how this information would best be collected, stored, and accessed- in a national data base that could be used by researchers and lifeguard agencies. 4 lifeguard agencies have gotten on board the program thus far and are testing out the new system. I would encourage each agency that is able to participate in this historic project. Information on how to do so is available on the USLA website.

2. USLA/Red Cross/YMCA Partnership- ongoing communication and a meeting was held in DC in early spring attended by President Brewster and Executive Director Smiley.

3. ILS Americas Region- A group from Chile was accepted by the ILS board as full members. We’ve been working towards groups from Ecuador and Nicaragua joining soon. Additionally, a short term goal is to see the group from Ecuador move from a Corresponding Member to a Full Member. We are hoping to see the Mexican Lifesaving Association reorganizing and possibly combining with another existing group.

I am looking forward to catching up with old friends and am thankful for the previous secretaries who paved the way for me. Thank you to the Southwest Region and all the committees who had a part in planning this momentous event.

1. Conducted one evote.

2. Amended Bylaws Article V, Section II, Item C per Board approval.

3. Amended Policies and Procedures II-I to move the Authority under Bylaw Article XI; also amended the Subject in Policies and Procedures II-I to “Standing and Working Group Committees” per Board approval.

4. Deleted Policy and Procedure III-I – “Election Nomination Procedures” because it is directly in conflict with the Bylaws per Board approval. Updated Bylaws and Policies and Procedures are posted on the USLA website.

Recommendations for Committee and/or Board Consideration

1. Respectfully request that committee action reports are submitted no later than thirty days after the conclusion of the Board of Directors meeting so that I can meet my deadline of distributing the meeting minutes within that thirty day standard.

Introduction

50 Years is a long time, but it still seems like we are still so very young. Our industry is changing constantly and we will need to keep up with the changing expectations that are put in front of us. The USLA has such great value and I am proud to be part of this legacy. But this legacy still needs to be built. We can celebrate our accomplishments and look to move forward so our successors will carry on the profession.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Continue to act on behalf of the USLA on financial matters.

2. Budget Notes – The USLA continues to be strong financially. The current balance sheet and budget does not always reflect a positive flow at this time of year. However it must be noted that the membership drive and some sponsorship monies have yet to come in for the year.

2.1. Income notes

2.1.1. The Combined Federal Campaign is back for the USLA. After a couple of down years, we have received more monies in the short time in 2014 than we did all of 2013.

2.1.2. Event Registrations is for the Spring Board of Directors Meeting and 50th Anniversary Gala. Monies are being passed through (minus expenses) to the CSLSA. Pending the Fall meeting registration, this line item will be above expectations, but relevant in expenses.

2.1.3. All other income line items are within expectations for this time of year.

2.2. Expense Notes

2.2.1. In International Relations line item, the 2014 ILS dues were paid in 2013, which should leave available monies in 2014 for this line item.

2.2.2. Annual fulfillment was paid in early 2014, which is typical. Line item is within expectations.

Activity Report Date: April 24, 2014 Officer: Charlie Hartl Introduction Any regional Executive Delegate wishing to meet should notify me Thursday morning so a time and place can be scheduled. This policy also helps with the conflict of trying to be at 2 or 3 places at once. I can not continue without complementing the entire group, both past and present for the hard work over the past 50 years and more. Where we may not have been one organization before we all agreed to organize, we were always working with one thought; to save lives in our many different ways. I salute all those before me to see the value of this one great organization and our mottos of ‘SWIM NEAR A LIFEGUARD’ and ‘LIFEGUARDS FOR LIFE’. Activities and Accomplishments (Since Prior Board of Directors Meeting) I have been helping the membership committee with continuing support to Charlotte handling membership issues and helping with our fulfillment company, Uniserv. This year appeared to be better during the period just prior to Nationals, and good progress has been made. As support to Charlotte, I was able to help prevent a log jam before Nationals with help to both her and Uniserv. I have worked with Charlotte to put together this years membership kit and assisted with inquiries during the past 6 months. Again this year I handled the registration and scoring for Nationals in LA. I wish to thank all those who helped with the registration process, which included Chris Brewster, Charlotte Graham, Roie Daly, Renee Locarnini, Mike Silvestri, our new Executive Director, Kay Smiley, and many others. The scoring was handled by a great staff including Robin Szvitich, Roie Daly, Kay Smiley, and Connie Hartl. This summer, I will be handing over the registration and scoring to Skip Prosser from the Long Beach, CA chapter. He has handled the SW Region championships for a number of years and has volunteered to continue handling our championships. He is presently writing a program that will handle both the registration through YM and scoring. Connie and I will work closely with him during this transition. The program is in its final stage and will be previewed at this meeting. Skip is working to have all in place for this year nationals. We wish to thank all who have worked with us at each Championship. I hope to see all back out on the beach. And finally, I have worked with the Anniversary committee to design items to celebrate our 50 years of success. May their be many more.

1. Mr. Butki, Mr. Avila and I continued our discussions regarding an application for recognition as the National Governing Body for Lifesaving Sport thru the United State Olympic Committee based on the Liaison verbal report during the fall 2013 Board of Directors meeting.

2. We outlined 4 action items to work on prior to the spring Board of Directors meeting as follows:

2.1. Re initiate contact with the USOC and make an introduction to National Governing Body chair and request the most current application.

2.2. Work on completing a draft of the application prior to the spring meeting to share with relevant committees or working groups to receive feedback and identify challenges and opportunities in complying with various provisions of the USOC application and Ted Stevens Act.

2.3. Identify the key areas where the current bylaws and organizational structure do not meet the intent of recognition by USOC and propose options for discussion by the relevant committee's and working groups.

2.4. Develop the preliminary draft of a business plan for this project that describes the opportunities to further the reach and influence of the USLA, the most likely short and long term benefit, and potential increases in current expenses or new expenses to sustain our involvement with the USOC.

3. Progress completed toward the action items listed above.

3.1. Initiated contact with National Governing Body chair in early January via phone and email to communicate that a committee of the USLA was interested in re-visiting the submission of an application to the USOC. Additionally, we requested and received the most current version of the USOC application for National Governing Bodies.

3.2. A preliminary review of the previous draft USLA application and latest version of the USOC application to identify the appropriate committee members (Whitaker, Butki, Avilla) to begin updates to the draft and identify areas of partial or incomplete compliance with existing requirements or intent of recognition by USOC.

