Jalyiny James, aged between 40-50 years is among
the very rst people who were living in Bukona B by
2012 to append his signature on documents brought by
Strategic Friends International (SFI). SFI is a
Ugandan rm that was contracted by government to
carry out research, draw Resettlement Action Plan and
then compensate and resettle 7118 people from the 13
villages of Kabaale parish; Bukona B inclusive,
Buseruka Sub County in Hoima district to pave way
for an oil renery that is to be constructed there.
James used to do farming on his 18 acres of land,
growing crops such as cassava, maize, groundnuts,
and reared some domestic animals on that land. nd
However, on 2 June 2012, the people in the renery
area were stopped to do any development on the land
because they had signed documents showing that land
had been transferred to government yet they had not
been neither compensated nor relocated.
Surprisingly, he is also among the remaining people
yet to be compensated yet he was among rst to
append his signature on compensation documents!

He says that almost all his village mates have been
given cash compensation and gone away while a
few are waiting for relocation from other areas
like Nyahaira and Nyakasinini and other areas in
and near Kabaale. It is only him and Nehemiah
Adidi, whom he calls neighbor who have
remained in that village. This year in February,
he lost a relative and only a few people went for
burial as the place is now in accessible, besides the
area is now grappling with no clean water, an
invasion of both cattle from the 'Balaalo' and
wild animals! Life now seems unpredictable for
him and his neighbor who seem to be ignored and
abandoned by government.
He is asking himself whether this is a
conrmation of the Bible adage that says that the
last shall be the rst.
