ADJOURNED SESSION, JUNE 22, 1938 An adjourned session of the June meeting of the Board of Trustees of the University of Illinois was held at the Blackstone Hotel, in Chicago, at 12:30 p.m. (Chicago Daylight Saving Time) on Wednes- day, June 22, 1938.
The following members were present: President Mayer, Mr. Adarns, Mr. Cleary, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue.
President Willard was present; also Mr. A. J. Janata, Assistant to the President, Professor Lloyd Morey, Comptroller, Judge Svein- bjorn Johnson, Counsel, and Director C. S. Havens of the Physical Plant Department.

President Mayer read a letter and presented a report on a conference he had held with Governor Horner on June 14, concerning the appro- priation for a building to replace University Hall, the proposed legis- lation to enable the University to finance the Student Center and Dormitory projects, and the proposal to secure federal grants for the construction of the additions to the Library and the McKinley Hospital.
President Mayer stated that the Governor had agreed to a plan whereby, on the basis of the appropriation of $700,000 for the building to replace University Hall, federal grants might be secured to provide for the construction of the additions to the Library and the Hospital. President Mayer reported further that Governor Horner had indicated that he would consent to the introduction of the enabling act to pro- vide for the Student Center and Dormitory projects, on the following conditions:
I. Bonds shall not be an obligation of the State and the bill shall so specify. 2. No debt incurred for the construction of these buildings may be paid
from the University Income and Revolving Fund; nor shall the Board ask for direct appropiiations for this purpose.
3. The act shall include a provision that the payment of principal and interest on the bonds shall be limited to the income received from the buildings provided in this act, or gifts for that purpose.
4. The maximum allowable interest rate in the bill should be lower than the six per cent specified in the draft submitted to the Governor.
5. The University shall send a fair questionnaire to the members of the Student Senate, asking their opinion as to whether they, as representatives of the student body, are in favor of a compulsory increase in student fees for a Student Union Building, not to exceed $10.00 per year.
6. The Board shall endeavor to obtain a federal grant to add to the $700,oo0 appropriation for the construction of a building to replace old University Hall.
7. The Board shall agree that in the preparation of the biennial budget for 1939-191.1 it will confer with the Governor and will not introduce any capital items not previously approved by the Governor.
Mr. Adams reported that he was of the opinion (based on a con- versation with the Governor later than that of President Mayer), that unless the Hoard would agree to all the conditions he had set forth for the Student Center and Dormitory projects, the Governor would not support the use of the appropriation to replace University Hall as a basis for federal grants for the additions to the Library and the Hospital, and that there was doubt in his mind as to the fate of the appropriation to replace University Hall unless the Board agreed to the conditions stated above.
This matter was discussed for some time. Action was deferred until later in the day.
Mr. Cleary withdrew, stating that he would return to the meeting later.
CONFERENCE WITH GOVERNOR HORNER
19381 UNIVERSITY OF ILLINOIS 853 GOVERNOR REQUESTED TO VETO APPROPRIATION BILL
On motion of Mr. Adams, the Governor was requested, in view of the lack of a two-thirds majority in the Senate and the resulting doubt as to its validity, to veto Senate Bill 10, the first bill to appropriate $700,000 for a building to replace University Hall. In taking this action, the Board renewed its request to the Governor to support and to approve the second bill (Senate Bill 57) for the same purpose and the same amount.
The Board considered the following matters presented by the Presi- dent of the University.
STUDENT CENTER BUILDING FEE ( I ) At a meeting of the University of Illinois Student Senate, the under- graduate governing body, held on June 12, 1038, the following resolution was passed:
Resolved, that the Student Senate hereby declares itself in favor of a stu- dent fee of up to $s.oo,per semestef with the understanding that such fee shall be kept as low as possible to provide a Student Center for the University of Illinois student body. The Senate takes this stand because it feels that the savings which the student body will receive from low cost eating and dancing facilities as well as from used book exchange facilities, if such ever becomes necessary, will more than offset the fee which the student will be required to pay.
The facilities for these important services to the student body are, as the Senate has expressed itself many times before, woefully inadequate at present and the Senate welcomes the opportunity to throw its support behind the Stu- dent Center which will solve these difficult problems.

The Board of Trustees has already indicated its approval of a service charge against all students in the Urbana departments to produce sufficient income to operate and maintain the Student Center Building when completed and to provide for the amortization of the bonds issued to finance its construction.