3.3. In early March, Mr. Butki and Mr. Whitaker agreed to postpone further review and work on item 2.2 until the spring Board of Directors meeting based on competing priorities preparing for the 50th anniversary USLA festivities as part of the spring Board Meeting.

1. I have communicated with the president and various USLA members on numerous medical issues since the last meeting including treatment protocols, research studies, product endorsements….etc.

2. I continue to represent the USLA on the ILS Rescue Commission, Anti-doping Committee, and chair the ILS Medical Committee.

3. I will have the honor of attending the International Swimming Hall of Fame Induction Ceremonies and Paragon Awards this year. Congratulations to our own Robert “Bob” Burnside on being chosen at the recipient of the Water Safety Paragon Award – especially in our 50th anniversary year!

4. As the Aquatics Chair of the American Red Cross Scientific Advisory Committee I am proud to participate in celebrating another water safety anniversary this year. 2014 is the 100th anniversary of the American Red Cross Learn to Swim and Lifesaving programs. These programs and the original Red Cross Lifesaving Service were pioneered by Commodore Longfellow. At the completion of his educational and organizational travels around the country, the US drowning rate was cut in half. This anniversary celebration will be launched in conjunction with the ISHOF awards weekend. Please see the recommendation below.

5. The publication of the second edition of the Drowning Handbook has been slightly delayed. Its publication is anticipated shortly. I will keep you posted.

6. I have been asked to contribute to a new book – The Science of Beach Lifeguarding. The editors

Prof. Mike Tipton & Dr. Tara Reilly have recruited an impressive group of authors (and me) to put together a groundbreaking, evidenced based work which should prove invaluable to all open water lifeguards, managers, and educators. It should be available sometime in 2015.

7. At the present time there are no plans for an official Medical Committee meeting here in Huntington Beach. If medical issues arise requiring discussion please let me know and one will be arranged.

1. I would like to recommend that the USLA Board of Directors produces a proclamation that commemorates and congratulates the American Red Cross on the 100th Anniversary of its learn to swim and lifesaving programs.

As we gather to celebrate our fifty years of service, I hope that as we look back and give thanks to those started and nurtured this organization we can also look forward and continue to grow with a renewed sense of unity and loyalty to each other.

We would like to extend our gratitude to all in the Southwest region who worked so hard to make this gala event possible.

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

1. Elections were held at our December meeting. Elected were Vice President Tom Perry; Secretary Ed Zebrowski III; Treasurer Bart Mataliano; Executive Delegate Harry “Buzz” Mogck; First Delegate Denise Blair; Second Delegate Dave Foxwell; Third Delegate Dr. Mike Barrows; President Ed Zebrowski. Tim Gallagher was appointed Advisor.

2. Our Junior Championships will be held in Asbury Park for the first time this summer.

3. Denise Blair, with help from many, is leading our campaign for Beach Safety Week with many activities planned throughout the Region.

4. We are working with local, county and state education associations to make presentations and to provide materials when personal contact is not possible. We will be working in 5 states on this project.

5. The Region is still working on an equitable appropriation of the disbursement of the donated Hurricane Sandy Relief monies. Many agencies do not need any additional funding but a number in Ocean County, NJ, one of the hardest hit areas, still need equipment. We are assessing the needs and will do whatever we can to assist those agencies. The Region will add to the funding as necessary. We hope to have a complete and final report on the use of these funds by the next meeting. Once again thank you to all who donated.

6. The Regional By-Laws committee is examining our present set to determine if any changes or additions are necessary at present.

Recommendations for Committee and/or Board Consideration

1. Our Region has had extensive discussion and debate on the funding of the National Team. It is our recommendation that the present amount of funding not be increased and that if possible the amount should be decreased. Our view is that it is not a venture that is worth the financial commitment and that the money could be put to better use in other areas.

2. The Region will be requesting that the Executive Board issue an RFP to rewrite the American Lifeguard Manual and Instruction guide. The RFP shall include requirements for a timeline including milestones, budget and performance documentation. The proposal is to include a 50/50 split of profits once cost/expenses are met.

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

Regional BOD meeting was held on February 6th in Santa Rosa, CA

EAST BAY CHAPTER

1. Congratulations to Dan McCormick for his promotion to Fire Chief! Nick Shriver and Pete DeQuincy are currently sharing the “acting” status. The Aquatic Manager position is set to be filled by mid-June.

2. East Bay is planning for a typical lifeguard season but the serious drought conditions they have been experiencing all winter could lead to challenges based on water restrictions and water districts’ allocations.

3. East Bay has started their lifeguard recruitment. They have incorporated a QR code on their recruitment flyer and have also sent a flyer and letter from the Fire Chief to all fire stations in Contra Costa and Alameda Counties.

REDWOOD COAST CHAPTER

1. Regional Parks will begin lifeguarded beach service on May 24th at Spring Lake Swimming Lagoon. The beach at Healdsburg will be open for wading on weekends through the summer. The dam will be going through a retrofit at the same time as the Healdsburg Memorial bridge. The beach will not be open during the week.

2. Lifeguards will be performing boat patrol during weekends at Spring Lake beginning in April.

3. Lifeguard staff recruitment is underway. Fewer lifeguards will be needed without Healdsburg beach on full time.

4. One swim scheduled this season: Spring Lake 1 mile and 500M on May 17th.

5. In cooperation with Santa Rosa Rec and Parks, Sonoma County Regional parks and the Redwood Coast USLA will continue 3 Jr. Lifeguard camps throughout the summer of 2014. They will offer a basic, advanced and surf camp throughout the summer. They have also added a camp on March 17th during spring break.

6. Regional Parks will offer the Open Water Lifeguard component in June and July as part of the City of Santa Rosa’s normal lifeguard training course.

7. Currently seeking funding for 2014 Swimming Saves Lives programs.

8. Regional Parks is moving ahead with the River Patrol program by offering the service 7 days a week with additional staffing on the weekends.

GOLDEN GATE CHAPTER

1. The SFFD Water Rescue unit is still going strong. There are around 300 passed-up members with the Water Rescue unit. It is still a mandatory rule to pass a Water Rescue class for specified Fire stations to become an assigned member at that station. This is a 1 week daily class relating to Pool, Bay and Ocean rescue for all members; there are also on-going open-water drills throughout spring, summer and fall at Ocean Beach.

2. This past fall, the SFFD Water Rescue unit was invited to participate for the first time with National Urban Shield Drill in the East Bay relating to Water Rescue units. About 8 units were involved; they were tested, timed and scored in an 8 hour drill. The SFFD Water Rescue took first place and received a trophy which shows that the SFFD takes Water Rescue very seriously.

