UNITED STATES POSTAL SERVICE Published Since March 4, 1880 PB 21781—January 17, 1991 ages DEPOS Since 1982, the Postal Service has been involved in efforts to change the culture of our organization from an authoritarian one to one that is more participative. During the time I have been Postmaster General, I have continually affirmed my commitment to this change. I believe that people at all levels of the organization must be treated with dignity and respect. In examining the elements key to the future of the Postal Service, I consider employee involvement as important as our pursuit of quality customer service and automation and technical innovation. And, as I said at our Senior Management Conference on September 25, 1990, we cannot meet our other goals (quality service and reasonable rates) without the increased commitment of our people. We are not going to achieve that commitment unless we are working to achieve better relationships and communicating about the changes we are facing and why these changes are essential to our future security. But as I also said at the Senior Management Conference, I am not yet satisfied with the job some managers are doing in creating a more participative environment. I am especially disappointed at some of the promotions we are making because we promote autocratic managers at the same time that we talk participation. We just cannot continue to' talk one game and yet play another. Consequently, we need to take steps to ensure that those of us in management continue to pursue aggressively the cultural changes necessary to make this organization more participative. First, and foremost, we must clearly understand that creating and maintaining a participative work environment is the responsibility of every Postal Service supervisor, manager, postmaster, and executive, and that we will be held accountable for leading this effort. Second, we are moving aggressively to strengthen our leadership evaluation and reward systems through the use of Organizational Climate Surveys and processes such as Subordinate Feedback. Beginning in Fiscal Year 1990, a major element of a Field Division General Manager/Postmaster's annual evaluation has been performance measurement against the 1 1 factors identified in my Postal Bulletin message dated September 22, 1988. Beginning in FY 1991, the use of these factors in the merit evaluation process expands to include all supervisors, managers, postmasters, and executives. Fourth, we intend that our management and leadership training systems become a catalyst for creating and maintaining a participative culture by helping leaders build unit and team effectiveness and encouraging self- directed work. We will be working aggressively to ensure that this does indeed take place. Because the increased commitment of our people is absolutely essential to our future, we must ensure that they are afforded every opportunity to contribute their talents and skills to the Postal Service's pursuit of continuous organizational improvement. Reporting Computer-MatchingPrograms

The Computer Matching Privacy and ProtectionAct of 1988 requires agencies to publish advancenotice of covered matching programs in which theyparticipate and to conclude written agreementsspecifying the terms under which matches are to beaccomplished. Each matching program and agree-ment is subject to approval and oversight by thePostal Service Data Integrity Board, composed ofsenior management officials.

Computer matching is a term used to describethe automated comparison of databases containingrecords about individuals. The term applies wheth-er only USPS records are compared or USPSrecords are compared with records of an outsideentity.

The Records Office at Headquarters must evalu-ate all computer-matching proposals. Computer-matching proposals must describe the purpose ofthe match, the records to be matched, the proce-

^dures for independently verifying the informationobtained through the matching program, and anyadverse actions against individuals that may result.The Inspection Service must submit its proposalsfor matching programs to:

Stamps by Mail RateIncrease Envelope

Distribution of Form 3227, Stamps by Mail (enve-lope), dated January 1991, containing the newpostage rates begins the end of January. The distri-bution to select field offices and materiel distribu-tion centers will take approximately 2 months.

Upon receipt of Forms 3227, dated January1991, offices must remove and destroy all previouseditions of Form 3227. Offices receiving the formsshould display them in their lobbies and distributethem to customers.

Offices should continue to use Form 3227, April1989, until the January 1991 edition arrives. It isimportant for employees to notify customers that,when using the old editions of the Stamps by Mailform, they must cross out the old rates until thenew edition is available and replace them with thenew rates. It is recommended that offices include astuffer containing the new rates with the customerreturn order.

Ethics Reform Act of 1989The Ethics Reform Act of 1989 prohibits the re-

ceipt of any form of compensation or honorariumfor a speech, article, or appearance by a federalemployee. Effective January 1, 1991, this ban ap-plies to all Postal Service employees whether or notthe subject of the speech, article, or appearance isrelated to the Postal Service or to the employee'spostal duties.

