1. Introduction

1.1 QueenMaryUniversityofLondon(QMUL)iscommittedtoafairandtransparentpolicyinrespectofchargesmadetostudents.

1.2 “Universityfees”havepreviouslybeencalled“tuitionfees”andreferencesto“tuitionfees”maystillbefoundasthechangeinterminologyismade.

1.3 Thispolicyisreviewedannuallyandstudentswillbeaskedtoagreetothetermsofthispolicyaspartoftheenrolmentprocessatthestartofeachyearofstudy.

1.4 TheseregulationsapplytoallstudentsenrollingonaQMULprogrammeofstudy.Byacceptinganofferofaplaceorenrollingonaprogramme,studentsagreetoabidebythetermsoftheseregulations.WherethestudentisenrolledviaaDegreeApprenticeshiptheprocessmaybedifferentfromthatdescribedwithintheUniversityFeeRegulations.Thisisalsotrueofanyalternativefeearrangementwithpartnerinstitutions.

1.5 QMULchargesuniversityfeesannuallyforitsprogrammesofstudy.Universityfeesarereviewedeachyearandareliabletoincreaseeachyear.Universityfeesfornewstudents(thosecommencinganewprogrammeofstudy)arepublishedontheQMULwebsite.Universityfeesforcontinuingstudents(thoseonaprogrammelastingtwoormoreyearswhoareprogressingtothesecondorlateryearofthesameprogramme)arepublishedontheuniversityintranet.

1.6 Thelevelofuniversityfeeschargedisdeterminedbyastudent’sfeestatus,whichisassessedbyQMUL.Therearethreelevelsoffees:theHome/EU/HomeBritishoverseasterritoriesrate(HB),theoverseasrateandtherateforstudentsfromtheChannelIslandsandtheIsleofMan.Thefeestatus,however,maychangeinthefuture,basedontheEuropeanpoliticalsituationandgovernmentpolicy.

1.7 UniversityfeesforundergraduateHome/EUstudentsareregulatedbytheUKgovernment.HomeandEUStudentsstartingtheirprogrammeonorafterSeptember2017aresubjecttothenewfeeregimechargeof£9,250.HomeandEUstudentswhostartedtheirprogrammeofstudypriorto2017/18willremainontheexistingfeeof£9,000.

1.8 StudentswhoarecurrentlyregisteredontheInternationalFoundationProgrammeandstudentswhorestarttheirundergraduatestudiesonanewprogrammein2018/19willbesubjecttothehigherfee

1.9 Reducedfeeschargedforastudyyearabroadorasandwichyearoutarealsoregulated,withtworatesforstudentswhobegantheirstudyafter2011/12dependingonthenatureofarrangements(seeuniversityfeeschedulesforcurrentamounts).Studentswhostudyabroadordoasandwichplacementforonesemesteronly,willpaytheHome/EUstudentfeedependingontheyeartheystarttheprogramme.

1.10 Theuniversitymayincreasefutureuniversityfeesforcontinuingstudentsbyanamountdefinedeachacademicyear.Theincreaseinuniversityfeesforunregulateduniversityfeesin2018/19willbe2.8%

1.11 The2.8%increaseratedoesnotapplytostudentsontheInternationalScienceandEngineeringFoundationProgramme(ISEFP)andstudentsintheSchoolofLanguageLinguisticsandFilm(SLLF)whodoapreliminaryyear,fromwhichtheymayprogresstoanundergraduatedegreeprogramme.TheFoundationProgrammeisdesignedtopreparestudentsfor

undergraduatestudyintheUK.Itisastand-aloneunregulatedprogrammeandisclassedasyearzero.

1.12 Studentswhosuccessfullycompleteyearzeroandprogresstoanundergraduatedegreeprogrammewillberequiredtopaytheyear1coursefeeforthecohorttheyjoinandthiswillthenrisebytherateofincreaseapplicableinthesubsequentyears.

1.13 Feesforvariablemodepostgraduateprogrammesarepayableinthefirsttwoyearsonly,evenifthestudentisenrolledformorethantwoyears.

