Fall 2006 United University Professions representatives are set to enter into renegotiation discussions with the State of New York to establish a new contract that will benefit the membership of UUP. The present agreement between the two parties will expire on July 1, 2007. As part of the process of stipulating provisions for the new agreement, UUP President William Scheuerman has appointed the statewide Negotiations Team to work in conjunction with two other committees: a Negotiations Committee and an Ad Hoc Advisory Committee, also comprised of appointed individuals, to be responsible for coming up with the terms and conditions to be set forth in a new contract. In preparation for the upcoming talks, the appointed individuals to the three different groups will handle different aspects of the overall process. To start the proceedings, the Negotiations Team, that will volunteer to work toward creating the new contract proposal, has embarked on a Listening Tour that has or will visit all the chapters around the state to hear the concerns of UUP members. The Negotiations Team’s primary purpose is to represent the membership at the bargaining table in negotiating the new agreement with the state. Carolyn Kube, an employee in the Transplant Department from the Stony Brook/HSC chapter is appointed to the team. According to the Negotiation’s Team Chief Negotiator Fred Floss, VP for Academics, The Listening Tour’s stop at the Stony Brook/ HSC reflects many of the same concerns being voiced at chapters statewide. MESSAGE FROM THE PRESIDENT: Dear Brothers and Sisters, I hope each of you and your families have had a healthy and happy summer and are gearing up for the fall and winter seasons. I am, as usual, going to give you an update on the things that have happened here at the Stony Brook Chapter of UUP. Last December, we were given our discretionary supplemental increase (DSI), by management, for this period. As you know, this increase, if you received it, was added onto your base salary. You will find a list of the members who received these monies in this newsletter. Many of our members applied for Professional Development (PD) award money. These are funds that are distributed by a committee of people made up of UUP and Management. Due to the overwhelming request, unfortunately, we were not able to grant every member an award. Please do not let this discourage you from applying again this round if you did not receive it last time. This round of awards will cover any eligible activity completed between July1, 2006 and June 30, 2007. We continue to work with management to solve the continuing problems that our members are experiencing with timekeeping issues. I employ all of you to keep all of your timesheets in case you have a discrepancy that arises with your accruals. I know some of you have been re-classified as to your FLSA eligibility. Those of you that received a letter from Human Resource and still have questions; you may call the UUP office for help. By now you know, for those of you waiting with baited breath, Governor Pataki vetoed the Early Retirement Incentive (ERI) on July18, 2006. There is still a possibility of an override by the Legislators. I will keep you informed as to what happens with this issue. In the month of October, 2006, we had a chapter meeting that featured Ms. Doreen Bango, the UUP benefits director, to speak to us about our UUP benefits. Copies of the PowerPoint presentation given by Ms. Bango are available in the union office. November’s chapter meeting will give you the chance to express what benefits you would like to see negotiated into the next contract. In closing, I ask that we, as UUP Members, in the face of all of the changes that have taken place in the past 10 months here at Stony Brook, remain as Brothers and Sisters with one voice. “AN INJURY TO ONE IS AN INJURY TO ALL”. In addition to the Listening Tour chapter visits, UUP also sent out a survey to solicit information from the membership. Members can access and complete the survey online by visiting www.uupinfo.org. It is imperative that the survey is not completed during work time or on university equipment. UUP is also encouraging members to fill out Member Suggestion Forms. These forms are used to compile the exact details of employment needs, problems, incidents and other problems that are often asked for by NYS Negotiators during the negotiation process. The Member Suggestion Forms are very sig-nificant because the most convincing explanations for specific proposals are documented incidents based on anecdotal re-ports and individual stories provided by UUP members. The Listening Tour will be completed shortly leaving the appointed committees with several weeks to sift through and con-sider all the contributions made at the chapter visits. The Ad Hoc Advisory Committee is appointed to function as the in-formation gateway to determining what the membership wants in terms of a new contract by compiling the concerns from it constituents pertaining to articles that they feel should be made contractual and presenting to the other two committees for consideration. Elisa Nelson (Professional) from the Department of Preventive Medicine and Stephen Smith (Academic) from the School of Health Technology and Management are the Ad Hoc Advisory Committee representatives for the Stony Brook/HSC.

The Negotiations Committees constitutional charge is to prepare proposals for the negotiations and submit a tentative agreement to the membership for ratification. Each UUP chapter in the state has a member appointed to the Negotiations Committee. Stony Brook/HSC Chapter President, Ed Drummond will be serving on the Negotiations Committee. The Ne-gotiations Committee and Team members are expected to meet in early December to review all of the information that has been amassed and begin the process of creating a package of proposals.

