United Way Worldwide continually embarks on national large scale research initiatives which help guide and shape our path and give a megaphone to a variety of our constituents including donors, recipients, employees, volunteers and community partners. It is this continual feedback loop that makes United Way what it is, an organization steeped in history and heritage, yet one that continually seeks new input from our community and experts, driving community change based on real issues. Local United Way chapters formulate their local agendas with the help of this National research, yet many, like United Way of Southern Nevada, take it a step further to get an accurate read of our local community issues through the eyes of our many constituents.

So many of you came together to make the United Way of Southern Nevada 2012 Community Assessment a model of what it means to work together.So many of you graciously offered your time to be sure your voices were heard. So many of you offered support so that a study of this caliber and magnitude could be funded and offered to our community. As Henry Ford so eloquently put it, “Coming together is a beginning; keeping together is progress; working together is success.”

We are grateful for the great support we received from all of you. And for that, this Assessment really is yours. For those organizations who cannot field large scale studies, this is yours. For every struggling family, this is yours. For every child who doesn’t yet have a voice, this is yours. It is now what we do with it that matters.

This first wave of date, now concluded, will be built upon by the Lincy Institute, who will help bridge the issues discovered with real world solutions. We know education, unemployment, and underemployment are key issues, but now we need to find solutions and convene our best partners to be a part in these solutions. We know healthcare, lack of access to good quality preventative and urgent care are issues, but we need to expand our scope so that more people can more easily be served. We at United Way continue our work in Education, Health and Financial Stability. We know these are the building blocks of a good life.

That said, we must ensure our focus in these areas continues to be aligned with real solutions that can help people today and tomorrow. I hope that every person who reads this Assessment draws from it the collective input from multiple audiences from many walks of life.

I also hope that you can see through the data to each voice, to the unemployed construction worker who is saying he needs a new path to support his family. I am honored to be leading the charge in bringing our best and brightest together to drive collective impact for our community.

Applied Analysis was retained by United Way of Southern Nevada (UWSN) to help guide the future focus of UWSN by generating a community needs assessment. The primary goal of the initial phase of the needs assessment process is to obtain information from the community at-large, the at-risk population and community stakeholders and service providers relative to their community concerns and priorities. This executive summary outlines our general approach and highlights the salient findings of the analysis. It is supported by a series of supporting charts, tables and exhibits.

General Approach and Survey ParametersDiscovery Nevada at Applied Analysis surveyed more than 900 southern Nevada residents, asking them to rank a randomized series of community issues relative to their importance to the respondents personally. For each respondent’s top three areas of concern, a more in-depth assessment was conducted. The baseline survey was approximately 140 questions long; however, respondents were only asked to answer the questions relating to the general condition of the overall economy, to rank general community issues, and provide additional detail relative to their three primary areas of concern. Thus, no respondent answered every question in the survey and responses covered a broad spectrum. The general community assessment issues are summarized below.

General Areas of Community Concern• Employment/job opportunities • Problems with home and family life• Higher education beyond high school • Public safety and crime• Homelessness • Housing • Services for adults who are 60 years or older • Healthcare options and services • Hunger or lack of food • Poverty or lack of money for basic needs • Parks and recreational services • Substance abuse and drugs • The arts, community, and cultural activities • Transportation or getting around southern Nevada • K-12 education• Support for people with severe mental or physical disabilities• Services for children 0-6 years old who are not currently enrolled in school

Southern Nevada is an agglomeration of numerous communities distinguished by language, ethnicity, socioeconomics, education, geography and the role that they play within the community. To ensure the baseline research captured and leveraged this diversity, three separate surveys were conducted. The first was of the general population. Just over 400 randomly selected southern Nevada residents 21 and older were surveyed by telephone.

The second survey focused on those living at or near the poverty level as that segment of the population has a higher marginal propensity to demand public and other social services. Approximately 410 southern residents age 21 or older with self-reported combined household incomes at or below 30 percent of median household income were surveyed in person at a number of locations throughout the Las Vegas valley (i.e., intercept survey). Locations included Clark County Social Services, Bonneville Transit Center, Catholic Charities of Southern Nevada, Cambridge Community Center, HELP of Southern Nevada, Acapella Senior Living, Senior Lifeline, and Boys & Girls Lied Memorial Clubhouse.

Finally, a number of community stakeholders including philanthropists, service providers and community leaders, were also surveyed using a combination of internet-based surveys and live interactive group survey techniques.

The results of these three analyses were combined in an effort to identify first and second order areas of concern as well as consensus among the various respondent groups. Stated otherwise, survey responses were reviewed relative to identified areas of concern, the relative priority assigned to each concern and the additional context provided through open-ended questions and group discussions. Not surprisingly, there was a great deal of interconnectedness within the broad areas of concern. For example, transportation and education were often linked with employment; public safety was linked with home and family issues and drug and alcohol abuse; and healthcare was linked with poverty, access to employer-paid insurance benefits and services to seniors and the disabled. The community clusters summarized below reflect the totality of both the survey responses and the analyses underlying them.

Employment & K-12 EducationSurvey respondents overwhelmingly indicated that there are not enough jobs. For those jobs that are available, a significant portion of the population feels they do not have the necessary skills to compete for them. For many, this is directly correlated to the quality of K-12 education; respondents were left behind in school and struggle with basic reading and math proficiency. In addition to math and reading proficiency, survey respondents highlighted parental involvement and low test scores as other areas of acute concern. The need for economic diversification and the cost of employee healthcare were also highlighted. The at-risk population also identified access to job training or retraining and access to employment training programs in schools as important areas of concern.

Public Safety & CrimeBetween 30 to 40 percent of all survey respondents indicated that southern Nevada was not a safe place to live. Survey respondents report increased concern about general neighborhood safety and the prevalence of child abuse, gang activity and community violence. Throughout other areas of the community needs assessment, the general population and at-risk population have largely remained in agreement regarding the contributing factors to the primary areas of concern. Public safety is the only issue where opinions diverged, as the at-risk population ranked alcohol or drug abuse as their highest priority area of concern within public safety, whereas this issue was of less concern to the general population. Both populations expressed significant concern regarding child abuse and/or neglect, gang activity and home invasions.

HealthcareThe majority of respondents from both survey groups consider themselves healthy, despite ranking healthcare as one of their top areas of concern. Notably, the general population was more than 30 percent more likely to be insured than the at-risk population. Both survey groups identified affordability of care and/or insurance as their biggest healthcare challenge; however, the general population also noted significant concerns about the quality of care and the large numbers of uninsured. For those fortunate enough to have access to health insurance, principal areas of concern include the affordability of health insurance premiums, the cost of hospitalization and the quality of medical care. Those who lacked access to health insurance expressed concern about being uninsured, but also shared concerns with the insured population regarding the cost of hospitalization, or the cost of seeing a doctor in general. The at-risk population noted their primary source of medical care should they get sick would be to visit University Medical Center (36 percent) or another emergency room (31 percent).

In conclusion, the community needs assessment surveys demonstrate that the average southern Nevada today is worried about the most fundamental of human needs – having the right education to be competitive for jobs that pay enough to afford a safe home and basic healthcare needs. The primary areas of concern establish high degrees of interconnection; for example, not only was access to healthcare a primary concern within the topic of healthcare, it was a primary employment concern. This was also true for the quality of K-12 education. The sheer degree of consensus from all populations on these issues cannot be ignored. As such, the focus for the phase two and phase three community needs assessment efforts will be on service gaps in these key areas as well as strategies that have been used to effectively address them in other communities.
