What is EASA?
High & uniform level of aviation safety to be ensured at all times –
EU/EASA aviation safety regulatory systemestablishing common safety rules
ensuring that products, services, persons and organisations comply with safety rules
establishing independent safety regulator: EASA
EASA system = shared roles between Member States, Commission, EASA & stakeholders
Aviation system behaves as a networkprogressive harmonisation of safety requirements
Safe: aircraft + operations+ air traffic + landing/take-off

EASA tasks in ATM
RULEMAKING – IR & AMC/CS/GM:- ANS provision (OR + services)- ATCO licensing- ATM/ANS systems & constituents- requirements on airspace users- safety oversight (competent authority)
CERTIFICATION of:- pan-European service providers- non-EU ANSP’s- non-EU ATCO training org.+ oversight of network management
functions
SAFETY ANALYSIS:covering whole ATM/ANS
STANDARDISATION: inspections of national
competent authorities in ATM/ANS

ATM Rulemaking programme;future tasks
ATM rules (amending Common Requirements Reg) on services (not yet covered);
Transposition of ICAO SARPs (with proportionality/subsidiarity)
Aiming at high level of safety, level playing field and legal certainty
HETA (?)
ATM systems and ADR equipment;
Where common requirements necessary
To alleviate the ‘operator’ responsibilities
Reactions - AIB SRs, EASP, inspections feedback (etc.)
Airborne ATM equipment – EASA CS -> ‘remove overlaps in rulemaking and verification of compliance’

METHOD EASA NPA, rulemaking group (ToR; Sep 2009)
OBJECTIVES (main)
• EASA BR (Annex Vb) safety objectives• Promote mutual recognition & ATCO mobility• Provide necessary AMC & GM• Review training requirements (all phases)• Harmonisation of applicable requirements (e.g. assessment
of language proficiency)• Common criteria for instructors & assessors• Rating/endorsement system (developments/harmonisation)• Management system requirements (harmonise + ICAO
compliance, incl. SSP), incl. ATCO training organisations)• Use of synthetic training devices, etc.

in 2012 2013 … (?)
ATM Regulatory Roadmap:
 Managed by the Commission
 Includes EASA, SES & SESAR
 4-year rolling plan, now for 2013 - 2017
 Sets regulatory priorities and timeframes
ATM regulatory roadmap – objectives
 Solid basis for a single aviation regulatory framework;
 high and uniform level of safety
 global interoperability and
 defragmentation by common EU rules implementing ICAO SARPs
 Technological advancement (through SESAR)
 ANC 2012 outcome to support global interoperability swift implementation in EU (+ harmonisation/FAA)