ARCHITECTURAL SERVICES AND SITE FOR STUDENT CENTER BUILDING
(2) At its meeting on November 21, 1936 (Minutes, page I~o), the Board placed the supervision of the architectural work on the Student Center Building in the hands of the Physical Plant Department for the preparation of plans and superintendency of construction.
The Director of the Physical Plant Department recommends that, in view of the demands on his organization for architectural work on other University

buildings, and in view of the fact that part of the funds for the construction of the Student Center Building would come from alumni, an outside architect be employed as consulting architect on this building and that he be an alumnus of the University. H e further recommends that the following committee be appointed immediately to select such a consultant for recommendation to the Board: Mr. Charles Wham, President of the Alumni Association; Mr. Ralph Chapman, President of the University Foundation ; Mr. Carl Stephens, Director of Alumni Relations; Dean Rexford Newcomb, Dean of the College of Fine and Applied Arts; and Mr. E. L. Stouffer, Assistant Supervising Architect in the Physical Plant Department.
It is also necessary that a site for this building be selected immediately so that the plans and working drawings may be started as soon as possible. If funds for this building become available through a grant and loan from the Federal Government it is important that the University be in a position to proceed with the construction with the least possible delay.
On motion of Dr. Meyer, this recommendation was adopted. NEW APPOINTMENT OF PROFESSORIAL RANK
(3) A report of the appointment to the staff of Daniel Dunn Feder, Assistant Director of the Personnel Bureau in the College of Liberal Arts and Sciences and Assistant Professor of Psychology, at an annual salary of $3,300, beginning July I, 1938.

(4) A report that John A. Goff, Professor of Thermodynamics in the Depart- ment of Mechanical Engineering, has resigned, effective September I, 1938, to accept a position as Whitney Professor and Director of Mechanical Engineering and Dean of the Towne Scientific School at the University of Pennsylvania.

DEATH OF DR. HENRY TURMAN BYFORD (5) A report of the death of Dr. Henry Turman Byford, Professor of Gyne- cology, Emeritus, on June 5, 1938. No death benefit is payable in this case, as Doctor Byford was a member of the non-salaried clinical staff of the College of Medicine.

APPOINTMENTS TO ALLERTON TRAVELING SCHOLARSHIPS (6) A report that Messrs. Alexander Kouzmanoff and Ronald Porteous have been appointed to the two Allerton American Traveling Scholarships for the summer of 1938.

(7) The recommendation that the following leaves of absence be granted mem- bers of the staff for the reasons and periods and under the conditions indicated in each case.
I . Mrs. Mildred C. Barber, clerk and stenographer in the Department of Architecture, one month sick leave with full pay beginning the latter part of June, in addition to the usual vacation allowance of one month with pay. Mrs. Barber has been in service for ten years, during which time she has had no previous sick leave.
2. H. W. Bryant, Assistant in Animal Nutrition, leave of absence from April 26 to May 16 with pay, on account of illness.
On motion of Dr. Meyer, these leaves were granted as recom- mended.

CANCELLATION OF AGREEMENT WITH MCCREA SEED COMPANY ( 8 ) At the meeting of the Executive Committee on April 27, a report was made of the authorization of an agreement with the McCrea Seed Company, Incor- porated, Santa Barbara, California, for the development and further distribu- tion of the Illinois Baby Potato Lima Bean. The company has since decided not to enter into this agreement and therefore it has been cancelled.

AGREEMENT FOR COOPERATIVE INVESTIGATION (9) A report of the approval of a cooperative investigation with the American Dry Milk Institute, Inc., for a study of the Effect of Milk Solids on the Mineral Metabolism of Children, for the fiscal year ending June 30, 1939. The Institute agrees to contribute an additional $3,300 for the extension of this investigation.

ADJUSTMENT IN DAIRY HUSBANDRY BUDGET

The Comptroller, on request of President Willard, presented a recom- mendation that $1,515.89 of accrued receipts of the Department of Dairy Husbandry be appropriated for the use of the department.
On motion of Dr. Rileyer, this appropriation was made, by the following vote: Aye, Mr. Adams, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Cleary, Mrs. Freeman, Mr. Horner, Mr. Karraker, hlr. Wieland.
The Comptroller presented also a recommendation that a contract with the Hicks Laundry Company, of Danville, made for two years in 1937, be abrogated, and that the offer of the White Line Laundry to take Over the contract on the basis of their bid made in 1937 be accepted.
On motion of Mr. Adams, these recommendations were adopted.
The Comptroller also presented a recommendation that the lease of the Illinois Union building be continued on a monthly basis, with the stipulation that an agreement will be concluded not later than October I, 1938, and that the University reserve the right to exercise the option given by the present lease to take over the operation and management of the entire building by September I , 1938.
On motion of Mr. Moschel, the extension of this lease was author- ized as recommended; and the matter of the acquisition of the Union Building and the Arcade Building was referred to the special com- mittee for study and report.
