CAMPUS
The University Engineer, on behalf of the University of Delhi, re-invites pre-qualification e-bids in two cover system from architects for revision of master plan of University in accordance with MPD-2021 and Zonal Development Plans of Delhi Development Authority. The brief description for the urban design study to be carried out to meet the new requirements is as under: I. Focus on Infrastructure Development:
Enhancement and effective use for FAR as per MPD-2021, redevelopment of Residential Complexes, construction
of new buildings, refurbishing of existing building to meet out the future requirement, vertical and horizontal
extensions wherever feasible. Preparation of plan/ drawings, asset register, standard measurement books, plinth
area, covered area of the buildings, regularization of the existing buildings from the local bodies for optimum use
of the space. Perspective plans for water, drainage, solid waste management of service, power and concept of
green building.
II. Conservation of Heritage:
Development of special conservation plans for listed buildings and precincts.
III. Transportation
Concept for increase in norms for parking space, multi-level parking, underground parking.Study to introduce
multi modal public transport system, Provision for cycle tracks, pedestrian track in the campus.
IV. Disaster Management & Environment:
Preparing report for the provision of Disaster Management Centre, STP, water recycling, pollution control
measures in the campus.
V. Ambiance:
Preparing the report with plan for improving the ambiance of the departments and campus, colleges (situated in
north campus) and its surrounding i/c maintaining the sensitivity of heritage of colleges also.
Architects who have undertaken the above similar works in Central/ State Universities shall be given preference. Conditions:
1. Should furnish the details of their experience in designing and rendering architectural services etc. in the last five
years along with audited balance sheet, P/L account & certified certificate for the work completed for the last five
year.
2. Should also furnish a certificate stating that they have not been blacklisted in any Govt. organization since last
five years.
3. Tender documents may be downloaded from CPPP site https://eprocure.gov.in/eprocure/appas per the

4. Interested architects/consultants should submitted their bids online within 21 days/on or before 27-05-2016
(12:00 pm) from the date of this notice (whichever is later) along with proof of relevant details online only at
CPPP website: https://eprocure.gov.in/eprocure/app. Manual bids shall not be accepted.
5. The University will short list the architect based on the experience of the architects, followed by power point
presentation, which will be communicated later on.
6. The University reserves the right to reject any or all e-bids without assigning any reason thereof. The University
Administration also reserves the right to change the above categorization as mentioned against condition s. no. 4
without assigning any reason there to.

Expression of Interest for Architectural Consultancy: University of Delhi invites Expression of Interest from reputed Architects registered with Council of Architecture, India having designed experience of Master plans & render architectural services of at least two residential buildings of Universities/ Institutes independently. The work will includes re-design and re-development of a conceptual Master plan for educational, residential, hostel and research activities and facilities with the idea of maximum utilization of available land as per the latest provision of MPD-2021. 1. Request for pre-qualification and brief scope of work
Expression of Interest (EOI) are invited on behalf of the University Engineer, University of Delhi from
reputed Architects, Planner/Architectural Consultants referred to as Consultants or Applicants for
prequalification for the following works:
Re-Development of Master Plan of existing campuses and new campuses, Architectural
planning and design, all services (including landscape, external development) of University
of Delhi at Delhi.
The Architectural Consultants shall provided comprehensive architectural services design (including
landscape architecture, site development and traffic study & suggestion). The Guiding Principles for the
architecture of the campuses are also to be listed separately in this document. The eligibility criteria are
defined separately in the EOI documents.
The campuses are expected to have facilities comprising of educational, residential, hostels and
research activities etc.
The selection of the Consultants is through a two –step selection criteria:
Prequalification of Architects
Presentation of shortlisted Architects.
The consultants have to make the plans of existing building & evaluate the structure for future
expansion as per requirement of University of Delhi. if required, the consultant have to
regularize the re-development from various civic bodies.

2. Background and introduction
2.1 The proposed redevelopment plan of the University will be Master plan for redevelopment
of existing campuses and for other vacant lands.
2.2 UGC/AICTE/MCI/government norms need to be followed for the campus carpet area but
the space allocations need to be adequate as per other applicable standards such as, (Time
Saver Standards) and therefore, can exceed those prescribed by the
UGC/AICTE/MCI/government norms.
2.3 Please note that items mentioned above are not all inclusive and the selection committee
will be open to additional recommendations of the pre-qualified consultants. The external
development will include areas for interaction.