Individual Development Awards Program

The Individual Development Awards Program is designed to support a variety of professional development projects or activities by assisting eligible employees to develop their full professional potential and to prepare for advancement. Full-time employees who accrue annual leave are not required to charge those credits for any project or activity funded by an Individual Development Award. The Individual Development Awards Committee comprised of Chair Ora James Bouey, Faith Merrick, Jo Ann Arkin, Tina Manning & Lydia Johnson reviewed 154 applications totaling $136,727.00 for Individual Development funding for the award period of July 1, 2005 – June 30, 2006. The allocation for the HSC/Stony Brook UUP chapter was $98,882.00. These funds were distributed to provide funding for various projects for 108 applicants. The Campus Professional Development Committee administers the Individual Development Awards Program on each campus. Proportional allocations are assigned to each Campus’ Professional Development Committee based on unit member population. The Campus Professional Development Committee is required to dedicate a minimum of 15 percent of the funds under this program to part-time employees. If applications from part-time employees amount to less than 15 percent of the total funds, then the remainder from the set aside amount can be reallocated to awards for full-time employees. The maximum amount that can be awarded for each employee under this program is $1,000. Employees are only eligible to be funded for one project or activity per award period. There is one more round of grant money available in this contract for projects started after July 1, 2006 and completed by June 30, 2007. These dates are different than in previous years in hopes of being able to notify people earlier. Additional information, applications and the Budget Summary for the Individual Development Awards are available in the UUP office, HSC, Level 5--Room 572 or can be downloaded from the UUP website, www.uupinfo.org. Please be sure to print the Guidelines, Application, Budget Summary and Program Evaluation forms. Applications for this round will be available in November of 2006 and the deadline for applying will be February 15, 2007. These dates are different than in previous years in hopes of being able to notify people earlier.

The Professional Development awards for this past round funded a variety of projects. With the funds available we were able to support 108 members in the following:

♦ 37 applications to attend a workshop, seminar, internship or complete course work that was not eligible for the SUNY tuition waiver

♦ 2 applications for participating in a conference ♦ 63 applications to attend a conference. ♦ 6 applications for other projects that did not fall into the above catego-

ries but provided professional development for the member.

DISCRETIONARY RAISES Discretionary awards are part of the contract between UUP and the State of New York. As outlined in the agreement: Article 20.9 Effective July 1, 2006, there shall be available an amount equal to one percent of the total of the salaries on June 30, 2006, for distribution by the State University Trustees in their discretion to incumbents on the payroll on June 30, 2006. Such distribution shall occur not later than December 31, 2006, and shall be retroactive to (1) July 1, 2006, or (2) September 1, 2006 as appropriate to professional obligation. There will be one more round of discretionary awards for this contract in 2007. Discretionary awards for 2006 are currently being processed. The award amounts for 2006 will be published in the next newsletter. The discretionary increases awarded for November 2005 are recorded below:

EMPLOYEE ASSISTANCE PROGRAM & CAMPUS

RECREATION STEP IT UP

The Stony Brook University Employee Assistance Program (EAP) partnered with Stony Brook Campus Recreation to apply for grant to kick off a lifestyle changing program called “America On the Move (AOM).” The program, sponsored by the New York State EAP (NYS EAP) & the New York State Family Benefits Program (NYS FBP) Wellness Initiative Fund, is a national initiative geared towards and dedicated to helping individuals and communi-ties across our nation make positive changes to improve health and quality of life. The Stony Brook EAP and Cam-pus Recreation Department are co-sponsoring the free 6 week program that is open to all Stony Brook employees. AOM is a program that incorporates “steps” to a healthier way of life. Individuals are encouraged to start from where they are and gradually incorporate small changes into their busy daily routines in hopes of building confidence in efforts for continued change. The AOM push is to motivate people to make and maintain positive behavioral changes in their lives as well as create an environment that promotes more movement and healthful eating. The premise of the AOM program is that to be successful at creating sustainable individual behavior change, the focus must fall on the larger environment by creating communities that support healthy eating and active living. The success plan is driven by reaching individuals where they live, work, learn, and play, to make the difference. By focusing on individuals and communities, the AOM Program strives to support healthy eating and active living habits in our society. The program has a threefold goal to:

♦ Inspire Americans to engage in fun, simple ways to become more active and eat more healthfully to achieve and maintain a healthy weight

♦ Create and support an integrated grassroots network of state Affiliates to build communities that support individual behavior changes

♦ Encourages public and private partnerships at the national, state, and local level to build the capacity, reach, and support needed for individual and community behavior change