The ban does not apply to making speeches orappearances and writing articles if no payment isreceived for them. This law does not affect mostforms of outside employment, including teachingregular courses at colleges or universities. Takingpart in a dramatic production or a performance ofmusic or dance is also unaffected.

The law, which applies to most other federal em-ployees as well as to postal employees, does notprovide criminal penalties. However, a violationcould result in a civil fine of as much as $10,000.

Retail Units With Integrated RetailTerminals

As reported in the Postal Bulletin of January 10,1991 offices will receive integrated retail terminal(IRT) software update diskettes containing the newrates 3 to 4 days prior to the effective date of thenew rates. Before loading the new rates software,all IRT offices must make sure that the softwarebeing updated is the latest version. Check the soft-ware version as follows:

MOS—The version number prints automaticallywhen each disk is started:

• Control disk—1.32• Clerk's disk—1.32UNISYS—Turn on the IRT and wait until the

Clerk Logon ID screen appears. The version numberis at the bottom of the screen:

• All Phase II disks—14.0• All Phase III disks—11.0

NEW STRUCTURE FOR POSTAL RATES AND FEES—WINDOW CLERK PREVIEWThe following summary of proposed changes in

postal rates and fees is based on the rate case theU.S. Postal Service filed on March 6, 1990, with thePostal Rate Commission and the Commission'srecommendations. These changes are expected totake effect in early February, if approved by thenine Presidientially appointed Governors of thePostal Service. Employees assigned to retail andacceptance windows should receive copies of thissummary.

All approved changes to rates and regulationswill appear in the Special Postal Bulletin, January 24,1991. A complete revision to the Domestic MailManual—incorporating the new official rates, fees,and regulations—will appear as Issue 38 shortlythereafter. This summary covers postal serviceslikely to be transacted at retail units. The informa-

Frequent Customer Questions About the RateChange

This section provides window clerks with re-sponses to questions often asked by their custom-ers during the rate change implementation.

1. The rates just went up a few years ago, why areall the rates and fees going up again?

Not all of the rates and fees are rising. RegisteredMail and money order fees were reduced in somecases. Correction of mailing lists and meter settingwill be unchanged. It has been almost 3 years since

the last postage rate increase. The Postal Service ismandated by law to operate on a break-even basis.It is subject to the same pressures of inflation aseveryone. During this 3-year period, the cost ofmany goods and services we buy has risen fasterthan postage rates.

2. When are the rates going to change and why isthe announcement made at the last minute?

The Postal Rate Commission issued its Opinionand Recommended Decision on January 4, 1991.The Presidentially appointed Governors of thePostal Service are expected to meet on January 22,1991, to make a final decision on the recommend-ed rates. After the final decision, the Board of Gov-ernors will determine when the rates become effec-tive. After the new rates have been approved, it willcost the Postal Service millions of dollars for everyday's delay in implementing the new rates. Theboard will take that fact into account in setting aneffective date. We expect the new rates to becomeeffective the first week in February.

3. Since it seems that customers will pay moremoney for less service, will service improve withthe increase?

Most people can cite worst case experiences withthe mail, as with anything else. However, a recentRoper survey, conducted last August, indicates thatmost Americans appreciate the type of mail servicethey receive. More than 71 percent of U.S. consum-ers perceive their mail service as an excellent orgood value. This rating is the highest the PostalService has received in response to this questionsince 1974. Mail service was ranked highest amongsix common services consumers were asked to rate.The increase thus is necessary to maintain the al-ready high level of service in the face of costs borneby the Postal Service.

4. What determines the amount of the First-Classrate increase?

Increases in our costs. Rates are adjusted overtime for the inflation and other cost increases weexperience. Again, rates are set with an eye towardbreaking even.

5. When are some new rate commemorative andinternational stamps coming out?

The expected release date for the first new First-Class commemorative stamp is February 22, 1991.The second new commemorative will be issuedMarch 1, 1991. Additional issues, including stampsto meet international rates, will follow at intervalsafter the effective date for the new rates.

6. Do I have to wait in line for stamps?You won't even have to visit a post office to buy

new rate stamps. We provide Stamps by Mail,Stamps by Phone, and stamps are available throughnumerous types of vending equipment available foryour use. (You might also mention the locations ofnearby contract postal units and stamps on con-signment points.)