3. General instructions
3.1 Selection of the consultant shall be as per the selection process described later in this
document. The decision by the committee regarding the selection will be final.
3.2 Applicants must acquaint themselves fully about the assignment before submitting the
proposal.
3.3 Applicants may please note that land available is at various locations as listed below:
i) North Campus – 198.67 Acres
ii) Dhaka Complex (I & II) – 63.07 Acres (50.31 + 12.76)
iii) South Campus – 64.65 Acres
iv) Shahbad Daulatpur (Rohini) – 46.41 Acres
v) Suraj Mal Vihar – 15.25 Acres
vi) Najafgarh Village – 83 Bighas 19 Biswas
vii) Sec- 22, Dwarka – 1.97 Acres
viii) Solan (H.P.) – 0.048 Acres
3.4 All the information and clarifications sought will be posted on the website. Applicants are
advised to visit the website regularly.
3.5 The University of Delhi reserves the right to reject any proposal, if at any time, a material
misrepresentation is made or discovered, or the Applicant does not provide the responses
sought by the University within the stipulated period.
3.6 References and certificates from the respective Institutes submitted should be signed by an
officer not below the rank of Executive Engineer in case of Govt. Deptt., and General
Manager in case of private bodies.

4. Minimum Eligibility Criteria
4.1 To be eligible for prequalification for Architectural Consultant, the applicant should be an
Architectural firm. The Architectural Consultant must have built in the past five years at least
the following:
University/Medical Colleges/Academic/R&D/Semi Residential Engineering College/Institute
Campus or a multipurpose Institutional Campus with multiple buildings and a total
campus area of 100 acre or more.
4.2 In the above for the Architectural services, built means having the scope of work, similar to
scope of this project i.e. providing comprehensive campus planning, architectural, and design
services (including landscape, external services, etc.)
4.3 The Architectural Consultant must be registered with the Council of Architecture.

5. Selection Process:
5.1 Each Applicant will submit an EOI, structure of which is given later in the Section 8 along
with a suitable covering letter.
5.2 There will be a technical screening of the EOI based on which approximately six applicants
for Architectural services shall be shortlisted. The technical screening committee may
increase or decrease the numbers of short listed applicants depending upon the number of
the applicants.
5.3 The shortlisted applicants in the next stage will be asked to make a presentation before the
committee constituted by the University of Delhi.
5.4 After the proposal is accepted, a Letter of Award (LOA) shall be issued by the University
of Delhi.
6. Fees Details
6.1 The applicants should specify the fees in Rs. per acre for preparation of Master Plan, landscape design & external services and Rs. per sqm of covered area of the existing
buildings for preparation of plan/ drawings, asset register, standard measurement books,
plinth area, covered area of the buildings, regularization of the existing buildings from the
local bodies. Service tax shall be reimbursed as per actual against proof of payment.
6.2 Covered area includes area under floors of all buildings, basements, stilts for parking, stilts and balconies but excludes:
a) Any temporary Structures, b) Lift machine rooms, mumties tank structures, c) Sub shades and Roof level Projections, d) STP, Water Reservoir, e) Any other structure in shaft mentioned structure.
6.3 The fees shall be inclusive for the entire scope of work including architectural services,
external development (water supply, sanitary scheme, roads & public lights etc.) landscape architecture and approvals from all statutory authorities, cost of models, the cost of Topographical Survey, Hydro-Geological Survey if required and no other costs/ claims etc. will be admissible. However, the fees to be paid to Government/ local bodies for getting approvals will be paid directly by the University.
6.4 University of Delhi will enter into contract with Architectural Consultant detailed
payment schedule for the Architectural and PMC services will be specified later.
6.5 Performance Bank Guarantee A performance Bank Guarantee of 5% of the Fees will have to be submitted before signing the Agreement and valid till the completion of the contract on a nationalized bank for satisfactory execution of the Contract.

8. Submissions of documents for pre-Qualification
8.1 For Minimum Eligibility Criteria (For Architectural Services) Provide information of three projects completed in the last 5 years, and which are similar to the proposed. Only those projects will be considered which are satisfying the minimum eligibility criteria (as prescribed in Section 4 above) determined from the following data:
Reference Project Summary i) Project name, location, and brief description ii) Project owner iii) Total covered area (in sqm) iv) Time taken to complete the project v) List the key buildings in the project, their height (in no of storeys), and area vi) Scope of work handled by the applicant in this project vii) References (name, designation, tel. no./email)
8.2 Criteria for prequalification for Architectural Consultants For those applicants who satisfy the minimum eligibility criteria (as prescribed in section 4), for technical screening the following additional criteria will be used:
I. Campus planning- Any three Similar projects of your choice (100 acres or more). II. Architectural expression- any three similar project of your choice (24000sqm or more) III. Experience and background of the key personnel involved. IV. Average turnover in last three years. (Not less than INR 100 Lacs) V. National level competitions won during practice. VI. Experience in use of Green Technologies with Griha/ LEED ratings- Any three Similar
projects of your choice. VII. Experience in the use of ICT/ special technologies in Buildings/Campus any three
Similar projects of your choice. The following documents should be submitted for each of the above