3. The next Water Rescue class will start in May and a second may be added due to the strong interest that has been shown.

4. There were several 911 calls last year for the Water Rescue Unit that involved deploying either or both Jet skis and rescue boats that are stationed at Marina Green in San Francisco.

BELLEVUE/SEATTLE CHAPTER

1. Congratulations to Mike Plympton for his promotion within the Seattle Parks Department. He is the Aquatics Coordinator at the new Rainier Beach Community Center.

2. Congratulations to Cathy VonWald for her recent promotion to Parks Enterprise Manager at Bellevue Parks. Cathy now oversees the Enterprise Division which includes the Aquatic Center, beach lifeguards, Municipal Golf Course, seasonal golf course, parks facility scheduling (fields & picnics), and the Tennis Center.

3. Beach lifeguarding season begins on Lake Washington on June 21st.

1. Region President Ralph Goto and Maui Delegate Archie Kalepa retired from their respective county ocean safety positions 12/31/13. Both Mr. Goto and Mr. Kalepa will remain actively involved with the Hawaiian Lifeguard Association and the USLA.

2. A new Collective Bargaining Unit within the Hawaii Government Employees Association was created by the State Legislature to include State Law Enforcement Officers and County Lifeguards. Honolulu Water Safety Officer Melvin Puu was elected as President of Bargaining Unit 14, culminating many years of lobbying and efforts by HLA and individual lifeguards in the State to get fair and appropriate representation in the collective bargaining process.

3. The annual State of Hawaii Ocean Safety and Drowning Prevention Conference was conducted at the Hawaii Convention Center October 14-15, 2013, and was co-sponsored by the Hawaii Tourism Authority. Keynote speakers included the executive director of the HTA, who addressed key ocean safety issues relative to tourism and the beginning of more cooperative efforts with the HLA.

4. The 2014 Conference will be held on the Garden Island of Kauai, July 31 – August 1, to be followed by the State Junior Guard Championships on August 2. Kauai Ocean Safety Supervisor Kalani Vierra will host the events in preparation for USLA Nationals in Virginia Beach.

5. The 13th Annual Duke’s Oceanfest will be held August 16 – 24, 2014, at Waikiki Beach to celebrate the birthday of Duke Kahanamoku. Regions/chapters/individuals are invited to join lifeguards and watermen and women during the week that will include surfing, paddleboard, SUP, surfboard water polo, swimming, and lifeguard events. Introduction

The South Atlantic Region (SAR) is honored to be a part of the 50th Anniversary of the USLA and we want to thank the CSLSA and Huntington organizing committee for hosting this special meeting 50 years in the making!

It has been a quiet and unseasonably cold winter for the SAR. In January we held our meeting and first regional educational session in Charleston, SC. The educational session was a workshop on interacting with the media put on by Charleston’s Parks and Rec Department. It included a former lifeguard, who now works as a reporter for a local Charleston TV news station. After the educational session more than 30 delegates worked on the business of the region and elected officers for the next two years.

The officers are Tom Gill (President), Ralph Wagner (Vice President), Michael Bradley (Treasurer), Adrienne Groh (Secretary), Duke Brown (Executive Delegate). Ron Watson (Advisor), Gary Felch (Competition Co Chair), Chad Motz (Competition Co Chair) were appointed by the President.

The SAR is honored to take on the role of host for the remaining USLA 50th Anniversary celebrations as Virginia Beach prepares to host both the 2014 Nautica USLA National Lifeguard Championships and National Lifeguard Alumni Reunion, August 6-9, 2014 and the fall USLA Board of Director’s Meeting November 6-8, 2014.

The next regional meeting for the SAR will coincide with the competition in North Myrtle Beach, July 10-11, 2014.

1. Held regional meeting and educational session in Charleston, SC.

4. Based on the ongoing success of bringing the Island of Puerto Rico into the USLA, the SER is looking to expansion into other areas of the Caribbean that are in need of lifesaving services.

5. The issue of the use of the USLA logo being used by SER agencies was discussed extensively.

6. The 1st Annual Junior Lifeguard Symposium was held on Miami Beach in February 2014 see attachment).

Junior Lifeguard Committee Report

Activities, Accomplishments, and Information:

The first annual Junior Lifeguard Symposium was held in Miami Beach

on February 27th thru March 1st and was hosted by Miami Beach

Ocean Rescue and presented by the Pompano Beach Lifesaving

Association.

The purpose of the Symposium was to assist agencies in the

development of new and existing Junior Lifeguard programs, explore

opportunities for growth, and discuss a standardized curriculum.

Participating agencies and organizations offered interactive discussion

and program presentations. Local dignitaries including Miami Beach

Mayor Philip Levine and Miami Beach Fire Chief Virgil Fernandez were in

attendance. Special thanks to USLA SER President Gerry Falconer for the

symposium introduction, USLA Treasurer Jo Wagenhals, and Pompano

Beach Lifesaving Association Chapter Vice President Tom O'Neill who

were instrumental in its success.

The Emerald Coast Lifesaving Association (ECLA) Youth Lifesaving

Awards system developed by Chapter President Gary Wise was

presented by Chris Nowviskie. This set of mandatory and non-

mandatory education, physical performance goals, and education

objectives for Junior Lifeguard programs meets "minimum standards for

Lifesaving proficiency" by the International Lifesaving Society (ILS).

The recommendation to adopt these guidelines as USLA standards will

be brought fourth in respective committees at the 2014 USLA BOD

spring meeting.

The 2015 Symposium is planned for mid February next year in

Pompano Beach with expansion to include the introduction of

International Lifesaving Sport, a Lifesaving products expo, and Youth

Drowning Conference.

The 2015 symposium is planned to coincide with the first annual Can /

Am Lifesaving Challenge. This event will feature both pool and ocean

events specific to the international sport in a friendly competition with

Canadian Lifesaving Society and USLA competitors. ILS member Rebecca

Boyd from the University of Waterloo, Ontario Canada is credited for

this endeavor.

The development of a Youth National Team to represent the USA at

Rescue 2014 in Montpelier France is being discussed at the highest

levels of the USLA. Chris Nowviskie of Pompano Beach has been

recommended to coach the youth team in the Lifesaving pool events.

The selection criteria are being developed and will disseminate when

finalized.

As of this date there has not been a formal request to host the 2014

USLA-SER Junior Lifeguard Regional Competition. The recommended

date for this event is

Saturday July 26, 2015 so as not to interfere with returning travel from

the SER Professional tournament and USA Swimming Junior Olympics.

