1. Introduction Youth Development through Football (YDF) is a supranational programme implemented

in up to ten African countries with the hub in South Africa. It is operated by the German

Technical Cooperation (GTZ) in partnership with the Department of Sport and

Recreation South Africa (SRSA). The project is supported by a steering committee. YDF

liaises with non-governmental and governmental organizations, actively engaged in

youth development through football, but also strives to involve private partners. The

project forms an important part of the German – South African FIFA World Cup 2010™

cooperation and is funded by the German Federal Ministry of Economic Cooperation and

Development.

YDF builds on existing initiatives and structures which are already successfully working

throughout Africa in the field of youth development through football instead of re-

inventing the wheel. These initiatives deliver innovative work that deserves to be

strengthened, documented and standardized in order to successfully spread the

approaches and make them accessible as tried-and-tested tools for other or new

initiatives. The project uses a holistic approach and also includes peer groups, families

and other important members of the community. As an implementer of technical

cooperation the GTZ contributes mainly to the capacity building of partner organizations

and individuals. The work in South Africa supports the sustainable realization of the

government’s policies.

Since the mid of 2008 GTZ’s Youth Development through Football (YDF) project has

embarked on a process of investigating the possibilities and opportunities of

implementing various activities that are in line with the concept of youth development

through football in the greater Western Cape area. In order to decide on the nature of

the relevant activities that could be pursued, the YDF project together with the National

Youth Commission (NYC) – being one member of the above mentioned steering

committee – organised a joint provincial Western Cape Youth Development through

Football (YDF) Project “Kick-Off” Workshop within the framework of the official

programme for the National Youth Day during June 2008. It was held on the 13th of June

in Lwandle/Strand where organizations involved in youth development through football

were introduced to the YDF concept. This workshop sought to bring together all the

relevant stakeholders that are active in the relevant field in order to deliberate on the

current status quo and the possible needs that exist within the province. The workshop

resolved to establish a Western Cape Provincial Task Team with the aim of discussing

the needs and any other issues that are vital in crafting a provincial interventions plan for

youth development through football programmes. At the end of the workshop it was also

agreed that the Task Team would work towards holding a Provincial Conference to

launch the YDF programme. YDF also showed how the initiative works in practice and

organised together with the local partners, an educational circuit in Strand/Lwandle and

an exhibition football match in Nyanga.

In a next step the Western Cape Region Youth Development through Football (YDF)

Project Task Team Workshop held on the 08th of August 2008 was organized as a

follow-up of the Western Cape Region-wide “Kick-Off” event. In conclusion of the

workshop it was agreed to meet weekly in the Western Cape National Youth

Commission (WCYC) Offices in order to discuss all conference preparatory issues. The

weekly Task Team meetings were attended by members who were nominated at the

“Kick-Off” Workshop in Lwandle/Strand consisting of various NGOs, the National Youth

Commission (NYC), as well as the Western Cape Youth Commission (WCYC),

representatives of the provincial and local government, and the Youth Development

through Football (YDF) Project of GTZ.

Ultimately, the provincial wide Western Cape Youth Development through Football

(YDF) Conference was held from 12-14th of December 2008 at the University of Cape

Town (UCT). The Conference, supported by GTZ, the National (NYC) and Western

Cape Youth Commission (WCYC) and the Western Cape Provincial Department of

Cultural Affairs and Sport, was organised by the above mentioned Task Team and

facilitated and supported by GTZ’s Youth Development through Football (YDF)

Project.

2. Attendance

The event brought together around 300 representatives from all over the Western Cape,

from as far as Bitterfontein on the West Coast to George in the Southern Cape.

Participants represented both rural and urban organisations, formal and informal

formations, with a 25% female attendance. Thus, the Western Cape Youth Development

through Football (YDF) conference was attended by stakeholders from more than 100

civil society organizations working in the field of youth development through sport, high

profile representatives from national, provincial and local government, as well as the

South African FIFA World Cup 2010™ Local Organizing Committee (LOC).

3. Programme

The three day programme started with registration and football games on Friday evening

12th of December 2008. The conference was officially opened on Saturday 13th of

December by Western Cape Youth Commissioner, Mr. Ghalieb Essop and started with

inputs from the following partners:

• Mr. Cameron Dugmore, the MEC for Cultural Affairs and Sport, Western Cape

• Ms. Nobulumko Nkondlo, Chairperson of the National Youth Commission (NYC)

• Mr. Pillay Mati the Vice President of SAFA, Cape Town

• Mr. David Abrahams, member of the Western Cape YDF Task Team

At a later stage of the conference there was also given an input from:

• Ms. Teral Cullen, member of the FIFA World Cup 2010™ Local Organizing Committee (LOC)

A copy of the programme is attached as annexure I.

4. Conference Objectives

The Western Cape Youth Development through Football (YDF) Conference objectives

were clearly stated in the invitation and were once again presented to all participants:

• To involve and engage all interested stakeholders in the process of establishing

the YDF in the Western Cape;

• To establish the YDF as a forum for the exchange and sharing of programmes,

ideas, resources, perspectives, best practices and information-sharing around

youth development through football development initiatives across the Province;

• To establish the vision, mission and core objectives of the YDF in the Province;

• To identify the core strategic and programmatic focus of the YDF in the Province;

• To agree and establish an inclusive and participatory coordination mechanism for

the YDF;

• To discuss and develop strategies to ensure an inclusive, participative FIFA

World Cup 2010™ Legacy for the entire Province.