The AOM Program has the added advantage of giving participants the opportunity to take an active part at work, at home or even on vacation. There is virtual trail on the AOM Web site that will visually track individual progress of all forms of exercise. including simply walking are part of the program and all activity will be converted to steps by referring to a conversion table at AOM’s Web site. Because a little healthy competition is a good motivator, AOM encourages participants “buddy up” with “Move Mates,” people who are also participating in the program, as a way to track and compare each other’s progress. The EAP and Campus Recreation are hoping that even after this year’s grant support the program will continue to be a mainstay for years to come. They are hoping to motivate employees to participate by having on campus kick off events and celebrations. Stony Brook University provides free pedometers, free water bottles, a free Quick Start Guide, 1 free pass to the Stony Brook University Wellness Center, drawings for prizes upon completion of the pro-gram and other incentives to keep participants motivated and excited to be part of the Stony Brook AOM program. To participate in the AOM initiative, individuals must complete a registration either by phone or on the AOM website. Employees provide some basic demographic and contact information, identify goals and then enter the Stony Brook University Group code. The Web site is free and open to anyone. However, non Stony Brook University employees must purchase their own pedometer which can be found for a reasonable price at most department stores or sports stores. Additionally, they must register as an individual, not as a member of the Stony Brook University Group. Health Stitches Doris R. Weisman, N.P. Scientific Reporter Breast Thermograms 1. What is a Breast Thermogram? A Thermogram encompassses a number of different tests under the title of "Thermogram", from very experimental types to the ones being advertised as available to women on Long Island. 2. How is it performed?

In general, the woman sits in front of a special infrared camera which will measure the temperature of the breast skin. The theory is that a breast cancer cell is warmer than a normal cell and may show up in the breast skin. Thermograms were tested in the 70's and 80's and discredited as a diagnostic tool. It is now being offered as an adjunct to established diagnostic mammograms.

3. When should it be performed?

The newer versions are experimental and should only be performed under experimental conditions. 4. How does breast thermography compare with currently used mammograms?

The mammogram has been through every test hurdle and works very well. The state of the art thermogram is a research tool and it is premature to know if it works. It does not at the present time, compare with the mammo-gram's ability to detect cancer.

5. Is breast thermography an FDA approved process?

The FDA has a 2-step approval process. The thermogram available has completed step 1: it is not dangerous, has no radiation, does not hurt. It does not mean it works, only that it does no harm.

6. Are there side effects?

Thermography has no radiation, no compression or direct side effects. The problem is, if it finds something this may lead to many unnecessary biopsies because we don't know yet if it is accurate.

7. What type of facilities are offering breast themograms?

Breast centers in the United States of America provide experimental thermograms with consent. However, pri-vate practice radiology groups on Long Island are selling thermograms. It is premature to assume validity of the test. Insurance companies do not pay for thermograms because it is not a proven diagnostic tool, only experimental.

8. Do you see a role for breast thermography in early detection of breast cancer?

In the future there may be a role (if it works) but we are a long way (approximately 5 to 10 years), from estab-lishing thermography utility and its place in diagnostics.

Our Thanks As Many of you know Michael Silverberg has retired and is living in North Carolina, The Stony Brook HSC Chapter of UUP appreciates the opportunity to acknowledge the hardwork and dedication of Mr. Silverberg. Over the years, he wore many different hats. Mr Silverberg served as the Chapter President, Chapter Vice President for Academics, Chapter Delegate, Chair of the Chapter Labor Management Health & Safety Committee and Chair of Chapter Parking Negotiations here at Stony Brook. Statewide, he was a member of the Executive Board and of the Contract Negotiations Team. Mr Silverberg separated from state service in late September 2005. The HSC Chapter of UUP would like to take this time to thank him for his tireless contributions to UUP and to wish him every success in all his future endeavors.

BRIDGING THE GAP The "The Bridging the Gap" section of the newsletter serves to enable fellow UUP members to familiarize themselves with one another. As a UUP member and the new editor of Bridges, I would like to take this opportunity to "Bridge the Gap" and allow you to get to know me. My name is Pam White and I currently work with a great bunch of UUPers in the Healthcare Teleservices Department under the direction of Teresa Beutel. The Healthcare Teleservices Department is a great place to work and is the official home of the "HealthConnect line." Through the Healthconnect line, we provide healthcare information, physician referrals and answer calls for several outpatient physician offices. In addition, we also field calls for the Lyme Disease, and Cancer Helplines. We answer calls and emails from all over the United States and frequently correspond with international callers as well. As the department's Information Coordinator, I work to ensure that our staff is equipped with the tools to answer the many inquiries we receive regarding the many programs and services available here at Stony Brook University Hospital. On occasion, I have filled in at the Health Resource Center on Level 5 of the hospital or in Stony Brook Village at the Community Resource Center located there. At those sites, we provide the same services offered on the Healthconnect line along with brochures on various health topics, free blood pressure screenings, notary public services, and you can even stop in for a complimentary cup of coffee! I have been working here at Stony Brook University Hospital for nearly 4 years now. I started out in the Human Resources Department (where I worked with another great bunch of individuals!) as an assistant to the director of Employee Activities, Carole Manning. I performed a number of duties there, but my favorite was writing interesting little blurbs to promote the upcoming events on the campus announcements. I have always enjoyed writing especially poetry. I was encouraged to try my hand at the editorial process by one of my co-workers, Lori Tischler, RN who just so happens to be the Oncology Nurse on the Cancer Helpline. I took her advice and so, here I am!! I look forward to the challenge of providing information that is significant to all of the Stony Brook/HSC UUPers.
