How to register and vote

QualificationsYou must be at least 18 years old, a U.S. citizen, a resident of Washington, and not under Department of Corrections supervision for a Washington felony conviction. If you are 16 or 17 you can sign up as a Future Voter and you’ll be registered to vote when you turn 18.

Moved? Contact a county elections office to request a ballot at your new address.

by November 2: Visit a local voting center in person.

How to vote

If you cannot personally return your ballot, only let people you trust deliver it for you.

Your ballot will be mailed no later than October 15 to the address you gave us for your voter registration. If you need a replacement ballot, contact us.

Vote your ballot and sign your return envelope. No one can sign for you. You don’t have to vote every contest. Use this guide to help you decide.

Return your ballot by mail, no stamp needed. If mailed, your ballot must be postmarked by November 2 to count.

Return your ballot to an official ballot drop box. Drop boxes are open until 8 pm on November 2, election day.

Proposition No. 1 Local Sales and Use Tax for Criminal Justice Purposes

The Board of Yakima County Commissioners adopted Resolution 182-2021 concerning a proposition to help fund both Yakima County and the participating municipalities dealing with law and justice issues and other public safety and criminal justice services. This ballot proposition, if approved, will authorize the continued imposition within Yakima County of a sales and use tax equal to three-tenths of one percent (0.3%) for collection commencing 2023, to provide funds to assist and maintain public safety and further criminal justice purposes both for Yakima County and the participating municipalities. This measure proposes the continuation of a local sales and use tax within Yakima County equal to three-tenths of one percent (0.3%) for public safety and criminal justice purposes, pursuant to state law. If approved, it would permanently continue a tax that Yakima County voters first approved in 2004 and reapproved in 2009 and 2015. Tax proceeds will be annually distributed forty percent (40%) to cities and towns and sixty percent (60%) to Yakima County.

All monies collected from the public safety tax are, under RCW 82.14.340, used solely for criminal justice purposes, and are defined as “activities that substantially assist the criminal justice system.” Revenue from the public safety tax is used to fund criminal justice system positions in Yakima County, prosecution and public defense attorneys, Court and juvenile staff and services, municipal police officers, and is also used to provide equipment and assets for law enforcement agencies.

In the 2004 General Election, the voters of Yakima County approved Proposition 1 which imposed a local sales and use tax for criminal justice purposes amounting to three-tenths of one percent (0.3%) for both Yakima County and the participating cities and towns. This tax was again passed in 2009 and 2015 by the voters. The money obtained from this tax since its inception has been critical for the success and development of all aspects of our law and justice system. The permanency of this tax will not give us more but will allow us to maintain what we have.

Proposition No. 1 Adoption of Amendment to Charter of the City of Yakima

Proposition No. 1 concerns an amendment of the City of Yakima Charter. This amendment would amend Section 4, and 6 of Article VI, which would deem a council position vacant if a councilmember failed to meet attendance requirements and make corrective and clarifying amendments to the Section. Should this proposition be approved?

The City of Yakima Charter does not currently provide that council members can be removed for failure to attend city council meetings. The Charter provides only that members be qualified to serve as a council member and that they cannot be convicted of a crime of moral turpitude while in office. See City of Yakima Charter art. VI, section 4. The amendment, if adopted, would add language that would deem a council position vacant if a council member fails to attend three consecutive regular meetings, or six or more regular meetings during a calendar year, without being excused, and specifies how a council seat would be filled in the event one is deemed to be vacant.

Yakima City Council is asking voters to approve an amendment to the City Charter to establish attendance standards for elected council members. This charter amendment would follow Washington State law for such procedures to be stated in the City Charter through voter approval. If approved, the City Council would be able to discipline members who willfully choose to not attend meetings and study sessions. Voting yes will strengthen the Council by having a clear process and attendance standards for members to follow with discipline for those not complying. Vote Yes to establish attendance.

Adopting this measure would give the Yakima City Council the ability to remove a City Council member then select a replacement by majority vote of the remaining council members. This would cancel out the vote of the people living in the removed member’s district. The voters put them into office and should retain the right and power to remove them through the existing charter provisions, namely, the ability to vote the member out of office or remove them by a recall election process. Vote “No” to keep the power in the hands of the people of Yakima.

Representation of the people is the premise of these charter changes regarding meeting attendance. Voting no will continue to hamper the Council from removing members who fail to represent their district by missing meetings. Though vacancies will be filled by a vote of the Council, this will fulfill representation of voters until the people re-elect. A yes vote will provide representation of voters and removal of elected members who excessively fail to attend meetings.

The State RCW allows for the council to compel the attendance of members by establishing penalties for absences. For example, a fine for not meeting attendance requirements may be entirely appropriate, but removing a council member from office should be solely in the hands of the voters.

Vote “No” to keep opposition from canceling the vote of the people.

The City Charter already conforms to state law. Rewording of sections seems to allow for outside influences to affect city business. Rather than “clarifying”, the rewording is less specific and open to interpretation in several areas. For example, new wording allows for fewer Council members to vote on and pass proposed ordinances. Districts may not be properly represented when voting is done.

It also changes public input at City Council and committee meetings from “citizen” to “resident” and adds an unspecified exception to public input.

Selah Park and Recreation Service Area continued

Proposition No. 1 Six-Year Regular Property Tax Levy

Will the Selah Park and Recreation Service Area be authorized to impose regular property tax levies of 10 cents or less per thousand dollars of assessed valuation for each of six consecutive years, for the Selah Aquatic Center/Pool operating expenses?

The Selah Park and Recreation Service Area owns, operates and maintains the Selah Aquatic Center/Pool, where fitness and safety classes, swimming lessons and other recreational opportunities are offered.

Upon voter approval, a park and recreation service area in Washington State may levy regular property taxes for six consecutive years. After the six years, voters must approve a new levy. The Service Area’s previous levy expired in 2018.

The Service Area Board has determined that a six-year regular levy is necessary to operate, maintain and provide programming at the Selah Aquatic Center/Pool during the years 2022 through 2027.

If approved, Proposition No. 1 will authorize the Service Area to levy a regular property tax at a rate of up to $0.10 per $1,000 of assessed value in 2022 through 2027. The estimated $0.10 levy would equal approximately $2.50 per month for a $300,000 home.

Since 1957, Selah’s pool has been a safe place for competition, exercise, lessons, youth employment, and fun. The pool is the heart of Selah’s sports-loving community.

In 2019, the voter-approved Selah Aquatic Center was opened to the community. While the pool currently operates solely on public and private donations, a levy is required to fund the pool for the next 6 years.

For just $0.10 per $1,000 of assessed home value, Selah’s pool will remain open. That’s less than $2.10 per month for a $250,000 home.