This date does however conflict with USA Swimming Senior Champs but

affects fewer JG competitors.

The appointment of a Regional Junior Lifeguard Head Official is

suggested for consideration by the SER Board of Directors. This will

support growth and ensure consistency and fair play in Lifesaving Sport.

Through the vision and tireless efforts by members of the Southeast

Region, we are setting the standard for Youth Lifesaving around the

country and laying the foundation for the next generation of Lifesavers.

Goals and Objectives:

1. Solicit a partnership with the USLA SER for the 2015 Youth Lifesaving

Symposium.

Introduction

50 is a big number. 50 years is a long time. A 50th Anniversary is a milestone accomplishment. We are so fortunate to celebrate USLA’s 50th Anniversary of Lifesaving Excellence this year. What started out in 1964 as a local effort to upgrade professional lifeguarding in Los Angeles County quickly spread throughout Southern California. In 1965, Santa Cruz joined the association and the outreach extended north in California. By 1970, our regional association had expanded to the East Coast and had truly become national. Along the way, our members participated in international lifesaving competitions and became leaders in World Lifesaving. By 1979, the United States Lifesaving Association had agreed that members could include ocean, bay, lake and river lifeguards. What started out as a grass roots effort in 1964, has resulted in approximately 2.3 million lives saved by USLA agency lifeguards over the past 50 years. We truly do have a lot to celebrate! The following individuals deserve special recognition as founders of our association:

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

I am pleased to provide an update on Southwest Region activity since our last Board of Director’s Meeting. Much of my work is routine, involving handling or routing inquires, providing support to committee chairs and chapters, and representing the Southwest Region. Clearly, the business of the Southwest Region does not stop at the closing of each USLA Board meeting. This year, the Southwest Region’s Executive Board has had three meetings. In addition, the Seal Beach Lifeguard Association hosted the Spring 2014 CSLSA Board of Directors Meeting on April 10th & 11th. Project Wipeout remains as the Southwest Region’s signature public education program. Ian Burton (CSLSA’s Project Wipeout Coordinator) and Mike Silvestri (CSLSA Public Education Chairman) continue to do a great job working with Linda Reuter (Hoag Hospital’s Project Wipeout Director) on the Project Wipeout Committee. This year, the Lifeguard Conference will be held on July 9th. The agenda features a speaker from NOAA, the John Wayne Cancer Foundation, Gordon Graham and the Excellence in Lifesaving Award. As a special feature, Bob Moore and Bill Richardson have teamed to produce a special presentation on CSLSA’s 50 years of Lifesaving Excellence. We are fortunate that Southwest Region agencies continue to provide the staffing to keep Project Wipeout events (Orange County Fair, Imaginology, Festival of Children) going throughout the year.

The Southwest Region is excited to announce that we are partnering with the John Wayne Cancer Foundation (JWCF) to conduct our largest Public Education program to date. Some 20,000 Junior Lifeguards throughout the state will receive critical education this summer on skin cancer recognition and prevention. Educating these 9 to 17 year old children is a vital step in cancer prevention for communities up and down the California Coastline. In addition, JWCF is a major sponsor for the Spring 2014 USLA Meeting and will provide ½ gallon pump jugs of sunscreen for every Lifeguard tower in the state of California. The Huntington Beach State Lifeguard Association has agreed to host the 2013 & 2014 CSLSA Lifeguard and Junior Lifeguard Championships. Gus Avila and crew are busy preparing for another excellent event on July 25th & 26th. We are once again planning to run two adult courses to help speed up the event. Since USLA has been headquartered in Huntington Beach since 1964, the Southwest Region is delighted to host the Spring 2014 USLA Meeting at the Shorebreak Hotel in Huntington Beach. Rob Williams volunteered to serve as Chairman of the Organizing Committee and our regional Executive Board and Life Members have been diligently preparing for this special meeting. Our goal has been to make this three-day event a celebration of Lifesaving in the United States. For the 50th Anniversary, USLA agreed to modify the regular Board of Directors Meeting schedule to have committee meetings on Friday morning, with the Board of Directors Meeting concluding on Saturday morning, followed by the Educational Conference on Saturday afternoon. The Educational Conference will focus on USLA’s 50 years, featuring Past Presidents and the current President. A gala anniversary banquet will be held on Saturday night, April 26th. The gala will be a fun event open to all current and past USLA members. We have hired a top-notch band and the dance floor will be swinging. I would like to thank the entire Southwest Region Executive Board for their hard work and commitment to make the USLA 50th Anniversary Meeting a success. Let’s make the most of our time together celebrating 50 years of Lifesaving Excellence!

I enjoy working with the wonderful volunteers and together making a difference in USLA.

Activities and Accomplishments

1. Assisted Rick Gould in contacting agencies that were delinquent in reporting their 2013 statistics. Began exploring other options for collecting data that would be easier for the agencies and cause less user errors.

2. Assisted with the transition from Brenda Rollins (who was working with certifications) to the new online system.

3. Developed online application forms for the Lifeguard Agency Certification Program Application, Curriculum Checklist, and the Aquatic Rescue Response Team Application. Implemented and completed pilot test of the new application system. The new forms allow agencies to complete their application, upload support materials, pay by credit card or request an invoice – all completely online. All required fields must be answered and the affidavit signed or the form cannot be formally submitted to USLA. This will save countless hours for the Certification Officers. Special thanks to Dave Shotwell, Tony Pryor, Karissa Ickes, Kim Tyson, Chris Brewster and the Cameron County agency all for their wisdom and feedback.

4. Worked with Tony Pryor to process the spring 2014 Lifeguard Agency Certification Program and Aquatic Rescue Response Team applications.

5. Assisted in planning and hosting the first Water Safety USA meeting held in Washington DC. Water Safety USA is a group dedicated to drowning prevention. I researched and set up a project management site, which has become the virtual home for Water Safety USA. This website “portal” will aid in communication, resource sharing, and project management for all participating organizations.

6. Began discussion and negotiations with the American Safety and Health Institution (ASHI) for discounted CPR, First Aid and First Responder courses. Under the proposed agreement, agencies and their departments/cities will receive a discount on material and certification fees and USLA will be paid a royalty on all associated sales.

7. In an effort to better manage expenses, set up an account with the US Postal Service to help streamline and save money on shipping.

