Greetings Bellmead Citizens,

BELLMEAD’S BOOM-

ING! And Bellmead is get-ting Better all the time. The City Council voted to sell bonds to receive up to $8.5 million for the improvement of several infrastructure concerns and some capi-tal improvements. Three million dollars will be used for a new sewer intercep-tor line that will run near the eastern and southern border of the city. This will provide new sewer service for some residents and allow for the savings of thousands of dollars each year with a more efficient operation.

Major city streets that are slated for improvement at a cost of just more than $2 million will include Williams Road, Tirey Lane, Con-cord Road and a new road to provide easier access to the Civic and Tourism Center.

The fire station will re-ceive some needed modi-fications along with a new fire truck and a vehicle for the building inspector at a cost of about $700,000. The Municipal Court will be moving out of City Hall at a cost of $380,000, which will free up office space at City Hall.

The city will receive a new tractor with a lawn mower arm attached to re-place the worn out one we currently use for maintain-ing areas next to our streets at a cost of $200,000.

The police department will receive just more than $800,000 for a new com-munications/property room, a visitor parking lot and six vehicles with radios to provide increased public safety.

The last improvement will be a new water well to be sure that our wa-ter supply is strong for many years into the future. These changes will take time and may not all hap-

Bellmead updatepen in the first year or two, but they are all financed and in the works. The best news about all of these costly improvements for a Better Bellmead is that Chief Finance Officer Vic-tor Salas and City Manager Bo Thomas found a way to provide these $8.2 million of needed improvements by substituting new bonds for the old bonds, which are being paid off resulting in no property tax increase. This shows that even at City Hall BELLMEAD MEANS BUSINESS!

Our City Council meeting was Sept. 9. We opened with a prayer, the Pledge of Allegiance and a public comment period. We ap-proved minutes from pre-vious meetings and after a short reporting period followed with the regular agenda.

• We had some discus-sion about a new ordinance for a drought contingency plan that outlined the steps to take in the event that a drought hit and we suffered a severe water shortage. This ordinance is required by the state to be passed every few years. Our cur-rent overall plan is not being changed by this ordinance and the first two readings passed. A public hearing and workshop agenda may be scheduled to discuss this in more detail prior to the final reading and passing of the ordinance.

• Two additional ordi-nances were approved on their third and final read-ings. One was to approve the court to utilize a new online payment system and the other was to adopt the tax rate of the upcoming fiscal year at $0.298608 per $100 value of property. This means that a home worth $100,000 would continue to pay $298.61 per year in tax-es to the City of Bellmead, which is the same as last year. This rate is one of the lowest in McLennan County.

• We authorized Tyler Technologies to develop

programming to allow new water meter information to be entered electronically into our computer system. We also renewed our an-nual contract with Motorola for our police dispatch con-soles.

• Also police-related, we authorized the purchase of six new police cars and five new radios. We are getting five Ford Interceptor Se-dans (one unmarked) and one Chevrolet Tahoe super-visor vehicle. These were determined to be the most practical and useful for the needs of the city. We also authorized the purchase of a vehicle for the fire depart-ment’s building official to use. Although these funds are coming from certificates of obligation (bonds) the tax percentage rate for the City remains unchanged for the upcoming year.

• Council approved the payment of just more than $550,000 for the sewer infrastructure project that was completed near Sam’s Club. This money is com-ing mostly from our re-serves in the special fund for these types of projects and a small amount from the Bellmead Economic Development Corpora-tion. We also have many more infrastructure projects that will begin within a few months to ensure a Better Bellmead.

• After spending all of this money we are looking to re-gain some as well. Council authorized the auction sell of surplus items. This will be handled through Prop-ertyroom.com or Gov Deals and should net the City a fair sum of money.

National Night Out is a time for coming together and enjoying each other as a community. It is sched-uled for 6 p.m. Oct. 7 in Brame Park. I thank you for allowing me to serve in my seventh year on City Coun-cil. It is an honor. Have a safe and beautiful day in Bellmead!