1.14 Universityfeechargesmaydifferfromoneprogrammeofstudytoanotherandreflecttheresourcesrequiredtodeliverthatprogramme.

2. Currency

2.1 AllfeespublishedbytheUniversityareinBritishpoundssterling(GBP,£)unlessstatedotherwise.

3. StudentFeeLiability

3.1 Studentsarepersonallyliableforpaymentoftheirfeesthroughouttheirprogrammeofstudy,evenwheretheyhaveasponsorshipagreementorhavearrangedforQMULtoreceivepaymentontheirbehalffromtheStudentLoansCompanyorNHS.Ifthesponsorfailstopay,orastudentloanorNHSbursaryiswithdrawn,thestudentwillbecomeimmediatelyliabletopayfees.

3.2 Studentsareliabletopayfeesfromthestartdateoftheirprogrammeofstudy.Studentsmayenterintoapaymentplantopaytheirfeesininstalments.Studentswhofailtopaytheiruniversityfeeswhenduewillbesubjecttosanctions,whichcanincludetheterminationofregistration.

3.3 Inordertore-enrolonasecondorsubsequentyearofaprogramme,studentsmusthavepaidalluniversityfeerelateddebtstoQMULfromearlieracademicyear(s).

4. AssessmentofFeeStatus

4.1 BeforestudentsenrolonaprogrammeatQMUL,theAdmissionsOfficeassesseswhethertheyareaHome/EUstudent,HomeBritishoverseasterritory,anIslandstudent(studentsfromtheIsleofManandTheChannelIslands)oranoverseasstudentforfeespurposes,basedoninformationprovidedintheapplicationform.Thisdeterminesthelevelofuniversityfeespayable(ifappropriate)andisalsorequiredforstatutoryreportingbyQMULtoUKgovernmentalbodies.Ifthereisinsufficientinformationtodetermineastudent’sfeestatusorifastudentfeelsheorshehasbeenincorrectlyassessed,thestudentwillberequiredtocompleteaFeeStatusAssessmentQuestionnaireandprovidedocumentaryevidence.StudentswhoholdUKstudentimmigrationpermissionarenoteligibletoenrolonapart-timeprogramme.

4.2 FeesforresidentsoftheChannelIslandsandtheIsleofManstartingtheirstudiesinSeptember2017willbe£9,250peryearexceptforstudentsonamedicalorscienceandengineeringprogrammewhowillbechargedinlinewiththefeedeterminedbytheChannelIslandsGovernment.

4.3 FeesforstudentsoftheEUwillinfuturebechargedinlinewithQMULandgovernmentpolicyandprocedures.

4.4 FeestatusisassessedinaccordancewiththeEducation(FeesandAwards)regulations2007,andsubsequentamendmentshttp://www.legislation.gov.uk/uksi/2007/779/schedule/1/made

4.5 Studentsarerequiredtocheckandconfirmtheirfeestatusduringtheenrolmentprocess.FullenrolmentdenotesthatastudenthasacceptedQMUL'sassessmentoftheirfeestatus.Ifastudentbelievestheirfeestatushasbeenassessedincorrectly,theyshouldrequestareviewfromtheAdmissionsOffice.Reviewswillnormallyonlybeundertakenifmaterialevidenceisprovided.Afterenrolment,studentsmustusetheQMULappealsprocedureiftheybelievethattheirfeestatushasbeenassessedincorrectly.Appealsagainstfeestatusassessmentmustbesubmittedbynolaterthan31Octoberintheyearoffirstenrolment.

4.6 Astudent’sclassificationwillnormallyremainthesamethroughouttheircourseofstudyandmaychangeonlyinaverylimitedrangeofcircumstances.Forinformationaboutthecircumstancesinwhichastudent’sfeestatusmaychange,pleasecontactAdviceandCounsellingService(www.welfare.qmul.ac.uk)orvisitwww.ukcisa.org.uk

5. PaymentDeadlines

5.1 UndergraduateHome/EUStudentswithaUniversityFeeLoan

a) MostundergraduateHome/EUstudentsareeligibletoapplyforauniversityfeeloanfromtheStudentLoansCompanytocoverallorpartoftheiruniversityfees.HomestudentsresidentinEnglandaswellasEUstudentsshouldapplyviaStudentFinanceEngland.HomestudentsnotresidentinEnglandshouldapplyviatheStudentAwardsAgencyforScotland,StudentFinanceWalesorStudentFinanceNorthernIreland,asappropriate.

