The Regents of the University met at 8:45 P.M. onSunday, June 3, 1951, in President Popejoy's office.

"Dear Mr. Popejoy:

It is my understanding, from my conference withyou in your office, May 8th at which Mr. Pence,Professor of Ceramics from the University ofTexas as well as the Architects were present,that the defective hollow tile clay blocks usedin the Classroom Building for the University willbe acceptable to the University, provided thefollowing additional,corrective steps are takenwithout cost to the 'University.

, l~' Cover all exposed tile surfaces in class roomsand,' corridors ,with smooth finish plaster 5/8inches thick matching existing plaster surfaces.The status of class rooms #101 and #122 to,bedetermined by the Architects at a later date.

2. If acoustical tile can be substituted for,the above -in certain areas at no additional cost,the· University to have the option of designatingthe area-to be so treated.

3. Since surfaces to be plastered are unscoredand painted with ,a plastic sealer paint, it willbe necessary to install, one inch poultry nettingwell nailed into the mortar joints to providebond. Walls that are not painted will not re­quire the wire mesh.

President Popejoy explained to the Regents that itwas necessary this time of the year' to borrow fundsfrom a local bank to underwrite cash requirements,pending the collection of' monies due from the Fed­eral Government in the payment of tuition fees forveteran students. WHEREAS1 the University of New Mexicohas entered 1nto a contract with the UnitedStates of America Veterans Administration pur­suant to Public Law 16, which contract is num­bered VA40r-vr-lOl for the equcational trainingof veterans pursuant to Public Law 16 of theSevent~-eighthCongress; and

WHEREAS, the University of New Mexico hasentered into an agreement without formal con­tract with the United States of America VeteransAdministration pursuant to the provisions ofPUblic Law 346 of the Seventy-eighth Congressand pursuant to the Administrator's Decision 720,dated September 30, 1946, which decision has beenpromUlgated pursuant to said Public Law 346; and

WHEREAS, the University of New Mexico willneed to borrow funds to finance its performanceof said contract and agreement by reason of thefact that receipts by the trnivers.ity under saidcontracts occur upon settlement with the Govern­ment several months after the start of each semes­ter and expenditures in performance of said con­tracts are made continuously through each semester;and

WHEREAS, it is the sense and opinion of theRegents of the University of New Mexico that fundsneeded for such financing should,be borrowed fromthe First National Bank in Albuquerque, a nationalbanking corporation, and that such lo~ should besecured by a pledge of all amounts to be receivedby the University from the United States of America
