If you missed the June meeting or could not hear the presentation, here it is!!!!! Analysis of Lake Levels and Forecast Impact on Club Operations

By John Anderson, John Meagher and Rich Allen, June 11, 2017 The St. Lawrence Seaway opened to commercial shipping in 1959. Since that time there were 41 years in which lake levels peaked at a level higher than 246 ft. These 41 years are represented in figure 1, where you can see a wide spread in low lake levels during the fall and winter, a large range of lake elevation rise during the winter and spring with peak levels in May or June, and then relatively consistent rates of elevation decline July thru December.

In Figure 2 the nine highest water years are shown. The rate of water elevation decline fits a pretty narrow range July – September at about 1/3 inch per day.

In attempts to put some limits on the expected water change by month, all 41 years were evaluated for monthly water level change rate vs. mean water level for the months of May, June, July and August. In Figure 3 it is shown that for most years the water level is rising in May with only a quarter of the years dropping, and only slowly. The 2017 May actual results are shown to be the highest rate of May water rise (highest on the graph) and the highest May mean water level (furthest to the right).

Figure 4 shows the historical data for June. In June the water is equally split between years when the level is rising and years when the level is dropping, with rates of change lower averaging closer to no change. In the highest water levels years, the trend in June is to start slowly going down. Two points are places on this plot that are the basis for forward looking predictions; an brown dot which is a conservative rate for 2017 predictions, and a green dot which is an optimistic rate. Likewise figures 5 and 6 show similar results for July and August, with conservative and optimistic values for each month. In July historically water level is usually going down, and in August it is always going down.

Figure 7 is the chart we are all most interested in. Here the monthly rates of water elevation change for both conservative and optimistic scenarios are projected into the future. In the 11 days since the June meeting, the actual results have been added which shows a trend roughly splitting these two estimates. In addition to our own projection, the Army Corps of Engineers make a weekly forecast for the water elevation one month out. The June 2 forecast and June 9 forecast are shown on this chart.

Optimistic Conservative Optimistic Conservative

Feet / Day Inches / Day June -0.020 -0.010 -0.24 -0.12 July -0.032 -0.015 -0.38 -0.18

August -0.038 -0.025 -0.46 -0.30

Rates of elevation decline used for future forecasts are tabulated here:

The red horizontal line is the water elevation of the launch/haul slip finger peer top surface. When the water is at this level all of the other finger peers are exposed and inspection and repair activities can be carried out. Depending on the situation that is found, we could begin to launch at this point, or more conservatively we may need to wait until the water drops an additional 6 inches which is shown by the yellow horizontal line. The optimistic trend crosses the red line in mid-July, and the conservative trend crosses the yellow line near the end of August. This rather large range is the window in which we could launch boats. The Army Corps of Engineers forecasts are in between our two trend lines.

The green horizontal line is the “all clear” point. This is an educated guess of the water elevation that would allow the club to return to normal activities including reactivating the rest room facilities.

Commodore Bibbens called the meeting to order at 7:35PM. This meeting took place on the third floor of the Port of Rochester Building because the GYC clubhouse is closed due to high water levels flooding the property. Guests: None Secretary’s Report: The minutes of the May meeting were approved as published in the June newsletter. Treasurer’s Report: The Commodore read the Treasurer’s report about Income and Expenses for May. Commodore’s Report: Commodore Bill Bibbens spoke at length about what has happened since the last membership meeting. ° During a work party, approximately 1600 sand bags were filled. Several hundred more were

obtained from the Town of Irondequoit. Approximately 50 volunteers filled the sand bags. ° 60 volunteers helped to build our containment wall. ° The septic system began to overflow due to the high water level in the river. The septic tank was

pumped out and the clubhouse was shut down. All of the drains have been plugged and the water to the clubhouse was turned off. Electricity to the docks has been turned off.

° Two porta-potties were ordered. ° The Commodore’s Reception was postponed and the Memorial Day festivities were cancelled. ° The Scotch Bonnet Light Race has been cancelled. ° During the last month, 4 sump pumps have been installed inside the containment wall and one two

inch gas pump has been placed in the south east corner of our property. No water has entered the clubhouse.

° Sand bags have been placed over all our catch basins. All of our finger piers are under water, and some have broken lose at the break wall. These will need to be repaired. In the interim, the loose finger piers have been tied down. The concrete along the launch haul slip has risen up and pulled away from the steel break wall. Hopefully this will settle back down after the water returns to normal. Your Executive Board has met weekly to discuss any problems as they arise. John Meagher, Gary Leary, and Bill have been checking the grounds and clubhouse and grounds on a daily basis. Bill said, “I would personally like to thank all the volunteers who have helped with the sandbagging, building the containment wall, and manning the two inch pump.” The boardwalk is pinned along the break wall. On the land side, it is leveled by blocks. All the blocking has come loose and shifted. This will have to be repaired when the water recedes. Rear Commodore’s Report: Gary Leary ° He thanked Chic Lasser for volunteering to chair the picnic for the now-canceled Memorial Day

festivities. He also thanked Rob Reisch for chairing the now-canceled SBLR. ° He said that we are unable to provide facilities for the two events we had agreed to host for LYRA.

Larry Sill said that LYRA is still on as of today; the entire south shore is under water. RYC feels it is too early to make a decision to cancel the event. July 1

st is the deadline for the decision. GYC

will help if the event is held in Rochester next year. ° The Pultneyville event has been postponed.

° Gary said that once John Meagher has scheduled launch dates, the Race Committee will meet and re-vamp the Race Schedule.

° Schooner’s will have 20%-off Tuesday nights on June 6, 13, and 20. Your membership card must be presented to receive the discount.

° Dale Ewbank said that he has received only 10 paid PHRF fees. Please pay if you intend to race.

Vice Commodore’s Report: John Meagher ° First off everyone deserves a standing ovation; your response was outstanding from

sandbagging, keeping an eye on the facilities, tending the pumps, and for your continued patience while we deal with the lake levels. It's tough for us all.

° Toni Roback, Bonnie Patterson, Nan Allen, Hans, and Darbbie, thanks for getting the sandbags. ° As Bill said, we are not out of the woods yet - battling the water, the saturation of the soil, water

seeping out of the parking lot. We are staying ahead of the flood waters. However the identification of the extent of the damage and repairs to the docks will be the next task.

° The sign up sheet for tending the gas trash pump is on the bulletin board; thanks to all for your time. We have a schedule to change the oil, and Bill and Steve Corona will be managing that task.

° We have decided to purchase an electric trash pump for $114 to help dewater the parking lot. We would like to see how much water we can drain and then maintain the ingress of water.

° On another note, we all have extra time to get our boats prepped for launching and catch up on those projects we've put off for years such as redoing the nonskid, cabin sole replacement, and new hoses.

° With this extra time there should not be any excuses that you are not ready to launch when we pull the trigger. I’m hoping that we still may be able to have 3-4 months of sailing.

° If you do not dock at GYC, but store here, I can move your boat to Voyager and you can make arrangements with Mark Jr. to launch; he launched a couple so far and I think he charged $200 for a 29' boat, but you'll have to arrange it with Voyager.

° Stepping the masts is possible, however extreme caution must be used as you do not want to tear up the launch dock with your prop and damage your boat.

° Lastly a note on our launches - we will be as quick as we can. Once we give the thumbs up, we will try to put in some long days to launch as many as we can.