b) Ifastudentappliesforauniversityfeeloantocoveronlypartofthefees,thestudentisresponsibleforpayingthebalanceatenrolment.

c) PaymentismadebytheStudentLoansCompanydirectlytoQMUL.StudentsreceiveaFinancialNotificationletterfromtheStudentLoansCompanysettingouttheirentitlements.NewstudentsmustshowtheFinancialNotificationletteratenrolment.

d) Fieldtripfeesmaynotbecoveredbyauniversityfeeloan,sostudentsmustpaythesechargesthemselvesbeforeoratenrolment,whererelevant.

e) StudentswhoholdanequivalentorhigherlevelqualificationtotheonetheyaregoingtostudyatQMULarenoteligibleforuniversityfeeloansunlesstheyareenrollingontheGraduateEntryProgrammeinMedicine,inwhichcasetheyareeligibleforpartialfunding.

f) NewstudentsnotinreceiptoftheirFinancialNotificationletterbythetimeofenrolmentwillbegiventemporaryenrolmentstatus.Ifthisisnotresolvedbytheendofthetemporaryenrolmentperiod,thestudentwillbecategorisedasaself-fundingstudentandaskedtopay25%andsignapaymentagreement.

g) Continuingstudentsareresponsibleforre-applyingannuallytoStudentFinanceEngland(orotherrelevantUKfundingauthority)forauniversityfeeloan.Studentsmayberequiredtoprovideevidencethattheuniversityfeeloanisavailableatorbeforeenrolment.

5.2 UndergraduateHome/EUStudentswhoareSelf-funding

Home/EUstudentswhoarenoteligibleforauniversityfeeloanorwhochoosenottoapplyforaloanhavetheoptionofpayingtheirfees:

• infullbeforeoratenrolment• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by31st

January(forprogrammesstartinginSeptember)• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by30thApril

(forprogrammesstartinginJanuary)• withagreementinadvancefromtheFeesOffice,ineightinstalments,with25%paidbefore

oratenrolmentandthebalanceinequalmonthlyinstalmentswiththefinalinstalmentdueby30thApril(thisincludesstudentsforwhomauniversityfeeloanisnotavailableduetotheirpreviousstudy)

• Home/EU/HBstudentswhochoosetheoptionofpayingby8instalmentandmissthepaymentwillbechargea£25feeeachtimeapaymentismissed.

5.3 UndergraduateStudentspayingOverseasFees

Internationalundergraduatestudentspayingoverseasfeeshavetheoptionofpayingtheirfees:

• infullbeforeoratenrolment• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by31st

January(forprogrammesstartinginSeptember)• thereisachargeof£150ifastudentfailstomakepaymentbytheduedate• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by30thApril

(forprogrammesstartinginJanuary)• Thereisa£50non-refundablechargeforpayingbyinstalment.

5.4 TaughtPostgraduateStudents

Postgraduatestudentsontaughtprogrammes,regardlessoffeestatus,havetheoptionofpayingtheirfees:

• infullbeforeoratenrolment• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by31st

January(forprogrammesstartinginSeptember)• thereisachargeof£150ifastudentfailstomakepaymentbytheduedate• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by30thApril

5.5 PostgraduateResearchStudents

Postgraduatestudentsenrollingonaresearchdegree(suchasPhDorMPhil)maystartonthe1stdayofthemonthanytimethroughouttheyear.Self-fundingstudentsstartingafter

Octobermaybechargedfeesonapro-ratabasis.Studentshavetheoptionofpayingtheirfees:

• infullbeforeoratenrolment.Thisistheonlyoptionforstudentsenrollingafter1stFebruaryandpayingonapro-ratabasis

• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%bythelastworkingdayofthe4thmonthafterenrolment,providedenrolmentisbefore1stFebruary

• Thereisa£50non-refundablechargeforpayingbyinstalment.

5.6 ChannelIslandsandIsleofManStudents

StudentsfromtheChannelIslandandtheIsleofManwillhavetheoptionofpayingtheirself-fundingcontribution:

• infullonorbeforeenrolment• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by31st

January(forprogrammesstartinginSeptember)• QMULwillinvoicetheChannelIslandsandtheIsleofMangovernmentsfortheir

contributiondirectlyifapplicable.

