Definition Green growth is about fostering economic

growth and development whileensuring that the natural assets continue to provide the resources andenvironmental services on which our well-being relies. To do this it must catalyzeinvestment and innovation which will underpin sustained growth and give rise tonew economic opportunities. (Source: OECD) Other variations exist

Green growth Green growth is gaining support as a way to

pursue economic growth and development, while preventing environmental degradation, biodiversity loss and unsustainable natural resource use.

Developing countries often have a larger share of their economies directly dependent on natural resources

-> green economy and green growth issues become even more relevant

Context GG/GE is usually framed in the

context of sustainability

“Green economy and green growth within the context of sustainable development and poverty eradication” has been a theme of the United Nations Conference on Sustainable Development (UNCSD) in 2012 (Rio+20)

Measuring green growth

Developing and implementing framework conditions that promote green growth requires a good understanding of the determinants of green growth and of related trade-offs or synergies.

It also requires appropriate statistical information to support policyanalysis and to monitor progress.

Measuring green growth

We need: Methodology (Concepts, measurement

framework) Indicators Underlying data sets

Difficulty Defining green growth in statistical terms

Example: Green jobs

Measuring green growth OECD has proposed an ambitious

measurement framework

Development account project Methodology will use existing frameworks

and existing data sets as much as possible Examples: FDES, SEEA, Energy statistics and

balances

Target achievable indicator sets For short-term measurable results, focus

on: energy use structure of energy supply/use energy efficiency

Project will focus on Asian and South American region

Regional work plus selected pilot countries

Time frame: 2012-2015

2012 – International Year of sustainable energy for all

Goals: Ensure universal access to modern

energy services. Reduce global energy intensity by 40 per

cent. Increase renewable energy use globally

to 30 per cent.