5. Methodology

Given the size and diversity of participants the facilitators employed the following several

methods to ensure maximum participation:

• While the common medium of communication was English participants were

allowed to communicate in the language they were comfortable, thus providing

interpretation for Xhosa and Afrikaans speaking persons;

• Proceedings were also varied between break away or commission and plenary

sessions;

• The participlan methodology allowed for the capturing of the ideas of all

participants and assisted in the consolidation of the inputs of all of the close to

300 participants;

• The facilitator provided guidelines before every break away session which helped

to facilitate discussions;

• Each break away session had its own facilitator to further help participants to

maximize their inputs and reach the required outcomes;

• The process also represented an easy logical flow from the Saturday where all

participants could contribute to the vision, mission, programmes and challenges

to the Sunday where commissions consolidated the information received the

previous day.

6. Outcomes of the Conference

The outcomes of the conference are consistent with the objectives and are a

consolidation of the inputs by all the participants in the various break-away groups. The

outcomes presented below are the final proposals presented to plenary by the various

commissions. The full input by the break-away sessions is attached as annexure II.

6.1 The YDF Vision

The vision presented to plenary and accepted by all participants is:

To be a diverse, holistically developed and empowered youth through football.

6.2 The YDF Mission Statement

The draft mission statement presented to plenary and accepted is:

Our mission is to educate, equip and encourage young people to engrain the

importance of good sportspersonship, moral values, integrity, character building,

excellence and leadership.

6.3 YDF Values

The core values presented to plenary and accepted included;

• Diversity and tolerance

• Respect for each other

• Non-racialism

• Gender equality

• Sensitivity to people with disability

• Transparency

• Integrity

6.4 Programmes

Participants were asked to propose programmes that the YDF as a network could

realistically implement. The programmes commission consolidated the programmes of

the various break-away sessions and presented plenary with a fairly comprehensive list

of programmes. The list of programmes is attached as part of annexure II. It was also

agreed that the list should be clustered to produce between 4 and 6 key programmes.

6.5 Challenges

Plenary was once again presented with a fairly comprehensive list of challenges

captured in annexure II. It was agreed that the challenges should be integrated into the

programme area.

6.6 The YDF Structure

The commission responsible for the YDF structure in the Western Cape made the

following proposal to the plenary: The YDF Structure should reflect a high level of

decentralisation and should be structured in the following way:

A Regional Structure with the following responsibilities:

• To implement programmes and projects

• To provide data and do research

• To be directly accountable to the Provincial Committee

• To filter all communication through to other levels

• Co-ordination

• To manage funding

A Provincial structure with regional representatives consisting of the following regions in

the Western Cape:

• Central Karoo

• Eden

• The Cape Town Metro

• Boland

• DMA

• Overberg

6.7 FIFA World Cup 2010™ Legacy Programmes

This commission presented plenary with a number of projects captured in annexure II.

Participants adopted the principle that YDF would work in partnership with the relevant

spheres of government to implement the 2010 Legacy Programmes. The Steering

Committee was again charged to use the input of the conference to develop a coherent

FIFA World Cup 2010™ Legacy Programme.

7. The Way Forward

The conference agreed that there should be a Steering Committee consisting of all the

current task team members with two representatives of all the Districts in the Western

Cape. Members of the new Steering Committee (Task Team and newly elected regional

representatives) are included in annexure II.

Participants charged the steering committee to consolidate and refine the proposals

adopted by conference in a work plan to be developed at a strategic planning workshop

together with GTZ and Provincial Government scheduled for 24 and 25th of January

2009.

8. Conclusion

The Western Cape Youth Development through Football (YDF) Conference generated

considerable enthusiasm since it was the first time that persons/organisations in the

informal football and youth formations came together to deliberate issues affecting their

sector. The conference happened in good spirit and participants showed enthusiasm

and commitment to the make the organisation work. The presence and commitment by

partners such as GTZ, MEC for Cultural Affairs and Sport as well as the Western Cape

Youth Commission (WCYC) added to the importance of the event.

1. Background & Outcomes The Western Cape Youth Development through Football (YDF) Conference held at the

University of Cape Town (UCT) on 12 – 14th of December 2008 brought together around

300 stakeholders from different parts of the Western Cape.

The outcomes of the conference consisted of the following:

• The election of regional representatives to add to the existing Task Team to

form the Western Cape YDF Steering Committee;

• The adoption of a vision for the new process;

• The adoption of key elements of the mission statement, including the core

business, objectives and values;

• A list of the key challenges facing the sector;

• Key programmes the sector should embark on;

• A list of projects related to the FIFA 2010 World Cup™.

The conference also mandated the new Steering Committee to hold a follow-up strategic

planning workshop together with GTZ and Provincial Government with the following

objectives:

a) To refine and consolidate the inputs from the conference;

b) To develop objectives, action plans, time-frames and responsibilities for each

of the broad outcomes of the conference;

c) To capture the above in a strategic management plan (SMP) that will serve

as a guideline for the work of the steering committee.

The information that follows are the inputs presented to plenary and would form the

basis for the mandated task as part of the strategic planning workshop. In essence the

main task of the steering committee is to use the outcomes of the conference to develop

a work plan that will guide the activities of the YDF in future.

o Recruit volunteers in all regions

o Need to secure requests for street football from remote areas. Link

up towns and send collective proposals

o Engage the City of Cape Town to ensure that their processes are

also integrated

o Increase the football base in the Western Cape

8. YDF Structure for the Western Cape The commission responsible for the YDF structure made the proposal to the plenary:

that the YDF coordination mechanism should reflect a high level of decentralisation and

should be structured in the following way:

A Regional Structure with the following responsibilities:

• To implement programmes and projects

• To provide data and do research

• To be directly accountable to the Provincial Committee

Election of a Steering Committee

The above commission also proposed the election of a Steering Committee that would

consolidate, refine and begin to implement the decisions of the conference. Conference

agreed that the Steering Committee would consist of the current Task Team as well as

two representatives from each District.