5.7 ProfessionalandCareerDevelopmentLoan

StudentswhoarestillintheprocessofapplyingforaProfessionalandCareerDevelopmentloan(PCDL)orawaitingadecisionwhentheirprogrammestartswillbetreatedasself-fundingstudentsandwillneedtopayatleast50%oftheiruniversityfeesbeforeoratenrolmentandtheremaining50%by31stJanuary,andthenon-refundable£50instalmentchargewillapply.Iftheloanapplicationissubsequentlysuccessful,thestudentwillbegivenarefundoftheamountspaidinexcessoftheiruniversityfees.QMULacceptsnoliabilityorresponsibilitywhereastudent’sProfessionalandCareerDevelopmentLoan(PCDL)applicationhasnotbeenacceptedbytherelevantbankbythetimethattheuniversityfeepaymentfallsdue.

StudentsmustensurethatQMUL’sFeesOfficeareinpossessionofthePCDLschedulefromtheirbankdetailingtheinstalmentamountsforuniversityfeesandthedatesthesewillbepaidtoQMUL.IfastudenthasacontributiontomakeoverandaboveanyPCDLamount,thisispayableasperthedeadlinessetoutaboveforself-fundingstudents.

5.8 PostgraduateLoan

QueenMaryUniversityofLondon’s(QMUL)normalpolicyformakingpaymentofuniversityfeesbyinstalmentforallPostgraduatestudentshasbeen50%offeesatenrolmentand50%attheendofJanuarywithanadministrativechargeof£50.

HoweverforthosestudentsinreceiptofastudentloanthroughtheUKGovernment’sPostgraduateLoanschemehttps://www.gov.uk/funding-for-postgraduate-studythereisanalternativepaymentscheduleavailable.IfyouareaUKorEUPostgraduatestudent,andhavealoanthatwillcoverthefullcostofyouruniversityfeeswewillallowpaymentin3instalmentsbutthesemustbealignedwithreceiptofyourloanfromtheStudentLoanCompany.

Ifyourloandoesnotcoverthefullcostofyouruniversityfeeswewouldnormallyallowthefeesthatwillbecoveredbytheloantoberepaidin3instalments(asabove)andthe

outstandingamounttoberepaidinlinewithcurrentpolicy(50%onenrolmentand50%attheendofJanuary).Pleasenotethatanyinstalmentagreementwillattracta£50administrationfee.

5.9 AmericanStudentswithUSFederalFinancialAid

QMULparticipatesintheUSGovernment’sFederalStudentAidprogramme.TheFederalschoolcodeforQMULisG06697.

a) FederalstudentloansarepaiddirectlybytheUSgovernmenttoQMULinthreeinstalments(inSeptember,JanuaryandApril).Wedeductuniversityfeesandpaytheremaindertothestudent.Studentsmustsignapaymentplantoconfirmthattheirfeeswillbepaidinthreeequalinstalmentsoutoftheloandisbursement.Theusual£50administrationfeeforpaymentplanswillnotbeapplicablebecausethefundsarereceiveddirectlyfromtheUSgovernment.Inordertosetupthepaymentplan,studentsmustprovideacopyoftheirawardletterfromtheBursaries,Grants&ScholarshipsOfficetoconfirmthevalueoftheloanandtheinstalmentdates.

b) IftheamountoftheUSstudentloanwillnotcoverthefullamountofuniversityfeesdue,thestudentwillberequiredtopaythebalanceduebeforeoratenrolmentorpay50%ofthebalancedueandenterintoapaymentplantopaytheremaining50%inaccordancewiththestandardregulationsthatapplytoOverseasstudents.Thepaymentplanforamountsbeingpaidbythestudentwillbesubjecttothestandard£50administrationfee(see6.2below).

5.10 Pre-sessionalprogrammeandshortcourses

Allstudentsarerequiredtopaytheiruniversityfeesinfullpriortothestartofthecourse.

5.11 StudyAbroadAssociateStudents

a) AssociatestudentswhoenrolatQMULforonesemesteronlymustpaytheiruniversityfeesinfullbeforeoratenrolment.

b) AssociateStudentswhoenrolfortheacademicyearhavetheoptionofpayingtheirfees:

• infullbeforeoratenrolment• ininstalments,with50%paidbeforeoratenrolmentandtheremaining50%by31st

January.