7. You just increased the price of stamps to raiseyour salaries, didn't you? If not, who gets themoney?

Increases in prices are never welcome, even forthe Postal Service. However, when prices are heldsteady for almost 3 years while costs rise, eventual-ly an increase in rates must come. Our objective inthe years ahead is to keep rate increases under therate of inflation. Today's postage rates fully coverall operating costs, including salaries, and thePostal Service receives no tax dollars for operatingpurposes.

8. What if I buy quantities of nondenominatedstamps and don't use them all?

The nondenominated stamps will be worth thesame amount you paid for them—no matter howlong you keep them. The new makeup stamps can

only be used in conjunction with $.25 postage toequal the new First-Class rate.

9. To whom do I write to complain about theincrease?

Processing Payments forAdministrative Vehicles

This notice clarifies procedures for processingcontracts for vehicle hire service at the St. LouisPostal Data Center (PDC) and administrative vehi-cles at the San Mateo PDC.

St. Louis PDC

This program pertains to vehicles leased throughthe contract vehicle hire procedures for mail deliveryand mail hauling vehicles.

Contracts for regular vehicle hire service, wheth-er commercial and/or postal employee, are submit-ted to the St. Louis PDC, Accounts Payable Branch,on Form 7475, Solicitation, Offer and Award—VehicleHire, to establish a contract. Standup Talks/Employee Rate CardsTo get useful information to all employees about

rate adjustments, facilities will receive by mail astandup talk and an accompanying card with keyrate changes and some basic facts about postalrates. The mailing is marked Rate Change Item andaddressed to the manager/postmaster of the facili-ty. Delivery is scheduled for the week of January 28.

Managers/postmasters should deliver the stand-up talk just before or soon after the effective datefor new rates, and hand out a card to each employ-ee. The purpose is to provide information to em-ployees so they can answer questions and respondto criticisms from customers and the public aboutpostage rates.—Communications Dept., 1-17-91

Uniform Allowance ProgramThe following additional uniform garments are

announced for the new window clerk uniform:

1. Sweater: cardigan, long sleeve with afour-button closure. The color is postal navyblue with a red and white stripe folded-overrib knit band and collar.

2. Sweater: v-neck, sleeveless pullover vest.The color is postal navy blue with a red andwhite stripe knit band in the v-neck and arm-hole trim.

TRAVEL—RELOCATIONEvery employee involved in a transfer of duty

stations that entails the payment of relocation ex-penses must sign Form 2444, Agreement to Remain inPostal Service. The form currently states: . . . Ihereby agree to remain in the Postal Service for aperiod of 12 months following the effective date ofmy transfer.

The purpose of the agreement is to ensure thatthe Postal Service obtains the benefit of the pay-ment of the relocation expenses, which are fre-quently substantial, through the service at the newduty station of the transferred employee. This pur-pose is not achieved if the employee does not serveat that duty station for at least a year; simply serv-ing somewhere within the Postal Service is not suf-ficient. The agreement, and the obligation torepay, also applies to an employee who has begunthe process of a transfer, and who then for personalor other unauthorized reasons declines to com-plete the transfer.

There may be rare instances in which a recentlytransferred employee must be transferred a secondtime within a year for the benefit of the Postal Serv-ice, as, for example, when a person with a rare skillis needed to fill an unexpected vacancy at a largerfacility. In these instances, as currently in the caseof an employee who must leave the Postal Servicealtogether for some compelling reason, the em-ployee may be relieved of the obligation to repaythe relocation expenses with the approval of appro-priate authority.

When the approval is for a second transfer, thatauthority will be an Officer of the Postal Service,such as a Regional Postmaster General. The officermay not delegate this authority. A deviation, ofcourse, may also be sought for relief from some orall of the obligation to repay relocation expenses,but it will be granted only in the most meritoriousofcases.

