ADVANCING THE COMMON GOOD IN THE GREATER CAPITAL REGION

In 2016-17, United Way of the Greater Capital Region, in partnership with our funded agencies, continued to UNITE against the issues facing individuals and families in our community.

The struggles of local residents were well-documented in Fall 2016 with the release of the United Way of New York State’s ALICE report. ALICE – Assets Limited, Income Constrained, Employed – crystalized one of today’s top challenges – employed individuals and working families are struggling to meet their minimum needs. When ALICE faces a car repair or a change in employment hours or a change in child care provider, the impact is immeasurable and can set the person or family back for months. We invite you to review the ALICE report within this Community Impact Report and at http://UnitedWayALICE.org/NewYork.

We continue to support ALICE through our Community Care Fund. Both short-term and long-term investments are being made to high-performing agencies to address our area’s largest needs. Recent highlights include:

• Nearly 15,000 individuals were connected to critical services through our Dial 2-1-1 Northeast Region New York/United Way Helpline;

• 640 individuals were connected with employment or vocational training opportunities; 51% obtained part-time or full-time employment;

• 15,521 received free tax preparation services, securing $34.5m in tax refunds back to the local economy and saving consumers a total of $3.9m in tax preparation fees.

The great community impact achieved in 2016-17 happened because of you. We thank our donors, corporate partners, funded partners and volunteers for your dedication in making the Greater Capital Region a better place to live, work and do business.

Do You Know ALICE?

Within the fabric of United Way’s mission is a fundamental commitment to creating community-based and community-led solutions that strengthen the cornerstones for a good quality of life in education, financial stability, health, and ensuring the fulfillment of basic needs in our communities. To better understand individuals’ and families’ financial stability within New York State, United Way of the Greater Capital Region partnered with United Way of New York State and 37 other United Ways across the state to conduct a detailed analysis of the economic conditions in all 62 of New York’s counties. With support from KeyBank and assistance from IBM, the New York ALICE (Asset Limited, Income Constrained, Employed) Report was released Fall 2016 and found that for the United Way of the Greater Capital Region’s five counties (Albany, Rensselaer, Saratoga, Schenectady and Schoharie):

• 38 percent of families (nearly 2 out 5) struggle to afford basic household expenses like housing, food, transportation, health care and child care

• Despite having income, 11 percent of those families are living with means below the Federal Poverty Level (FPL) ($24,600 for a family of four and $12,060 for a single adult with no children)

• An additional 26 percent qualify as ALICE families – who have income above the official FPL but below a newly defined basic survival income level.

On average, a family of four living in one of the five counties we serve needs to earn annual income of $65,472 to adequately meet their basic needs and a single adult with no children needs an average of $22,092. For the family of four this is more than double the FPL of $24,600 and it is nearly the same for a single adult with no children with the average FPL being $12,060. For food alone, the same family of four needs $21.86 per day while a single adult with no children would need an average of $7 per day.

Without sufficient income, ALICE individuals or families are forced to make difficult cuts often choosing to forgo items like healthy food, health care, accredited child care or car insurance. These are difficult trade-offs which put ALICE individuals and families’ health, safety and future vitality at risk. This has negative ripple effects within the entire community.

United Way of the Greater Capital Region 2017 Annual Report

United Way of the Greater Capital Region does not assess our member agencies any dues or fees for their participation in our federation.

For over 25 years, United Way of the Greater Capital Region coordinated the Capital Region SEFA campaign. In 2016-17, UWGCR received the management contract for the statewide State Employees Federated Appeal (SEFA) campaign. UWGCR staff works with a Statewide Council, 23 Campaign Region Coordinators and staff and the Capital Region SEFA Committee.

In 2016-17, the Capital Region SEFA campaign raised $1,327,178. The Statewide SEFA campaign raised $5,076,315.