6. PaymentPolicyonInstalments

6.1 Studentsliableforuniversityfeesinexcessof£1,000maychoosetopaytheirfeesininstalments.

6.2 Studentsoptingtopaybyinstalmentsmustsignapaymentplanandaresubjecttosanctionsiftheydonotpayeachinstalmentbytheduedate.Thereisanon-refundableadministrationfeeof£50forpaymentplans.ThischargedoesnotapplytoHome/EUundergraduatestudents.

6.3 Home/EUundergraduatestudentpayingbyinstalmentwillbecharged£25eachtimeapaymentismissed.

6.4 Wherethereisashortfallinpaymentoffeesduetocurrencyfluctuationsorbankcharges,thestudentwillberequiredtomakegoodtheshortfall.

6.5 Ifpaymentismadebybankersdraftandthedraftisreturnedbythebankasunpaid,thestudentwillbechargeda£25administrativefee.

6.6 QMULretainstherighttoimposealatepenaltychargeof£150foranyfeesnotpaidbytheduedate.

7. Discounts

7.1 PromptPayment

a) Studentswhoseuniversityfeesare£7,500orhigherwillreceivea1%discountiftheypaytheirfeesinfullbeforeoratenrolment.ThepromptpaymentdiscountappliestostudentswhopaytheoverseasrateoffeesonundergraduateandpostgraduateprogrammesandHome/EUstudentsonpostgraduateprogrammes.ItdoesnotapplytoHome/EUundergraduatestudentsandChannelIslandsorIsleofManstudents,wherethefeesareregulatedbytheUKgovernment.

b) WherethestudenthasbeenawardedascholarshiptowardsuniversityfeesbyQMUL,the1%discountwillbeappliedtothebalancedueafterthescholarshipisdeducted,providedthebalancedueisatleast£7,500.Wherethebalancedueislessthanthisamount,thepromptpaymentdiscountwillnotapply.

c) ThisdiscountwillnotapplytostudentspayingtheirfeesbycreditcardinpersonattheCashier’sOffice.

d) Studentsmaydeductthe1%promptpaymentdiscountwhentheymakepaymentorpaythefullamountandapplyby31stJanuaryeachacademicyear(orforstudentsstartingtheirprogrammeinJanuary,by30thApril)fora1%refund.

8. UniversityfeeDeposits

8.1 Studentsapplyingfortaughtpostgraduateandfoundationcoursesmayberequiredtopayauniversityfeedepositof£2,000inordertoaccepttheiroffer.Whereadepositpaymentisrequired,studentswillnotbepermittedtoenroluntilpaymenthasbeenreceived.Studentsareinformedintheofferletteriftheywillberequiredtopayadeposit.

8.2 Studentsassessedasoverseasforfeespurposesmustpaytheuniversityfeedeposit,whererequired,beforeaConfirmationofAcceptanceforStudies(CAS)isissued.

8.3 Anydepositpaidinadvancewillbecreditedtowardsthefirstinstalmentofuniversityfeesincaseswherethestudenthasoptedtopaybyinstalments.

8.4 Depositsareusuallynon-refundableandnon-transferable.Depositsmayberefundedunderthefollowingexceptionalcircumstances:

• IfastudenthasappliedforimmigrationpermissioninordertostudyatQMULbutthisisrefusedandthestudentisunabletotraveltoorremainintheUKinordertostarttheirstudiesatQMUL.Theimmigrationrefusalnoticemustbeprovidedbythestudent;

• Ifastudentisinitiallyrefusedentryclearance(immigrationpermission)totraveltotheUKandsuccessfullyappeals,buttheappealcomesthroughtoolatetostarttheirprogrammeatQMULontime.Documentaryevidencemustbeprovidedbythestudent;

• IfQMULdoesnotprovidetheprogrammeasadvertised;• Ifastudentwasrequiredtopaythedepositinordertoacceptaconditionalofferand

theplaceisnotconfirmedbecausethestudentfailstomeettheconditionsoftheoffer;• IfastudentisnotabletoapplyforavisabecauseQMULisunabletoissueaCAS.

8.5 DepositswillnotberefundedifastudentisfoundtohaveprovidedfalseinformationtoQMULoriftheapplicationforimmigrationpermissionisdeniedbecausethestudentpreviouslybreachedimmigrationconditions,committedsomeothercriminaloffenceoruseddeception.