Since there may be some misunderstandingabout the agreement as it is currently worded, ef-fective immediately, the following part of Hand-book F-10, Travel, and Form 2444 are revised toread as follows:

715.1 What is a service agreement? Before thetravel order is approved and any payments aremade, you must agree to remain in the Postal Serv-ice and at your new duty station for at least oneyear by signing Form 2444, Agreement to Remain inthe Postal Service (Exhibit 7-2). This form states that

you agree to remain at the newly assigned dutystation within the Postal Service for 12 monthsafter the effective date of transfer or appointment.Copies of Form 2444 should not be sent to the SanMateo PDC. A signed Form 2444 for 12 months isrequired for each permanent change of station. Notravel advance will be authorized unless you havesigned the Form 2444.

715.21 While the agreement is in effect, you mayleave the newly assigned duty station only for thebenefit of the Postal Service, as determined by anofficer. You may leave the Postal Service only forreasons beyond your control, if your leaving is ac-ceptable to the Postal Service. If you decline toaccept or to complete the transfer, you will becomeliable to repay any relocation benefits you have re-ceived.

715.22 If you violate the agreement, you will haveto pay back any money that the Postal Service hasspent for your travel, transportation, and allow-ances. Repayment will be in accordance with Hand-book F-16, Accounts Receivable.

715.23 If you are transferred a second timewithin the 12 months of your service agreement,you must sign a new agreement. The obligationperiod from any prior agreement(s) is void. If, forexample, you are transferred for the benefit of thePostal Service after 6 months at a new duty station,you are obligated to remain in the Postal Serviceand to stay at the new duty station for 12 months.You are relieved from the 6-month obligation re-maining from your earlier transfer.

Existing Forms 178, Specific Travel Order—Reloca-tion, and 2444, Agreement to Remain in Postal Service,are in the process of being revised and incorporat-ed into one form. The new form will include thenew verbiage. Until a revised form becomes avail-able, item 1 of Form 2444 currently in use must bemodified by hand or by type to state:

MANAGEMENT ASSOCIATE PROGRAM RECRUITMENTThe Postal Service is recruiting for the Manage-

ment Associate (MA) Program. This program is de-signed to provide participants who have exception-al management potential with intensive on-the-jobdevelopmental assignments and related training.The overall program objective is to ensure continu-ing management resources by developing mid-level managers with demonstrated ability to suc-cessfully (1) achieve division objectives as they per-tain to organizational goals, (2) effectively inte-grate all functions and organizational units, and (3)manage a wide variety of personalities.

A. Program Design

1. Orientation. The program begins with a region-al orientation for MAs selected by field divisionswithin the regional boundaries. This orientation in-cludes an overview of the Postal Service from bothan organizational and functional perspective, infor-mation on strategic goals and objectives, and infor-mation on key features of the Management Associ-ate Program.

The selecting field division also provides an ori-entation which includes opportunities to meet andinteract with key field division managers and infor-mation on program administration.

2. Length, The length and content of each MA'sprogram is tailored to his or her experience, inter-ests, and management development needs. MAsare expected to complete the program within 36months. The minimum program length is 18months.

3. Assignments. MAs receive a variety of develop-mental experiences in various organizational set-tings, including postal operations, support func-tions, officer-in-charge (OIC) assignments, andpostal and/or nonpostal education and training.Normally, assignments are 2 to 4 months in length.

B. Compensation and Outplacement

1. Compensation. MAs are compensated on asalary schedule (RSC-J) developed specifically forstructured development programs (SDPs), includ-ing the Management Associate Program. Theschedule has no grade levels or steps but doeshave, for each SDP, a unique salary range, plus thesame COLA as in the Executive and Administrative(EAS) Schedule. The current basic salary range forMAs is $29,300 to $35,400.

The beginning salary is determined on an indi-vidual basis depending on the MA's education, ex-perience, and current salary. If selected employees'basic salaries exceed the maximum of the programrange, they retain their current basic salaries uponentering the program.

MAs will not receive general increases but willreceive COLA increases and will be eligible forsalary adjustments up to 12 percent of basic salary(in the form of increases to salary and/or lump sum

payments) determined on the basis of performanceevaluations and the MA's position in the range.

2. Outplacement. Target outplacement positionsare staffer mid-level management positions at EASlevels 19-22. Normally, outplacement occurs nolater than 36 months after entering the program.The kind and level of outplacement position de-pends on the MA's particular qualifications anddemonstrated performance and on what is avail-able at the time the MA is ready for outplacement.