8. Assisted Chris Brewster in discussions with SwimOutlet.com as a new USLA sponsor.

9. Assisted Karissa on beginning stages of refreshing the USLA website.

10. Began creation of the 2013 Annual Report. This report will be submitted once the statistical data is gathered and the financial audit is complete.

11. Helping collect pictures from each region for the 50th anniversary display at the Old Coast Guard Museum.

12. Beginning research on a certification card system.

1. I’m happy to report that I will be attending the 50th Anniversary Spring 2014 USLA meeting! As for the ALM, I’m also pleased to report that we have met the production deadlines for the past two issues in a row and we are currently on target for the Summer Issue with mailing deadline of June 1. However, the mailing list was incomplete at the time of the last issue mailing so we had to mail out a second round (approx. 450 magazines) in January when the list was finally completed.

2. The Winter 2014 Issue No. 2 $100 cover shot went to Mark Myhre of Lantara, FL for capturing the medical aid response after a tornado hit the USLA Southeast Regional Lifesaving Championships held at Pompano Beach, FL. That issue featured a number of articles from USLA’s Life Member and Founding Father Bob Burnside. I appreciate his dedication to continue sounding the USLA’s mission after all these years. Thank you Bob and your thank you for your support in lifesaving!

3. Total gross ad revenue for the last issue was $5,760.00 (note: no charge for C4 Waterman due to contract and no charge for USLA Foundation). The total cost per issue numbers was $0.54 each. See 2014-15 ALM Budget attachment for financial breakdown of those numbers. Ad revenues continue to nearly cover our printing costs. We continue publishing at less than 50% advertising to maintain our non-profit mailing rates.

4. Our current printer/mailing vendor Precision Services Group recently was able to lower their costs for the ALM due to a bidding war between one of their former employees. For 13,200 magazines, the printing cost plus materials was $7527 and will now be $6798. Mailing also dropped from $954 to $460. Total savings per issue is $1223 or $3669 per year in savings!

5. The Summer Issue (No. 3 of 3 for 2013-14) deadline for content was March 15 and mailing by June 1. The copy deadline for the next issue Fall 2014 No. 1 is Aug. 18. Email me at [email protected] if you need extras or want to contribute to the next issue.

Introduction

“I appreciate all of the assistance from the many members that respond when requested for media related opportunities.” (Activity Report Fall 2013) However, I have learned that when we pass along interview requests down the line, things start to get missed and there are often deadlines that the media are trying meet. If you take a request for an interview or find a member of your region to take an interview please try and stay in touch and make sure everyone follows through.

Also, we are often handing off these requests to agencies. It is incumbent upon us to remind them they are responding on behalf of the USLA as well as their own agency.

Last we are starting to receive a lot of in depth requests and occasionally strange requests that I filter or refuse. If you receive requests that you feel cannot be responded to in an appropriate manner, contact me or President Brewster. We are occasionally able to redirect the interviewer into a positive or educational message or we will refuse the offer.

4. Ongoing discussions with Tom Gill of Virginia Beach to assist for 2014.

5. Did not follow-up on Under 20 National requests for information from various members due to concerns voiced by other members. This item needs a full vetting at the meeting.

6. Contacted Southwest Region to see if they had any locations wanting to host the 2015 Championships or any with a strong interest. None were provided to date. Discussion item for meeting.

Activity Report

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Lesson Plans: The lesson plans for grades K-12 have been completed. The committee will

review the lesson plans for the younger grades during the committee meeting and make any necessary revisions. All lesson plans will be uploaded onto usla.org.

2. Website: At the fall meeting, the committee allocated up to $2,000 to update the Public Education section of the website. Ms. Ickes reached out to the subcommittee for ideas and suggestions on how to improve the website. Mr. Robinson shared his agency’s webpage. The committee will discuss ideas and suggestions at the meeting.

3. Beach Safety Challenge: The committee will be holding the Beach Safety Challenge in 2014. Agencies or Chapters that host beach safety programs are asked to submit a brief written description and pictures of the event. Please submit any additional information such as newspaper articles, proclamations, program outlines, etc. This year we are asking that entries be submitted online. Regional representatives are asked to go back to their regions and encourage participation in the contest. All entries should be submitted by July 15, 2014 to [email protected].

The awards for 2013 will be presented to Charleston County Parks and Recreation, Monmouth County USLA, and Okaloosa, Florida.

4. Grants: During the fall meeting the committee reviewed the program grant submitted by Mr. McCormick. There were some changes that needed to be made as well as additional information that needs to be included. The adopted guideline in regards to Public Education material needs to be included. Mr. Robinson submitted some revisions. The committee will discuss the revisions and decide how to proceed with this project.

5. Tabletop Tents: The committee voted at the fall meeting to print 100,000 tabletop tents with rip current model and safety tips. These tabletop tents have been printed and shipped to the regional representatives for distribution. A special thanks to Mr. Silvestri for spearheading this project. The tabletop tents can be used at hotels, restaurants, resorts, and rental homes.

6. FTP Site – Mr. Ball from TX Media has developed a FTP site for us and is in the process of uploading all of our video footage.

I am pleased to submit the following report on our website activity since the historic Fall 2014 Meeting in Hyannis, Massachusetts. It is an honor to be present for the 50th Anniversary of the USLA!

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Special Projects 1.1. Online Certification Submission Process: Assisted Kay Smiley and Tony Prior as needed with

the creation of an online process for agency certification applications and renewals. 1.2. USLA Newsletter (E-Blasts): President Brewster and I have continued to collaborate on the

dissemination of USLA E-Blasts to our general membership. Using the custom newsletter template that was showcased last spring, one newsletter has been sent via email since the last BOD Meeting. USLA Newsletter 2014-01 was sent to 7,448 active members (with 5,072 “Total Views” and 266 “Total Click-Backs”).

1.3. Special E-Blasts: There are occasions where communication to our members is necessary, but does not warrant a newsletter. Special E-Blasts since the last BOD meeting included, but were not limited to the following: 1.3.1. “Message to 2013 Nautica USLA National Lifeguard Championships Competitor”:

Participants in the National Lifeguard Championships in Manhattan Beach were asked to assist Surf Life Saving New Zealand in a survey they were conducting of potential participants in the World Masters Games in 2017. SLSNZ asked our competitors aged 30+ to assist them by completing the survey. “Message to 2013 Nautica USLA National Lifeguard Championships Competitor” was sent to 71 competitors (with 41 “Total Views” and 20 “Total Click-Backs”) on 11/14/13.