8.6 Ifastudentwishestodefertheirofferofaplacetothenextacademicyear,thenanydepositoruniversityfeespaidwillnotbetransferredtothenextacademicyear,unlessthedeferralhasbeenrequestedbefore20thOctober2018.ThedeferralrequestmustbeputinwritingtotheAdmissionsteam.Thedepositanduniversityfeespaidforstudentswhohavedeferredafterthisdatewillbeforfeited,unlessQMULacceptsthatthereareexceptionalcircumstances.AnypaymentsofuniversityfeeswillalsobeforfeitedifthestudenthasusedtheCASgrantedbyQMULtoentertheUKorremainintheUK.IfthestudentisgrantedpermissiontodeferbeforetravellingtotheUKandtheCASiscancelledbyQMUL,anydepositoruniversityfeespaidinadvance,willbecreditedagainstfeeschargedwhenthestudentenrolsthefollowingacademicyear.

9. Cancellationrights

9.1 OnceyouhaveacceptedanoffertostudyatQMUL,youwillbeabletocancelyouracceptancewithin14dayswithoutgivinganyreason.Thecancellationperiodwillexpireafter14daysfromthedateonwhichyouacceptedtheoffer,whichisthedateonwhichyourcontractwiththeUniversitybegan.

9.2 Toexerciseyourrighttocancel,youmustinformQMULofyourdecisiontocancelthiscontractbyaclearwrittenstatement,whichmaybesentbyemailtotheAdmissionsOffice.

9.3 Tomeetthecancellationdeadlineyoumustsendyourrighttocancelstatementbeforetheendofthecancellationperiod.Ifyoucancelthiscontractinthiswaywewillreimburseyouanypaymentsreceivedfromyouunderthecontract,providedwehavenotdeliveredanyservicetoyouduringthatperiod.

9.4 Wewillaimtoreimburseanyapplicablefundswithoutunduedelaywithin14daysofreceiptofyournotificationofcancellationwhereweareinreceiptoffullinformation.

10. SponsoredStudents

10.1 StudentswhosefeesarepaidinfullorinpartbyaUKgovernmentagency(suchasDFIDortheCommonwealthScholarshipCommission),aforeigngovernment,employerorofficialbodysuchasaninternationalscholarshiporganisationaresponsoredstudentsandmustprovidealetterfromtheirsponsorwhentheyenrol.Iftheprogrammeislongerthanoneyear,anewlettermustbeprovidedeachyearwhenthestudentre-enrols.Thelettershouldconfirmtheaddresstowhichtheinvoiceshouldbesent,acontactnameandtheamountofthesponsorship.Untiltheletterisprovided,astudentisdeemedtobeself-funding.Sponsorfeesareduewithin30daysofenrolment.

10.2 Inthecaseofpostgraduateresearchstudents,thesponsorshiplettershouldincludeanyadditionalfeeswhichhavebeenagreedwiththestudent’sacademicschool/institute.

14. WithdrawalsandInterruptions

14.1 Innormalcircumstancesifastudentinterruptstheirprogrammeofstudy,theywouldberequiredtopaythefeesofthenewcohorttheyarejoining.Howeverifthestudentispreventedfromdoingsobyanyprotectedcharacteristicsthentheywouldbeallowedtoreturntotheirprogramme,bypayingthe2017/18continuingfee2.8%increaseonly.Thereasonfortheprotectedcharacteristicsmustbemadeclearatthepointofinterruption.

14.5 ForthepurposeoftheRegulations,acontinuingstudentwillbedefinedasanystudentwhoisenrolledonafulltimeprogrammeofstudylastingmorethanoneyear.Continuingstudentsarealwayschargedthefeeoftheyeartheyjoinafteraperiodofinterruption.Thisdoesnotincludestudentsonaoneyearprogrammewhointerrupttheirstudies.Ifastudentonaoneyearprogrammeinterruptstheirprogrammeofstudytheywillreturnattherateofthenewcohorttheyjoin.Thiscouldmeanthattheremaybeasubstantialincreaseintheirfeeasthe2.8%rateincreasefor2018/19doesnotapply.