Outplacement in positions at the target levels isnoncompetitive. However, MAs must meet the re-quirements of the position.

MAs may compete for any position above thetarget levels for which they qualify. They areexempt from the 1-year time-in-grade restrictionand any range of consideration stated in the vacan-cy announcement. They are also exempt from theprovisions of section 544.82 in Handbook EL-311,Personnel Operations, which prohibit employees fromapplying for higher level positions they temporarilyfill for 60 days or more.

C. Application

1. Who May Apply. Postal employees may apply toany one of the regions with field divisions that arerecruiting. Nonpostal applicants may apply tothose regions with field divisions recruiting fromthe outside as well as from the inside. All applicantswill be considered without regard to race, color,religion, sex, age, national origin, physical ormental disability, or other nonmeritorious factorsor considerations.

The minimum eligibility requirement is a bache-lor degree from an accredited college or universityplus 2 years supervisory experience, or an ad-vanced degree. MAs must have completed alldegree requirements before entering the programuntil the applicant submits all required documents.

a. Application Form. Applicants must submit acompleted Form 991-M, Application for ManagementAssociate Program, which is available from personneloffices. Applicants must sign the Mobility State-ment, / am available to travel and relocate during theprogram as necessary, and must forward the form totheir immediate supervisor for completion of page10 of the application form and the next higher levelmanager's approval.

b. Transcripts. Applicants must submit a legiblecopy of the official transcript from the college oruniversity from which they received their highestdegree. Applicants must either include the tran-scripts with their applications or have them for-warded by the college or university.

c. Occupation /Academic References. Nonpostal ap-plicants must include letter(s) of reference from atleast one but no more than three employers or pro-fessors.

Rate Change ImplementingInstructions: Mechanical Scales

These instructions apply to all retail units (in-cluding contract postal units) using mechanicalscales to accept mailpieces. Because of the com-plexity of the 1991 rate change and the productiontime required to produce them, scale charts will notbe available by the rate change implementationdate. Therefore, postmasters or unit managers ofall locations using mechanical scales for acceptingmail must take the following steps:

1. Obtain enough copies of the Special Postal Bul-letin (PB), to be published January 24, containingthe new rate schedules to provide one copy to eachperson with retail acceptance responsibility.

2. Obtain and display the new domestic andinternational rate charts at each retail window posi-tion.

3. Use weighing scales for weighing only. Thenrefer to the PB or rate chart for the correct rate.

4. Contact your division or management section-al center rate implementation coordinator, throughofficial channels, to obtain any locally prepared ma-terials.

New scale rate charts are expected to arrive notmore than 4 weeks after rate implementation.

As part of the communications process to advisethe public about new postage rates and fees, a bro-chure has been developed for delivery before Feb-ruary 1 to every household in the country.

The brochure contains a statement from thePostmaster General underscoring the USPS servicecommitment to the American public. It also con-tains information about the new nondenomination-al convenience stamps, the First-Class rate FlowerStamp, and the make-up stamp, along with anumber of other customer conveniences includingStamps by Mail.

Division general managers/postmasters, andmanagement sectional center, bulk mail center,and transportation management service centermanagers have been alerted to the need to havethis brochure delivered not earlier than January 29and not later than February 1.

Nondenominated Flower Regular Postage Stamps

A nondenominated Flower postage stamp (de-nomination to be announced in the Special PostalBulletin dated 1-24-91) goes on sale January 22,1991, in Washington, DC. The stamp features alarge red tulip (see page 4). The stamps were print-ed without denomination because of the uncertain-ty of what the new rates would be and the produc-tion and distribution lead time required to imple-ment the proposed postage rate change. Thestamps are being placed on sale several days in ad-vance of the rate change in order to afford postalcustomers maximum convenience. As in the past,this nondenominated stamp can only be used for mailgoing to addresses in the United States.

The nondenominated Flower stamp is the sixthin a series that used the letters A through D and Efor Earth in conjunction with the postage rate

changes from 1977 through 1988. Refer to page 9for denominations of previously issued nondeno-minated stamps.