1.3.2. “USLA 50th Anniversary BOD Meeting & Gala”: Collaborated with Mike Beuerlein and Rob Williams to disseminate information pertaining to the USLA’s 50th Anniversary activities in Huntington Beach, CA. “USLA 50th Anniversary BOD Meeting & Gala” was sent to 6,762 members (with 3,139 “Total Views” and 179 “Total Click-Backs”) on 3/31/14.

1.3.3. “Last call for the USLA's 50th Anniversary Celebration & Reunion”: Collaborated with Mike Beuerlein, Rob Williams and Chris Brewster to encourage last minute registration for the USLA’s 50th Anniversary activities in Huntington Beach, CA. “Last call for the USLA's 50th Anniversary Celebration & Reunion” was sent to 6,800 members (with 2,377 “Total Views” and 113 “Total Click-Backs”) on 4/21/14.

1.4. “Batch Address Validation”: Executed the “Batch Address Validator” within the USLA Membership database on 1/18/14 and 4/22/14. The batch address validator is a function included in our contract with YourMembership that will validate the Primary addresses in our membership directory. Addresses are matched against a current USPS database to ensure guaranteed deliverability. This is done on an ongoing basis in an effort to increase accuracy when shipping membership kits, ALM Magazines, etc.

1.5. Site Redesign: Collaborated with Kay Smiley, YM and an outside graphic designer about giving www.usla.org a “fresh” look. A mockup will be available for review in the near future.

2. General Business 2.1. Website Committee Chair: Worked with President Brewster and Executive Director, Kay

Smiley on various issues related to www.usla.org. Worked continuously to ensure formatting was consistent across all Internet browsers.

2.2. “Contact USLA”: Continued to manage the “contact forms” that are generated when an individual (members and non-members) contacts the USLA by navigating to the “Contact Us” area of the site. Most inquiries are general questions (password recoveries, parties interested in becoming lifeguards and general questions about the USLA). Addressed all inquiries as appropriate. Distributed inquiries to appropriate parties on a regular basis (inquiries pertaining to membership, competition, donations, treasury, junior guards, sponsorships, public education, certification, media, ALM, Heroic Acts, etc.).

2.3. Website Content: Updated site content including, but not limited to the following: • Member Discounts • United States Lifesaving Association (USLA) National Structure • Names and associated contact information for USLA Officers (National and Regional) • USLA National Lifeguard Championships • ALM Archives (Uploaded) • Lifesaving Links • Job Bulletin Board • USLA Certified Lifeguard Agencies (Updated as appropriate) • Competition / Rescue 2014 • Heroic Acts • Home Page • Certification • Junior Guards

2.4. “Event Submission Forms”: Managed the “event submission forms” that are generated when an individual submits an event with the intent of that event being included in the USLA calendar / upcoming events. Added events to website as appropriate and facilitated online registrations and payments upon request. Worked with Treasurer, Rob Williams, to process online payments when applicable.

2.5. Member Profile Updates: Continued to moderate member profile updates to ensure that content is appropriate.

2.6. Region Group Assignments: Assigned all members to appropriate regions on a regular basis. 2.7. Forums: Continued to moderate the “Guard-to-Guard” and “Used Equipment Exchange*”

Forums to ensure that content is appropriate. *Moderator removes listings from the “Used Equipment Exchange Forum after 90 days.

2.8. Facebook: Continued to moderate the USLA “Facebook Page” to ensure that content is appropriate, answered inquiries and utilized this free media outlet to occasionally disseminate USLA news and information (recent examples range from event promotion to current events) FYI only – The “likes” of our Facebook Page have increased from 1,287 in November to 1,434.

2.9. Treasury: Worked continuously with Rob Williams to reconcile transactions originating from www.usla.org. Per discussion at the last BOD meeting, Rob Williams and I have generated reports of online membership registrations/renewals to match the financial batch reports sent out quarterly. Reports have been distributed to the Regional Treasurers on a quarterly basis.

2.10. Communications: Assisted with drafting, editing and disseminating press releases and general communication as needed.

1. Budget – Mr. Williams was asked to highlight the budget and had nothing to add from his written activity report.

2. Sponsor Relations

2.1. C4 Waterman- The C4 Waterman contract was signed in March 2012 and ends March 15, 2015. C4 was purchased by Wenonah Canoe, Inc. which has taken over the contract. Total income to date has been $6,875.

2.2. Ingram - The most current Ingram contract was signed in January 2012 and ends in January 2015. Total income has been in accordance with the contract. Income from Ingram since the original contract was signed in 2009 has totaled $25,000.

2.3. Eyeking - The most current Eyeking contract extends from January 1, 2014 and extends to December 31, 2016. Total income has been in accordance with the contract. Income from Eyeking since the original contract was signed in 2008 has totaled $29,453.63 ($15,453.63 in royalties and $14,000 in sponsorship fees). In 2013 royalties were $4772.01 and sponsorship was $4,000.

2.4. Da Fin - The most current Da Fin contract extends from September 1, 2011 and extends until August 31, 2016. Total income has been in accordance with the contract. Income from Da Fin since the original contract was signed in 2006 has totaled $28,000, not including ALM ads.

2.5. Whistles for Life - The contract was signed in April 2011 and extends until the end of 2013. The company does not appear to have sold any whistles with the USLA logo. Total income to date is $9,000. The contract includes a final $1,000 minimum payment.

2.6. VF Sportswear, Inc. (Nautica) – The contract covers the 2013 and 2014 National Lifeguard Championships. Income from Nautica to the USLA has been $35,000 of which $5,000 was earmarked and paid to the local host. Nautica also provided 1,500 T-shirts for competitors and officials shirts, creating a further cost offset, and has agreed to outfit the National Team with polo shirts, board shorts, headwear and T-shirts.

2.7. SwimOutlet.com – Mr. Brewster and Ms. Smiley worked to develop a contract, approved by the Executive Committee and our legal experts, which will generate $5,000 in cash income to the USLA over a one year period, as well as member discounts and other benefits. This is a new sponsor.

3. Royalties

3.1. Amazon.com - Amazon provides us with incentives when people click through from USLA.ORG (textbook) to Amazon and buy a USLA text or any other items. This is an ongoing relationship. Total income for 2013 was $37.46

3.2. Pearson - We receive royalties for our textbook sales. Total received in 2013 was $1,011.51. 3.3. DVD Sales (via Uniserv) - We have received $9,013.18 in overall in sales proceeds since sales

began, with $1,457.28 in 2013. Our cost for DVDs has totaled $6,994.49. We have over 900 titles of each DVD in stock.