14.8 Self-payingorsponsoredHome/EUstudentswhointerruptandhavealreadypaidtheiruniversityfeesinfullorinpartwillnotnormallybeeligibleforarefund.Thefeeswillberetainedandappliedagainstfuturefeechargeswhenstudiesareresumed.InthecaseofundergraduateHome/EUstudentswhoreceiveastudentloan,theStudentLoansCompanyclawsbacktheloanifthestudentbecomesineligiblefortheloan,basedonthedateofinterruption.

14.9 Internationalstudentswhointerrupttheirstudiesbeforethestartofthesecondsemestermay,atthediscretionofQMUL,beallowedtocredit50%oftheoverseasuniversityfeespaidintheyeartheyinterruptagainstthefeeschargedwhentheyresumestudiesthefollowingacademicyear.Internationalstudentswhointerrupttheirstudiesduringthe2ndsemesterwillnotbeallowedtocarryforwardanypartofthefeestowardsfuturefeecharges.Theseprovisionsdonotapplytopostgraduateresearchstudentswhosefeesarecalculatedonapro-ratabasis.

16. UniversityfeeRefunds

16.1 ForStudentspayingOverseasFees

a) QMULdoesnotrefundoverseasuniversityfeesexceptincertainexceptionalcircumstances.Studentswhohavesignedapaymentagreementtopayintwoinstalmentsareliablefor100%oftheuniversityfeeseveniftheywithdrawbeforethesecondinstalmentisdue.

b) Ifastudentwithdrawsfromtheprogrammeinthefirstsemester,thestudentwillbeentitledtoa50%reductioninfees,lesscharges,ifthestudentwithdrawsinthefollowingexceptionalcircumstances:

• becausethestudentiseligibleforarefundofthedeposit(seesection8above)• duetoaseriousillnesswhichrenderedthestudentunfittocontinuestudies• duetothedeathofaparentorcarer,spouseorchild• ifastudentfailstoenrolforanyprogrammeofstudy• duetoatransfertoanotherhighereducationinstitutionfundedbyHEFCEoranotherUK

governmentfundingbodyandhaspermissionfromtheirHeadofSchooltodoso.

c) IfastudentisgrantedarefundduetooneoftheabovereasonsandissubjecttoUKimmigrationcontrol,thestudentmustprovidedocumentaryevidencethattheyhavelefttheUK,arenowexemptfromUKimmigrationcontrolorhavebeengrantedimmigrationpermissiononsomeotherbasis(suchastransfertoanotherUKuniversity).Acceptableevidencewouldnormallybeimmigrationstampsinthestudent’spassporttoconfirmexitfromtheUKand/orre-entrytotheirhomecountry.Ifthestudent’spassporthasnotbeenstampedonexitfromtheUK,thestudentmustobtainaletterfromtheBritishconsulateorBritishCouncilofficeintheirhomecountryconfirmingthatthestudenthaslefttheUK.

d) Studentswhowithdrawinthesecondsemesterwillnotbeeligibleforarefundoffeesinanycircumstance.

e) IfthestudentisalreadyintheUKandstartstheprogrammeatQMULwhileanimmigrationapplicationtoextendtheirstayispending,thestudentwillforfeitanydepositanduniversityfeespaidifthestudent’simmigrationpermissionissubsequentlydeniedandthestudenthastowithdrawfromtheprogrammeatanypointintheacademicyear.Anyfeesowingwillimmediatelybecomedue.

f) IfastudentisoutsidetheUKandmakespaymentinfullandisrefusedavisa,afullrefundwillbegrantedtothestudentonproductionoftherefusalletter.

Home/EUstudentsontaughtpostgraduateprogrammes,includingdistancelearningandvariablemodestudents,whowithdrawfromtheprogrammeorinterrupttheirstudieswillbeeligibleforapartialrefundofexcessamountspaid.Interruptingstudentswillhaveanyexcessamountsappliedtouniversityfeechargesincurredwhentheyresumestudies.

16.4 ForHome/EUPostgraduateResearchStudents

Home/EUpostgraduateresearchstudentswhohavepaidinfullareeligibleforapro-ratarefundfromthedateonwhichnotificationisreceivedbytheResearchDegreesOfficebypostore-mail.Ifthestudentisinreceiptofascholarship,theamountoffeesrefundedwillberebatedbyanyscholarshippaidinadvance.StudentsinreceiptofaResearchCouncilUKstudentshipwillbesubjecttothetermsandconditionsoftheiraward.