Supply. Shipping of Flower stamps began on Jan-uary 2, 1991. Sheets, booklets of 20 stamps, andcoils of 100 stamps are being shipped directly tothose stamp distribution offices (SDOs) surveyedin July 1990. Coils of 500 and 3000 and booklets of10 stamps will be shipped directly to regional ac-countable paper depositories (RAPDs).

As part of the July 1990 survey, CAG A-L postoffices were to partially complete and submit Form17-A, Accountable Items Requisition From Stamp Distri-bution Office, to their SDOs for the quantity of non-denominated stamps needed to implement a ratechange. The SDOs were to retain those Forms 17-A and process them upon receipt of the stock. Ifany SDO has not shipped the stamps to associateoffices, or RAPDs to SDOS, they must ship themimmediately.

Additional limited supplies of Flower stamps inbooks of 20 stamps and coils of 100 are availablefrom BEP. CAG A-G post offices requiring addi-tional bulk quantities may submit their Forms3356, Stamp Requisition—Bulk Quantities, to BEP.Requisition quantities must be in the standard or-dering multiples. Other offices should requisitionadditional booklets of 20 stamps and coils of 100 asneeded from their designated SDOs. Nondenominated Make-Up Rate Sheet Stamp

A nondenominated Make-Up Rate regular stamp(difference between the 25-cent and the First-Classletter rate to be announced in the Special Postal Bul-letin dated 1-24-91) goes on sale January 22, 1991,in Washington, DC. In addition to the nondeno-minated Flower issue, the Postal Service, for thefirst time, is issuing a nondenominated Make-UpRate stamp (see page 4) for use with First-Classrate stamps to meet the new letter rate. The Make-Up Rate is not restricted to upgrading the 25-cent stamp.

Denominated Coil/Sheet Stamps for PostcardMake-Up Rate

The postcard make-up rate (difference betweenthe 15-cent postcard rate and the rate tc» be an-nounced in the Special Postal Bulletin dated 1-24-91)was not part of the July 1990 survey. SDOs will befurnished an automatic distribution based on thefollowing:

Quantities must bein the standard ordering multiples. The additionalquantities will be shipped once the automatic dis-tribution has been completed. Shipment of the de-nominated make-up coils from BEP should beginon January 18.

Denominated Stamped Envelope

The Star embossed stamped envelope goes onsale January 24, 1991, in Washington, DC. (De-nomination to be announced in the Special PostalBulletin dated 1-24-91). This envelope will be avail-able in sizes 6% and 10, regular and window.

Note: Effective with the rate change, window envelopes(except nonprofit) may now be sold in less than full box lots.Full box lot quantities of window envelopes are to be sold atthe rates specified in the Special Postal Bulletin, dated 1-24-91, and handled in accordance with current discountprocedures for sale of regular stamped envelopes.

Do not sell before January 25, 1991

Supply. Shipments are being made directly tothose SDOs surveyed in October 1990. The firstshipment began on January 15, 1991, starting withthe west coast and was completed by February 1.The second shipment begins on February 4 forcompletion by February 22, 1991.

An automatic distribution of both sizes, regularand window envelopes, will also be made to postoffices with authorized philatelic centers. Thisshipment should begin on January 11 and be com-pleted by January 15.

GAG A-G post offices requiring additional bulkquantities of this envelope must submit Form 3205,Requisition for Plain Stamped Envelopes, to theStamped Envelope Agency, Williamsburg, PA.Limit initial requisitions to an 8-week supply.Orders for additional envelopes will be shippedafter the philatelic automatic shipment and sur-veyed quantities have been completed. Requisi-tions for additional stock will be filled as fast asmanufacturing and distribution permit. No expe-dites will be made until regular cycle shipments areresumed.

Self-Service Postal Centers. The denominated Star6% stamped envelope, Item 2620, and the size 10stamped envelope, Item 2130, are banded in unitsof five envelopes. Shipments of banded envelopesbegins after February 22, 1991.

Printed Stamped Envelopes. This envelope is alsoavailable with a printed return address for custom-ers. When placing orders, customers should indi-cate the new item number, size, denomination, andprice on the sample Form 3203, Printed Stamped En-velopes Order, to be printed in the Special Bulletindated 1-24-91. A price list for printed envelopeswill also appear in the Special Bulletin.