3.4. Uniserv Guard Gear - Catalog sales of clothing and related items via the Uniserv site has resulted in $77.02 in income in 2013.

4. Nationals 2014 - The host agreement, as approved by the Board of Directors in 2012, has been

signed. Nautica will once again be the National sponsor. Mr. Gill was asked to provide an update. There will be a number of additions besides the competition. There will be a welcome parade and ceremony on Wednesday that will turn into a Junior Guard party; in addition a lifeguard alumni reunion will take place Friday night.

5. Nationals 2015 – The Competition Committee recommended a proposal from Volusia County to host Nationals in 2015 and 2017, subject to Board of Directors approval and signature of contracts. Discussion was held on how to entice chapters and regions to host Nationals. Mr. Brewster is going to have the webmaster send an eblast and Ms. Smiley was asked to do RFPs to visitors bureaus where there are lifeguarded beaches.

6. Executive Director – Executive Director Kay Smiley began work on behalf of the USLA in June and reported on her progress in the Board of Directors meeting and in her written report. In addition, she highlighted a proposed program with American Health and Safety Institute (ASHI). ASHI would like to offer USLA a program where a CPR or first aid card would be available for a certain discounted price and USLA could receive a royalty on materials, certification cards, etc.

7. American Red Cross Discount Program – An MOU was signed in accordance with the decision of the Board of Directors in 2012. Discounts are now posted on the USLA website in the Shop section. The discounts benefit USLA members (20% off courses) and USLA lifeguard agencies, which can choose to become course providers and benefit by substantial savings.

8. National Weather Service – Sea Grant – USLA Collaboration – Protocols have been developed to encourage lifeguard agencies to partner with the local weather forecast offices to report conditions and assist the Weather Service in improving rip current predictions. Information can be found at www.usla.org/ripreport. The National Weather Service has agreed to encourage that people swim near a lifeguard as part of its standard daily warnings. A review of the Break the Grip of the Rip campaign is underway with USLA involvement.

9. Nominations – The USLA Bylaws (VIII.3.A.) state that “The privilege of being a Director, holding office and voting shall be granted to each Professional, Life and Alumni Member in good standing.” The Bylaws further discuss the appointment of a Nominations Chairperson and that person’s role being: “…to solicit nominations for an interest in nationally elected and appointed officers.” With the advent of our electronic membership system we may be able to streamline this process by modifying the Bylaws to delegate to the Secretary to notify our voting membership via email of the chance to submit nominations, posting a form on the website, and having the Secretary receive and publish those forms to the Board of Directors. Mr. Brewster will bring this forward at the fall meeting.

10. Brand Licensing, Inc. – The USLA entered into an agreement with Brand Licensing, Inc. for a two year period in May 2013. At the present time there is no specific outcome to report.

11. National Water Safety Collaboration: The USLA, along with the American Red Cross and the YMCA, convened a meeting in Washington with 13 longstanding national nonprofit and governmental organizations involved in drowning prevention and water safety. Included were: American Academy of Pediatrics, Boy Scouts of America, Centers for Disease Control and Prevention, Consumer Product and Safety Commission, National Park Service, National Safe Boating Council, National Swimming Pool Foundation, Safe Kids Worldwide, U.S. Coast Guard, and USA Swimming Foundation. Mr. Brewster preside over the meeting and our Executive Director represented the USLA. This was a historic and momentous step forward for water safety nationally. It involves a budding national coalition to improve on our individual and collective delivery of water safety and drowning prevention. The group will convene again in Portland in October 2014.

Action Items

1. Strategic Planning – “Shall the USLA conduct a strategic planning workshop at the fall Board of

Directors meeting to set goals for the next five years?” MPU. Discussion was held and the following schedule was approved: Wednesday, November 5 from 1 PM-5 PM Executive Committee members required and additional members of the Board of Directors invited; Friday, November 7 as the Educational Session, there will be a seminar on creating a strategic plan for lifesaving organizations.

2. California Senate Bill 941 – “Shall the Executive Committee recommend to the Board of Directors that the USLA send a letter of support regarding California senate Bill regarding boater training?” Motion Mr. Williams. MPU.

3. Travel Policy – Mr. Williams asked that the Executive Committee look at Policy IV. E. USLA Meeting Stipends. He would like to start with asking the Ways and Means Committee to approve to offset the cost of meeting registration for members of the Executive Board that aren’t being reimbursed by another entity. This was sent to the Bylaws Committee to discuss and to look at in the fall increasing the current $500 that is given to the Executive Board to cover travel costs. “Shall the Executive Committee recommend to the Board of Directors the following change be made to Policy IV. E. A. ““The USLA Executive Board shall receive a stipend reimbursement to offset travel and accommodation costs for attending semi-annual Board of Director’s meetings if not reimbursed by another entity. The amount of such stipend reimbursement shall be set from time to time by the Board of Directors through Minute Action. Those entitled to receive stipends include the elected officers of USLA, and the Legal and Medical Advisors. B. Members of the USLA Executive Committee may receive stipends reimbursement for Special Meetings of the Executive Committee, when such meetings are not held in conjunction with a routinely scheduled Board of Director’s meeting. Such meetings are to be held at the convenience of the greatest number of Executive Committee members and when they are held, if funding is available, each committee member shall be compensated equally.”?” Motion by Mr. Williams. 4. Chapter Membership – Mr. Hartl reported that currently there may be some USLA chapters that charge for chapter membership, but they may not register all chapter members for USLA membership. Mr. Zebrowski III stated that Bylaw Article VI, Section 3 – Chapter in Good Standing “A Chapter will remain in good standing if the Chapter abides and acts according to all Bylaws, policies and procedures of the Regional Board of Directors of jurisdiction and the USLA. The Chapter shall either:

A. Pay the annual USLA membership dues for its USLA members; or, B. Ensure the direct payment of dues by its USLA members to the USLA in an amount

established and the manner prescribed by the Regional Board of Directors of jurisdiction.” Mr. Brewster will make sure that this issue is conveyed to the chapters in question and Mr. Zebrowski III will report on this in his Bylaws Committee action report.

Additional Items

1. Non-Profit Status – Mr. Bertrand is trying to achieve non-profit status for the New England Region and is finding it difficult monetarily and time wise. He asked for recommendations on possible non-profit or pro-bono filing. He was advised to go forward with obtaining incorporation for the region and continue to work towards non-profit status.

2. The Executive Committee convened to Executive Session to discuss the contract status of the Executive Director and for the publication of American Lifeguard Magazine.