16.5 Pre-sessionalprogrammeandshortcourses

Refundsareonlyavailableifyouareunsuccessfulinyourvisaapplicationandcanprovidedocumentaryevidenceofthis.Youwillneedtoprovideuswiththeofficialvisarejectionletterbeforeweprocessanyrefundrequests.Allrefundrequestsneedtobereceivedbyuswithin21daysofthevisarejection.

17. CourseCancellation

WhereacourseiscancelledbyQMUL,afullrefundwillautomaticallybemadetoallstudentsaffected.

18. ProcessingofRefunds

18.1 StudentswhowithdrawmustfirstsubmittheappropriateformtoAcademicRegistry(seesection14.3above).Thestudent’sstatuswillthenbechangedtowithdrawnonthestudentrecordsystem.Studentswhowishtoapplyforarefundofuniversityfeesor,whererelevant,adepositmustthenapplyinwritingforarefundaddressedto:

18.3 IfastudenthasanyotheroutstandingdebttoQMUL,thiswillbedeductedfromanyrefundofuniversityfees.

18.4 RefundsarenormallyissuedbytheIncomeandCreditControlOfficewithin21daysofthereceiptofthewrittenrequestandsupportingdocumentation.AllrefundsareprocessedinPoundsSterling.Refundsaremadeinthesameformastheoriginalpaymentexceptinthecaseofpaymentsmadebycash,chequeorinpersonbycreditcard,inwhichcasetherefundwillbemadebybanktransfer.

19.2 Studentswhofailtopay100%ofuniversityfeesby31stJanuaryor,incaseswheretheyhaveapaymentplanwithinstalmentsdueonalaterdate,defaultormissapaymentwillberecordedasadebtorintheStudentRecordSystem.Thefollowingsanctionsmaybeimposedifsatisfactorypaymentarrangementscannotbeagreed:

19.3 QMULwillreferunpaidaccountstoexternaldebtcollectionagenciestopursuepaymentandseekrecoverythroughthecourtswherenecessary.

19.4 Ifthedebtisclearedby31stJuly,thestudent’sregistrationmaybereinstatedbutthisissubjecttoanadministrationchargeof£250andthestudent,ifonanundergraduateorpostgraduatetaughtprogramme,willnotbereinstateduntilatleast12monthsafterregistrationwasterminated.Postgraduateresearchstudentsaresubjecttotheadministrationchargeof£250andmayusuallybere-instatedimmediately.

19.5 InternationalstudentswhoseimmigrationpermissionisdependentontheirenrolmentatQMULwillbereportedtotheUKBorderAgencybyAcademicRegistryiftheyfailtoenrolduetonon-paymentoffees,defaultormissapaymentdueortheirregistrationisterminated.

19.6 Thefollowingstepswillbetakenwhereastudenthasnotpaidinfullby31stJanuaryormadesatisfactoryalternatepaymentarrangements:

• On7thFebruaryeachyearorthenearestworkingdaythereafter,theIncomeandCreditControlOfficewilldrawupalistofstudentdebtorsforcirculationtoacademicschools/institutesandAcademicRegistry.Informationregardingtheattemptsmadetorecoverastudent’sdebtmayalsobemadeavailabletoAcademicRegistry.

• AcademicRegistrywillwritetostudentsonthelisttowarnthemthattheirregistrationwillbeterminatedifsatisfactorypaymentarrangementsarenotmadewithin10days.

• Onoraround21stFebruary,theIncomeandCreditControlOfficewillsendanupdatedlistofstudentdebtorstoRegistry.AcademicRegistrywillterminatetheregistrationofthosestudentswhohavenotmadesatisfactorypaymentarrangements.Studentswillbenotifiedofthisdecisioninwriting.

20. ThirdPartyDisclosuresandsharinginformation

Information on a student’s debt may be released or exchanged between different officesof the university in the legitimate course of a student debt collection activities. Anexample of this would be informing a student’s department of the outstanding debt to theuniversity.

If the student falls into arrears of payment to the university, the university may discloseadequate, relevant and sufficient personal data to a third party to enable the debt to the university to be pursued and recovered.