Postmasters should make sufficient copies of thesample Form 3203 to use until the new form isavailable. They should mail the Form 3203 with theproper remittance in a preprinted reply envelopeor in a plain envelope addressed to the STAMPEDENVELOPE UNIT, US POSTAL SERVICE, PO BOX 500, WIL-

LIAMSBURG, PA 16693-0500. They must pay by checkor money order. Printed stamped envelopes will befurnished within the usual 4 weeks after placing theorder.

A new Form 3203 will be available as soon aspossible. Availability of other envelopes will be an-nounced in future Postal Bulletins.

Denominated Flag Postal Card

The Denominated Flag single postal card goeson sale January 24, 1991, in Washington, DC. (De-nomination to be announced in the Special PostalBulletin dated 1-24-91.)

Supply. An automatic distribution of the singlecards will be made to post offices with authorizedphilatelic centers. SDOs will receive an automaticdistribution based on the 60-day (8-week) quantitysurveyed and shipped for the 1988 rate change.The postal cards will be shipped to SDOs in fourequal shipments in cartons of 10,000. Starting withthe west coast, shipment begins on January 15, withthe last shipment completed by February 22.

All other postmasters are to immediately submit four sep-arate Forms 17-A to their SDOs. Each requisitionshould represent a 2-week requirement and bemarked across the top as follows: Shipment 1, Ship-ment 2, Shipment 3, and Shipment 4.

Sheet Postal Cards. The initial supply of the Flagsheet postal card is available at RAPDs only.RAPDs will receive the cards in two shipments, withthe last shipment completed by February 15. EachSDO must submit two separate Forms 17-A to itsRAPD. Each requisition should represent a 4-weekrequirement.

All other postmasters requiring the sheet cardsmust immediately submit two separate Forms 17-A

These attractive red, white, and blue stamps, de-signed to be sold through bank automatic tellermachines (ATMs), are being issued to continue thetest-marketing with the Seattle First National Bank(Seafirst) previously announced in PB 21762, 5-3-90 (page 3). Twelve die-cut stamps are producedon a backing sheet the size of a dollar bill. Eachstamp is approximately the size of a standard hori-zontal commemorative.

Do not sell before January 23, 1991

Supply. Sales are restricted to post offices withauthorized philatelic centers, at some authorizedfinancial institutions over the counter, and throughbank ATMs. Offices with authorized philatelic cen-ters will receive an automatic distribution of 1,000sheetlets per philatelic center. The sheetlets will beshipped to SDOs in two equal shipments. Shipmentbegan on January 2, 1991, and will be completed byJanuary 31, 1991.

Exchange of Stamps andStationary Items Bearing Old

the Old Rates. Customers may revalue enve-lopes or cards prepaid at the old rates byaffixing postage or meter stamps sufficientto cover the postage at the appropriate newrate.

Exchange of Stamps and Stamped Paper.Available quantities of new denominationpostage stamps and postal cards are limited.Therefore, it is essential that postmastersencourage customers to affix adhesivestamps or use meter impressions, ratherthan exchange stamped paper for items ofthe new denominations. B1. Form 2966-B is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intendedfor use by military personnel or their dependents. When thecontents of a parcel meet these requirements, the mailer mustendorse the customs form, "Certified to be a bona fide gift,personal effects, or items for personal use of military personneland dependents," under the heading, Description of Contents.

B2. Form 2966-A is required except on official mail, whichdoes not require customs declaration or exemption endorsement.The AAFES will furnish a computer listing of all items mailedfrom its activities to Philippine APOs. Other major order com-panies must either use Form 2966-A on each item or providecomputer lists. Computer listings must include a description ofthe items, the dollar value of the items, a complete addressincluding the PSC box number and APO of the addressee, thedate of mailing, the insurance or registry number, if applicable,and the serial number of any item over $25 in value and anyelectrical item with a plug over $15 in value.

B3. Form 2966-A is required for mailing between MPOs.Prepaid mail from contractors addressed to a military organiza-tion for official use need not bear customs declaration, but mustbe endorsed,""Contents for Official Use-Exempt from CustomsRequirement."