The committee would like to thank the Southwest Region for a fabulous 50th Anniversary meeting and celebration. It was an honor to be present for such an historic event for the USLA.

1. Website update was discussed regarding submission process. The website is now designed so access to submit applicants for review will be open to USLA members only with the option to a link to regional representative if not a USLA member. It is up and running. There was discussion about important fields being left blank that makes the application incomplete. This will be updated so that applications that have blanks will red alert until completed before application is allowed to be submitted.

2. The process for heroic act applications was reviewed for newer committee members. It is no longer encouraged to fill out paper applications due to the delayed response, address changes, and incomplete applications. When applications are filled out on line the applications are emailed directly to the committee chair. There was discussion about the possibility of each heroic act regional representative receiving the initial application so that the region can review and vote on it prior to the committee chair receiving it. Karissa is looking into the website’s capability to do this.

3. The request for pictures of heroic act presentations was again discussed. The pictures are in demand so that they can be included in publicity, 50th Anniversary celebration, and sent to the executive director for annual reports etc.

1. MOV recipients from California were submitted to the media group for approval to be in a documentary showcasing some of the most heroic rescues ever recognized by the USLA.

2. Contact MOV and Heroic Act recipients to participate in the 50th Anniversary bi-coastal celebration of the USLA. Emails will continue to be sent out to contacts and committee representatives.

3. Create a plan to maximize our efforts with publicity to get as much exposure to the heroic acts and showcase the USLA as possible in tv, print and social media

4. Work on linking MOV stories to the names on the website

Carl Martinez attended our Committee meeting and later provided some helpful information to the Committee on Standards.

9. Brian Murphy is reviewing our National Rule and plans to e-mail suggested changes to the Committee Chair.

The Membership Committee had very good attendance and great participation from all. The Chair thanks everyone who attended.

Discussion Items (Not requiring Board of Directors approval)

1) Several items of Old Business on the Committee’s Agenda shall remain as ongoing projects. The Committee will continue to work on clarifying benefits and eligibility of several specific member types until we are ready to recommend specific language to revise the Bylaws and/or the Policies & Procedures for each category.

2) The Chair confirmed that she will be sending out renewal templates to each Region’s main representative for dissemination to chapter reps very soon. The Chair reminded the Regional reps to be sure that Renewing members are attached to their YM database member ID number in order to avoid duplications.

3) The Committee representatives confirmed ship-to persons and addresses for the 2014 membership kit towels. The Chair reviewed the cost share amounts and collected some payments; the remaining regions will mail their checks. Towels are due to ship by mid-May.

4) The Committee discussed possible kit items for the 2015 membership year. Several items were considered including long-sleeve t-shirts or dry shirts, a “stuff bag”, mesh or dry bag, or a lunch bag, cell phone covers, accordion-style auto sunshades, or a hat. The 2015 kit item will be selected at the Fall meeting.

5) The Committee discussed the sale of excess membership kits by Regions. After good discourse a motion was made and approved unanimously that if a Region sells its excess membership kit items that it reimburses the USLA for their share of the item’s expense ($3 per item).

6) The Committee continued its discussion regarding dues breakdown and if there should be a predetermined amount of dues sent back to each chapter; the thought process being that the chapters generate the members and should receive some incentive to do so. The Committee had already previously strongly recommended that the USLA annual dues NOT be raised so this idea is not feasible without either or both the National and the Region taking a loss in dues.

However there continues to be strong desire for adding individual chapter dues to the YM online registration system for those chapters that collect them. The Chair will work with the Website Chair to further investigate if this is possible using the Your Membership program.

There was also dialog about the number of chapters throughout the USLA who charge chapter dues but do not collect the USLA dues as well, and subsequently do not have 100% of their chapter members as registered USLA members. Discussion ensued whether this was permissible per the Bylaws. Membership representatives were asked to go back and find out how many of their chapters charge dues and if all of their chapter members are also USLA members.

I would like to thank everyone who attended the Public Education Committee meeting. We had a very productive meeting.

Discussion Items (Not requiring Board of Directors approval)

1. Beach Safety Challenge: The committee will be holding the Beach Safety Challenge in 2014. Agencies or Chapters that host beach safety programs are asked to submit a brief written description and pictures of the event. Please submit any additional information such as newspaper articles, proclamations, program outlines, etc. This year we are asking that entries be submitted online. Regional representatives are asked to go back to their regions and encourage participation in the contest.

There are sample proclamations and sample letters available on the website. These resources have been updated to show the revised tips.

2. Lesson Plans: The lesson plans have been completed and will be voted on at the fall meeting.

3. Website: The Public Education Committee has allotted up to $2,000 towards improving the Public Education Section of the website. Our desire is to increase audience appeal. Introduction verbiage is needed for this page. Peter Davis, Bill Humphreys, Karissa Ickes, David Robinson, Kay Smiley and I are working on this project.

4. Grants: The committee reviewed the program grant submitted by Dan McCormick and the Pacific Northwest Region. Dave Robinson shared the revisions to the program grant with the committee. The application and process needs to be reviewed by the legal advisor. The goal is to vote on this grant at the fall meeting and set a timeline.

5. FTP: Peter Davis worked with Bob Ball from TX Media to create a FTP site to upload all of our videos in high resolution. The link to this site will be posted on the website.

6. Tabletop Tents: The committee discussed the tabletop tents with rip current model and safety tips that were printed. These tabletop tents have been shipped to the regional representatives for distribution. . The tabletop tents can be used at hotels, restaurants, resorts, and rental homes. Mike Silvestri asked the committee to please make sure these tabletop tents are put to use.

7. Web Based Video Game: The committee discussed creating a video game or an app on beach safety. Mike Silvestri has a guard who works for him that may be able to help.

It was a short productive meeting for Ways & Means. The best way to celebrate the 50th anniversary of the USLA.

1. Updated committee that I am working with the Accountant to complete the 2013 Tax Returns.

2. Reviewed 2013 and 2014 balance sheets and budgets.

2.1. Stressed that 2013 was the best income over expenses year that we have had since I have been treasurer.

2.2. It was asked if we continue to have good years could we explore giving additional monies back to region.

2.2.1. It was noted by the chair that there may be ways to offset regions costs such as not cost sharing on the kits, rather than giving money back to the regions.

3. Confirmed that the internet member sign up and reports to regional treasurers are effective and that we will continue to look at ways of improving how the internet signups are reported.

4. Informed the committee that the Executive Committee has approved a performance bonus for the Executive Director.