10. Disclaimers 1. Notwithstanding anything contained in this document, the University of Delhi reserves
the right to amend/accept and /or reject any /all proposals and to annul the selection process at any time without assigning any reason and without any liability and /or obligation.
2. Any costs for preparing this submission and presentations will be borne by the applicant and the University is not liable in any way for such costs, regardless of the outcome of the selection process.
3. It is entirely the responsibility of the applicant to provide complete/ sufficient
information. Incomplete/Insufficient information can adversely affect technical evaluation.

11. Guiding principles
1. Intellectual Community: The physical manifestation of the campus must be created through a network of buildings and outdoor spaces that promote interdisciplinary opportunities, connecting disparate units of the University through a network of outdoor spaces which should be accessible and offer opportunity for participation in events and spontaneous activities by the widest range of people.
2. A Walking Campus: The Campus must be designed predominantly for pedestrians and bicyclists, with vehicular movement elegantly accommodated.
3. Symbolic Centers and Edges: Buildings and grounds will respond to an inward focus on learning and an outwards focus on community.
4. Environmental Stewardship: Mindful of the inter relationship of human and natural system, BGI will create a sustainable campus that conserves natural resources, restores environmental quality, and protects biodiversity.
5. Enlightened Frugality: All solutions to physical planning will be comprehensive. Building placement, traffic and parking, engineering systems, natural systems, aesthetics-all must be woven together to form a tapestry of buildings and spaces that foster community.
6. Sustainable Implementation: Zero discharge facility with rain water harvesting, energy efficient buildings and operations, integration of solar energy in buildings, recyclable programs (paper, glass, cans, e-waste segregation at collection-allocation and serviceability of collection points), biogas generation from kitchen waste, adoption of sustainable construction, culture and lifestyle (organic farms operated by faculty, staff and students).
7. Security and Safety: Adequate state of art devices/ equipment/ for safety and security at campus.
8. Ease of Maintenance: The buildings must be designed recognizing the local environment conditions (dust, smog, rain, etc.) so that they are easy to maintain from appearance point of view and do not deteriorate with time or requires too much effort to clean.
9. Landscape: Preserve the existing flora and fauna and integrate them in the proposed landscape seamlessly. Diversity of plants, Amphitheater, Silence zones for meditations in open spaces, standard kiosks design at key locations on campus for posters.
10. Accessibility: The entire campus needs to be designed for access by the persons of special needs.
11. The selected Architect organization should also develop Design, Construction Standards, Guidelines and Specifications document for reference and adherence involving any future construction at site.

Instructions for Online Bid Submission:
The bidders are required to submit soft copies of their bids electronically on the CPP Portal,
using valid Digital Signature Certificates. The instructions given below are meant to assist the
bidders in registering on the CPP Portal, prepare their bids in accordance with the requirements
and submitting their bids online on the CPP Portal.
More information useful for submitting online bids on the CPP Portal may be obtained at:

REGISTRATION:
1) Bidders are required to enroll on the e-Procurement module of the Central Public Procurement
Portal (URL: https://eprocure.gov.in/eprocure/app) by clicking on the link “Online bidder
Enrollment” on the CPP Portal which is free of charge.
2) As part of the enrolment process, the bidders will be required to choose a unique username
and assign a password for their accounts.
3) Bidders are advised to register their valid email address and mobile numbers as part of the
registration process. These would be used for any communication from the CPP Portal.
4) Upon enrolment, the bidders will be required to register their valid Digital Signature
Certificate (Class II or Class III Certificates with signing key usage) issued by any Certifying
Authority recognized by CCA India (e.g. Sify / nCode / eMudhra etc.), with their profile.
5) Only one valid DSC should be registered by a bidder. Please note that the bidders are
responsible to ensure that they do not lend their DSC‟s to others which may lead to misuse.
6) Bidder then logs in to the site through the secured log-in by entering their user ID / password
and the password of the DSC / e-Token.
SEARCHING FOR TENDER DOCUMENTS:
1) There are various search options built in the CPP Portal, to facilitate bidders to search active
tenders by several parameters. These parameters could include Tender ID, Organization Name,
Location, Date, Value, etc. There is also an option of advanced search for tenders, wherein the
bidders may combine a number of search parameters such as Organization Name, Form of
Contract, Location, Date, Other keywords etc. to search for a tender published on the CPP Portal.
2) Once the bidders have selected the tenders they are interested in, they may download the
required documents / tender schedules. These tenders can be moved to the respective „My
Tenders‟ folder. This would enable the CPP Portal to intimate the bidders through SMS / email
in case there is any corrigendum issued to the tender document.
3) The bidder should make a note of the unique Tender ID assigned to each tender, in case they
want to obtain any clarification / help from the Helpdesk.

PREPARATION OF BIDS:
1) Bidder should take into account any corrigendum published on the tender document before
submitting their bids.
2) Please go through the tender advertisement and the tender document carefully to understand
the documents required to be submitted as part of the bid. Please note the number of covers in
which the bid documents have to be submitted, the number of documents - including the names
and content of each of the document that need to be submitted. Any deviations from these may
lead to rejection of the bid.
3) Bidder, in advance, should get ready the bid documents to be submitted as indicated in the
tender document / schedule and generally, they can be in PDF / XLS / RAR / DWF/JPG formats.
Bid documents may be scanned with 100 dpi with black and white option which helps in
reducing size of the scanned document.
4) To avoid the time and effort required in uploading the same set of standard documents which
are required to be submitted as a part of every bid, a provision of uploading such standard
documents (e.g. PAN card copy, annual reports, auditor certificates etc.) has been provided to the
bidders. Bidders can use “My Space” or „‟Other Important Documents‟‟ area available to them to
upload such documents. These documents may be directly submitted from the “My Space” area
while submitting a bid, and need not be uploaded again and again. This will lead to a reduction in
the time required for bid submission process.
SUBMISSION OF BIDS:
1) Bidder should log into the site well in advance for bid submission so that they can upload the
bid in time i.e. on or before the bid submission time. Bidder will be responsible for any delay due
to other issues.
2) The bidder has to digitally sign and upload the required bid documents one by one as
indicated in the tender document.
3) Bidder has to select the payment option as “offline” to pay the tender fee / EMD as applicable
and enter details of the instrument.
4) Bidder should prepare the EMD as per the instructions specified in the tender document. The
original should be posted/couriered/given in person to the concerned official, latest by the last
date of bid submission or as specified in the tender documents. The details of the DD/any other
accepted instrument, physically sent, should tally with the details available in the scanned copy
and the data entered during bid submission time. Otherwise the uploaded bid will be rejected.
5) Bidders are requested to note that they should necessarily submit their financial bids in the
format provided and no other format is acceptable. If the price bid has been given as a standard
BoQ format with the tender document, then the same is to be downloaded and to be filled by all
the bidders. Bidders are required to download the BoQ file, open it and

complete the white coloured (unprotected) cells with their respective financial quotes and other
details (such as name of the bidder). No other cells should be changed. Once the details have
been completed, the bidder should save it and submit it online, without changing the filename. If
the BoQ file is found to be modified by the bidder, the bid will be rejected.
6) The server time (which is displayed on the bidders‟ dashboard) will be considered as the
standard time for referencing the deadlines for submission of the bids by the bidders, opening of
bids etc. The bidders should follow this time during bid submission.
7) All the documents being submitted by the bidders would be encrypted using PKI encryption
techniques to ensure the secrecy of the data. The data entered cannot be viewed by unauthorized
persons until the time of bid opening. The confidentiality of the bids is maintained using the
secured Socket Layer 128 bit encryption technology. Data storage encryption of sensitive fields
is done.Any bid document that is uploaded to the server is subjected to symmetric encryption
using a system generated symmetric key. Further this key is subjected to asymmetric encryption
using buyers/bid openers public keys. Overall, the uploaded tender documents become readable
only after the tender opening by the authorized bid openers.

9) Upon the successful and timely submission of bids (ie after Clicking “Freeze Bid Submission”
in the portal), the portal will give a successful bid submission message & a bid summary will be
displayed with the bid no. and the date & time of submission of the bid with all other relevant
details.
10) The bid summary has to be printed and kept as an acknowledgement of the submission of
the bid. This acknowledgement may be used as an entry pass for any bid opening meetings.
ASSISTANCE TO BIDDERS:
1) Any queries relating to the tender document and the terms and conditions contained therein
should be addressed to the Tender Inviting Authority for a tender or the relevant contact person
indicated in the tender.
2) Any queries relating to the process of online bid submission or queries relating to CPP Portal
in general may be directed to the 24x7 CPP Portal Helpdesk.
